This species was historically abundant and its historical range includes three permanent lakes (Hart, Crump, and Pelican), several ephemeral lakes, a network of sloughs and diversion canals, and three major tributary drainages (Honey, Deep, and Twentymile Creeks). Warner sucker abundance and distribution has declined over the past century and it was federally listed as threatened in 1985 due to habitat fragmentation and threats posed by the proliferation of piscivorous non-native game fishes (U.S. Fish and Wildlife Service 1985). The Warner Valley is a northeast-southwest trending endorheic basin which extends approximately 90 km (Figure 1). The elevation of the valley floor is approximately 1,370 m and the basin is bound by fault block escarpments, the Warner Rim on the west and Hart Mountain and Poker Jim Ridge on the east. The Warner basin was formed during the middle Tertiary and late Quaternary geologic periods as a result of volcanic and tectonic activity (Baldwin 1976). Abundant precipitation during the Pleistocene Epoch resulted in the formation of Pluvial Lake Warner (Hubbs and Miller 1948). At its maximum extent approximately 11,000 years ago, the lake reached approximately 100 m in depth and 1,300 km2 in area (Snyder et al. 1964, Weide 1975). In 2008, precipitation and snow pack were near average and Hart and Crump Lakes never filled completely. In 2007, Crump Lake water levels were very low with less than a quarter of the surface area wetted during the winter. Both lakes have been watered continuously since 1993. The Warner sucker inhabits the lakes and low gradient stream reaches of the Warner Valley. Two life history forms are present that comprise the metapopulation of Warner suckers: lake and stream morphs. The lake suckers are lacustrine adfluvial or potamodromous fish which normally spawn in the streams. However, upstream migration may be blocked by low stream flows during dry water years or by irrigation diversion dams and spawning may occur in nearshore areas of the lakes (White et al. 1990). The stream suckers inhabit and spawn in the three major tributary drainages (Honey, Deep, and Twentymile Creeks). Large lake-dwelling populations of introduced fishes in the lakes likely reduce sucker recruitment by predation on young suckers (U.S. Fish and Wildlife Service 1998). The Recovery Plan for the Threatened and Rare Native Fishes of the Warner Basin and Alkali Subbasin (U.S. Fish and Wildlife Service 1998) sets recovery criteria for delisting the species. These criteria require that (1) a self-sustaining metapopulation is distributed throughout the Twentymile, Honey, and Deep Creek (below the falls) drainages, and in Pelican, Crump, and Hart Lakes, (2) passage is restored within and among the Twentymile, Honey, and Deep Creek (below the falls) drainages so that the individual populations of Warner suckers can function as a metapopulation, and (3) no threats exist that would likely threaten the survival of the species over a significant portion of its range. In 2008, we conducted investigations in Hart and Crump Lakes to quantify the abundance and distribution of Warner suckers, to search for evidence of recent recruitment, and to estimate sucker abundance relative to nonnative fish abundance. In addition we investigated growth and movement patterns. We used Passive Integrated Transponder (PIT) tagged suckers to determine growth rates and movements, tracked radio-tagged suckers to document seasonal spawning migrations, fished a screw trap in Twelvemile Creek to monitor downstream movements, and operated a trap at the Dyke diversion dam on Twentymile Creek to monitor upstream movements.   Citation × Citation Citation Abstract Copy Title: The Warner Valley Stock Company ; a geographic study Author: Hunt, Jack Horace This thesis is a case study of the Warner Valley Stock Company, a large eastern Oregon Stock Ranch, which utilizes over 680,000 acres of government grazing land. The purpose is to examine the background growth, and forces affecting the ranch. The relationship of man to land can be understood by presenting an organized view of the resources available and how he has utilized them. The ranch is located in South Warner Valley, 35 miles east of Lakeview, Oregon. The valley, a graben 4400 to 4500 feet above sea level, is surrounded by a higher, rolling plateau with elevations ranging from 5000 to 7000 feet. The high desert rangeland has a sparse sagebrush-bunch grass vegetation. Warner Valley is an interior drainage basin which accumulates water for irrigation on valley fields. The natural vegetation of the valley floor consists of tules, willows, and native grasses which supply hay. Early settlers arrived in the late 1860's and by the late 1870's a a number of people settled and an estimated 7000 to 8000 head of cattle were present, grazing on the range in the summer and wintering in the valley. The present ranch lands are owned largely as a result of land granted by Oregon through Swamp Land Laws. A controversy raged between homesteading settlers and the company for years, but was finally settled in favor of the company. Immediately after buying the company in 1936, William Kittridge began reclamation by constructing dikes and canals to control the water. Cultivating and irrigating fields to grow grain was also initiated. This reclamation program continues, with the most highly developed land now producing four tons of alfalfa annually per acre. Grazing rights on over 680,000 acres of government grazing lands are leased by the Company and support cattle five to seven months of the year while hay and grain crops are grown on the ranch. Grazing is controlled by the BLM through issuance of permits. Increasing competition by man for other uses of the rangeland such as wildlife refuges and recreation are a source of concern for the rancher. BLM is developing the range with multiple use concept in mind to achieve the maximum use possible. More intensive management of the range is increasing the rangecost to the rancher. This is a large concern with annual operating expenses of over one million dollars, a cattle inventory of approximately 15,000 head (including calves) and a feed mill-feed lot installation which assists in raising the animals from calves to finished market animals. The principle market is California, with transportation being a costly factor. The ranch as it now exists is the result of many forces. The physical elements place restrictions on the land, the most important being aridity, which does not allow diversification of agricultural production. At present cattle grazing is the most efficient land use. The large meat eating public assures a continued demand, although market requirements may deviate. Speckled dace (Rhinichthys osculus) is a small cyprinid that is geographically widespread throughout western North America, and the most frequently occurring sh in Oregon. Because of the genetic and morphological variation in this species across its range, it has been referred to as a "species complex" and no revision to its taxonomy has occurred since 1984. We investigated the phylogenetics, population genetics, and morphometrics of speckled dace from Oregon's Great Basin region to describe the genetic and morphological variation of speckled dace, identify any unrecognized taxonomic diversity, and to test the validity of Foskett Spring speckled dace, an undescribed putative subspecies that occurs in a single spring within Warner Valley in Southeast Oregon. We collected morphometric and genetic data from Foskett Spring and the surrounding basins (Warner, Goose Lake, Lake Abert, Silver Lake, and Malheur), as well as Stinking Lake Spring (located within Malheur). We created Maximum Likelihood and Bayesian phylogenetic trees from mitochondrial ND2 and nuclear S7 sequence data and genotyped eight microsatellite loci. We identi fied three genetic clades within our samples area that warrant species-level status: Malheur stream dace, Stinking Lake Spring dace, and dace from the other four basins. Population structure was detected at the basin-level and separated Foskett Spring dace from other dace in Warner Valley. The geometric and linear morphometric data indicate that overall body shape did not di ffer among sh occupying streams in these basins, except for in Warner Valley dace, which had larger heads. The two populations of spring dace were distinct from stream dace by having more posterior dorsal fins, and were distinct from each other in head size. With this data we recommend species status for Malheur stream dace, Stinking Lake Spring dace, and dace from the other basins. Because of the strong morphological and slight genetic distinction of Foskett Spring speckled dace, ESU status is recommended, and this population will likely continue to be protected under the ESA.
