  Citation × Citation Citation Abstract Copy Title: Clear and Foster Creek Watershed Assessment Abstract -- A watershed assessment was completed in the Clear and Foster Creek watersheds to evaluate existing conditions and make recommendations to protect or enhance watershed natural resources. Clear and Foster Creek are tributaries to the Clackamas River below any major dams on the system; consequently these tributaries are positioned favorably to contribute to recovery of important anadromous fish populations. Anadromous fish species in the Clackamas basin include spring and fall chinook, coho salmon, winter steelhead, summer steelhead (non-native), migratory cutthroat trout and lamprey. Clear and Foster Creeks are utilized by fall chinook, winter steelhead and coho salmon. The assessment generally followed the framework described in the Oregon Watershed Enhancement Board’s Watershed Assessment Manual (WPN, 1999). The assessment focused on the following components: Channel habitat classification and modification; hydrology and water use; riparian/wetlands; sediment sources; water quality; fisheries; and wildlife and upland vegetation. Generally the approach builds on existing information, and enhances this information with aerial photo interpretation and limited field checking. Additional fieldwork was used to verify channel habitat types and to characterize fish habitat condition. GIS was used as a critical assessment tool and method of displaying results. Although public agencies have shown leadership and started to replace culverts (the County and ODFW and US Forest) they were unable to determine whether there were barriers just up stream on private roads or dams. In order to spend public dollars efficiently and to get a sense of biological and cost related priorities, a comprehensive approach, a watershed approach, that included the cooperation of willing private landowners and better information on natural barriers was needed to understand the real priorities for replacement. For this reason, the goal of the basin stakeholders working in partnership with the CRBC was to create a truly comprehensive assessment and prioritization of public and private barriers. The confluence of Spencer Creek and the Klamath River is 1.5 km upstream of J.C. Boyle dam, which was built in 1959. Past studies provide evidence of a dramatic decline in adult upstream passage since the dam was built and relatively little juvenile downstream passage. However, sampling efforts to quantify the magnitude and extent of movements by juveniles to locations downstream of the dam were limited in scope. Operation of J.C. Boyle Dam may reduce the likelihood that juvenile redband trout from Spencer Creek can move downstream past the dam safely and efficiently and may reduce adult upstream passage to Spencer Creek. In order to understand better juvenile and adult redband trout life history and evaluate fish passage over J.C. Boyle dam, Native Fish Investigations Project plans to monitor redband trout movement in Spencer Creek and the upper Klamath River during 2004 and 2005. We plan to capture juvenile trout (>90 mm) as they emigrate from Spencer Creek and tag them with inter-peritoneal radio transmitters (NanoTags, Lotek Wireless). Adults, upstream and downstream of the dam, will also be radio tagged. Movements of radio-tagged fish will be monitored using fixed-station receivers at locations associated with hydropower facilities and mobile receivers in free-flowing reaches. In addition, we plan to mark several hundred outmigrating juvenile trout (>70mm) in Spencer Creek, and 50 adult trout in the Klamath River, with passive integrated transponder (PIT) tags and install PIT-tag receiver stations at the mouth of Spencer Creek and downstream of J.C. Boyle Dam. This population declined and the last confirmed bull trout sighting above Hills Creek dam was a photograph taken by an angler in 1990. Buchanan et al. (1997) described bull trout in the Middle Fork Willamette River as “probably extinct” after extensive surveys from 1993 through 1997 failed to observe any bull trout. In 1997 the US Forest Service and the Oregon Department of Fish and Wildlife began a program to reestablish bull trout in the Middle Fork Willamette. More than 10,000 bull trout fry have been transferred from the relatively healthy McKenzie population to the Middle Fork Willamette River. Adult bull trout are once again present in the Middle Fork Willamette, although natural reproduction has not been documented.
