  Citation × Citation Citation Abstract Copy Title: Neacoxie Watershed Abstract -- Previously, little information was known about the ecology or the condition of native habitats in the Neacoxie sub-watershed that drains from the city of Warrenton into the north section of the Necanicum Estuary in the city of Seaside. In 2002, the Necanicum Watershed Council completed an assessment for the Necanicum River watershed, but with major knowledge gaps for the Neacoxie watershed, which includes the Neacoxie Creek corridor and the Clatsop Plains. In order for the North Coast Land Conservancy (NCLC) and other land managers to develop stewardship priorities and to make informed decisions about land management actions in this region, additional information was required. Together with the Necanicum Watershed Council and the North Coast Watershed Association, NCLC secured funding to conduct habitat inventories of the Neacoxie watershed. The Neacoxie Watershed Assessment summarizes the results of terrestrial plant transects and aquatic plant surveys completed in the summer of 2011 on ten properties owned by the North Coast Land Conservancy (NCLC) in the Neacoxie Creek watershed (please refer to Appendices A & B). Habitat types include stabilized sand dunes dominated by coastal prairie habitat, interdunal wetland swales and lakes, upland Sitka spruce forest, and forested wetlands. Percent composition of each plant community type observed was calculated. Invasive non-native plant species were recorded. Surveys were also conducted for both native and non-native plants in four water bodies owned by NCLC or adjacent to land trust properties. The plant community data that were collected will be used to evaluate baseline ecological conditions in the Neacoxie watershed. Plant communities can be used as indicators of long-term tidal and hydrologic conditions as well as the ecological health of the landscape. Repeated measurements can be used to assess community changes over time and to assess how plant community composition compares to that described for natural conditions. This information will assist the land trust in making science-based stewardship decisions on its properties, and can be used by other landowners to better understand changes occurring in plant communities in similar habitats on their properties as a result of human disturbance (e.g., land development, farming, grazing) and invasion by non-native plants. These restoration activities are needed due to the large-scale loss of wetland and riparian habitat and degraded water quality. The purpose of these restoration efforts is the improvement of conditions of the watershed with specific regard to habitat and water quality, resulting in, among other benefits, improved conditions for the endangered fish species (bull trout and Lost River and shortnose sucker) populations of the basin. The geographic scope of this EA is defined as the upper Klamath River basin, including the entire watershed from Irongate Dam upstream to the headwaters. This EA is intended to provide NEPA compliance for restoration projects conducted between the years 2000 and 2010. The ERO was established in 1993 to sponsor and assist with a variety of restoration activities in the Klamath Basin. The ERO funds and provides technical assistance to restoration projects involving private landholders, concerned groups, and other state, federal, and tribal agencies. Four alternatives are presented in this EA. The proposed alternative (Alternative 1) consists of a comprehensive program of ecosystem restoration, promoting projects in both riparian areas and in upland habitats. This would continue the current program in effect since 1994. NEPA compliance would primarily be carried out via a single, programmatic document saving time and funds. The Fish & Wildlife Service proposes to fund and administer the following projects types: Riparian Projects: (fencing for livestock management; native plant establishment & diversification; non-native plant removal/control; erosion control; contour re-establishment; impoundment removal; wildlife habitat improvements) Wetland Projects: (fencing; wetland restoration and enhancement; wildlife habitat improvements) Upland or Road Projects: (road abandonment, decommissioning, & obliteration; road drainage improvements and storm proofing, re-establishment of historic contours; silvicultural treatments; native plant establishment/diversification; non-native plant removal/control; fencing; landslide treatments; culvert/stream crossing upgrades; erosion control; wildlife habitat improvements). In-stream Projects: (habitat complexity and diversity improvements; hydrologic regime improvements; coarse woody debris supplementation; natural or artificial barrier removal, modification &/or creation; fish screens installation). Alternative 2 would concentrate restoration efforts only on riparian, instream, and wetland areas. Road projects would be conducted only within the riparian corridor, as defined. NEPA compliance would also be conducted programmatically. Alternative 3 would cease all restoration activities conducted and funded by the ERO in the Klamath Basin. This alternative would serve as a benchmark against which the effects of the restoration alternatives discussed above can be compared. Alternative 4, the "No Action" alternative, would continue current management policies with regard to NEPA compliance, providing compliance on a project by project basis requiring independent analysis for each project. The affected environment of the region is described in detail. The environment has been changed significantly since the 1890's due to logging, agriculture and urban development. An extensive system of dams, canals, and drainage structures has resulted in the conversion of approximately 80% of pre-settlement wetlands to agricultural uses. Riparian corridors have been similarly impacted, and upland forests regions have been affected by logging, road construction and other factors. These changes have contributed to problems with the water quality in the region, contributing to the listing of several fish species as threatened or endangered; loss of habitat has affected a large number of other species as well. The environmental effects of each alternative is analyzed. Some short term negative impacts could occur as a result of the projects authorized by both Alternative 1 and Alternative 2, but these would be strongly offset by the expected beneficial results to water quality and habitat conditions. Alternative 1 would be expected to have a greater overall effect on the environment than Alternative 2, since many of the underlying factors with which restoration efforts are concerned originate in upland conditions (i.e. sedimentation and hydrologic functionality). Alternative 3 would result in conditions remaining much as they are currently, although other programs and organizations are making efforts at restoration activities. The environmental impacts of individual projects anticipated under Alternative 4 would be generally the same as for similar projects under Alternative 1. The primary difference between the two alternatives would be the higher efficiency and improved cumulative analysis resulting from a programmatic approach as proposed in Alternative 1. Public participation in the NEPA process has been, and will continue to be, solicited and welcomed. Compliance with state and federal laws and regulations such as the Clean Water Act, National Historic Preservation Act, and the Endangered Species Act, as well as guidelines for contaminant surveys, will be carried out as detailed. While these projects are expected to play an important role in the restoration of the region, none of these alternatives are expected to have a significant impact when compared with the loss of wetland, riparian and upland habitats over the past century, impacts which do occur would be of a cumulatively beneficial nature. Other restoration efforts are being carried out in the area by other governmental and private groups, and it is expected that these combined efforts will achieve important beneficial results for the ecosystem. Year: 2002, 2005 Humans have altered the Klamath River Canyon in many ways. This study focuses on the years from 1955 to 2003. One substantial alteration is the conversion of terraces into irrigated pastures for agriculture and cattle ranching. This research project explains the relationships between the irrigation network and the vegetation and land use cover patterns that existed in the past and that exist today at Beswick Ranch. Data sources such as aerial photographs, maps, and other historical information are used to create Geographic Information System (GIS) maps and models of the area. Due to time constraints, the final maps and models are not complete at this time. However, the completed models were synthesized with observational data to come to preliminary conclusions. While the ditches of Shovel Creek Pasture have undergone little to no change at all since 1955, ranchers have added ditches to Faye Pasture. Ranch workers have also increased the amount of agricultural land use cover and decreased in tree cover of Faye Pasture. Conversely, ranchers increased the tree cover and non-agricultural land cover, and they have decreased the agricultural cover. The GIS coverages of Shovel Pasture remain in the preliminary stage, and further analyses of the calculated areas of land use cover and ditch lengths are needed to complete this study. In partnership with PacifiCorp and the BLM, this project aims to provide information about the impacts of the current and historical irrigation systems used on the pastures and riparian zones within this reach of the Klamath River Canyon from 1955 to 2003. Adult and larval suckers were found in all reservoirs both years. All life history stages (larvae, juveniles and adults) were found in J. C. Boyle during both years and in Copco in 1999. Juvenile suckers were not found in Copco in 1998. The number of adult shortnose suckers was highest in Copco reservoir (n=165), followed by J.C. Boyle (n=50) and Iron Gate (n=22). Larger and older individuals dominated Copco and Iron Gate reservoirs and little size structure was detected. J. C. Boyle tended to have smaller adult shortnose suckers and many size classes were present. Unidentifiable larval suckers were most abundant in Copco reservoir where historic spawning of shortnose suckers has been documented. Boyle in comparison to the other reservoirs as its fish community was dominated by native fishes while communities in Copco and Iron Gate reservoirs were dominated by exotic predators. J. C. Boyle also possessed proportionally more littoral habitat, which suggests it may provide a more stable environment for young fishes. However, our sampling was inadequate to demonstrate such relationships due to high variance in larval and juvenile catches and potentially confounding habitat variables. One such variable was water level fluctuations, which could interact with habitat and resource availability in complex ways. For example, water level fluctuations, presumed to have a negative impact, were greatest in J. C. Boyle. Klamath Basin Area Office Year: 2005, 2008 Executive Summary Executive Summary This report presents details of the investigation and results in estimating the natural flow of the upper Klamath River at Keno, Oregon. The area investigated includes the Klamath River Basin above Keno, Oregon, primarily in Klamath County, with some areas of Siskiyou and Modoc Counties in California. The study area includes the Sprague, Williamson, and Wood River basins, as well as Upper Klamath and Lower Klamath Lakes. Objectives The current purpose of this study is to provide an estimate of the monthly natural flows in the upper Klamath River at Keno. This estimate of the natural flow represents typical flow without agricultural development in the Upper Klamath River Basin, including its tributaries. Study Approach This study used a water budget approach to assess the agricultural depletions and alterations to the natural flow. The approach was to evaluate the changes of agriculture from predevelopment conditions, estimate the effects of these changes, and restore the water budget to natural conditions by reversing the effects of agricultural development. Records used in this empirical assessment were derived from both stream gaging flow histories and from climatological records for stations within and adjacent to the study area. Water Budget Description The water budget assessment of the watershed as a natural system includes an evaluation of hydrological changes related to agricultural development above the Keno gage. The water budget assessment includes: ? Natural inflow from the Sprague, Williamson, and Wood Rivers to Upper Klamath Lake ? Predevelopment evapotranspiration losses from marshes surrounding Upper Klamath Lake ? Predevelopment evaporation losses of the Upper Klamath Lake ? Natural flow at the outlet of Upper Klamath Lake into the Link River at Klamath Falls ? Resulting natural flow at Keno The processes developed in the water budget to evaluate the natural outflow of Upper Klamath Lake accounts for factors related to water resources developments XI Natural Flow of the Upper Klamath River in the watershed that have affected inflow to the lake, and for losses due to natural condition of the lake. The water budget assessment of the watershed as a natural system includes an evaluation of hydrological changes related to agricultural development above the Keno gage. The results of the water budget assessment are given as average annual flows for two important stream gages, one located on the Link River at Klamath Falls and the other on the Klamath River at Keno. Evaluation of Predevelopment Conditions An evaluation of predevelopment conditions included an evaluation of changes to Upper Klamath Lake, agricultural developments in the Wood River, Sprague River, and Williamson River watersheds. Several basic elements were considered in this study: ? How had development changed the system ? Was information available about conditions before the changes occurred ? Were data available to assist in estimating changes to the natural system Evaluation of Current Conditions Period of Record The period of record considered in this investigation is the 52 years from 1949 to 2000. This period of record was chosen because hydrologic and climatological data were limited for the pre-1949 period and data beyond 2000 were not available when the study began. The water year convention (October through September) is used in this report. Crop and Marshland Evapotranspiration Analysis The modified Blaney-Criddle method was used to determine potential net evapotranspiration (ET) from crops, marshlands, and riparian zones. The method is empirical and the calculated values were adjusted based on other recent study findings and water limiting considerations. To estimate net ET water consumption by this method requires the following data: ? Location of irrigated lands, marshlands, and riparian zones ? Types of crops and number of acres for each crop ? Types and acreages of marshland and riparian vegetation, both existing and predevelopment ? Monthly precipitation and monthly average temperature for the period of record for each area Methods to Estimate Natural Flows Natural streamflow development included adjustment of gaged streamflow to natural flow, restoration of missing streamflow and climate data, making natural streamflow estimates in ungaged watersheds, assessing groundwater XII Executive Summary contributions, and estimating transit losses. Not all of these procedures were appropriate or possible in all subbasins of the study area. Records of historic flow may be adjusted to natural flow using crop net consumptive use and marshland evapotranspiration: natural flow = gaged flow + crop net consumptive use - reclaimed natural marshland net evapotranspiration Correlation analysis was used to restore missing values from monthly-value data records used in this study. The method is different from linear least-squares regression estimation. Data records used in this study include precipitation and average temperature histories, in addition to hydrologic records of streamflow and lake stage. Also, natural streamflow histories are required in ungaged watersheds to assess the natural inflow to Upper Klamath Lake. Sparse monthly flow records for streams heading on the east flank of the Cascades and flowing into the Wood River Valley or Pelican Bay area of Upper Klamath Lake required estimation techniques that used gaged histories from nearby river basins. These data were evaluated in statistical applications to yield natural flow estimates for these ungaged portions of the Klamath Basin. In a similar vein, groundwater contributions required temporal adjustments attributable to the climate signature evident in longer term records for similar groundwater discharges in neighboring watersheds. Transit losses for both surface water and groundwater contributions were also estimated in this study. Natural Lake Simulations Implementation of a water budget for Upper Klamath Lake required developing information about (1) the storage and inundation surface area characteristics of the lake, and (2) the discharge characteristics at the outflow point of the lake. These characteristics were evaluated in relation to the elevation, or stage, of the water surface of the lake. Additionally, discharge from the lake was also related to the stage. Estimating the outflow of a natural lake is accomplished using a water budget approach. A monthly summation of all elements in the water budget may be stated by the general form of the hydrologic equation: i = o + As where i = inflow to the lake o = outflow from the lake and As = change in storage of the lake XIII Natural Flow of the Upper Klamath River For Upper Klamath Lake, the month-to-month water budget accounts for natural inflow, storage of water within each lake, resulting estimated lake stage, and discharge from each lake. In addition, open water surface evaporation and groundwater discharge to the lake from the regional aquifer were estimated. The water budget assessment was designed to simulate the lake as a natural water body. Materials and Data Researched and Used Data Sources Records used in this analysis were derived from both stream gaging flow histories and from climatological records for stations within and adjacent to the study area. Information was also developed from published reports, file documents, and maps. Supporting information included documents from: ? Archives of the Bureau of Reclamation Klamath Basin Area Office ? Numerous U.S. Geological Survey (USGS) Water Supply Papers regarding stream gaging records ? Compact disk databases containing digital records of gaged flow, lake stage records, and meteorological data Anecdotal items from newspaper articles or clipped from magazines were also reviewed. These sources consisted of narratives of past events or conditions, transcripts of interviews, newspaper accounts, books, diaries, and historical journals. These provided an impression of predevelopment conditions that can be compared to the empirical and scientific information gleaned from other sources. Other reviewed materials included unpublished and out-of-print scientific reports, historical maps, letters, books, journals, and photographs. Modeling Tools Results of the water budget assessment were accomplished using Excel?, a sophisticated spreadsheet available in the Microsoft Office for Windows software package. This model was chosen over other models because this study is unique. The computational modules built as the study developed represent a custom application of Excel? to the solution of estimating the natural flow conditions in the Upper Klamath River Basin. Klamath River at Keno Gaging Station For the simulation period, 1949 to 2000, the water balance for the Upper Klamath River Basin at Keno is described below. The natural outflow (discharge) from Upper Klamath Lake at Link River was computed in the water balance. Discharge at Keno was then calculated using a correlation relationship developed between historic measured Link River and Keno flows. Table S-l presents the estimated water balance and outflow developed for the Link River and Keno gages. XIV Executive Summary Table S-1. Other watershed factors have changed since predevelopment. Some of these factors were considered, but are unaccounted-for in the assessment, such as changes in forest conditions or an extension of the flow histories before 1949. Model Review and Sensitivity Analysis Although this study uses best available hydrologic methods and data to either measure or estimate all inflows and outflows to the system, additional concerns have arisen in completing the work. Relationships regarding the significance of uncertainty are likely to be spatially and temporally variable. The key factor is the relative importance of each module in the transit losses suffered by inflows to the natural system. The significance of these influences to model sensitivity is related to time of year or length of time over which flows are evaluated. Model sensitivity is related to uncertainty in data regarding the most significant transit losses; namely, marsh evapotranspiration and open water evaporation. The natural flows developed at Keno are realized, in part, through a statistical rule based model rather than a physically based model. This construct within the model is for the segment from the Link River gage below Upper Klamath Lake, to the Keno gage below Lower Klamath Lake. Thus, sensitivity in testing the spatial and temporal variables within the Link River to Keno reach that affect the flow at Keno is problematic. xv Natural Flow of the Upper Klamath River Summary Development of the natural flows at the Keno gage was accomplished using a spreadsheet modeling approach to resolve the water budget for the Upper Klamath River Basin under undeveloped watershed conditions. The resulting flow duration for simulated natural average monthly flows for Keno gage are described in Table S-2. The percentiles represent the flow exceedence ranges in monthly natural flow estimates at Keno solely due to record length. These percentiles are estimates for modeled baseline conditions and do not reflect data uncertainties for possible changes in evaporation, evapotranspiration, or other factors. Table S-2. The area investigated includes the Klamath River Basin above Keno, Oregon, primarily in Klamath County, with some areas of Siskiyou and Modoc Counties in California. The study area includes the Sprague, Williamson, and Wood River basins, as well as Upper Klamath and Lower Klamath Lakes. Objectives The current purpose of this study is to provide an estimate of the monthly natural flows in the upper Klamath River at Keno. This estimate of the natural flow represents typical flow without agricultural development in the Upper Klamath River Basin, including its tributaries. Study Approach This study used a water budget approach to assess the agricultural depletions and alterations to the natural flow. The approach was to evaluate the changes of agriculture from predevelopment conditions, estimate the effects of these changes, and restore the water budget to natural conditions by reversing the effects of agricultural development. Records used in this empirical assessment were derived from both stream gaging flow histories and from climatological records for stations within and adjacent to the study area. Water Budget Description The water budget assessment of the watershed as a natural system includes an evaluation of hydrological changes related to agricultural development above the Keno gage. The water budget assessment includes: ? Natural inflow from the Sprague, Williamson, and Wood Rivers to Upper Klamath Lake ? Predevelopment evapotranspiration losses from marshes surrounding Upper Klamath Lake ? Predevelopment evaporation losses of the Upper Klamath Lake ? Natural flow at the outlet of Upper Klamath Lake into the Link River at Klamath Falls ? Resulting natural flow at Keno The processes developed in the water budget to evaluate the natural outflow of Upper Klamath Lake accounts for factors related to water resources developments XI Natural Flow of the Upper Klamath River in the watershed that have affected inflow to the lake, and for losses due to natural condition of the lake. The water budget assessment of the watershed as a natural system includes an evaluation of hydrological changes related to agricultural development above the Keno gage. The results of the water budget assessment are given as average annual flows for two important stream gages, one located on the Link River at Klamath Falls and the other on the Klamath River at Keno. Evaluation of Predevelopment Conditions An evaluation of predevelopment conditions included an evaluation of changes to Upper Klamath Lake, agricultural developments in the Wood River, Sprague River, and Williamson River watersheds. Several basic elements were considered in this study: ? How had development changed the system ? Was information available about conditions before the changes occurred ? Were data available to assist in estimating changes to the natural system Evaluation of Current Conditions Period of Record The period of record considered in this investigation is the 52 years from 1949 to 2000. This period of record was chosen because hydrologic and climatological data were limited for the pre-1949 period and data beyond 2000 were not available when the study began. The water year convention (October through September) is used in this report. Crop and Marshland Evapotranspiration Analysis The modified Blaney-Criddle method was used to determine potential net evapotranspiration (ET) from crops, marshlands, and riparian zones. The method is empirical and the calculated values were adjusted based on other recent study findings and water limiting considerations. To estimate net ET water consumption by this method requires the following data: ? Location of irrigated lands, marshlands, and riparian zones ? Types of crops and number of acres for each crop ? Types and acreages of marshland and riparian vegetation, both existing and predevelopment ? Monthly precipitation and monthly average temperature for the period of record for each area Methods to Estimate Natural Flows Natural streamflow development included adjustment of gaged streamflow to natural flow, restoration of missing streamflow and climate data, making natural streamflow estimates in ungaged watersheds, assessing groundwater XII Executive Summary contributions, and estimating transit losses. Not all of these procedures were appropriate or possible in all subbasins of the study area. Records of historic flow may be adjusted to natural flow using crop net consumptive use and marshland evapotranspiration: natural flow = gaged flow + crop net consumptive use - reclaimed natural marshland net evapotranspiration Correlation analysis was used to restore missing values from monthly-value data records used in this study. The method is different from linear least-squares regression estimation. Data records used in this study include precipitation and average temperature histories, in addition to hydrologic records of streamflow and lake stage. Also, natural streamflow histories are required in ungaged watersheds to assess the natural inflow to Upper Klamath Lake. Sparse monthly flow records for streams heading on the east flank of the Cascades and flowing into the Wood River Valley or Pelican Bay area of Upper Klamath Lake required estimation techniques that used gaged histories from nearby river basins. These data were evaluated in statistical applications to yield natural flow estimates for these ungaged portions of the Klamath Basin. In a similar vein, groundwater contributions required temporal adjustments attributable to the climate signature evident in longer term records for similar groundwater discharges in neighboring watersheds. Transit losses for both surface water and groundwater contributions were also estimated in this study. Natural Lake Simulations Implementation of a water budget for Upper Klamath Lake required developing information about (1) the storage and inundation surface area characteristics of the lake, and (2) the discharge characteristics at the outflow point of the lake. These characteristics were evaluated in relation to the elevation, or stage, of the water surface of the lake. Additionally, discharge from the lake was also related to the stage. Estimating the outflow of a natural lake is accomplished using a water budget approach. A monthly summation of all elements in the water budget may be stated by the general form of the hydrologic equation: i = o + As where i = inflow to the lake o = outflow from the lake and As = change in storage of the lake XIII Natural Flow of the Upper Klamath River For Upper Klamath Lake, the month-to-month water budget accounts for natural inflow, storage of water within each lake, resulting estimated lake stage, and discharge from each lake. In addition, open water surface evaporation and groundwater discharge to the lake from the regional aquifer were estimated. The water budget assessment was designed to simulate the lake as a natural water body. Materials and Data Researched and Used Data Sources Records used in this analysis were derived from both stream gaging flow histories and from climatological records for stations within and adjacent to the study area. Information was also developed from published reports, file documents, and maps. Supporting information included documents from: ? Archives of the Bureau of Reclamation Klamath Basin Area Office ? Numerous U.S. Geological Survey (USGS) Water Supply Papers regarding stream gaging records ? Compact disk databases containing digital records of gaged flow, lake stage records, and meteorological data Anecdotal items from newspaper articles or clipped from magazines were also reviewed. These sources consisted of narratives of past events or conditions, transcripts of interviews, newspaper accounts, books, diaries, and historical journals. These provided an impression of predevelopment conditions that can be compared to the empirical and scientific information gleaned from other sources. Other reviewed materials included unpublished and out-of-print scientific reports, historical maps, letters, books, journals, and photographs. Modeling Tools Results of the water budget assessment were accomplished using Excel?, a sophisticated spreadsheet available in the Microsoft Office for Windows software package. This model was chosen over other models because this study is unique. The computational modules built as the study developed represent a custom application of Excel? to the solution of estimating the natural flow conditions in the Upper Klamath River Basin. Klamath River at Keno Gaging Station For the simulation period, 1949 to 2000, the water balance for the Upper Klamath River Basin at Keno is described below. The natural outflow (discharge) from Upper Klamath Lake at Link River was computed in the water balance. Discharge at Keno was then calculated using a correlation relationship developed between historic measured Link River and Keno flows. Table S-l presents the estimated water balance and outflow developed for the Link River and Keno gages. XIV Executive Summary Table S-1. Other watershed factors have changed since predevelopment. Some of these factors were considered, but are unaccounted-for in the assessment, such as changes in forest conditions or an extension of the flow histories before 1949. Model Review and Sensitivity Analysis Although this study uses best available hydrologic methods and data to either measure or estimate all inflows and outflows to the system, additional concerns have arisen in completing the work. Relationships regarding the significance of uncertainty are likely to be spatially and temporally variable. The key factor is the relative importance of each module in the transit losses suffered by inflows to the natural system. The significance of these influences to model sensitivity is related to time of year or length of time over which flows are evaluated. Model sensitivity is related to uncertainty in data regarding the most significant transit losses; namely, marsh evapotranspiration and open water evaporation. The natural flows developed at Keno are realized, in part, through a statistical rule based model rather than a physically based model. This construct within the model is for the segment from the Link River gage below Upper Klamath Lake, to the Keno gage below Lower Klamath Lake. Thus, sensitivity in testing the spatial and temporal variables within the Link River to Keno reach that affect the flow at Keno is problematic. xv Natural Flow of the Upper Klamath River Summary Development of the natural flows at the Keno gage was accomplished using a spreadsheet modeling approach to resolve the water budget for the Upper Klamath River Basin under undeveloped watershed conditions. The resulting flow duration for simulated natural average monthly flows for Keno gage are described in Table S-2. The percentiles represent the flow exceedence ranges in monthly natural flow estimates at Keno solely due to record length. These percentiles are estimates for modeled baseline conditions and do not reflect data uncertainties for possible changes in evaporation, evapotranspiration, or other factors. Table S-2. This report examines the implementation of selected aspects of the endangered species program relying predominately on information provided by the primary implementing agencies, the United States Fish and Wildlife Service (FWS) and National Marine Fisheries Service (NMFS) and offers some recommendations for possible improvements to the program. Debate over the ESA has traditionally been highly polarized. For example, compensating landowners for takings or reductions in property value has been opposed by some who argue updating the law to address this is not necessary. While consensus on other issues such as the need for increasing conservation incentives and the role states play in endangered species conservation has begun to emerge, one of the most debated aspects of ESA implementation continues to be whether the ESA is effectively conserving endangered and threatened species. While there have been significant strides in conserving individual species such as the whooping crane, red-cockaded woodpecker and gray wolf, few species have been delisted (removed from the endangered list) or downlisted (changed in status from endangered to threatened) because of successful ESA conservation efforts. Some argue that the number of recovered species is an unfair measure, asserting that the three decades the ESA has been in existence is an insufficient amount of time for the lengthy process of species recovery and point to listed species that have not gone extinct as evidence the ESA 'saves' species. From the opposing perspective, while recovery to the point of delisting may require a substantial amount of time for many species, after three decades more progress should be demonstrable through species that have recovered and been delisted. Even if a species has increased in numbers or distribution or the threats facing the species have been reduced, if it has not been delisted on the basis of recovery, the ESA's prohibitions and regulations remain applicable and the ESA should not be a 'one way street.' Of 40 total species removed from the list, 10 domestic species were delisted because of "recovery". Of 33 reclassified species, 10 domestic downlistings (a change from endangered to threatened status) reflected a reduced threat assessment which also allowed more flexibility in management. The FWS's most recent report to Congress (Fiscal years 2001-2002) shows that 77 percent of listed species fall in the 0 to 25 percent recovery achieved bracket and 2 percent fall in the 76 to 100 percent recovery achieved bracket. 39 percent of the FWS managed species are of uncertain status. Of those with an assessed trend, at one end of the spectrum are 3 percent possibly extinct, 1 percent occurring only in captivity and 21 percent declining and at the other end are 30 percent stable and 6 percent improving. These assessments however are subjective. Additionally, the assessment that a species is improving or stable may reflect, for example, a reduction in perceived threats or corrections to inaccurate threat assessments that stemmed from erroneous data rather than actual changes in species' trends that are demonstrated by improved numbers, distribution or other such measurements. Consequently, a meaningful assessment of conservation trends under the ESA using these data is not possible. The data used to list a number of species has been subsequently determined to be erroneous and species that likely do not merit classification as endangered or threatened remain listed. This can consume resources that could be directed to species that do merit listing. The assignment of recovery priorities appears highly skewed and the recovery priority for some species seems questionable. A meaningful distinction between endangered status and threatened status has been blurred as has been the framework for the mechanism of critical habitat. Expenditure reporting has improved but presents an incomplete picture of financial resources dedicated to endangered species. Workloads for litigation regarding activities such as consultation and listing under the ESA's complex structure compete for resources that could otherwise be directed at recovery efforts. The demands associated with ESA Section 4 determinations in combination with the pace of species listings and delistings, the number of possible future additions to the list and the economic impact of listings likely indicate that the current program is not sustainable. It is my desire to keep you informed about issues, activities, and opportunities I think are important to the public. More importantly, I am seeking ideas and comments from those who may be affected by multiple- use management programs here on the resource area. This planning update is organized to make it easy for you to find projects of most interest. Projects have been arranged into categories ( i. e., Recent Decisions, New Projects, On- going Projects, and Environmental Education Activities). In addition, each of these categories is sorted by resource topics ( e. g., Lands Program, Timber Sales, etc.). The table will give you a brief description of activities occurring within the Klamath Falls Resource Area and for most projects a location. Refer to one of three maps following the table, for locations of projects. Additional information can be obtained fi- om the contact listed in the project descriptions. If you have any concerns about the proposed actions, please call the Klarnath Falls Resource Area and ask for the " Contact" person listed or the Resource Area Planner as soon as possible. The earlier you get involved, the more capability we have to adjust or change planned actions. Also be alert for news releases and public notices published in the Herald and News as projects reach stages for public involvement. The objectives of the project include: ? Expanding hands-on field science watershed education. ? Encouraging a sense of resource stewardship among students at all grade levels. ? Collecting quality data for inclusion in the 319h data base. ? Teaching applications of the scientific method. ? Providing on-going inservice training for teachers to increase the effectiveness of the project. Project tasks that were completed include acquisition and analysis of Klamath River Watershed Data, including river water temperatures, river cross sectional profiles and spawning ground surveys. Descriptions of methodology are included in the report. Many other watershed-related projects were undertaken by schools. In some cases the field data was collected and compiled by agency personnel. The spawning ground survey data collected by student volunteers was part of a project conducted by the California Department of Fish and Game and the U.S. Forest Service. Although a substantial amount of excellent work has been accomplished by the schools, the opportunity exists to improve the program at all levels. Increased field and technical support is needed to successfully integrate the goals of the project. Computer training for teachers and students is an essential component of the project, which would allow analysis of data and creation of web sites within classrooms. Data analysis and reporting is the critical component of the project that would provide students with a complete understanding of scientific research methodology. Providing a forum for communication between the 319h participants is another important area of the project that needs to be expanded. Travel time, mountainous topography, and intense winter storms can be barriers to travel in Siskiyou County. A new element to this report is the inclusion of stories about the people, partnerships, and on-the-ground projects that are benefiting watersheds and communities across the state. The purpose of this mixed methods research was to explore the ecological and educational impacts of grades 6-12 environmental education, with special attention to environmental service-learning throughout Portland, Oregon. Ecological impacts considered restoration and conservation outcomes of several environmental service-learning programs including plant communities, soils, litter removal and trail maintenance. Educational outcomes considered aspects of environmental literacy including locus of control, environmental sensitivity, indicated environmentally responsible behaviors, investigating environmental issues and knowledge of physical systems. The relative influence of some significant life experiences on youths' response to environmental education, including environmental service-learning, was also considered. Telephone surveys were used to gather data from 22 Portland metropolitan area environmental education programs. Data included 2014 annual biophysical impacts (e.g., area of invasive species removed, pounds of litter removed) and information on programming (e.g., length of program, % time outside). Eleven programs administered a 33-question environmental literacy assessment to participants of their programs (n=393). The assessment included the New Environmental Paradigm, the Inclusion of Nature in Self, questions from Environmental Identity Scale and self-constructed questions. One 8th grade program was identified for a detailed case study. In this 8th grade programs, slight variations in educational activities occurred among three treatment groups which varied the amount of time youth spent engaged in ecomanagement. Youth from the three treatment groups and a control group were administered the environmental literacy assessment at the beginning and end of the program. Qualitative data for the youth in the treatment groups were gathered to further consider how environmental literacy was impacted by participation in the program. Stronger associational correlations to environmental literacy occurred for the percentage of time an environmental education program spent outdoors rather than the percentage of time an environmental education program engaged in environmental service-learning (e.g., "With other people, I can work to make a positive impact on the environment." rho: .276 vs. "I have the skills necessary to make a positive impact on the environment" rho: .176). Random forests indicated that environmental education program features and some significant life experiences could predict collapsed environmental literacy variables (locus of control, environmental sensitivity and environmentally responsible behaviors). 22.4% of the variance in a collapsed environmental sensitivity variable was explained by nine predictor variables; those variables with the strongest influence were youth response to "Before this program, how frequently did you spend time in the outdoors," age and the presence of a positive adult role model who cares for the environment. During 1990–2009, we monitored 1,951 Snowy Plover nests at 9 sites with varying treatments. We examined the effectiveness of 3 types of nest exclosures (large, small, and outfitted with electric wire), predator removal, and habitat management on nest survival. Habitat management to remove invasive grasses and provide more suitable nesting substrate more than doubled nest survival. Predator management or use of any of the 3 types of exclosures also affected nest survival. There appeared to be no additional benefit to using both approaches, but the biological relevance of these findings is unclear because of site differences in treatments applied. Importantly, these management techniques only affected nesting success; their effect on other contributions to population viability (e.g., fledging success) was not correlated with nesting success. This long-term study illustrates the short-term benefits and tradeoffs of using nest exclosures, predator management, and habitat restoration to improve nesting success. Although we gained broader insight into the relative efficacy of common management techniques to improve avian nesting success, we cannot yet determine how improved nest success contributes to population growth. Because these structures often have a strong association with shipping as would be found in ports and harbors, they have been identified as invasion hotspots. Due to propagule pressure from shipping and recreational boating and suitable uncolonized substrate that provides a refuge from native predators, a greater number of non-native species have been found on these structures compared to nearby natural substrate. The mechanisms that limit the spread of non-native species from anthropogenic structures to natural substrate have been explored for several taxa at a species-specific level, but less so from an overall community perspective. Predation has been identified as one of the biotic interactions limiting invasion success. In addition to predation, dispersal ability may also prevent the spread of non-native species from anthropogenic structures to natural substrate. This thesis addresses how these two mechanisms interact to limit the spread of non-native species from anthropogenic structures to natural substrate and how that alters overall community composition. I aimed to explore differences between communities inside and outside of a marina and determine the extent to which predator and dispersal limitation were structuring these communities. I used a three-factor design, deploying seven unglazed ceramic tiles per each treatment combination of 1) in versus outside a marina in Yaquina Bay, Oregon; 2) cage keeping out predators greater than the mesh size, no cage, or partial cage; 3) fixed near the substrata (benthic) versus suspended 1 meter below the surface. I also transplanted caged, suspended tiles of either adults or recruits from inside the marina to benthic and suspended caging treatments outside of the marina. These tiles allowed me to examine predation when dispersal limitation was not a factor for the community inside the marina, i.e. what happens to both recruits and adults if they can get outside of the marina. I found that the communities inside and outside of the marina were different and the data suggest that both predation and dispersal limitation interact to limit the spread of non-native species. Additionally, I found that mesopredators that could fit through the caging may be influencing predation results and community structure. This research addresses gaps in scientific knowledge regarding the mechanisms that prevent or facilitate the spread of non-native species. Future work could include the further exploration of mesopredation as an important factor in limiting the spread of non-native species and exploring dispersal limitation more in depth as well as broadening the geographic scope to see if the same trends hold true across bays and bioregions. This report summarizes the data collected by 15 of 24 OLW volunteers over 2014, across 110 sampling events and 20 Oregon lakes. I calculated richness and Shannon-Weaver diversity for non-graminoid understory plants. For community analysis, species were grouped by dispersal strategy, native status, and growth form. Observations from system mapping suggest that "hidden" behaviors drive many informal trails: bathroom stops, party spots, waste dumping, and camps make up 28% of all informal trails. Trails to private property are few but represent over 29% of total trail length. Informal trail density is highest along Balch Creek. Hotspots of informal trail presence are associated with trailheads, trail intersections, and water access. Quadrats located within one meter of informal trails showed higher richness and diversity due to increased number of introduced and ruderal species. The scope of this research, which emphasizes metropolitan habitats, includes three primary foci in relation to nutria populations in the Pacific Northwest: modeling habitat suitability, assessing activity and movement patterns, and identifying and managing negative impacts. Large-scale management of any invasive species requires understanding of the current and potential future population distribution. Cold temperatures have been assumed to be a limiting factor for the geographic distribution of nutria populations, but this assumption had not been explicitly tested. A mechanistic habitat suitability model based on winter temperatures performed well in predicting nutria distribution in the Pacific Northwest and nationally. Regional results suggest nutria currently occupy most accessible suitable habitat. However, coupling the model with future climate change data suggests a much larger suitable habitat zone regionally and nationally in the near future. Management of an invasive species on a local scale requires region-specific information about behavior patterns. Radio-telemetry tracking of local nutria populations in metropolitan habitats suggested higher diurnal activity levels than reported elsewhere. Activity areas were also on the lower end of reported nutria home ranges, suggesting the studied metropolitan wetland sites represent core habitat for nutria in the region. Comparison of two transmitter attachment methods, a neck collar and a tail mount, did not identify a clearly superior attachment method for short-term nutria behavior studies. The presence of nutria in metropolitan habitats in the Pacific Northwest necessitates the need to expand the limited management techniques available for these habitats. Standard Vexar® plastic mesh tubes very effectively mitigated nutria herbivory damage to woody vegetation live stakes planted in a metropolitan habitat restoration site. A recently developed nutria multiple-capture cage trap captured larger nutria and reduced non-target captures compared to a standard cage trap. Previous research has shown that native species do not survive as well at these disturbed sites, and invasive species often dominate. This study examines the vegetation response in the drained reservoir area after the removal of Hemlock Dam on Trout Creek, a tributary to the Wind River in southern Washington. Transects were established and quadrats were sampled to determine the plant classifications and cover of vegetation and to examine possible correlations between environmental variables and the spatial distribution of plant classification groups. Sampling took place in the third and fourth years following dam removal, and the data was analyzed to determine significant changes and relationships. The results of this study showed that the site was dominated by a volunteer native forb Lotus purshianus (Spanish clover) and a planted native tree Alnus rubra (red alder). Most of the other species found were native volunteer forbs and grasses characteristic of early succession in this region. Both invasive species and planted species, with the exception of Alnus rubra, had low canopy covers. There was a significant increase in native plant canopy cover, as well as total canopy cover, from 2012 to 2013. There were also significant relationships between plant classification groups and environmental variables, including soil infiltration, elevation, and distance from stream. This study will help inform resource managers about the kinds of plants that will volunteer after dam removals and the possible success of re-vegetation projects. Additionally, a greenhouse experiment was employed wherein H. helix was grown in shared pots with two native species, Fragaria vesca and Polystichum munitum, and three treatment levels were compared; none, low, and high nitrogen. Relative growth rate was compared between treatments for each species after twelve weeks of treatment. Results from the greenhouse experiment were highly variable and no general conclusions could be drawn about the effects of increased nitrogen deposition on competition between H. helix and native species. In the field, treatment did not have a significant effect on growth but species did have a significant effect, as H. helix had a greater increase in percent cover than native species regardless of treatment. However, a marginally significant interaction was found between species and treatment. Native species cover actually increased in plots that received nitrogen addition and decreased in control plots, while H. helix had a slightly higher increase in cover in control plots. Though the growth of H. helix was significantly higher than the growth of native species in control plots, nitrogen addition caused the growth rates to converge towards more similar means in treated plots. Results indicate that increased nitrogen deposition may actually have a positive effect on the growth of native species by reducing the invasive potential of H. helix.
