The Integrated Scientific Assessment for Ecosystem Management for the Interior Columbia Basin links landscape, aquatic, terrestrial, social, and economic characterizations to describe biophysical and social systems. Integration was achieved through a framework built around six goals for ecosystem management and three different views of the future. These goals are: maintain evolutionary and ecological processes; manage for multiple ecological domains and evolutionary timeframes; maintain viable populations of native and desired non-native species; encourage social and economic resiliency; manage for places with definable values; and, manage to maintain a variety of ecosystem goods, services, and conditions that society wants. Ratings of relative ecological integrity and socioeconomic resiliency were used to make broad statements about ecosystem conditions in the Basin. Currently in the Basin high integrity and resiliency are found on 16 and 20 percent of the area, respectively. Low integrity and resiliency are found on 60 and 68 percent of the area. Different approaches to management can alter the risks to the assets of people living in the Basin and to the ecosystem itself. Continuation of current management leads to increasing risks while management approaches focusing on reserves or restoration result in trends that mostly stabilize or reduce risks. Even where ecological integrity is projected to improve with the application of active management, population increases and the pressures of expanding demands on resources may cause increasing trends in risk. Bureau of Reclamation Year: 1948, 2004 Public Notice No. 47 of August 27, 1948, was prepared in conformity with recommendations for a standardized procedure made at the Salt Lake conference in March 1948; it opened to public entry 86 farm units embracing 8,283 acres of irrigable land. Of nearly 24,000 application blanks sent out, 5,072 were returned during the simultaneous filing period. A five-man examining board placed 4,911 in the first priority group, 69 in the second priority group and rejected 91. The Regional Director reversed the action of the examining board in two instances making a total of 4,913 participating in the drawing. Applications were received from 39 states, the District of Columbia and the Territory of Alaska. California supplied 50% of all applications considered in the first priority group; Oregon supplied 27%; Utah supplied 6%; and the rest of the states supplied the remaining 17% The examining board interviewed 94 persons of 104 who were notified to appear for personal interviews after the drawing. Of those appearing for interviews, five refused to accept units in area "A" and three were rejectees whose appeals were later denied by the Regional Director. Of the ten who failed to appear for interview, five relinquished their award in writing; four were relegated to the end of their priority list, and one was the victim of an airplane accident. As the result of the drawing and subsequent interviews, 1.4% of the applicants from California 2.5% of the applicants from Oregon and 1.3% of the remaining applicants from other states were awarded farm units. Ten of the 39 states, from which applications were received, were represented in the settlement of the 86 farm units. Of the 23 who selected units in area "A", only two availed themselves of options to lease additional land in the Tulelake sump area* Apparently, because of high rental fees, the majority of the area "A" settlers could not afford to lease lands supplemental to their homestead. Therefore, since the development of area "A" lands will be a costly procedure, it is possible that in the future there may be cases of relin-quishment of units due to the homesteaders' inability to meet expenses. This framework assumes the purpose of ecosystem management is to maintain the integrity of ecosystems over time and space. It is based on four ecosystem principles: ecosystems are dynamic, can be viewed as hierarchies with temporal and spatial dimensions, have limits, and are relatively unpredictable. This approach recognizes that people are part of ecosystems and that stewardship must be able to resolve tough challenges including how to meet multiple demands with finite resources. The framework describes a general planning model for ecosystem management that has four iterative steps: monitoring, assessment, decision-making, and implementation. Since ecosystems cross jurisdictional lines, the implementation of the framework depends on partnerships among land managers, the scientific community, and stakeholders. It proposes that decision-making be based on information provided by the best available science and the most appropriate technologies for land management. Agriculture and manufacturing directly contribute half the three-county personal income and provide half the jobs. Klamath Project accounts for five-sixths of the gross income from crops, and half the total agricultural production in the three-county area. Personal income from project crops is estimated at $10.6 mil1ion in 1948. Recent crop production on the project supports directly or indirectly about $25 million in local personal income. Both species are large, long-lived fish endemic to the Upper Klamath River Basin of Oregon and California. The proposed designation includes a total of approximately 182,400 hectares (456,000 acres) of stream, river, lake, and shoreline areas as critical habitat for the shortnose sucker and approximately 170,000 hectares (424,000 acres) of stream, river, lake, and shoreline areas as critical habitat for the Lost River sucker. This proposed critical habitat designation would result in additional review requirements under section 7 of the Act with regard to Federal agency actions. In this study seven of the PARS Scale factors were employed: Interpersonal Involvement, Agitation-Depression, Attention-Confusion, Alcohol-Drug, Outside Social, Household Management (females), and Anxiety (males). This study was conducted at Delaunay Institute for Mental Health, an outpatient community mental health clinic in a low socioeconomic catchment area. Part One of the study employed a random sample of seventy applicants, male and female, ages sixteen to sixty-four, who applied to Delaunay for treatment services between November of 1972 and July of 1973 and who completed, at least, the self-pretreatment PARS Scale. This sample was administered the self and informant pre PARS Scale at initial interview. In October of 1973, the number of treatment sessions in the three months following initial interview was secured from billing cards. At this same time, therapists at Delaunay were requested to assess the sample on their progress in therapy at that time or at termination. Four categories were possible: great, moderate, slight, and no progress. They were also requested to identify the certainty with which they made the assessment according to: great, moderate, or slight certainty. Following this, the self-pretreatment PARS Scale scores were correlated with number of treatment sessions. No relationship appeared for females between number of treatment sessions and self pre PARS Scale scores. For males, a non-significant trend was noted on most factors, indicating that a high self pre PARS score was indicative of fewer treatment sessions. A significant and inverse relationship between the self pre PARS Scale score on Alcohol-Drug and number of treatment sessions occurred for males, indicating that a high score on this factor was suggestive of fewer treatment sessions. Methods consisted of digitizing over 1,100 architectural features, creating detailed maps of architectural features, and conducting statistical and spatial analysis of these features. I use ethnographies, historical documents, experimental archaeology, and ecological studies to characterize the processes of plankhouse production. This information is combined with excavation data from Cathlapotle and Meier to calculate estimates of material and labor required for plankhouse-related activities. Results of this study support previous inferences regarding house architecture, construction and maintenance at the two sites. Structural elements were frequently replaced, yet overall house appearance changed little over time. Some differences in structural element use and size are noted between the two sites, suggesting that slightly different building techniques may have been employed at the two villages. Although approximate, calculations of raw materials and person days required for various building tasks provide a glimpse of the massive undertaking entailed in constructing and maintaining plankhouses. These data suggest that an enormous amount of trees were required for construction and maintenance over house occupation, approximately 700-1,200 trees at Meier, 900-2,000 trees at Cathlapotle House 1, and 150-400 trees at Cathlapotle House 4. Estimates of minimum person days entailed for tasks related to initial construction range from 1,400-2,800 at Meier, to 2,100-4,500 at Cathlapotle House 1, to 350-700 at Cathlapotle House 4. The study is based on data gathered from the Eighth, Ninth and Tenth Federal Manuscript Census Schedules for the city of Portland and East Portland and utilizes a sample of 8,012 women, aged fifteen years or older, comprising the entire adult female population of the city during the census years of 1860, 1870 and 1880. The information coded for each woman includes age, marital status, ethnicity, occupation, whether or not she was head of a household, the number of children present in the home, her husband's ethnicity and a rough categorization of his occupation, the type of family residence. The data was then interpreted using a simple cross-variable program. The introduction sets the theoretical framework for the study and places it in the historiography of women and the family. Chapter I is a brief survey of the community of Portland and the development of its various institutions to use as a backdrop for the general statistical picture of women developed in Chapter II. The differences apparent in the various ethnic groups and changes over the three census periods for marital status, and intermarriage tendencies are investigated in Chapter III, and Chapter IV deals with family structure. Chapter V covers general work trends for women, cites several of the larger occupational cohorts and compares Portland's female labor force to several other urban areas for 1880. Appendix A is an explanation of the methodology employed and some of the problems encountered in the study. Profiles of dental, physician, and hospital services use are developed for more than 3,500 Oregonians. Low income, lack of health insurance, and/or an inappropriate source of medical care are hypothesized to be barriers to access and utilization. Households which face one or more of these barriers are identified as falling into a "Health Policy Gap." The data for this study were drawn from a 1978 random telephone survey of 1249 Oregon households. The survey was commissioned by the State Health Planning and Development Agency in conjunction with the Northwest Oregon Health Systems Agency, the Western Oregon Health Systems Agency, and the Eastern Oregon Health Systems Agency. The questionnaire was developed by the Oregon State University Research Center. Information was collected on use of health services, insurance coverage, income, household structure, health needs, health behaviors, and health satisfaction. A behavioral model of health services utilization was constructed, dividing the independent variables according to their relative mutability or amenity to policy intervention. Income, insurance, and source of care were selected as policy variables, while other variables less under policymakers' control were labelled household characteristics. The latter were assumed to reflect a household's propensity to consume services. They included household structure, health need, residential mobility, and health behaviors. Dependent variables included measures of dental and physician visits, use of the telephone for physician advice, preventive exams, and hospitalization during the past year. Multiple techniques of analysis were employed. Cross-tabular procedures were applied to investigate the interrelationship of income, insurance, and source of care. Multiple linear regression and partial correlation methods were used to select as control variables household characteristics highly correlated to each measure of health services use. Analysis of variance and multiple classification analysis were used to develop profiles of health services use. These last techniques allowed an examination of the relationship of each policy variable and health measure while applying increasing levels of statistical control. The initial bivariate relationship was studied in isolation; it was then studied while controlling for the other policy variables, and finally while controlling for both the other policy variables as well as selected household characteristic variables. Findings support the hypotheses. Income is found to be related to insurance coverage, and insurance coverage to source of medical care, although income is not found to be directly related to source of care. Low income, lack of insurance, and an inappropriate source of medical care depress use across almost all services. However, their relative barrier effects differ by the measure of service examined. After controlling for the effects of household structure, health need, residential mobility, and health behaviors, the greatest disparity in use of dental services remains due to income, in physician services to insurance and income, and in hospital services to insurance. Clear implications arise for policymakers, whether in the public or private sectors. The low income, the uninsured, and those with an inappropriate source of care face real barriers to access. Since the relative magnitude of these barrier effects vary by the health measure examined, neither income, insurance, nor health system delivery strategies can be assumed to evenly enhance use patterns. Profiles of dental, physician, and hospital services use are developed for more than 3,500 Oregonians. Low income, lack of health insurance, and/or an inappropriate source of medical care are hypothesized to be barriers to access and utilization. Households which face one or more of these barriers are identified as falling into a "Health Policy Gap." The data for this study were drawn from a 1978 random telephone survey of 1249 Oregon households. The survey was commissioned by the State Health Planning and Development Agency in conjunction with the Northwest Oregon Health Systems Agency, the Western Oregon Health Systems Agency, and the Eastern Oregon Health Systems Agency. The questionnaire was developed by the Oregon State University Research Center. Information was collected on use of health services, insurance coverage, income, household structure, health needs, health behaviors, and health satisfaction. A behavioral model of health services utilization was constructed, dividing the independent variables according to their relative mutability or amenity to policy intervention. Income, insurance, and source of care were selected as policy variables, while other variables less under policymakers' control were labelled household characteristics. The latter were assumed to reflect a household's propensity to consume services. They included household structure, health need, residential mobility, and health behaviors. Dependent variables included measures of dental and physician visits, use of the telephone for physician advice, preventive exams, and hospitalization during the past year. Multiple techniques of analysis were employed. Cross-tabular procedures were applied to investigate the interrelationship of income, insurance, and source of care. Multiple linear regression and partial correlation methods were used to select as control variables household characteristics highly correlated to each measure of health services use. Analysis of variance and multiple classification analysis were used to develop profiles of health services use. These last techniques allowed an examination of the relationship of each policy variable and health measure while applying increasing levels of statistical control. The initial bivariate relationship was studied in isolation; it was then studied while controlling for the other policy variables, and finally while controlling for both the other policy variables as well as selected household characteristic variables. Findings support the hypotheses. Income is found to be related to insurance coverage, and insurance coverage to source of medical care, although income is not found to be directly related to source of care. Low income, lack of insurance, and an inappropriate source of medical care depress use across almost all services. However, their relative barrier effects differ by the measure of service examined. After controlling for the effects of household structure, health need, residential mobility, and health behaviors, the greatest disparity in use of dental services remains due to income, in physician services to insurance and income, and in hospital services to insurance. Clear implications arise for policymakers, whether in the public or private sectors. The low income, the uninsured, and those with an inappropriate source of care face real barriers to access. Since the relative magnitude of these barrier effects vary by the health measure examined, neither income, insurance, nor health system delivery strategies can be assumed to evenly enhance use patterns. (2) What is the relationship between residence location and the density of ground stone artifacts recovered from the house? The ground stone artifacts were identified, classified and counted. Correlation coefficients between the volumes of sediment excavated and the number of ground stone artifacts recovered showed that the correlation was suspiciously weak, in general, and not correlated for fishing net weights. Research into the history of the HBC revealed that the company was motivated by mercantile interests, and that Fort Vancouver operated under feudal land policies while steadily adopting a hierarchical structure. Following the work of Marxist archaeologist Mark Leone whose work in Annapolis, Maryland explored the effects of capitalist ideology on archaeological assemblages of ceramics, this study sought to locate the material signatures of ideologies in the ceramic assemblages recovered from the Fort and its adjacent multi-ethnic Village sites. In Annapolis, matching sets of ceramics were used as a material indicator of the successful penetration of capitalist ideals of segmentation, division and standardization that accompanied the carefully cultivated ideology of individualism, into working class households. Following this model, this study analyzed six assemblages for the presence of matched sets of ceramic tablewares using the diversity measures of richness and evenness. The results of this analysis for five assemblages from households in the Village were then compared to those expected for a model assemblage that was inferred to represent the ultimate model of participation in and dissemination of the same ideals of segmentation and division: that recovered from the Chief Factor's House within the fort. Documentary research confirmed that ideology was used to indoctrinate workers into the unique relations of production at Fort Vancouver however it was an ideology of paternal allegiance to the company rather than one of possessive individualism, as in Annapolis. At Fort Vancouver the notion of individuality was subtly downplayed in favor of one that addressed the company's responsibility to its workers and encouraged them to view its hierarchy, which was reinforced spatially, socially and economically, as natural. Analysis of the archaeological assemblages revealed that it is unlikely that the Village assemblages are comprised of complete sets of matching ceramicwares. The lack of these sets is likely the result of the multivalent nature of the economic system at the fort and its distinct ideology of paternalism, as well as the diverse backgrounds and outlooks of the Village occupants themselves, who appear to have purchased and used these European ceramics in unique ways. This thesis is an evaluation of the urban housing policy in the Kingdom of Saudi Arabia. Two bases of evaluation espoused developing are utilized. The first is the Kingdom's own housing objectives. The second involves a theoretical framework which addresses the rationales behind housing policy. The required information was collected from official government documents. Interviews were conducted in the Kingdom to gather additional and unpublished information. Additionally, field visits to housing projects were conducted tn the cities of Jeddah and Riyadh. Where information for the Kingdom as a whole was unavailable, data for the city of Jeddah was utilized. The policy results of the evaluation show that public sector involvement in housing is most effective when indirectly applied. That is, subsidies to the private sector and to purchasers of housing through finance subsidies were more successful in providing housing units than direct involvement through public housing. An important consequence of the difference in effectiveness between privately and publicly built housing is that poor households were deprived of housing benefits. Recommendations for future housing policy include the provision of housing benefits to the poor, either through the existing, but uninhabited public housing units, or through earmarked transfers, or a combination of both. It is also recommended that the existing and future status of public housing be realistically evaluated. Finally, it is recommended that the range of financing activities be expanded and that the private sector assistance policies be continued. Shoshana Year: 2015 Social inequality is a trademark of Northwest Coast native societies, and the relationship between social prestige and resource control, particularly resource ownership, is an important research issue on the Northwest Coast. Faunal remains are one potential but as yet underutilized path for examining this relationship. My thesis work takes on this approach through the analysis of fish remains from the Cathlapotle archaeological site (45CL1). Cathlapotle is a large Chinookan village site located on the Lower Columbia River that was extensively excavated in the 1990s. Previous work has established prestige distinctions between houses and house compartments, making it possible to examine the relationship between prestige and the spatial distribution of fish remains. In this study, I examine whether having high prestige afforded its bearers greater access to preferred fish, utilizing comparisons of fish remains at two different levels of social organization, between and within households, to determine which social mechanisms could account for potential differences in access to fish resources. Differential access to these resources within the village could have occurred through household-level ownership of harvesting sites or control over the post-harvesting distribution of food by certain individuals. Previous work in this region on the relationship between faunal remains and prestige has relied heavily on ethnohistoric sources to determine the relative value of taxa. These sources do not provide adequate data to make detailed comparisons between all of the taxa encountered at archaeological sites, so in this study I utilize optimal foraging theory as an alternative means of determining which fish taxa were preferred. Optimal foraging theory provides a universal, quantitative analytical rule for ranking fish that I was able to apply to all of the taxa encountered at Cathlapotle. My thesis work takes on this approach through the analysis of fish remains from the Cathlapotle archaeological site (45CL1). Cathlapotle is a large Chinookan village site located on the Lower Columbia River that was extensively excavated in the 1990s. Previous work has established prestige distinctions between houses and house compartments, making it possible to examine the relationship between prestige and the spatial distribution of fish remains. In this study, I examine whether having high prestige afforded its bearers greater access to preferred fish, utilizing comparisons of fish remains at two different levels of social organization, between and within households, to determine which social mechanisms could account for potential differences in access to fish resources. Differential access to these resources within the village could have occurred through household-level ownership of harvesting sites or control over the post-harvesting distribution of food by certain individuals. Previous work in this region on the relationship between faunal remains and prestige has relied heavily on ethnohistoric sources to determine the relative value of taxa. These sources do not provide adequate data to make detailed comparisons between all of the taxa encountered at archaeological sites, so in this study I utilize optimal foraging theory as an alternative means of determining which fish taxa were preferred. Optimal foraging theory provides a universal, quantitative analytical rule for ranking fish that I was able to apply to all of the taxa encountered at Cathlapotle. Indicators of social support were not as predictive of employment success although close knit ties between friends and kin and general social participation were associated with successful employment. Efforts of professional service providers, friends and family members to provide help specifically directed toward helping the person deal with epilepsy were negatively associated with successful employment outcomes when the individual perceived himself as unable to control his symptoms and limited by his condition. Besides addressing the demographic and socio-economic variables, the study identifies and includes cultural variables in a model of female labor force participation. Modern economic systems developed definitions and measurements of productivity that render the majority of women's work as non-productive. Activities within the domestic sphere that do not earn monetary returns are not measured as productive economic activities, and hence are dropped from the calculations of gross national and domestic products of most if not all developing nations. In the Arab Middle East, where women's work outside the home is relatively a recent phenomenon, labor statistics are measuring only female labor force in the "formal sector" of the labor market. The scope and magnitude of women's economic activity within the domestic sphere, or in what is termed the informal sector, is neglected, or at best, underestimated, by labor force statistics. In such cultural contexts where women's economic activity outside the home is still considered secondary to the array of their reproductive and home-related activities, the underlying thesis is that cultural factors play an important role in shaping the outcomes of women's decisions regarding labor force participation. A field survey covered the sample of adult women, aged 15 years and over. To achieve a 95% level of significance, 435 women were interviewed. Three field surveyors were trained to thoroughly probe and depict all types of economic activity for the purpose of raising cash, be it in the formal or the informal sectors of the labor market. A nested logit model assesses the effects of demographic and socio-economic variables on women's employment status. Employment status is defined as a dichotomous dependent variable indicating whether a woman does or does not work. The second step of the logit model incorporates cultural variables in addition to the demographic and socio-economic variables. Each logit run segregates women by marital status, and one run addresses the pooled sample of women, with marital status included as a predictor variable. The results indicate that age and marital status (in the pooled sample) are important variables in determining the employment status of women. The presence of a resource person to help the ever-married woman in child-care also had a significant effect on women's employment decisions. Household income, which represents the need for the woman's income, is also a significant variable. In the second step of the nested logit model, education significantly influences women's work outside the home. Segregation (a cultural variable that represented a constraint to women's work in a mixed environment) is also a significant variable in influencing women's work inside the home. We assessed drinking water quality and reported diarrhoea 12–24 months after intervention delivery among 269 households in the poorest tertile with a child under 5 from 9 intervention villages and 9 matched control villages. We also documented filter coverage and use. In Round 1 (12–18 months after delivery), 97.4% of intervention households reported receiving the filter, 84.5% were working, and 86.0% of working filters contained water. Sensors confirmed half of households with working filters filled them at least once every other day on average. Coverage and usage was similar in Round 2 (19–24 months after delivery). The odds of detecting faecal indicator bacteria in drinking water were 78% lower in the intervention arm than the control arm (odds ratio (OR) 0.22, 95% credible interval (CrI) 0.10–0.39, p < 0.001). Since there is virtually no research to either validate or suggest bias in the LAI data, and a declining neighborhood in a shrinking city presents both a relatively common yet entirely dissimilar context to the norm, we feel that this data should be carefully calibrated to, and tested for, this setting to ensure that appropriate and efficient policy follow. In this report, we present the results of two research phases: a strictly quantitative first stage in which the LAI is disassembled and reassembled, taking stock of assumptions, methods, and accuracy. This work finds that the LAI generally over-estimates housing costs, but more for renters and more in metropolitan areas. Estimations of transportation cost burdens are built largely from unreliable data and using models which cannot be replicated, leading us to conclude that these cost burden estimates may not be reliable. In the second research phase, which is survey-based, we gather household-level data from 12 Census tracts in Cleveland, Ohio, to estimate household housing and transportation costs and cost burdens and gain a clearer sense of budget trade-offs where costs are unaffordable. Four prospective daycare centers are identified as alternatives. Common elements of daycare centers are identified and used as criteria and sub-criteria. Findings from this research show that staff qualification and program reputation are the top two indicators that influence the decision making process in choosing a daycare center, followed by a tie between base cost, health policy, and curriculum.
