The Clackamas Basin Atlas, funded by the Environmental Protection Agency and coordinated by Metro, provides a basin-wide perspective on the entire area. Metro followed up this effort with a landscape study focused on Rock and Richardson Creeks. Pacific Rivers Council and the Oregon Department of Fish and Wildlife (ODFW) have done fish surveys and analyzed the health of aquatic life. During the development of this assessment Clackamas County was in the midst of completing a stormwater management plan for the proposed urban areas. This assessment summarizes the findings of these and several other studies, and provides a context for moving forward with creek protection and restoration.   Citation × Citation Citation Abstract Copy Title: Clear and Foster Creek Watershed Assessment Abstract -- A watershed assessment was completed in the Clear and Foster Creek watersheds to evaluate existing conditions and make recommendations to protect or enhance watershed natural resources. Clear and Foster Creek are tributaries to the Clackamas River below any major dams on the system; consequently these tributaries are positioned favorably to contribute to recovery of important anadromous fish populations. Anadromous fish species in the Clackamas basin include spring and fall chinook, coho salmon, winter steelhead, summer steelhead (non-native), migratory cutthroat trout and lamprey. Clear and Foster Creeks are utilized by fall chinook, winter steelhead and coho salmon. The assessment generally followed the framework described in the Oregon Watershed Enhancement Board’s Watershed Assessment Manual (WPN, 1999). The assessment focused on the following components: Channel habitat classification and modification; hydrology and water use; riparian/wetlands; sediment sources; water quality; fisheries; and wildlife and upland vegetation. Generally the approach builds on existing information, and enhances this information with aerial photo interpretation and limited field checking. Additional fieldwork was used to verify channel habitat types and to characterize fish habitat condition. GIS was used as a critical assessment tool and method of displaying results. The fish sampling done in 1998 was used to provide an estuary-wide overview of the fish species composition and relative abundance during the mid-summer period and to test sampling gear and sampling strategies for development of a long-term monitoring program. The sampling conducted in 1999 built upon the information gained in 1998 and provided an initial test of a sampling design for long-term monitoring of the Bay's fish community. Sampling of the fish community in 1998 was conducted using beach seine, bottom trawl, fyke net and round-haul net. During 1999, initial testing of the proposed long-term monitoring program was conducted using beach seine, trawl and fyke nets. A total of 40 fish species were collected during this study whereas a total of 59 species were captured during ODFW's surveys during the mid- 1970s. Of the 40 species captured in this study, all but four were present in the mid- 1970s. Eight of the ten most abundant species present in the mid-1970s were among the ten most abundant species captured in this study. All but one of the abundant species in the beach seine catch were found throughout the estuary. All five species of anadromous salmonids known to occur in the Tillamook Bay watershed were collected during this study. However, only juvenile chum and chinook salmon were caught in any abundance. The most abundant non-salmonid species in the estuary were euryhaline marine species. Year: 1980 A preliminary model of a municipal ordinance for geothermal district heating and reservoir management has been developed for the City of Klamath Falls, Oregon and the Oregon Department of Energy. The ordinance contains provisions for: community geothermal development and utilization policies; a municipal geothermal district heating service; reservoir monitoring and management procedures and authorization for private geothermal heating services. The ordinance's "preliminary" nature is due to two pending legal issues on the state level: first, a revision of thermal ground water Administrative Rules is being prepared by the Oregon Water Resources Department; and second, the Oregon Governor and Legislature are considering an Alternate Energy Development Commission recommendation to develop a program whereby geothermal heating districts will be involved in the cooperative management of local thermal ground water reservoirs with the Oregon Water Resources Department. However, neither matter is expected to be finalized until 1981. Both geothermal fluids and ground water are cited jointly throughout the ordinance because of the legal definition of low to moderate temperature fluids as ground water, and the potential for the Klamath Falls community to encounter high temperature resources defined as geothermal fluids.
