Cooper, PE Abstract The Oregon Water Resources Department (Department or OWRD) limits appropriation from Oregon streams to assure new applicants use of surface water a reasonable amount of time and to minimize regulatory conflict. The standards for new appropriation of water are: (1) consumptive use from allocations for out-of-stream uses can total no more than the 80-percent ex-ceedance natural stream flow, and (2) allocations for in-stream flows can be no more than the 50-percent exceedance natural stream flow. OWRD has created and maintains a database of the amount of surface water available for appropriation for most waters in the state. This database is used to evaluate applications for new uses of water. Water availability (WA) is obtained from natural stream flow (QNSF) by subtracting existing storage (ST), out-of-stream consumptive uses (CU) and in-stream demands (IS). WA = QN -ST-CU-IS Ideally, water availability would be calculated for every watershed above a point of diversion or in-stream demand. Practically, the number of watersheds must be limited. The watersheds selected for analysis are called Water Availability Basins (WABs). Stream flow can be highly variable, and it is useful to characterize it in some way, usually by a statistic, e.g., a monthly or annual mean. For water availability, it is important to know how often water is available. The appropriate statistic in this case is exceedance stream flow. This statistic tells us how often to expect a given rate of stream flow to occur. Exceedance stream flows are determined directly from gage records, or for ungaged streams, by estimation through modeling. When determined from gage records, the exceedance flows must be corrected to a common base period, and then, to natural stream flow. When determined through modeling, the exceedance flows are estimated from statistical models that relate watershed characteristics to natural stream flow. The models are derived by multiple linear regression. Storage is water retained in a reservoir. It is debited from water availability when the water is stored. It diminishes availability both upstream and downstream of the point of diversion. Consumptive use is divided into three major categories: irrigation, municipal, and all others e.g., domestic, livestock. These uses are less than 100 percent consumptive. It is assumed the non-consumed part of a diversion is returned to the stream from which it was diverted. Consumptive use from irrigation is from estimates made by the US Geological Survey (Portland). Consumption from other uses is based on the associated water rights. In these cases, consumptive use is obtained by multiplying the maximum diversion rate allowed for the water right by a consumptive use coefficient. Consumptive use diminishes availability both upstream and downstream of the point of diversion. There are two types of in-stream demands: in-stream water rights and scenic waterway flows. In-stream demands diminish availability upstream only. Because they are non-consumptive, they do not diminish stream flow downstream as do consumptive uses. Water availability has been calculated for over 2500 WABs. In general, the calculation of water availability at one WAB cannot be considered in isolation from other WABs in the same stream system. Each of these is preceeded by its own table of contents, list of tables, and summary of findings, and each is followed by its own appendices. Year: 2013 The New Zealand mud snail (Potamopyrgus antipodarum; NZMS) is an invasive species found in a variety of ecosystems in Oregon, including brackish estuaries, heavily used recreational rivers, and highly trafficked coastal freshwater lakes. NZMS are an invasive species of concern because once established, they may out-compete native invertebrate grazers, such as native insect larvae that provide important food resources for fish, and NZMS themselves provide little nutritional value. Monitoring for the presence and population density of NZMS was performed at boat ramps located along several water bodies in 2006 – 2007. These water bodies were then re-sampled during the summer of 2012 and winter of 2013 to investigate changes in population densities, as well as the potential spread of NZMS. In addition, six brackish estuaries and six freshwater coastal lakes were sampled in the summer of 2013 once again for population densities but also for stable isotope analysis to better understand the influence NZMS may have on these different ecosystem food webs. This work addresses how NZMS densities differ across invaded sites, how densities vary over time, how community diversity in rivers and estuaries varies between sites and over time, whether there is a correlation between NZMS densities and invertebrate diversity, and whether NZMS density correlates with decreasing dietary specificity for competing benthic invertebrates. Samples were sorted, identified, and counted, and stable isotope analyses from the summer 2013 field season were conducted on macroinvertebrates, zooplankton, and primary producers at the UC Davis Stable Isotope Facility. NZMS densities were found to be dynamic, with population densities increasing and decreasing over time and space. Additionally, two waterbodies (the lower Siuslaw River and the Nestucca River Estuary) previously without reported NZMS presence were identified to have established NZMS populations. Across invaded sites during the 2006 and 2012 sampling periods, there was a strong negative correlation between NZMS density and the diversity of the benthic invertebrate community. Within sites, no significant correlation was detected. High NZMS population densities were found to have a significantly negative relationship with detritivore density populations in the freshwater lake sites sampled in the summer of 2013. There were no significant relationships between NZMS and the density of any particular macroinvertebrate feeding habit group in estuaries. Additionally, stable isotope analyses indicated that NZMS at high population densities in the freshwater lakes share a similar stable isotope signature with macroinvertebrate herbivores, but NZMS had a more specific or narrow dietary range suggesting macroinvertebrate herbivores had more generalized diets than NZMS when at high densities. Conversely, NZMS population densities in the brackish estuary ecosystems showed no discernable patterns from the stable isotope analyses to indicate that their presence, either at high or low density, had an effect on the estuarine food webs. We concluded that continued research on long term population dynamics of invasive species like NZMS and their effects on native food webs remain crucial to future management and mitigation. There were no significant relationships between NZMS and the density of any particular macroinvertebrate feeding habit group in estuaries. Additionally, stable isotope analyses indicated that NZMS at high population densities in the freshwater lakes share a similar stable isotope signature with macroinvertebrate herbivores, but NZMS had a more specific or narrow dietary range suggesting macroinvertebrate herbivores had more generalized diets than NZMS when at high densities. Conversely, NZMS population densities in the brackish estuary ecosystems showed no discernable patterns from the stable isotope analyses to indicate that their presence, either at high or low density, had an effect on the estuarine food webs. We concluded that continued research on long term population dynamics of invasive species like NZMS and their effects on native food webs remain crucial to future management and mitigation. Close

Further, only Woolington sometimes censused nonwaterfowl in intertidal salt marshes. Nevertheless, there are sufficient censuses to greatly elucidate the status and distribution of many species. Highlights are given in the rest of this paragraph. Humans, especially those with hunting dogs, sometimes disrupted bird activity. Harbor seals regularly rested in the water or hauled out at two embayments in the lower Siuslaw Estuary during high tide. Brown Pelicans were uncommon. The Siuslaw region is a very important area along the Oregon Coast for wintering Tundra Swans, but their abundance sometimes changes from year to year. Great Basin Canada Geese (which were released here in 1983) now nest at the Siuslaw and appear to be permanent residents with some migrants sometimes swelling the population. Dabbling ducks and diving ducks were most abundant in January-March. Osprey and Bald Eagles were occasionally present in low numbers, but no Peregrine Falcons or Snowy Plovers were reported. American Coot numbers averaged less than 10/census. Yellowlegs and Whimbrels were only recorded during spring and fall migrations. Sanderlings were the most common "peep" in winter with as many as 260 recorded. Western Gull nesting was not apparent in the Estuary. Crows were abundant in intertidal areas in November-March, and Common Ravens were not numerous but were seen surprisingly often. Several birds normally considered as "terrestrial" were occasionally found on intertidal rocks, mudflats, or sandflats. It is also clear from these censuses that there can often be significant within-day (i.e., tidal), within-month, seasonal, and yearly variation in bird numbers. If possible, there should be several censuses each month under similar tidal conditions, so that the range in monthly variation can be determined. Unless monthly variation is measured each year, apparent differences in animal numbers between years may not represent real yearly variation in animal populations but may simply be artifacts of inadequate censusing. Unfortunately, it may not be feasible to do more than one census each month. But if the results are cautiously interpreted, one census/month is valuable and is certainly better than none. All jetty systems are included with the exception of those on the Columbia River, making a total of nine systems. All evidence indicates that these areas of the Oregon coast are experiencing a seasonal reversal in the sand drift, but with a zero or near zero net drift over a several years time span. Thus, shoreline changes resulting from jetty construction are not the usual examples of jetties blocking a net drift as found in southern California and elsewhere. In general, accretion of the shoreline took place adjacent to the jetties following their construction, both to the north and south. This accretion resulted mainly from the embayment formed between the jetty and the pre-jetty shoreline, the embayment becoming filled until the shoreline is straight and again in equilibrium with the waves such that there is a zero net sand drift. In some cases, as at the entrance to Yaquina Bay, the jetties are oblique to the trend of the shoreline and so produced a protected zone from the waves where accretion could occur. Sand for the accretion adjacent to the jetties was derived from beach erosion at greater distances from the jetties. The severity of the erosion depended on the total amount of sand required for the beach accretion to a new equilibrium, and the length of beach that was undergoing erosion. When only a short stretch of beach occurs to one side of the jetties, as at Bayocean Spit, then the resulting erosion was particularly severe, in that case leading to the breaching of the spit. A computer model is developed to simulate the shoreline changes that occurred following construction of the jetties on the Siuslaw River mouth. The model demonstrates deposition next to the jetty to fill the embayment created by the jetty, and erosion at greater distances from the jetty. The shoreline advances of the model agreed closely with the actual shoreline changes found in surveys following jetty construction.
