Through place-based, participatory learning activities, such as a nuclear pilgrimage to Hanford, we will renew and celebrate our relationship with the ecosystems and communities along the Columbia River, and begin to heal the sacrificial landscape that is Hanford. To develop the Workbook, Mosaic Planning Group conducted a literature review, assembled an Advisory Committee and interviewed key informants with expertise on neighborhood planning, community organizing, and the Portland metropolitan region. Finally, in order to develop a user-friendly and effective community assessment workbook, Mosaic Planning Group tested certain elements of the Workbook in the Southeast Portland neighborhoods of Brentwood-Darlington and Woodstock. Developing effective mitigation and preparedness plans requires a comprehensive understanding of community vulnerability. Research presented here focuses on the vulnerability of ports and harbors to earthquake and tsunami hazards and includes a regional study of stakeholder perceptions, a community-based process that integrates stakeholder and technical advisor expertise and a GIS-based approach that combines regional data with local stakeholder knowledge. The perception study was conducted to gauge hazard and vulnerability awareness, current state of readiness and priorities for future work. To date, communities have developed mitigation and response strategies, with less energy devoted to post-event recovery plans. Although city and county hazard strategies have been developed, little has been done to make individual offices or businesses less vulnerable. To further vulnerability reduction efforts, respondents rated public outreach programs, cost/benefit analyses and hazard mapping efforts as high priority. The second study of port and harbor vulnerability focuses on an assessment approach based on the integration of technical advisor and stakeholder expertise in a collaborative workshop setting. Through this process, participants were most concerned with potential life loss and other nonstructural vulnerability issues rather than structural issues, such as damage to specific buildings. The inclusion of stakeholder input and assessments from both geographic and community function viewpoints provided a more robust representation of community vulnerability issues than only site-specific technical analyses. The third study of port and harbor vulnerability focuses on the use of Geographic Information System (GIS) technology, with an emphasis on identifying community resources that protect life safety, the built environment and infrastructure integrity, and economic vitality. Products from this GIS approach, such as composite vulnerability maps, can serve as a basis for setting community priorities for increasing resiliency to natural hazards. Results from this GIS approach suggest that widely available on-line data sources must be supplemented with local knowledge if realistic preparedness and mitigation strategies are to be developed. Research presented here will help numerous agencies, organizations, and communities set priorities in future mitigation actions, be it research action plans, resource allocation, or investment planning.   Citation × Citation Citation Abstract Copy Title: Identification and Characterization of Fine Particulate Matter Hot Spots on an Urban Arterial Corridor Integrating Probe Vehicle, Traffic and Land Use Data Author: Bell, Katherine Eleanor Year: 2013 The purpose of this study is to explore the use of integrated probe vehicle, traffic and land use data to identify and characterize fine particulate matter (PM[subscript 2.5]) hot spot locations on urban arterial corridors. In addition, a preliminary analysis is conducted to consider volatile organic compound (VOC) hot spot locations. A pollutant hot spot is defined as a location on a corridor in which the mean pollutant concentrations are consistently above the 85th percentile of pollutant concentrations when compared to all locations along the corridor. In order to collect data for this study, an electric vehicle was equipped with instruments designed to measure PM[subscript 2.5] and total VOC (TVOC) concentrations. Second-by-second measurements were performed for each pollutant from both the right and left sides of the vehicle. Detailed meteorological, traffic and land use data is also available for this research. The results of a statistical analysis, including multiple regression, are used to better understand which data sources are most valuable in estimating PM[subscript 2.5] hot spot locations consistent with empirical data; knowledge is gained as to which variables have the strongest statistical relationships with traffic emissions and pollutant levels at a corridor level. A preliminary analysis is also completed to consider which variables are statistically related to TVOC hot spot locations. This research highlights the importance of considering both consistency and magnitude of pollutant concentrations when identifying hot spot locations. This workshop brought together building researchers with researchers in the areas of distributed renewable energy and multifunctional materials to engage their expertise and identify overlapping research needs and opportunities. An overview of sustainable building design provided the broad context for discussion. This overview was followed by focused presentations in building control systems, advanced building envelopes, and systems and process integration. In addition, presentations on distributed renewable energy and multi-functional materials supported the participants in outlining and generating research needs that connect the topic areas. The primary outcome from this part of the workshop was the identification of key sustainable building research needs in: transformative measurements; passive strategies; regional solutions and living labs; systems integration; storage and cascades; adoption of international advances; and implementation and market transformation. These needs, along with associated technical challenges and potential impacts, are described in this paper to guide sustainable building research. Reactor refueling is a computationally intensive problem solving process that requires automation since significant resources are expended upon the search for an optimal core loading. Without imposing some constraints upon the configurations investigated, an extremely large number of prototype loadings may be generated without discovery of an improved loading. As the result of years of study upon the problem, a fuel management expert understands how to direct and constrain the search for an acceptable minimum peak power loading. This research attempts to automate the expert's knowledge with the ease of representation and maintenance the tools of artificial intelligence (AI) are most specialized. It seeks to make his expertise generally available. The structure, operators, and search methods for representation of the core reload problem are identified and reveal the limitations which many expert system tools have for its solution. An object-oriented representation allows a natural means to define components of the problem and share many dependent attributes of objects in the representation consistently. The expert system prototype, Shuffle, is written in Smalltalk, an object-oriented programming language, and evaluates loadings as it generates them using a two group, two dimensional power calculation compiled in a PC-based FORTRAN. Proven strategies of fuel management experts were incorporated on top of an object oriented representation in a highly interactive environment. Shuffle currently includes three strategies or subgoals, each subgoal progressively positioning less reactive fuel by distinct move instructions. Each subgoal is implemented as a hierarchical subclass of constraints and heuristics that generally remain consistent with each new loading. These constraints include requirements for a modified out-in loading pattern with map regions declared as even, odd, intermediate, and peripheral. Evaluating the intelligence of Shuffle requires an analysis of both its rate of convergence toward an improved pattern and its ability to correct what appears to be a poor pattern. Some experiments with test patterns revealed that additional constraints could improve convergence but may limit exploration by the system. Cooperative marine fisheries research—the practice of involving the expertise of fishermen and scientists in conducting studies of ocean fishes—has increased gradually over the past 50 years on the US west coast. However, few studies have systematically collected and analyzed the experiences and perceptions of numerous cooperative marine fisheries research project participants. I examined past and present US west coast cooperative fisheries research projects by reviewing existing records of projects, conducting a survey and interviews that investigated the experiences and perceptions of fisherman and scientist participants in cooperative marine fisheries research. In particular, I focused my study on the differences in the experiences and evaluations of research projects by fishermen and scientists. Both fishermen and scientists indicated that conducting good scientific research and producing useful data were major motivations for participating in their cooperative fisheries research projects. During interviews fishermen indicated that the transfer of information between the two groups was unsatisfactory to them. Survey results also suggest that, on average, fishermen are not equal research partners with scientists during their cooperative research projects. This inequality was found even while fishermen, as a group, were found to have participated in a broad range of project activities. This research also found that communication between fishermen and scientists is complex and that fishermen and scientists view the balance of power during their cooperative efforts in different ways. My research also demonstrates what information can be obtained, and lessons learned, through the use of a standardized research methodology to study and evaluate cooperative fisheries projects over an entire region. Future cooperative fisheries research participants on the US west coast and beyond can use the findings of this study to anticipate challenges and maximize the strengths of their cooperative fisheries research projects.
