This watershed assessment is grouped into three main categories: Cultural and Social environment, Terrestrial environment, and the Aquatic environment.   Citation × Citation Citation Abstract Copy Title: Thomas Creek Mainstem Assessment Completion Report Abstract -- This project expands upon a year 2000 project (OWEB 99-543) that was designed to examine riparian and water quality impacts on aquatic invertebrate assemblages and fish diet in Thomas Creek. The initial project design was to sample water quality, fish, and invertebrates at nine sites along 30 river kilometers (R kms) of the stream; three in conifer dominated, three in mixed forest, and three in hardwood dominated riparian forest. Preliminary results suggested water quality conditions were similar throughout the 30 R kms and riparian vegetation composition was not associated with fish diet or invertebrate assemblage composition. Longitudinal patterns were weak and appeared to be driven by three upstream sites. Therefore we proposed to expand the survey area to include the entire stream open to anadromous fish migration (51 R kms). The fish diet portion of the project was discontinued because we were denied a sampling permit for ESA listed salmonids during 2001. Instead, we focused on broad-scale fish distribution and habitat use. Additionally, we compared patterns for fish with invertebrates. The extent of fish, invertebrate, and water quality sampling locations increased to include all 51 R kms downstream of the waterfall. An extensive fish survey to examine fish distribution included 218 survey locations throughout the 51 R kms. Intensive snorkel surveys to examine fine-scale, habitat use by salmonids included four sample locations in the upstream 14 R kms. Although public agencies have shown leadership and started to replace culverts (the County and ODFW and US Forest) they were unable to determine whether there were barriers just up stream on private roads or dams. In order to spend public dollars efficiently and to get a sense of biological and cost related priorities, a comprehensive approach, a watershed approach, that included the cooperation of willing private landowners and better information on natural barriers was needed to understand the real priorities for replacement. For this reason, the goal of the basin stakeholders working in partnership with the CRBC was to create a truly comprehensive assessment and prioritization of public and private barriers. This Watershed Assessment addresses the Phillips Creek Watershed located near Elgin, Oregon. Phillips Creek is a relatively small watershed (4th order HUC – Hydrologic Unit Classification) containing about 33 square miles or slightly over 24,000 acres. Phillips Creek empties into the Grande Ronde River in Elgin. It is an intermittent stream in some reaches, but water flows year around in other reaches. In this Assessment the main emphasis is on the nonfederal lands. The USDA Forest Service – Umatilla National Forest recently completed a watershed assessment on the National Forest area that includes Phillips, Cabin, Gordon and Dry Creeks. For more complete information on watershed condition on federal lands, please refer to the Umatilla National Forest’s Phillips-Gordon Ecosystem Analysis (PGEA). This assessment will describe the Phillips Creek watershed and help to identify the stream processes and features that are working well, and those that are not. Information that is already available from state and federal agencies as well as from private sources (including people that live in the area) will be used. Several public meetings were held to obtain information and insights from people that live in the area. The assessment will identify human’s positive and negative influences to the immediate stream environment. The assessment should provide enough information to develop project plans and monitoring plans that will help to protect and improve water quality and fish habitat in Phillips Creek and its tributaries. This assessment includes a description of Phillips Creek Watershed, historical conditions assessment, channel habitat type classification, hydrology and water use, riparian assessment, wetlands assessment, sediment sources assessment, channel modification assessment, water quality assessment, water rights assessment, fish and fish habitat assessment, upland conditions assessment – Forest, upland conditions assessment – Range, developed area assessment, noxious weeds assessment, and a watershed condition evaluation. The Analysis address pertinent issues related to teh condition of NF and BLM late-successional reserve lands as funcitoning late-successional ecosystems, the condition of aquatice and riparian resoures, condition of the Salmon River estuary, and roads; describes current conditions and reference conditions of the watersheds and provides recommendations for improvements to the watersheds. Title: Salmon-Neskowin Watershed Analysis Abstract -- This Watershed Analysis provides the principal analysis of terrestrial and aquatic ecosystems that will be used to meet ecosystem management objectives for the watershed and was conducted under the direction of the April 1994 Record of Decision for Amendments to Forest Service and Bureau of Land Management Planning Documents within the Range of the Northern Spotted Owl. The Analysis address pertinent issues related to teh condition of NF and BLM late-successional reserve lands as funcitoning late-successional ecosystems, the condition of aquatice and riparian resoures, condition of the Salmon River estuary, and roads; describes current conditions and reference conditions of the watersheds and provides recommendations for improvements to the watersheds. The focus of iteration 1.0 was the serpentine portion of the watershed on Forest Service lands. The purpose of the current document and analysis is to expand on this earlier analysis by adding the lower elevation BLM land areas. It identifies the various ecosystem components in the lower elevation areas of the West Fork Illinois River fifth field watershed and their interactions at a landscape scale. The analysis looks at historical ecological components, current ecological components and trends. It makes recommendations for future management actions that could be implemented to reach recommended ecological conditions.
