Sites surveyed were tidal wetlands falling within Jefferson’s (1975) plant community categories of low silt marsh, low sand marsh, sedge marsh, immature high marsh, and mature high marsh. (Mud flats, algal flats and eelgrass beds were not included.) The goal was to prioritize these tidal wetland sites for protection and restoration activity. The information provided by this study provides a basis for working with interested landowners to develop site-specific action plans. Development of these action plans will require landowner contact, field work, and other steps outlined elsewhere in this report.   Citation × Citation Citation Abstract Copy Title: Clear and Foster Creek Watershed Assessment Abstract -- A watershed assessment was completed in the Clear and Foster Creek watersheds to evaluate existing conditions and make recommendations to protect or enhance watershed natural resources. Clear and Foster Creek are tributaries to the Clackamas River below any major dams on the system; consequently these tributaries are positioned favorably to contribute to recovery of important anadromous fish populations. Anadromous fish species in the Clackamas basin include spring and fall chinook, coho salmon, winter steelhead, summer steelhead (non-native), migratory cutthroat trout and lamprey. Clear and Foster Creeks are utilized by fall chinook, winter steelhead and coho salmon. The assessment generally followed the framework described in the Oregon Watershed Enhancement Board’s Watershed Assessment Manual (WPN, 1999). The assessment focused on the following components: Channel habitat classification and modification; hydrology and water use; riparian/wetlands; sediment sources; water quality; fisheries; and wildlife and upland vegetation. Generally the approach builds on existing information, and enhances this information with aerial photo interpretation and limited field checking. Additional fieldwork was used to verify channel habitat types and to characterize fish habitat condition. GIS was used as a critical assessment tool and method of displaying results. The purpose of the current document and analysis is to expand on this earlier analysis by adding the lower elevation BLM land areas. It identifies the various ecosystem components in the lower elevation areas of the West Fork Illinois River fifth field watershed and their interactions at a landscape scale. The analysis looks at historical ecological components, current ecological components and trends. It makes recommendations for future management actions that could be implemented to reach recommended ecological conditions. This program functions as the landscape link in the overall Oregon Plan monitoring program. Field work for the habitat monitoring program began in 1998 with coordinated site visitations conducted with the two other Oregon Plan monitoring programs; juvenile rearing survey and adult salmon spawning survey programs. The Oregon Plan Habitat Survey program is nested within the Aquatic Inventories Project (AIP). The AIP was begun by the Oregon Department of Fish and Wildlife (ODFW) in 1990 and has expanded to include a wide variety of inventory, modeling and monitoring efforts. The central purpose of these diverse projects is the inventory of physical aspects of the environment that are important for aquatic life and the habitat needs of salmonids and other fishes during the freshwater stages of their life history. It is recognized, that while redband and steelhead habitat distribution datasets are published separately, overlapping areas represent the same subspecies.
