The Clackamas Basin Atlas, funded by the Environmental Protection Agency and coordinated by Metro, provides a basin-wide perspective on the entire area. Metro followed up this effort with a landscape study focused on Rock and Richardson Creeks. Pacific Rivers Council and the Oregon Department of Fish and Wildlife (ODFW) have done fish surveys and analyzed the health of aquatic life. During the development of this assessment Clackamas County was in the midst of completing a stormwater management plan for the proposed urban areas. This assessment summarizes the findings of these and several other studies, and provides a context for moving forward with creek protection and restoration. Because of the paucity of information and concerns of declining lamprey population in the Pacific Northwest, the Applegate River Watershed Council (ARWC) with the Medford District of the Bureau of Land Management (BLM) collaborated to study lamprey populations in the Applegate River watershed of southwest Oregon (Close et al. 1995, Larson & Belchik 1998, Kostow 2002). The objectives of the study included: (1) Identifying species composition; (2) determining the distribution of lamprey species; and (3) relating the distribution of lamprey ammocoetes (juveniles or larvae) to physical stream characteristics. This paper summarizes the life histories of the two most common lamprey species in the Oregon, the Pacific (Lampetra tridentata) and Western Brook (Lampetra richardsoni), details the methods of study, reports the results and summarizes the findings. Also included are recommendations and suggestions for future lamprey work in the Applegate basin. Key issues focus the assessment on the principle concerns of the Slate Creek Watershed. This watershed assessment is grouped into three main categories: Cultural and Social environment, Terrestrial environment, and the Aquatic environment. The cultural and social environment examines the historic and current human uses in the watershed. The terrestrial environment focuses on vegetation patterns, wildlife habitat and fire/fuel conditions. Fish habitat conditions, water quality and riparian zone function are discussed in the aquatic environment. They also intend to identify areas important for juvenile salmonid rearing such that restoration activities can focus on recovering reaches that adult salmonids are returning to. Anadromous fish species in the Clackamas basin include spring and fall chinook, coho salmon, winter steelhead, summer steelhead (non-native), migratory cutthroat trout and lamprey. With tremendous private cooperation, fish passage information was gathered for all but a handful of artificial barriers known in the Clear and Foster Creek basins during the course of this project. A total of 223 potential artificial barriers were evaluated. In the Clear and Foster Creek Basin there are a total of 159 barriers on fish bearing streams. Of these 159 crossings: 81 had verified fish passage blockage to some degree based on methods described in this report. Of these 81 crossings, 27 had complete blockages and 54 had partial blockages. Of the 81 blockages, 34 are on streams that are thought to have anandromous fish species use. We determined the cost to fix the 81 potential blockages to fish passage. The proposed fixes include bridges, open bottom culverts and slabs, and closed bottom culverts that are embedded to imitate natural streambed conditions. We prioritized crossings using a formula developed specifically for the Clear and Foster basin. Most of the human population in the subbasin is concentrated around the community centers of La Pine, Gilchrist, Crescent, and Crescent Lake. There is significant dispersed development along the lower reaches of the Little Deschutes River between the communities of Sunriver and La Pine -an area characterized by gentle topography and depressions with forested wetlands, marshes and shallow lakes. Streams in this area, as illustrated by the Little Deschutes River , are low gradient and originate in the high elevation areas in the southwest portion of the watershed where there is higher precipitation. This ownership pattern has significant implications for natural resource management, as lower gradient floodplain areas tend to provide important wetland, fish, and wildlife habitat. Key Findings Fuel Loading: Having homes safe from wildfires is a concern for many residents. Fire suppression has increased the amount of dry wood in the area, creating a ready source for major wildfires. Riparian Areas and Wetlands: Loss of wetland and riparian areas , especially in the lower areas along the Little Deschutes River , has affected a number of resources. Water quality has been affected by the reduced wetlands that act as filters of nitrogen; the loss of streamside trees and other vegetation reduces shade that helps to cool water temperatures. Finally, loss ofwetlands and riparian vegetation has reduced important fish and wildlife habitats. Wildlife: The growth and development have altered wildlife habitats. Loss of wetlands, streamside vegetation, and other changes in the watershed have reduced important wildlife habitat. Roads and development have impacted migrating mule deer, increasing collisions between deer and cars and altering their migration pathways. Fish: There has been a significant loss of native trout and an increase in introduced brook and brown trout in the Little Deschutes River and tributaries. Loss of native trout is from competition with introduced species and changes in aquatic habitat and water temperatures. Water Quality: A major concern about the water in the river is unusually high temperatures in the summer and the abnormal growth of algae. Other studies indicated that there are problems with groundwater loading ofnitrogen. The high water table (with associated wetlands), and porous pumice soils contributes to increased nitrates, a by-product of septic systems and an indicator of human pathogens. OCN spawning escapement estimates are an integral component of the management of salmon fisheries in the ocean. Escapement estimates are also used to assess progress towards meeting goals addressed in Oregon's Coho Salmon Plan (ODFW 1982), the Salmon Framework Plan of the Pacific Fisheries Management Council (PFMC 1984), the Oregon Department of Fish and Wildlife (ODFW) Wild Fish Policy, the Oregon Salmon Restoration Plan (Oregon 1997) and various management plans for coastal basins. During 1985-86, the Oregon State University Department of Statistics was contracted by ODFW to review the method used to estimate OCN spawning escapement and to recommend procedures for improving the methodology (Ganio et al.1986). Five sources of bias were identified in the methodology: (1) methods of survey site selection, (2) estimates of the life span of fish in survey sites, (3) counting of nonspawning fish in survey sites, (4) under-counting of fish in survey sites, and (5)estimates of total miles of spawning habitat. The ODFW Aquatic Inventories Project has conducted stream habitat surveys as part of its basin survey project and habitat assessment project under the Oregon Plan for Salmon and Watersheds. The goal of these surveys was to document the status and trends of stream conditions in coastal drainages. These surveys in conjunction with fish distribution, fish presence, potential barriers to passage, and past restoration activities will be the basis of the analyses. Close

Limit of area of farm units: 160 acres. The irrigation plan of the Klamath Project provides for the storage of water in Upper Klamath Lake, lying just North of Klamath Falls, Oregon, and in Clear Lake Reservoir, California, at the head of Lost River. Water for lands in Langell Valley and in the vicinity of Bonanza will be supplied from Clear Lake Reservoir and from Gerber Reservoir. Water for all other lands will be supplied from Klamath Lake. Water is diverted from the outlet of Upper Klamath Lake just above the Link River Dam, into the "A" Canal which extends nine miles in a southeasterly direction, and supplies the canals on both sides of Lost River. Water for the Tule Lake lands, which are served by the "J" Canal, is discharged into Lost River from the C-G Canal and from this point to the diversion dam two miles southeast of Merrill; Lost River being used as a carrier. At the diversion dam, the water is diverted into the "J" Canal. One of the principal features of the Klamath Project is the reclamation of the lands in the bed of Tule Lake. These lands are being reclaimed in a double sense: first, by causing the waater recede and, second, by constructing irrigation works to irrigate the lands uncovered. The lowering of the water surface in Tule Lake is being brought about by evaporation from the lake itself and by preventing inflow. The works designed to prevent inflow consists of Clear Lake Reservaoir, and the Lost River diversion canal. Clear Lake Reservoir is located at the head of Lost River and stops the flood waters coming in from abouve. Flood waters coming in Lost River below Clear Lake are diverted from Lost River int the Klamath River through the diversion canal. The works designed to provede irrigation service for the uncovered lands consist of a diversion dam on Lost River tow miles southeast of Merrill, the "J" Canal and lateral system. The Keno Canal has been constructed on the West side of Link River and extends from the Link River Dam to a point about one mile below; the river in this distance makes a drop of about 50 feet. The Keno Canal was designed to develop power and to supply water for irrigation to lands on the west of Klamath River, also, to the marsh lands around Lower Klamath Lake. Irrigation from the Keno Canal has now been abandoned and the United States has installed no power plant. The Keno Canal has been leased to the California-Oregon Power Company. The Pricipal features of the project are the Clear Lake Reservoir, the Gerber Reservoir, the Link River Dam, the Main "A" Canal with a tunnel 3300 feet long, the precast concrete flume 4300 feet long on the "C" Canal, the di2 diversion dams on the Lost River, the Lost River pipe lines on the C-G Canal and the main canals and laterals and 128 miles of open drains. Flood waters coming in Lost River below Clear Lake are diverted from Lost River int the Klamath River through the diversion canal. The works designed to provede irrigation service for the uncovered lands consist of a diversion dam on Lost River tow miles southeast of Merrill, the "J" Canal and lateral system. The Keno Canal has been constructed on the West side of Link River and extends from the Link River Dam to a point about one mile below; the river in this distance makes a drop of about 50 feet. The Keno Canal was designed to develop power and to supply water for irrigation to lands on the west of Klamath River, also, to the marsh lands around Lower Klamath Lake. Irrigation from the Keno Canal has now been abandoned and the United States has installed no power plant. The Keno Canal has been leased to the California-Oregon Power Company. The Pricipal features of the project are the Clear Lake Reservoir, the Gerber Reservoir, the Link River Dam, the Main "A" Canal with a tunnel 3300 feet long, the precast concrete flume 4300 feet long on the "C" Canal, the di2 diversion dams on the Lost River, the Lost River pipe lines on the C-G Canal and the main canals and laterals and 128 miles of open drains. Irrigation service may now be provided for about 101,000 acres or irrigable land. Close
