Through place-based, participatory learning activities, such as a nuclear pilgrimage to Hanford, we will renew and celebrate our relationship with the ecosystems and communities along the Columbia River, and begin to heal the sacrificial landscape that is Hanford. To develop the Workbook, Mosaic Planning Group conducted a literature review, assembled an Advisory Committee and interviewed key informants with expertise on neighborhood planning, community organizing, and the Portland metropolitan region. Finally, in order to develop a user-friendly and effective community assessment workbook, Mosaic Planning Group tested certain elements of the Workbook in the Southeast Portland neighborhoods of Brentwood-Darlington and Woodstock. Developing effective mitigation and preparedness plans requires a comprehensive understanding of community vulnerability. Research presented here focuses on the vulnerability of ports and harbors to earthquake and tsunami hazards and includes a regional study of stakeholder perceptions, a community-based process that integrates stakeholder and technical advisor expertise and a GIS-based approach that combines regional data with local stakeholder knowledge. The perception study was conducted to gauge hazard and vulnerability awareness, current state of readiness and priorities for future work. To date, communities have developed mitigation and response strategies, with less energy devoted to post-event recovery plans. Although city and county hazard strategies have been developed, little has been done to make individual offices or businesses less vulnerable. To further vulnerability reduction efforts, respondents rated public outreach programs, cost/benefit analyses and hazard mapping efforts as high priority. The second study of port and harbor vulnerability focuses on an assessment approach based on the integration of technical advisor and stakeholder expertise in a collaborative workshop setting. Through this process, participants were most concerned with potential life loss and other nonstructural vulnerability issues rather than structural issues, such as damage to specific buildings. The inclusion of stakeholder input and assessments from both geographic and community function viewpoints provided a more robust representation of community vulnerability issues than only site-specific technical analyses. The third study of port and harbor vulnerability focuses on the use of Geographic Information System (GIS) technology, with an emphasis on identifying community resources that protect life safety, the built environment and infrastructure integrity, and economic vitality. Products from this GIS approach, such as composite vulnerability maps, can serve as a basis for setting community priorities for increasing resiliency to natural hazards. Results from this GIS approach suggest that widely available on-line data sources must be supplemented with local knowledge if realistic preparedness and mitigation strategies are to be developed. Research presented here will help numerous agencies, organizations, and communities set priorities in future mitigation actions, be it research action plans, resource allocation, or investment planning.   Citation × Citation Citation Abstract Copy Title: Identification and Characterization of Fine Particulate Matter Hot Spots on an Urban Arterial Corridor Integrating Probe Vehicle, Traffic and Land Use Data Author: Bell, Katherine Eleanor Year: 2013 The purpose of this study is to explore the use of integrated probe vehicle, traffic and land use data to identify and characterize fine particulate matter (PM[subscript 2.5]) hot spot locations on urban arterial corridors. In addition, a preliminary analysis is conducted to consider volatile organic compound (VOC) hot spot locations. A pollutant hot spot is defined as a location on a corridor in which the mean pollutant concentrations are consistently above the 85th percentile of pollutant concentrations when compared to all locations along the corridor. In order to collect data for this study, an electric vehicle was equipped with instruments designed to measure PM[subscript 2.5] and total VOC (TVOC) concentrations. Second-by-second measurements were performed for each pollutant from both the right and left sides of the vehicle. Detailed meteorological, traffic and land use data is also available for this research. The results of a statistical analysis, including multiple regression, are used to better understand which data sources are most valuable in estimating PM[subscript 2.5] hot spot locations consistent with empirical data; knowledge is gained as to which variables have the strongest statistical relationships with traffic emissions and pollutant levels at a corridor level. A preliminary analysis is also completed to consider which variables are statistically related to TVOC hot spot locations. This research highlights the importance of considering both consistency and magnitude of pollutant concentrations when identifying hot spot locations. This workshop brought together building researchers with researchers in the areas of distributed renewable energy and multifunctional materials to engage their expertise and identify overlapping research needs and opportunities. An overview of sustainable building design provided the broad context for discussion. This overview was followed by focused presentations in building control systems, advanced building envelopes, and systems and process integration. In addition, presentations on distributed renewable energy and multi-functional materials supported the participants in outlining and generating research needs that connect the topic areas. The primary outcome from this part of the workshop was the identification of key sustainable building research needs in: transformative measurements; passive strategies; regional solutions and living labs; systems integration; storage and cascades; adoption of international advances; and implementation and market transformation. These needs, along with associated technical challenges and potential impacts, are described in this paper to guide sustainable building research. Reactor refueling is a computationally intensive problem solving process that requires automation since significant resources are expended upon the search for an optimal core loading. Without imposing some constraints upon the configurations investigated, an extremely large number of prototype loadings may be generated without discovery of an improved loading. As the result of years of study upon the problem, a fuel management expert understands how to direct and constrain the search for an acceptable minimum peak power loading. This research attempts to automate the expert's knowledge with the ease of representation and maintenance the tools of artificial intelligence (AI) are most specialized. It seeks to make his expertise generally available. The structure, operators, and search methods for representation of the core reload problem are identified and reveal the limitations which many expert system tools have for its solution. An object-oriented representation allows a natural means to define components of the problem and share many dependent attributes of objects in the representation consistently. The expert system prototype, Shuffle, is written in Smalltalk, an object-oriented programming language, and evaluates loadings as it generates them using a two group, two dimensional power calculation compiled in a PC-based FORTRAN. Proven strategies of fuel management experts were incorporated on top of an object oriented representation in a highly interactive environment. Shuffle currently includes three strategies or subgoals, each subgoal progressively positioning less reactive fuel by distinct move instructions. Each subgoal is implemented as a hierarchical subclass of constraints and heuristics that generally remain consistent with each new loading. These constraints include requirements for a modified out-in loading pattern with map regions declared as even, odd, intermediate, and peripheral. Evaluating the intelligence of Shuffle requires an analysis of both its rate of convergence toward an improved pattern and its ability to correct what appears to be a poor pattern. Some experiments with test patterns revealed that additional constraints could improve convergence but may limit exploration by the system. However, few studies have systematically collected and analyzed the experiences and perceptions of numerous cooperative marine fisheries research project participants. I examined past and present US west coast cooperative fisheries research projects by reviewing existing records of projects, conducting a survey and interviews that investigated the experiences and perceptions of fisherman and scientist participants in cooperative marine fisheries research. In particular, I focused my study on the differences in the experiences and evaluations of research projects by fishermen and scientists. Both fishermen and scientists indicated that conducting good scientific research and producing useful data were major motivations for participating in their cooperative fisheries research projects. During interviews fishermen indicated that the transfer of information between the two groups was unsatisfactory to them. Survey results also suggest that, on average, fishermen are not equal research partners with scientists during their cooperative research projects. This inequality was found even while fishermen, as a group, were found to have participated in a broad range of project activities. This research also found that communication between fishermen and scientists is complex and that fishermen and scientists view the balance of power during their cooperative efforts in different ways. My research also demonstrates what information can be obtained, and lessons learned, through the use of a standardized research methodology to study and evaluate cooperative fisheries projects over an entire region. Future cooperative fisheries research participants on the US west coast and beyond can use the findings of this study to anticipate challenges and maximize the strengths of their cooperative fisheries research projects. With additional thought, effort and strategy Oregon can seize the opportunity to become the national leader in the adoption and incorporation of new vehicle platforms and mobility strategies into the fabric of urban life and the built environment. Oregon is currently actively engaged in relationships with international automotive companies and local businesses and utilities interested in being part of the "Portland Experiment." This proposal seeks funding to support the creation of a comprehensive roadmap for the development of low/no emission vehicle infrastructure in the Portland Metro region. The roadmap will guide research, education, partnership initiatives, and community engagement activities at Portland State University (PSU) and the Portland Metro region. The project will build momentum on a number of efforts currently underway including the Governor's Alternative Fuels Infrastructure Working Group, Oregon Department of Transportation's Office of Innovative Partnerships & Alternative Funding activities, and local utility and international automotive industry interest in Portland and other national efforts through the U.S. Department of Transportation. This roadmap will truly have a multi-disciplinary, multi-partner, and multi-campus focus and outcomes. The roadmap will focus on developing a unifying strategy, plan, knowledge base for low and no-emission vehicles, alternative fuels infrastructure and other sustainable mobility innovations. The specific research objectives for this project are to: 1) Strengthening and broadening strategic partnerships that will provide financial and other continuing research, education, and community engagement opportunities in electric vehicle infrastructure. 2) Develop a strategic roadmap for Portland to achieve a plug-in readiness in the next two years. 3) Develop a comprehensive research agenda, to evaluate wide array of research and testing needs for the Region. 4) Coordinate with national efforts through the Rocky Mountain Institute’s Project Get Ready, sharing knowledge with other participating Project Get Ready cities and other Oregon cities. The industrial mix and spatial distribution of activities within the national economy are being altered by basic changes, including (1) the simultaneous growth of certain manufacturing industries and the decline of others, (2) the broad decentralization of manufacturing production to overseas locations and the rising importance of international trade, (3) the shift of employment from manufacturing and transportation into information processing activities, and (4) the emergence of historically peripheral regions in the South and West as centers of innovation and economic change. In varying combinations, these changes are altering the economic circumstances of American cities and forcing reconsideration of appropriate economic roles. With the effective withdrawal of the federal government as an initiator of local economic development in the 1980s, responsibility has fallen on states and municipalities as the traditional promoters of urban growth. State economic development agencies, blue-ribbon panels, futures task forces, and special economic planning committees in a variety of versions have all aimed to consider what their various cities should do next. In some cases, the result may be the abandonment of economic strategies that sufficed for a century or more. Civic leaders across the country chase high-tech industry. Manufacturing cities seek positions in the transactional economy. Other communities try to devise new roles as international retail cities, travel destinations, amateur sports centers, or health care centers. Debates about the future of American cities draw heavily on academic expertise in economics, planning, regional science, and related fields. Book catalogs in these applied fields are filled with city and regional case studies whose titles or subtitles proclaim their interest in "deindustrialization," "reindustrialization," "economic prospects," "structural change," and "prospects for change." However, few studies are available to allow comparison of current economic planning concerns with past experiences. As a contribution toward a historically informed discussion of decision-making in economic restructuring, I have begun to explore the case of Washington, D.C., a city that has never found it easy to achieve a "natural" economic role. It has experienced an ambiguous regional orientation, uncertain opportunities, and entrenched preconceptions about appropriate activities. In particular, the generation of Washington leaders following the upheavals of Civil War and Reconstruction faced a need for economic redirection with parallels to the deindustrializing factory towns of the 1970s and 1980s. The focus of this examination is the evolving character of ideas on Washington's potentials as an economic entity. Washingtonians have engaged in an ongoing "conversation" or discussion about the possibilities of economic development. My interest lies in the articulation and evolution of public ideas, not in the separate questions of the implementation process or the equitable division of the benefits of growth. Ideas about economic development may have their final test as they affect the production and distribution of wealth, but they also have careers as intellectual constructs that express a social context of power and values. Data and information are critical to understanding the impacts of this “sea change.” Key ecological questions need to be answered to understand both the short- and long-term effects of implementing marine renewable energy facilities in an environment about which we know relatively little. Ocean management processes within the state, such as planning for ocean hydrokinetic energy projects and the establishment of marine reserves, require a wide variety of data and information to be used by agencies, scientists, communities, and stakeholder groups. Efforts to find, share, and manage needed data to evaluate these processes have demonstrated the need for Oregon to improve current data management and data sharing practices and capabilities. The emerging policy of the federal government to utilize marine spatial planning techniques to address marine management and policy at the regional and state levels reinforces the need for the State of Oregon to better structure its marine data and information sharing practices and to minimize duplication of effort. To address these concerns the Nearshore Research Task Force, a group of concerned stakeholders and agencies, convened and recommended (August 2010) the following actions: • Establish a framework community of data stewards for key marine data sets. • Specify metadata standards consistent with federal standards for all data acquired or used by the agencies and organizations responsible for ocean management in Oregon. • Maintain a data catalogue to track new datasets that are developed and clarify when datasets become obsolete. • Facilitate data interoperability by the adoption of cross-platform open standards. • Accommodate a variety of information including traditional geospatial (GIS) data; gridded data from ocean and coastal observing programs from satellites, radar, and models; point observation data from sensors such as current meters and wave buoys; and non-geographic informational data such as PDFs, reports, images, websites, and spreadsheets. To that end, the Oregon Coastal & Marine Data Network has recently (September 2012) been endorsed by the Oregon Geographic Information Council (OGIC) as a new Framework Implementation Team (FIT). As part of the endorsement process the network put forward the following mission statement: The mission of the Coastal-Marine FIT is to foster and support a community of producers and users of Oregon coastal and marine data to proactively address emerging data needs. The participants in this effort have been slowly working out a process to address some of the above issues, including working towards the establishment of a collection of network provider catalogs related to ocean and coastal data. Throughout their ongoing effort, the OCMDN has been tracking the data coordination work at the regional level by the West Coast Governor’s Alliance (WCGA) Regional Data Framework (RDF) Action Coordination Team (ACT). The community has members actively participating in both efforts, thereby ensuring that future efforts will enhance the connectivity and collaboration between state and regional data initiatives. The approach and goals of the RDF ACT and the OCMDN are consistent in that they recognize similar elements of an integrated framework for data discovery, dissemination, and distribution of effort. Brodie was a key figure in this history from the 1930's until the 1970's, mainly through the establishment of family planning programs through social and medical channels in Oregon and throughout Latin America. Oregon's reproductive legislation walked a fine line between conservatism and progressivism, but in general supported reproductive healthcare as a whole in comparison to the rest of the United States and Latin America. The state passed controversial contraceptive legislation in 1935 that benefited public health, but also passed eugenic laws, specifically a 1938 marriage bill, that attempted to limit specific population's reproductive control. By the time family planning was solidly rooted in the national and international sociopolitical discourse in the 1960's, due to the advent of the "pill," population control rhetoric, and the Griswold v. Connecticut (1965) Supreme Court decision, eugenic laws were virtually obsolete. Portland's history suggests that leaders in local reproductive politics sought to appeal to a diverse clientele but were restricted to the confines of federal funding mandates, specifically the war on poverty, that were fueled by postwar liberalism in an increasingly global age. The first chapter concentrates on the history of women's health and reproduction in Oregon prior to the 1960's. Dr. Jessie Laird Brodie's experiences with families in poverty during medical school in the 1920's disheartened her and motivated her to seek ways for these women to efficiently and affordably access birth control information. In response to public health concerns, she helped get positive contraception legislation passed in Oregon in the 1930's that set guidelines and restrictions for manufacture of contraceptives. This law was the first of its kind in the country and set a precedent for other states to follow. Brodie also supported a marriage bill in the 1930's that mandated premarital syphilis and psychological testing, in the hopes that it would lead couples to seek contraceptive, or "hygienic," advice from their physicians as efforts to establish a birth control clinic had failed up to this point. The second chapter focuses on Brodie's continued involvement in Oregon in the 1940's and 1950's, a period marked by a high tide of pronatalism in the U.S., and how she took Oregon's vision for women to a national and international level. Locally, she was involved with the E.C. Brown Trust, an organization dedicated to sex education, and was the President for the Pacific Northwest Conference on Family Relations, a group focused on the postwar family adjustments of higher divorce rates and juvenile delinquency. In 1947, Brodie was one of the founding members of the Pan-American Medical Women's Alliance, an organization created to provide a professional arena for women physicians throughout the Americas to discuss problems specific to women and children. Involvement with these groups helped her gain recognition nationally and in the late 1950's she served as President, and then Executive Director, of the American Medical Women's Association. Lastly, the third chapter looks at the establishment and growth of Planned Parenthood Association of Oregon (PPAO) in the 1960's under Brodie's leadership and her foray into the international establishment of family planning programs through the Boston-based Pathfinder Fund, an organization whose mission involved bringing effective reproductive healthcare to developing countries. Brodie acted as Executive Director for PPAO, where she was able to use her medical expertise and connections to bring the new organization credibility and respect throughout Oregon that they lacked before her involvement because the board was mainly comprised of a younger generation on the brink of second-wave feminism and the sexual revolution. In her career with Pathfinder she assessed the needs for family planning in Latin American and Caribbean countries and facilitated the establishment of programs in the region, largely in cooperation with the U.S. federal government and the Population Council. The conclusion offers a brief history of Dr. Brodie's continued involvement in the local and international communities beyond 1975 and the awards she received highlighting her career in the battle for effective healthcare for all women. Most of these plans have focused on a particular species, area or natural resource. Although wildlife conservation often has been an implicit concern of these plans, many were developed primarily for other purposes. With the creation of this Oregon Conservation Strategy, Oregon has its first overarching state strategy for conserving fish and wildlife. The Conservation Strategy is an effort to use the best available science to create a broad vision and conceptual framework for long-term conservation of Oregon's native fish and wildlife, as well as various in­vertebrates and native plants. As a guide to conserving the species and habitats that have defined the nature of Oregon, this strategy can help ensure that Oregon's natural treasures are passed on to future generations. The Conservation Strategy emphasizes proactively conserving declining species and habitats to reduce the possibility of future federal or state listings. It is not a regulatory document, but instead presents issues and opportunities, and recommends voluntary actions that will improve the efficiency and effectiveness of conservation in Oregon. Healthy fish and wildlife populations require adequate habitat, which is provided in natural systems and, for many species, in landscapes managed for forestry, agriculture, range and urban uses. The goals of the Conservation Strategy are to maintain healthy fish and wildlife populations by maintaining and restoring functioning habitats, preventing declines of at-risk species, and reversing declines in these resources where possible. These goals fit well with ODFW's statutory obligation to protect and enhance Oregon's fish and wildlife and their habitats for use and enjoyment by present and future generations. However, this is not a management plan for the Oregon Department of Fish and Wildlife. Instead, it is a broad strategy for all of Oregon, offering potential roles and opportunities for residents, agencies and organizations. It incorporates information and insights from a broad range of natural resources assessments and conservation plans, supple­mented by the professional expertise and practical experiences of a cross-section of Oregon's resource managers and conservation interests. It is designed to have a variety of applications both inside and outside of state government. Most important, perhaps, it establishes the basis for a common understanding of the challenges facing Oregon's fish and wildlife, and provides a shared set of priorities for addressing the state's conservation needs. The heart of the Conservation Strategy is a blueprint for voluntary action to address the long-term needs of Oregon's fish and wildlife. The future for many species will depend on landowners' and land managers' willingness to voluntarily take action on their own to protect and improve fish and wildlife habitat.   Citation × Citation Citation Abstract Copy Title: Report of International Coastal Atlas Network Workshop 4: Formalizing the Network, Engaging the Mediterranean Author: Dwyer, Ned, Kopke, Kathrin, Wright, Dawn, O'Dea, Liz From November 16 to 20, 2009, the International Coastal Atlas Network (ICAN) held a workshop on “Formalizing the Network, Engaging the Mediterranean” at the Adriatico Guest House of the UNESCO International Centre for Theoretical Physics in Trieste, Italy. The workshop (aka “ICAN 4”) engaged 32 participants from 12 countries, representing 26 organizations and multiple areas of scientific and technical expertise. This meeting was a follow-up to the successful 2008 workshop on “Federated Coastal Atlases: Building the Interoperable Approach” (aka “ICAN 3”) held in Copenhagen, Denmark, as well as the 2007 workshop on “Coastal Atlas Interoperability” (aka “ICAN 2” in Corvallis, Oregon, USA) and the 2006 meeting “Potentials and Limitations of Coastal Web Atlases” (aka “ICAN 1” in Cork, Ireland). ICAN 3 continued the momentum by identifying the additional opportunities for partnering on coastal web atlas development throughout Europe, demonstrating the atlas interoperability prototype to the European Environment Agency and its many partners, and initiating the development of a long-term strategy and governance model for ICAN. ICAN 2 examined best practices for achieving interoperability between atlases, and led to the design of a demonstration interoperability prototype using the metadata catalogues of two atlases. ICAN 1 examined state-of-the-art developments in coastal web atlases (CWAs) from Europe and the U.S., shared several case studies and lessons learned, and established key issues and recommendations related to the design, data requirements, technology and institutional capacity needed for these atlases. At the conclusion of ICAN 3 it was abundantly clear that ICAN had grown from a simple idea to the cusp of a formal virtual organization, which had captured the interest of the European Environment Agency (EEA), the European Commission, UNESCO, and several government agencies, companies, non-governmental organizations, and universities. However, much more work needed to be accomplished. Therefore, the activities of ICAN 4 included:  Discussions of final implementation structures for governance (including formal procedures for receiving new members), technical activities, and continued identification of funding opportunities, so that ICAN can formally incorporate as a virtual organization (aka “community of practice”).  Presentations on emerging atlases in European countries (especially the Mediterranean) and beyond that are making themselves relevant through policy, environmental and socio-economic indicator work and related themes.  Continued progress on our ontology and semantic interoperability work, with an eye also toward articulating the benefits of semantic interoperability at a broader scale to non-specialists. In this we look forward to the advice and assistance of MMI and SeaDataNet, as well as to the new NETMAR (Open Service Network for Marine Environmental Data) initiative, which has already developed conceptual framework documents in this area. To this end, we also: o Held a small “workshop within a workshop” for atlas administrators on how to become a new node in interoperability prototype. o Initiated strategies on making further improvements to all those nodes (according to the Shared Environmental Information Systems (SEIS) principles of sharing information for multiple purposes, using data and systems that are accessible and interoperable). o Facilitated further work on partnerships, infrastructure and data exchange formats, all with the overall objective of enabling the nodes to share and communicate with each other, avoid duplication, and streamline information management. Presentations and discussion of user issues, including better knowledge of our atlas users, their needs, and on continued inventory, assessment, and evaluation of atlases. To this end, we discussed as part of a small “workshop within a workshop” how to improve the functionality of CWAs for general users, especially as the technology continues to change.  Small group meetings on potential funding opportunities on both sides of the Atlantic (European Union, US National Science Foundation and government agencies) in order to continue the work of ICAN.  Initiation of plans for a major ICAN presence at Littoral 2010 in London (European ICAN partners), as well as a standalone ICAN Americas meeting in Wisconsin, USA. In addition, the ICAN workshop took place around a two-day Workshop on Maritime and Coastal Information Systems, organised by the EEA’s Environmental Information and Observation Network (EIONET), which was open to ICAN 4 attendees as well. The main objective of this meeting was to inform the many participating countries of the EIONET National Reference Centre (NRC) network and to allow for a first exchange of views on scope and roles in the new formation for this entity. Four participants of ICAN 4 were invited to give presentations at the EEA/EIONET workshop, which allowed EEA/EIONET to explore collaboration opportunities as a result of ICAN’s emergence. The US National Science Foundation (NSF) had originally awarded support for two ICAN workshops, so there will be a 5th international workshop (aka ICAN 5), at the headquarters of the UNESCO International Oceanographic Data and Information Exchange (IODE) in Oostende, Belgium, August 31 to September 2, 2011. IODE will co-host CoastGIS 2011 in Oostende immediately following ICAN 5. Objectives of ICAN 5 will include follow-up activities that we did not have time to accomplish at ICAN 4, including:  Continued progress on our ontology and semantic interoperability work, but with an eye also toward articulating the benefits of semantic interoperability at a broader scale, to non-specialists.  Continued engagement and servicing of users of coastal web atlases, and on continued inventory, assessment, and evaluation of atlases.  Revisiting the main recommendations of the ICAN 1, especially evaluating atlas impact, and developing analysis and decision-support tools in atlases.  Forming proposal teams and submissions to the next available and appropriate NSF and other grant competitions (e.g., NSF Partnerships for International Research and Education, NSF Community-Based Data Interoperability Networks, NOAA, European Framework Program, InterReg, and ESF ).  Exchanging lessons learned in spatial data infrastructure between the US, European INSPIRE and other national and regional efforts.  Continued implementation and improvement of new governance, strategic planning, and technical working groups. Title: Report of International Coastal Atlas Network Workshop 4: Formalizing the Network, Engaging the Mediterranean Author: Dwyer, Ned, Kopke, Kathrin, Wright, Dawn, O'Dea, Liz From November 16 to 20, 2009, the International Coastal Atlas Network (ICAN) held a workshop on “Formalizing the Network, Engaging the Mediterranean” at the Adriatico Guest House of the UNESCO International Centre for Theoretical Physics in Trieste, Italy. The workshop (aka “ICAN 4”) engaged 32 participants from 12 countries, representing 26 organizations and multiple areas of scientific and technical expertise. This meeting was a follow-up to the successful 2008 workshop on “Federated Coastal Atlases: Building the Interoperable Approach” (aka “ICAN 3”) held in Copenhagen, Denmark, as well as the 2007 workshop on “Coastal Atlas Interoperability” (aka “ICAN 2” in Corvallis, Oregon, USA) and the 2006 meeting “Potentials and Limitations of Coastal Web Atlases” (aka “ICAN 1” in Cork, Ireland). ICAN 3 continued the momentum by identifying the additional opportunities for partnering on coastal web atlas development throughout Europe, demonstrating the atlas interoperability prototype to the European Environment Agency and its many partners, and initiating the development of a long-term strategy and governance model for ICAN. ICAN 2 examined best practices for achieving interoperability between atlases, and led to the design of a demonstration interoperability prototype using the metadata catalogues of two atlases. ICAN 1 examined state-of-the-art developments in coastal web atlases (CWAs) from Europe and the U.S., shared several case studies and lessons learned, and established key issues and recommendations related to the design, data requirements, technology and institutional capacity needed for these atlases. At the conclusion of ICAN 3 it was abundantly clear that ICAN had grown from a simple idea to the cusp of a formal virtual organization, which had captured the interest of the European Environment Agency (EEA), the European Commission, UNESCO, and several government agencies, companies, non-governmental organizations, and universities. However, much more work needed to be accomplished. Therefore, the activities of ICAN 4 included:  Discussions of final implementation structures for governance (including formal procedures for receiving new members), technical activities, and continued identification of funding opportunities, so that ICAN can formally incorporate as a virtual organization (aka “community of practice”).  Presentations on emerging atlases in European countries (especially the Mediterranean) and beyond that are making themselves relevant through policy, environmental and socio-economic indicator work and related themes.  Continued progress on our ontology and semantic interoperability work, with an eye also toward articulating the benefits of semantic interoperability at a broader scale to non-specialists. In this we look forward to the advice and assistance of MMI and SeaDataNet, as well as to the new NETMAR (Open Service Network for Marine Environmental Data) initiative, which has already developed conceptual framework documents in this area. To this end, we also: o Held a small “workshop within a workshop” for atlas administrators on how to become a new node in interoperability prototype. o Initiated strategies on making further improvements to all those nodes (according to the Shared Environmental Information Systems (SEIS) principles of sharing information for multiple purposes, using data and systems that are accessible and interoperable). o Facilitated further work on partnerships, infrastructure and data exchange formats, all with the overall objective of enabling the nodes to share and communicate with each other, avoid duplication, and streamline information management. Presentations and discussion of user issues, including better knowledge of our atlas users, their needs, and on continued inventory, assessment, and evaluation of atlases. To this end, we discussed as part of a small “workshop within a workshop” how to improve the functionality of CWAs for general users, especially as the technology continues to change.  Small group meetings on potential funding opportunities on both sides of the Atlantic (European Union, US National Science Foundation and government agencies) in order to continue the work of ICAN.  Initiation of plans for a major ICAN presence at Littoral 2010 in London (European ICAN partners), as well as a standalone ICAN Americas meeting in Wisconsin, USA. In addition, the ICAN workshop took place around a two-day Workshop on Maritime and Coastal Information Systems, organised by the EEA’s Environmental Information and Observation Network (EIONET), which was open to ICAN 4 attendees as well. The main objective of this meeting was to inform the many participating countries of the EIONET National Reference Centre (NRC) network and to allow for a first exchange of views on scope and roles in the new formation for this entity. Four participants of ICAN 4 were invited to give presentations at the EEA/EIONET workshop, which allowed EEA/EIONET to explore collaboration opportunities as a result of ICAN’s emergence. The US National Science Foundation (NSF) had originally awarded support for two ICAN workshops, so there will be a 5th international workshop (aka ICAN 5), at the headquarters of the UNESCO International Oceanographic Data and Information Exchange (IODE) in Oostende, Belgium, August 31 to September 2, 2011. IODE will co-host CoastGIS 2011 in Oostende immediately following ICAN 5. Objectives of ICAN 5 will include follow-up activities that we did not have time to accomplish at ICAN 4, including:  Continued progress on our ontology and semantic interoperability work, but with an eye also toward articulating the benefits of semantic interoperability at a broader scale, to non-specialists.  Continued engagement and servicing of users of coastal web atlases, and on continued inventory, assessment, and evaluation of atlases.  Revisiting the main recommendations of the ICAN 1, especially evaluating atlas impact, and developing analysis and decision-support tools in atlases.  Forming proposal teams and submissions to the next available and appropriate NSF and other grant competitions (e.g., NSF Partnerships for International Research and Education, NSF Community-Based Data Interoperability Networks, NOAA, European Framework Program, InterReg, and ESF ).  Exchanging lessons learned in spatial data infrastructure between the US, European INSPIRE and other national and regional efforts.  Continued implementation and improvement of new governance, strategic planning, and technical working groups. Quality seed is the foundation of any functional and stable farming system. Unfortunately the lack of organically bred and produced seed is hindering the continued growth and success of organic farming. Meeting the needs of the organic sector has been a challenge for the seed industry; it is an industry that often doesn't understand the specific and unique requirements associated with the diversity of environmental and market demands of organic systems. However, organic farmers and the organic food systems they supply, require a robust organic seed system that is appropriately adapted to regional agronomic challenges and market needs, meets standards and regulations, and encompasses the social and ecological values of organic agriculture. One plausible approach to meeting the cultivar and seed needs of organic and low input production systems is through the use of participatory plant breeding (PPB). PPB is a collaborative approach for identifying and developing genetically diverse plant material and varieties involving partnerships among formal sector breeders and researchers, farmers, extension agents, educators, and end users. Participatory plant breeding fundamentally changes the way that formal breeding programs and farmers manage germplasm and plant genetic resources. Typically, formal breeding programs restrict access to germplasm and breeding materials and only supply farmers with finished varieties. In PPB, farmers are involved in the early stages of creation and evaluation of germplasm and breeding material, and stay engaged with the breeding process until new varieties are created. PPB is an excellent model for breeding specifically for organic systems because organic systems in developed countries have many similarities to low-input agricultural systems in the developing world. Some of these parallels include heterogeneous growing environments, a wide range of end uses and marketing strategies, lack of suitably adapted and/or derived varieties, lack of attention from the formal seed sector, and a reduced reliance on synthetic inputs (compared to conventional systems). Breeding for organic systems is a relatively young field and breeders in the formal sector do not have a good handle on what traits are important for robust production under organic conditions. Thus the opportunity to meld farmers' experience and knowledge with breeders' expertise is an effective way to breed for organic production systems. The purpose of this project was to investigate and explore the opportunities and challenges of organic plant breeding using participatory research methods. This research had three goals: 1) to develop an open pollinated broccoli with contemporary quality traits for organic production systems using participatory strategies; 2) to compare broccoli selections made by formally trained plant breeders and farmer breeders; and 3) to capture the stories and experiences of the formal breeders and farmer breeders involved with this broccoli material in order to contribute to the growing wealth of knowledge on collaborative and organic breeding work. The Oregon State University Vegetable Breeding Program made significant progress towards decreasing the variability of the broccoli project material through three successive years of modified half-sibling selections. Evaluations and selections were based more strongly on quality traits rather than soley on production traits such as yield. Although progress was incremental and statistically verified in only three out of the fifteen quality traits, we observed trends in the data indicating progress towards an increasingly uniform, stable, and reliable open pollinated broccoli with specific adaptation for organic production systems. There were very few differences between broccoli materials developed by formally trained plant breeders and farmer breeders. This was especially true for the three cultivars developed in the Pacific Northwest (PNW) (one in Washington and two in Oregon). The 'East Coast' population, which had been collaboratively selected by formal and farmer breeders in New York, expressed significantly distinct differences from the PNW materials. When the farmer breeder and formal breeder materials were pooled together and compared to pooled check cultivars they expressed significant differences for nearly all traits across all years. This demonstrated that all of the collaboratively developed open pollinated materials are distinctly different from the F1 hybrids currently available. Our work has demonstrated a few of the myriad of positive outcomes achievable with the use of participatory plant breeding for organic production systems. The participatory nature of this project resulted in increased confidence and feelings of empowerment for all involved. Both farmers and breeders felt their involvement was socially beneficial and widened their networking and seed community circles. The farmer-bred cultivar 'Solstice' is now available as a result of Jonathan Spero's work, and a cultivar tentatively named 'Benton' is about to be released for sale through Oregon State University. Our results agree with previous study findings that formal and farmer breeder selections are often not distinctly different; thus providing evidence for continuing to support the involvement and education of farmers in plant breeding, especially in reference to organic production systems. This study demonstrates the potential of collaboratively developed and farmer-bred cultivars to become viable and vibrant open pollinated alternatives to the current open pollinated cultivars on the market today. Under this provision, Federal agencies often enter into partnerships and Memoranda of Understanding with the Fish and Wildlife Service (FWS) or the National Marine Fisheries Service (NMFS) for implementing and funding conservation agreements, management plans, and recovery plans developed for listed species. Biologists for the Services should encourage the development of these types of partnerships and planning efforts to develop pro-active approaches to listed species management. Avoiding Adverse Effects of Federal Actions Section 7(a)(2) states that each Federal agency shall, in consultation with the Secretary, insure that any action they authorize, fund, or carry out is not likely to jeopardize the continued existence of a listed species or result in the destruction or adverse modification of designated critical habitat. In fulfilling these requirements, each agency must use the best scientific and commercial data available. This section of the Act defines the consultation process, which is further developed in regulations promulgated at 50 CFR ?402. The Handbook This handbook was primarily developed to aid FWS and NMFS biologists implementing the section 7 consultation process. The purpose of the handbook is to provide information and guidance on the various consultation processes outlined in the regulations. Additionally, the handbook will ensure consistent implementation of consultation procedures by those biologists responsible for carrying out section 7 activities. Chapters of the handbook deal with major consultation processes, including Informal, Formal, Emergency, and Special Consultations; and Conferences. Standardized language is provided for incorporation into Biological Opinion documents to achieve consistency and to ensure that all consultation documents are complete from a regulatory standpoint. Background information and example documents are provided in Appendices. Although primarily targeted towards employees of the Services, other groups participating in the consultation process, including other Federal agencies; State, local, and tribal governments; and private individuals, consultants, and industry groups should find the handbook helpful in explaining section 7 processes and providing examples of various types of consultations. The Services have jointly published a policy on Information Standards Under the Endangered Species Act [59 FR 34271 (July 1, 1994)]. This policy calls for review of all scientific and other information used by the Services to prepare biological opinions, incidental take statements, and biological assessments, to ensure that any information used by the Services to implement the Act is reliable, credible, and represents the best scientific and commercial data available. Flexibility and Innovation The section 7 process achieves greatest flexibility when coordination between all involved agencies and non-Federal representatives, and the Services, begins early. Often, proposed actions can be modified so there is no need for formal consultation. The Services should ensure that all information needed to make an informed decision is made available. It is particularly critical when formal consultation begins that all parties are fully involved in providing information and discussing project options. Although it is the responsibility of the Services to make the determination of jeopardy or destruction/adverse modification in the biological opinion, action agencies and applicants should be fully informed and involved in the development of Reasonable and Prudent Alternatives, Reasonable and Prudent Measures, and Terms and Conditions to minimize the impacts of incidental take. Biologists should be creative in problem solving and look for ways to conserve listed species while still accommodating project goals. Coordination The Services have a policy to ensure coordination with State Agencies for gathering information in implementing the consultation program. [59 FR 34274-34275 (July 1, 1994)] The Services have a joint policy on coordination with tribal governments. Secretarial Order #32306 (June 5, 1997) entitled "American Indian Tribal Rights, Federal-Tribal Trust Responsibilities, and the Endangered Species Act" recognizes that the consultation process should include input from affected tribal governments. State and tribal government biologists often have information available that is pertinent to the description of the action area or to the species of interest in the consultation. Shortening Timeframes Recently, the Services have been implementing measures to streamline consultation processes. Examples include projects reviewed under the Northwest Forest Plan and nationwide Timber Salvage Program. These procedures have been able to effectively shorten consultation timeframes without giving up any protection for listed species/designated critical habitats or the use and review of the best available information. This has been achieved through enhanced interagency coordination, development of guidelines for implementation of a larger program (i.e. timber salvage) which can tier to an individual project (timber sale), and by providing consultation simultaneously with project analysis under the National Environmental Policy Act (NEPA). Biologists for the Services are encouraged to review examples of these streamlined consultations and to look for ways to incorporate streamlining techniques into other consultation procedures. Biologists should be creative in problem solving and look for ways to conserve listed species while still accommodating project goals. Coordination The Services have a policy to ensure coordination with State Agencies for gathering information in implementing the consultation program. [59 FR 34274-34275 (July 1, 1994)] The Services have a joint policy on coordination with tribal governments. Secretarial Order #32306 (June 5, 1997) entitled "American Indian Tribal Rights, Federal-Tribal Trust Responsibilities, and the Endangered Species Act" recognizes that the consultation process should include input from affected tribal governments. State and tribal government biologists often have information available that is pertinent to the description of the action area or to the species of interest in the consultation. Shortening Timeframes Recently, the Services have been implementing measures to streamline consultation processes. Examples include projects reviewed under the Northwest Forest Plan and nationwide Timber Salvage Program. These procedures have been able to effectively shorten consultation timeframes without giving up any protection for listed species/designated critical habitats or the use and review of the best available information. This has been achieved through enhanced interagency coordination, development of guidelines for implementation of a larger program (i.e. timber salvage) which can tier to an individual project (timber sale), and by providing consultation simultaneously with project analysis under the National Environmental Policy Act (NEPA). Biologists for the Services are encouraged to review examples of these streamlined consultations and to look for ways to incorporate streamlining techniques into other consultation procedures. Close

Drawing on approaches from historical geography and environmental history, this study shows how wildlife officials developed migratory bird refuges in Oregon and California, where over 60 percent of Pacific Flyway waterfowl winter. During the early-twentieth century, reclamation and river diking eliminated most of the wetlands in the birds' wintering range. Bird enthusiasts such as bird watchers and duck hunters successfully lobbied for the creation of wildlife refuges in a few areas along the flyway. These early refuges failed to protect waterfowl habitat and they were severely degraded by reclamation. In the 1930s and 1940s, the U.S. Fish and Wildlife Service (FWS) and its predecessor, the Bureau of Biological Survey, undertook an ambitious program to resurrect these sanctuaries and to create new ones. Many farmers opposed these refuges out of fear that waterfowl would damage crops. To respond to these concerns and to ensure an adequate food supply for the birds, the FWS raised rice, barley, and other grains. The agency adopted many of the technologies of modern, industrial agriculture including synthetic herbicides and insecticides such as 2, 4-D and DDT. By the 1960s, the refuges had become largely mirrors of the surrounding irrigated farmlands, the main difference being that the FWS raised grain for waterfowl rather than for market. Refuges could not escape the agricultural settings in which they were embedded. As units within the irrigated countryside, Pacific Flyway refuges were often at the mercy of nearby farmers and federal reclamation agencies. Poor water quality and insufficient supplies of water often hampered FWS efforts to manage refuges. In the late-twentieth century, reduced water supply due to diversions to California municipalities and to sustain endangered fish species affected the amount of water reaching refuges. This dissertation has other goals. First, it critiques the anthropocentrism of most historical geography by focusing on how political, cultural, and ecological factors affected wildlife. Title: Seeking refuge: making space for migratory waterfowl and wetlands along the Pacific Flyway Author: Wilson, Robert Michael Year: 2003, 2005, 2004 Abstract "Seeking Refuge" examines the history of migratory waterfowl management along the Pacific Flyway, the westernmost of four main migration routes in North America. Drawing on approaches from historical geography and environmental history, this study shows how wildlife officials developed migratory bird refuges in Oregon and California, where over 60 percent of Pacific Flyway waterfowl winter. During the early-twentieth century, reclamation and river diking eliminated most of the wetlands in the birds' wintering range. Bird enthusiasts such as bird watchers and duck hunters successfully lobbied for the creation of wildlife refuges in a few areas along the flyway. These early refuges failed to protect waterfowl habitat and they were severely degraded by reclamation. In the 1930s and 1940s, the U.S. Fish and Wildlife Service (FWS) and its predecessor, the Bureau of Biological Survey, undertook an ambitious program to resurrect these sanctuaries and to create new ones. Many farmers opposed these refuges out of fear that waterfowl would damage crops. To respond to these concerns and to ensure an adequate food supply for the birds, the FWS raised rice, barley, and other grains. The agency adopted many of the technologies of modern, industrial agriculture including synthetic herbicides and insecticides such as 2, 4-D and DDT. By the 1960s, the refuges had become largely mirrors of the surrounding irrigated farmlands, the main difference being that the FWS raised grain for waterfowl rather than for market. Refuges could not escape the agricultural settings in which they were embedded. Irrigation and other agricultural practices in the U. S. Bureau of Reclamation's Klamath Project may result in impaired surface water quality, reducing its use for wildlife and fish in important national wildlife refuges that receive drainage water from farms, and in the Klamath River. By 2004, a system of total maximum daily loads (TMDL) for nutrients must be established for the Klamath River. To investigate the relationships among agricultural practices and surface water quality in the Upper Klamath Basin, a two year reconnaissance survey of surface water and agricultural tile drain locations, focusing on nitrogen and phosphorus concentrations and mass transfers was conducted. Data was collected at 18 surface locations and 10 tile drain locations. Triplicate samples were taken every ten days during the growing season (April through October) and one or two times a month during the remainder of the months, depending on opportunity. No samples were taken from tile drains during the winter months because there was no irrigation and drainage during that period. Water samples were analyzed for phosphorus (total P, soluble reactive P, total filterable P, and particulate P) and nitrogen (total N, soluble N, Soluble organic N, total filterable N, particulate N, and ammonia N), temperature, pH and electrical conductivity, a measure of salinity or total dissolved solids. Analyses of data, including data quality, estimates of the transfer of nutrients in surface waters in the region, and hypotheses about the relationship between agriculture and water quality are reported. 1. The salt and nutrient content of surface waters increases nearly threefold as water moves through the watershed from the Lost River and J canal diversion to the Klamath Straits Drain. Mean ECW levels in input waters at the J canal diversion were approximately 250 \iS cm1, while water sampled at the D pump increased to 600 ^S cm"1 on average over the sample period. By the time water reenters the Klamath River, salt concentrations have increased to approximately 700 jaS cm1. 2. The ECW values observed in subsurface tile drains were higher on average than in input waters and surface waters elsewhere in the region, especially in the Lease Lands area of the Tulelake Irrigation District (TID). ECW values averaged approximately 2,500 ^S cm"1 . Recycling irrigation water through soils in the TID increases the salinity of the water, especially by the time it reaches and is reused in the Lease Lands area of the Tulelake National Wildlife Refuge (TLNWR). Soils in this part of the Klamath Project area are naturally high in salt. 3. Water temperatures in agricultural subsurface tile drains were significantly lower than surface water temperatures during the growing season when tile drains were active. pH values in tile drains were lower than surface water values. The temperature and pH of tile drains does not influence surface water values. 1. 4. For total phosphorus (TP) input waters at the J canal irrigation diversion for the TED averaged approximately 0.27 mg L1 for the two years reported. Water leaving the Tulelake Sumps at the D pump increases to 0.33 mg L1. Water leaving the Lower Klamath National Wildlife Refuge (LKNWR) sampled at the start of the Klamath Straits Drain, averaged 0.33 mg L1, similar to those at the D pump. TP increased further to 0.40 mg L"1 a the end of the Klamath Straits Drain. The overall increase in P concentration in surface waters was much less than for salt, suggesting that processes other than simple enrichment are occurring, particularly those associated with the exchange of sedimentary P and aquatic plant species. TN increases from 2.3 mg L"1 to 4.0 mg L1 over the same pathway. Atomic ratios (TN:TP) of surface water samples remain constant at approximately 10:1 throughout the system, suggesting that the amount of sediment and other small particulate matter in surface waters affects the values observed. The amount of sediment is influenced in part by the agitation of surface water as it passes through pumps and over weirs. 5. The average seasonal TP value in tile drains beneath farm fields is approximately 0.34 mg L"1 . While average total P values in subsurface tile drains were not different from those found at the D pump and the LKNWR outlet, the range in values was great (0.1 to 0.8 mg L1). Similarly, high NO3 -N values were observed at times in tile drains. Very high values in tile drains lead to the inference that some fertilizer N and P is lost in drainage water, combined with nutrients derived from decaying soil organic matter. The amount estimated as lost is much less than the amount of surplus fertilizer P applied and the amount of P surmised to be mineralized from decaying soil organic matter. P from fertilizer and decaying organic matter appears to be accumulating in soils and lake sediments in the region. 6. Ammonia N concentrations are at or below the limit of detection in subsurface agricultural tile lines and one to two orders of magnitude below the values observed in surface soils. Un ionized ammonia increases with temperature. Values above 0.25 mg L1 were observed in late summer at several locations. 7. Some leaching of soluble salts and nutrients is unavoidable when crops are irrigated. P fertilizer is applied at rates higher than crop removal, while fertilizer n is applied at rates less than crop removal. Reduced fertilizer use can help bring P inputs and outputs into balance and may reduce further any avoidable losses of P. This objective should be the subject of an agronomic research program in the region. 8. Surface waters entering the TDD, the TLNWR, and the LKNWR are already enriched with N and P. It seems unlikely that reducing N and P losses from farming in the TID, if possible, would influence surface water quality sufficiently to make them significantly less eutrophic. For P, the hypothesized threshold concentration limiting algae growth in fresh waters is 5 to 25 times smaller than the values observed in waters entering the TID for irrigation use. The addition of 1. nutrients from agriculture probably does not influence significantly surface water quality in the region. Wetland sediments, large amounts of organic matter in soils, and water introduced for irrigation contain essentially unlimited amounts of nutrients for aquatic plant growth. It is not clear how this circumstance could be changed under any reasonable time frame, if ever. 9. Using a TMDL approach may not result in reduced amounts of nutrients returned to the Klamath River because wetlands and farming practices in the southern portion of the Klamath Project result in the net removal of nutrients from the waters diverted for irrigation on a yearly basis, compared to allowing the same amount of water simply to flow down the river unused. Because of large errors of estimation for the amounts of water transferred, combined with smaller errors associated with estimating nutrient concentrations in water samples, and with year to year climate variation, TMDLs may not be an effective or efficient means of reducing nutrients in return flows to the Klamath River. Rational confidence limits for TMDLs may have to be too broad to be effective. Recycling of some drainage water for irrigation would reduce the amount of nutrients returned to the river more effectively than implementing a TMDL program. The amount of sediment is influenced in part by the agitation of surface water as it passes through pumps and over weirs. 5. The average seasonal TP value in tile drains beneath farm fields is approximately 0.34 mg L"1 . While average total P values in subsurface tile drains were not different from those found at the D pump and the LKNWR outlet, the range in values was great (0.1 to 0.8 mg L1). Similarly, high NO3 -N values were observed at times in tile drains. Very high values in tile drains lead to the inference that some fertilizer N and P is lost in drainage water, combined with nutrients derived from decaying soil organic matter. The amount estimated as lost is much less than the amount of surplus fertilizer P applied and the amount of P surmised to be mineralized from decaying soil organic matter. P from fertilizer and decaying organic matter appears to be accumulating in soils and lake sediments in the region. 6. Ammonia N concentrations are at or below the limit of detection in subsurface agricultural tile lines and one to two orders of magnitude below the values observed in surface soils. Un ionized ammonia increases with temperature. Values above 0.25 mg L1 were observed in late summer at several locations. 7. Some leaching of soluble salts and nutrients is unavoidable when crops are irrigated. P fertilizer is applied at rates higher than crop removal, while fertilizer n is applied at rates less than crop removal. Reduced fertilizer use can help bring P inputs and outputs into balance and may reduce further any avoidable losses of P. This objective should be the subject of an agronomic research program in the region. 8. Surface waters entering the TDD, the TLNWR, and the LKNWR are already enriched with N and P. It seems unlikely that reducing N and P losses from farming in the TID, if possible, would influence surface water quality sufficiently to make them significantly less eutrophic. For P, the hypothesized threshold concentration limiting algae growth in fresh waters is 5 to 25 times smaller than the values observed in waters entering the TID for irrigation use. The addition of 1. nutrients from agriculture probably does not influence significantly surface water quality in the region. Wetland sediments, large amounts of organic matter in soils, and water introduced for irrigation contain essentially unlimited amounts of nutrients for aquatic plant growth. It is not clear how this circumstance could be changed under any reasonable time frame, if ever. 9. Using a TMDL approach may not result in reduced amounts of nutrients returned to the Klamath River because wetlands and farming practices in the southern portion of the Klamath Project result in the net removal of nutrients from the waters diverted for irrigation on a yearly basis, compared to allowing the same amount of water simply to flow down the river unused. Because of large errors of estimation for the amounts of water transferred, combined with smaller errors associated with estimating nutrient concentrations in water samples, and with year to year climate variation, TMDLs may not be an effective or efficient means of reducing nutrients in return flows to the Klamath River. Rational confidence limits for TMDLs may have to be too broad to be effective. Recycling of some drainage water for irrigation would reduce the amount of nutrients returned to the river more effectively than implementing a TMDL program. Close

Lost River suckers had distinct river and lake shoreline spawning stocks, and individuals of both species commonly spawned in consecutive years. In the Williamson River and lower Sprague River, spawning migration by both species occurred mainly during a 5-week period that started within the first three weeks of April and peaked between mid April and early May, although a separate, earlier (mid March) run of Lost River suckers may also spawn in the upper Sprague River. Migration of both species was several times higher at dawn (0500-0730 h) and evening (1800-2200 h) than other times of the day. Peak migrations almost always corresponded to peaks in water temperature, usually at 10-15°C. Lost River suckers were captured at springs along the east shore of the lake from late February through mid May, with peak spawning usually in mid March to mid April. Shortnose suckers were generally captured at the springs from late March through late May, but the time of peak spawning was not determined. Size and age at maturity was determined by recruitment from a strong year class (1991). Male Lost River suckers began recruitment into the adult population at age 4+ (375-475 mm). Substantial recruitment of females did not begin until age 7+ (510-560 mm). Male and female shortnose suckers began recruitment at age 4+, with the majority offish recruited by age 5+. Males recruited at 270-370 mm; females recruited at 325-425 mm. This year class temporarily boosted population numbers, but annual fish kills from 1995 to 1997 eliminated most adults of both species. Associated with poor water quality caused by the proliferation and decay of blue-green algae Aphanizomenonflos-aquae, these fish kills raise concern that alterations to the lake ecosystem over the past several decades have Perkins et al. Lost River and shortnose suckers 5 increased the magnitude and frequency of poor water quality. As a result, mortality rates of all life stages may have increased, thereby disrupting the species' life history pattern and potentially decreasing long-term population viability. Introduction The Lost River sucker Deltistes luxatus and shortnose sucker Chasmistes brevirostris are large, long-lived suckers endemic to the upper Klamath Basin of Oregon and California. Both species are typically lake dwelling but migrate to tributaries or shoreline springs to spawn (Moyle 1976, Scoppettone and Vinyard 1991). Once extremely abundant (Cope 1884, Gilbert 1898), both species have experienced severe population declines and were federally listed as endangered in 1988 (USFWS 1988). Much of the original habitat of these suckers has been destroyed or altered by conversion of lake areas to agriculture, dams, instream flow diversions, and water quality problems associated with timber harvest, loss of riparian vegetation, livestock grazing, and agricultural practices (USFWS 1988). Knowledge of the life history of Lost River and shortnose suckers is fundamental to recovery of these species. The objective of this report was to present the results of studies conducted from 1987-1998 on the reproductive biology and demographics of Lost River and shortnose suckers, and to compare these results with earlier unpublished data. Study Sites Studies were conducted on Upper Klamath Lake and the lower Williamson-Sprague river system (Figure 1). These waters form the upper portion of the Klamath River Basin in south-central Oregon and represent most remaining native habitat of Lost River and shortnose suckers. Upper Klamath Lake is a remnant of pluvial Lake Modoc that included eight major basins and encompassed 2,839 km2 (Dicken 1980). Today, Upper Klamath Lake serves as a storage reservoir that provides water for agricultural irrigation, waterfowl refuges, instream flow requirements of anadromous fish, and hydroelectric power generation. At full capacity, the lake covers approximately 360 km2 and has an average depth of 2.4 m. Most deeper water (3-12 m) is restricted to narrow trenches along the western shore. This year class temporarily boosted population numbers, but annual fish kills from 1995 to 1997 eliminated most adults of both species. Associated with poor water quality caused by the proliferation and decay of blue-green algae Aphanizomenonflos-aquae, these fish kills raise concern that alterations to the lake ecosystem over the past several decades have Perkins et al. Lost River and shortnose suckers 5 increased the magnitude and frequency of poor water quality. As a result, mortality rates of all life stages may have increased, thereby disrupting the species' life history pattern and potentially decreasing long-term population viability. Introduction The Lost River sucker Deltistes luxatus and shortnose sucker Chasmistes brevirostris are large, long-lived suckers endemic to the upper Klamath Basin of Oregon and California. Both species are typically lake dwelling but migrate to tributaries or shoreline springs to spawn (Moyle 1976, Scoppettone and Vinyard 1991). Once extremely abundant (Cope 1884, Gilbert 1898), both species have experienced severe population declines and were federally listed as endangered in 1988 (USFWS 1988). Much of the original habitat of these suckers has been destroyed or altered by conversion of lake areas to agriculture, dams, instream flow diversions, and water quality problems associated with timber harvest, loss of riparian vegetation, livestock grazing, and agricultural practices (USFWS 1988). Knowledge of the life history of Lost River and shortnose suckers is fundamental to recovery of these species. The objective of this report was to present the results of studies conducted from 1987-1998 on the reproductive biology and demographics of Lost River and shortnose suckers, and to compare these results with earlier unpublished data. Study Sites Studies were conducted on Upper Klamath Lake and the lower Williamson-Sprague river system (Figure 1). These waters form the upper portion of the Klamath River Basin in south-central Oregon and represent most remaining native habitat of Lost River and shortnose suckers. Upper Klamath Lake is a remnant of pluvial Lake Modoc that included eight major basins and encompassed 2,839 km2 (Dicken 1980). Today, Upper Klamath Lake serves as a storage reservoir that provides water for agricultural irrigation, waterfowl refuges, instream flow requirements of anadromous fish, and hydroelectric power generation. At full capacity, the lake covers approximately 360 km2 and has an average depth of 2.4 m. Most deeper water (3-12 m) is restricted to narrow trenches along the western shore. Debate over the ESA has traditionally been highly polarized. For example, compensating landowners for takings or reductions in property value has been opposed by some who argue updating the law to address this is not necessary. While consensus on other issues such as the need for increasing conservation incentives and the role states play in endangered species conservation has begun to emerge, one of the most debated aspects of ESA implementation continues to be whether the ESA is effectively conserving endangered and threatened species. While there have been significant strides in conserving individual species such as the whooping crane, red-cockaded woodpecker and gray wolf, few species have been delisted (removed from the endangered list) or downlisted (changed in status from endangered to threatened) because of successful ESA conservation efforts. Some argue that the number of recovered species is an unfair measure, asserting that the three decades the ESA has been in existence is an insufficient amount of time for the lengthy process of species recovery and point to listed species that have not gone extinct as evidence the ESA 'saves' species. From the opposing perspective, while recovery to the point of delisting may require a substantial amount of time for many species, after three decades more progress should be demonstrable through species that have recovered and been delisted. Even if a species has increased in numbers or distribution or the threats facing the species have been reduced, if it has not been delisted on the basis of recovery, the ESA's prohibitions and regulations remain applicable and the ESA should not be a 'one way street.' Of 40 total species removed from the list, 10 domestic species were delisted because of "recovery". Of 33 reclassified species, 10 domestic downlistings (a change from endangered to threatened status) reflected a reduced threat assessment which also allowed more flexibility in management. The FWS's most recent report to Congress (Fiscal years 2001-2002) shows that 77 percent of listed species fall in the 0 to 25 percent recovery achieved bracket and 2 percent fall in the 76 to 100 percent recovery achieved bracket. 39 percent of the FWS managed species are of uncertain status. Of those with an assessed trend, at one end of the spectrum are 3 percent possibly extinct, 1 percent occurring only in captivity and 21 percent declining and at the other end are 30 percent stable and 6 percent improving. These assessments however are subjective. Additionally, the assessment that a species is improving or stable may reflect, for example, a reduction in perceived threats or corrections to inaccurate threat assessments that stemmed from erroneous data rather than actual changes in species' trends that are demonstrated by improved numbers, distribution or other such measurements. Consequently, a meaningful assessment of conservation trends under the ESA using these data is not possible. The data used to list a number of species has been subsequently determined to be erroneous and species that likely do not merit classification as endangered or threatened remain listed. This can consume resources that could be directed to species that do merit listing. The assignment of recovery priorities appears highly skewed and the recovery priority for some species seems questionable. A meaningful distinction between endangered status and threatened status has been blurred as has been the framework for the mechanism of critical habitat. Expenditure reporting has improved but presents an incomplete picture of financial resources dedicated to endangered species. Workloads for litigation regarding activities such as consultation and listing under the ESA's complex structure compete for resources that could otherwise be directed at recovery efforts. The demands associated with ESA Section 4 determinations in combination with the pace of species listings and delistings, the number of possible future additions to the list and the economic impact of listings likely indicate that the current program is not sustainable. No bull trout have been observed in Oregon's coastal systems. A total of 69 bull trout populations in 12 basins are currently identified in Oregon. A comparison of the 1991 bull trout status (Ratliff and Ho well 1992) to the revised 1996 status found that 7 populations were newly discovered and 1 population showed a positive or upgraded status while 22 populations showed a negative or downgraded status. The general downgrading of 32% of Oregon's bull trout populations appears largely due to increased survey efforts and increased survey accuracy rather than reduced numbers or distribution. However, three populations in the upper Klamath Basin, two in the Walla Walla Basin, and one in the Willamette Basin showed decreases in estimated population abundance or distribution. Some Oregon river basins have bull trout populations at extreme risk of extinction. This statewide status review listed only 19% of the bull trout populations in Oregon with a ulow risk of extinction" or "of special concern." Therefore, 81% of Oregon's bull trout populations are considered to be at a "moderate risk of extinction," "high risk of extinction," or "probably extinct." Populations in the Hood, Klamath, and Powder basins, as well as the Odell Lake population in the Deschutes basin, which contain only a few remaining bull trout, are examples of populations having a "moderate" or "high risk" of extinction. Approximately 55% of current bull trout distribution occurs on lands managed by the U.S. Forest Service. A much smaller proportion occurs on Bureau of Land Management managed lands (2%). Only 16% of current bull trout distribution occurs within a protected area defined as Wilderness, Wild and Scenic River, or within a National Park. The Northwest Forest Plan, Inland Native Fish Strategy, and Interim Strategies for Managing Anadromous Fish-producing Watersheds in Eastern Oregon and Washington, Idaho, and Portions of California have provided increased protection for bull trout habitat depending on their scope and geographic areas affected, and the extent to which they are being effectively implemented in watersheds containing bull trout. Recent reduction in timber production on National Forests (up to 50% in western Oregon National Forests and over 30% in eastern Oregon National Forests) should help improve riparian and stream habitat conditions for bull trout. The spatial and temporal distributions of bull trout reported for each river basin in this status report should be used as an accurate baseline for fisheries managers. Current distribution and relative change of distribution should be useful indicators of population health and status. The GIS maps in this report provide a template to add new layers of data such as critical spawning and juvenile rearing areas, or as a method to compare distribution changes through time. Length frequency data are presented for most Oregon bull trout populations. This should provide estimates for the presence of multiple age classes and the percent of fluvial size life history component. Statewide stocking of non-native brook trout, including the high lakes stocking program, has been discontinued in locations where managers believe brook trout could migrate downstream and potentially interact with native bull trout. Hatchery stocking of legal rainbow trout to promote recreational fisheries has been discontinued in most locations near bull trout populations to avoid incidental catch of bull trout. The spatial and temporal distributions of bull trout reported for each river basin in this status report should be used as an accurate baseline for fisheries managers. Current distribution and relative change of distribution should be useful indicators of population health and status. The GIS maps in this report provide a template to add new layers of data such as critical spawning and juvenile rearing areas, or as a method to compare distribution changes through time. Length frequency data are presented for most Oregon bull trout populations. This should provide estimates for the presence of multiple age classes and the percent of fluvial size life history component. Vlll Close
