The Clackamas Basin Atlas, funded by the Environmental Protection Agency and coordinated by Metro, provides a basin-wide perspective on the entire area. Metro followed up this effort with a landscape study focused on Rock and Richardson Creeks. Pacific Rivers Council and the Oregon Department of Fish and Wildlife (ODFW) have done fish surveys and analyzed the health of aquatic life. During the development of this assessment Clackamas County was in the midst of completing a stormwater management plan for the proposed urban areas. This assessment summarizes the findings of these and several other studies, and provides a context for moving forward with creek protection and restoration.   Citation × Citation Citation Abstract Copy Title: Clear and Foster Creek Watershed Assessment Abstract -- A watershed assessment was completed in the Clear and Foster Creek watersheds to evaluate existing conditions and make recommendations to protect or enhance watershed natural resources. Clear and Foster Creek are tributaries to the Clackamas River below any major dams on the system; consequently these tributaries are positioned favorably to contribute to recovery of important anadromous fish populations. Anadromous fish species in the Clackamas basin include spring and fall chinook, coho salmon, winter steelhead, summer steelhead (non-native), migratory cutthroat trout and lamprey. Clear and Foster Creeks are utilized by fall chinook, winter steelhead and coho salmon. The assessment generally followed the framework described in the Oregon Watershed Enhancement Board’s Watershed Assessment Manual (WPN, 1999). The assessment focused on the following components: Channel habitat classification and modification; hydrology and water use; riparian/wetlands; sediment sources; water quality; fisheries; and wildlife and upland vegetation. Generally the approach builds on existing information, and enhances this information with aerial photo interpretation and limited field checking. Additional fieldwork was used to verify channel habitat types and to characterize fish habitat condition. GIS was used as a critical assessment tool and method of displaying results. The fish sampling done in 1998 was used to provide an estuary-wide overview of the fish species composition and relative abundance during the mid-summer period and to test sampling gear and sampling strategies for development of a long-term monitoring program. The sampling conducted in 1999 built upon the information gained in 1998 and provided an initial test of a sampling design for long-term monitoring of the Bay's fish community. Sampling of the fish community in 1998 was conducted using beach seine, bottom trawl, fyke net and round-haul net. During 1999, initial testing of the proposed long-term monitoring program was conducted using beach seine, trawl and fyke nets. A total of 40 fish species were collected during this study whereas a total of 59 species were captured during ODFW's surveys during the mid- 1970s. Of the 40 species captured in this study, all but four were present in the mid- 1970s. Eight of the ten most abundant species present in the mid-1970s were among the ten most abundant species captured in this study. All but one of the abundant species in the beach seine catch were found throughout the estuary. All five species of anadromous salmonids known to occur in the Tillamook Bay watershed were collected during this study. However, only juvenile chum and chinook salmon were caught in any abundance. The most abundant non-salmonid species in the estuary were euryhaline marine species. The ordinance contains provisions for: community geothermal development and utilization policies; a municipal geothermal district heating service; reservoir monitoring and management procedures and authorization for private geothermal heating services. The ordinance's "preliminary" nature is due to two pending legal issues on the state level: first, a revision of thermal ground water Administrative Rules is being prepared by the Oregon Water Resources Department; and second, the Oregon Governor and Legislature are considering an Alternate Energy Development Commission recommendation to develop a program whereby geothermal heating districts will be involved in the cooperative management of local thermal ground water reservoirs with the Oregon Water Resources Department. However, neither matter is expected to be finalized until 1981. In 2002, the Necanicum Watershed Council completed an assessment for the Necanicum River watershed, but with major knowledge gaps for the Neacoxie watershed, which includes the Neacoxie Creek corridor and the Clatsop Plains. In order for the North Coast Land Conservancy (NCLC) and other land managers to develop stewardship priorities and to make informed decisions about land management actions in this region, additional information was required. Together with the Necanicum Watershed Council and the North Coast Watershed Association, NCLC secured funding to conduct habitat inventories of the Neacoxie watershed. The Neacoxie Watershed Assessment summarizes the results of terrestrial plant transects and aquatic plant surveys completed in the summer of 2011 on ten properties owned by the North Coast Land Conservancy (NCLC) in the Neacoxie Creek watershed (please refer to Appendices A & B). Habitat types include stabilized sand dunes dominated by coastal prairie habitat, interdunal wetland swales and lakes, upland Sitka spruce forest, and forested wetlands. Percent composition of each plant community type observed was calculated. Invasive non-native plant species were recorded. Surveys were also conducted for both native and non-native plants in four water bodies owned by NCLC or adjacent to land trust properties. The plant community data that were collected will be used to evaluate baseline ecological conditions in the Neacoxie watershed. Plant communities can be used as indicators of long-term tidal and hydrologic conditions as well as the ecological health of the landscape. Repeated measurements can be used to assess community changes over time and to assess how plant community composition compares to that described for natural conditions. This information will assist the land trust in making science-based stewardship decisions on its properties, and can be used by other landowners to better understand changes occurring in plant communities in similar habitats on their properties as a result of human disturbance (e.g., land development, farming, grazing) and invasion by non-native plants. Four species of fish were observed in the created channel during the years sampled; Coho (Oncorhynchus kisutch), Cutthroat trout (Oncorhynchus clarkii), Pacific staghorn sculpin (Leptocottus armatus), and threespine stickleback (Gasterosteidae aculeatus). Overall threespine stickleback were the most abundantly caught. Title: 2012-2014 Elk Flats Fish Data Abstract -- The Columbia River Estuary Study Taskforce (CREST) completed three years of post-implementation effectiveness monitoring at Elk Flats. The project goal was to create high quality tidal off channel habitat on the lower Ecola Creek mainstem. Monitoring of the project site included fish community, vegetation, and water quality. Results provide quantitative and qualitative evaluation of project success. CREST biologists completed the monitoring for this project following published standardized protocols. Drawing on approaches from historical geography and environmental history, this study shows how wildlife officials developed migratory bird refuges in Oregon and California, where over 60 percent of Pacific Flyway waterfowl winter. During the early-twentieth century, reclamation and river diking eliminated most of the wetlands in the birds' wintering range. Bird enthusiasts such as bird watchers and duck hunters successfully lobbied for the creation of wildlife refuges in a few areas along the flyway. These early refuges failed to protect waterfowl habitat and they were severely degraded by reclamation. In the 1930s and 1940s, the U.S. Fish and Wildlife Service (FWS) and its predecessor, the Bureau of Biological Survey, undertook an ambitious program to resurrect these sanctuaries and to create new ones. Many farmers opposed these refuges out of fear that waterfowl would damage crops. To respond to these concerns and to ensure an adequate food supply for the birds, the FWS raised rice, barley, and other grains. The agency adopted many of the technologies of modern, industrial agriculture including synthetic herbicides and insecticides such as 2, 4-D and DDT. By the 1960s, the refuges had become largely mirrors of the surrounding irrigated farmlands, the main difference being that the FWS raised grain for waterfowl rather than for market. Refuges could not escape the agricultural settings in which they were embedded. As units within the irrigated countryside, Pacific Flyway refuges were often at the mercy of nearby farmers and federal reclamation agencies. Poor water quality and insufficient supplies of water often hampered FWS efforts to manage refuges. In the late-twentieth century, reduced water supply due to diversions to California municipalities and to sustain endangered fish species affected the amount of water reaching refuges. This dissertation has other goals. First, it critiques the anthropocentrism of most historical geography by focusing on how political, cultural, and ecological factors affected wildlife. Second, it contributes to the literature on the state's role in environmental protection by investigating the overlapping, and often contradictory, spaces within which wildlife managers implemented environmental regulations.
