The purpose of this assessment was to determine how natural and human-induced changes have impacted the sustainability of salmon populations in the Nehalem River Watershed. Both historical and current information is included regarding the watershed’s ability to produce clean water and healthy salmon habitat. The assessment was prepared for the Upper and Lower Nehalem River Watershed Councils. It will be a baseline for developing and prioritizing potential restoration projects in terms of fish habitat. Geographic Information Systems (GIS) was used for much of the analysis and has been provided to the watershed councils. First, the PCW is described and PCW meeting activities are discussed. Following this foundation information, the report describes its assessment methods and presents the results of those methods. The report concludes with a presentation of observations and recommendations. During the Winter of 2009/2010 the South Slough National Estuarine Research Reserve (SSNERR) and the Coos Watershed Association (CWA) invited local landowners, technical advisors, and interested individuals and organizations to join them on a new approach to managing coastal watersheds. CWA and SSNERR leaders envisioned a partnership that would focus on the 35,155 acre area of the South Slough watershed and several small watersheds that drain to the Pacific Ocean between Cape Arago and Bullards Beach (the coastal frontal watersheds) in Southwestern Oregon. The assessment area occupies the southeastern portion of Sherman County and part of the northeastern portion of Wasco County, beginning southeast of the town of Grass Valley and including the towns of Kent and Shaniko. The watershed assessment area is sparsely populated, with an average population density of less than one person per square mile in Sherman County and two per square mile in Wasco County (U.S. Census Bureau 2010). All of the streams within the Pine Hollow – Jackknife Creek watershed assessment area drain into the Lower John Day River, and the river is the eastern border of the assessment area. The 8,000 square mile John Day Basin is the fourth largest basin in the state. The main stem of the John Day River originates in the Blue Mountains southeast of Prairie City, Oregon, and flows generally westward then northward for approximately 284 miles before discharging into the Columbia River at River Mile (RM) 218, just east of the town of Rufus, Oregon. The CAWM framework integrates social and ecological suitability to achieve conservation outcomes. The core theoretical concepts consist of adaptive management, adoption-diffusion, symbolic interactionism, community-based conservation, spatial analysis and watershed management. The CAWM framework is applied to the Calapooya Creek, Deer Creek and Myrtle Creek watersheds within the Umpqua River Basin in Southwestern Oregon. The goal of the research is to facilitate effective watershed restoration outcomes grounded in a solid understanding of social and ecological dynamics. Applying the CAWM framework provides the basis to determine the kinds of conservation practices to implement, the locations in which to implement them and the kinds of programs to stimulate their adoption. Therefore, the dissertation objectives are to: 1) identify agricultural landowner participation in watershed conservation projects; 2) assess the spatial distribution of watershed projects; 3) determine the characteristics of participating and non-participating landowners; and 4) determine the sociocultural, ecological and geographic constraints to adaptive watershed management. Data were collected during 1997-1998 using agricultural landowner interviews, a mail landowner survey and observations of the Umpqua Basin Watershed Council. Landowners' worldviews consist of independence, the importance of private property rights, aversion toward government interference and a belief in environmental resilience. Landowners implement upland conservation practices such as off-stream livestock water developments and rotational grazing more often than riparian fencing, riparian tree planting and installing fish screens on instream irrigation diversions. The key factors in adoption of conservation practices include the use of irrigation, shared management decisions with a spouse, a belief in scientific experimentation and discussion of conservation with others. Spatial analysis using geographic information systems indicate that a suite of conservation practices is needed to achieve a network of large, connected patches throughout the watersheds. In the OWLS model, a watershed is defined as a three-dimensional object with linkages between cells and their attributes (e.g., area, slope, soil type, etc.). A cell is defined as the linkages of edges and their attributes (e.g., length, slope, etc.) and an edge is defined as the linkage of nodes and their attributes (e.g., depth of soil, elevation). The watershed hydrologic components such as water depth, surface flow, etc., are features associated with the cells, edges and nodes of a watershed. Simulation of hydrologic processes across a watershed involves the calculation of flows and water balances for these cells, edges, and nodes and their linkages. Therefore, the OWLS model is a three-dimensional, object-linked, vector-based model. OWLS includes four sub-models that focus on (1) Data Processing, (2) Geomorphology, (3) Hydrology and (4) Visualization. The Data Processing Model handles conversions of raw data from watershed surveys into OWLS format. It also handles missing data interpolation and extrapolation for air temperature, precipitation, and streamflow. Information was gathered on existing conditions to determine the suitability of the two watersheds for a paired-watershed study design. A soil survey was conducted using slightly modified soil series previously established for the area. Distributions of the major soil series in the two watersheds were compared. Four transects were sampled using extracted soil cores and hand augering. Results of the transects closely paralleled pre-existing geomorphic schemes. Land-use patterns of the two watersheds were identified and compared. Streamflow and suspended sediment levels of the two watersheds were monitored and the effects of eight storms were compared. The soil survey revealed more diversity in the number of major soil series and greater percentages of heavier textured soils in watershed D3. Most of its forestland occurred on heavy textured soils, whereas most of the forestland in watershed 04 occurred on moderate textured soils. Watershed D3 had almost twice the percentage of cultivated wheatland as watershed D4, whereas D4 had greater percentages of area in grassland. These differences suggest that the soils of D3 might have lower infiltration and permeability than the soils of D4, conditions which are more conducive to lower baseflows and greater runoff and erosion. D3 has a fairly extensive tile drain network and D4 has three settling basins. The impact of these management structures is not apparent. Streamflow, suspended sediment levels, and precipitation for eight storms were compared. Comparisons of hydrographs indicated different response times in storm hydrograph rise for D3 and D4. Determination of these delay factors and adjusting streamflow values accordingly revealed a highly significant relationship between the streamflow levels, indicating a consistent hydrologic relationship between D3 and D4. D3 had consistently lower baseflow levels than D4. Comparisons of suspended sediment levels revealed consistently higher sediment levels in D3 which resulted in greater total yields in all eight storms. These results indicate an unequal but consistent hydrologic relationship between the two watersheds and that they are suitable for a paired-watershed study design.
