This non-linear combination of distributaries and an alluvial fan of spring fed creeks is treated by various state agencies and the local community as either a water conveyance network or natural stream, depending on the location being considered, or the time of year. This conundrum needs to be described and evaluated so that a coordinated approach can be developed and implemented to improve these unusual streams and the farms, fish, and wildlife that depend on them. This assessment consolidates information on the Little Walla Walla River and springs area with regards to historic and current flows, water use, land use, fish presence, habitat conditions, fish passage barriers, and water quality. This can then be utilized in developing a plan that aim to improve and preserve the environmental and economic health of this stream network, and to better define management and enhancement options. An Initial Action Plan of Goals and Actions is put forward as a discussion framework. Some of these actions are just conceptual, others are ongoing, but can be expanded to a greater scale. Seines and a rotary screw trap were used to capture fish for dye-marking, and residence time within the ecotone was determined for recaptured marked fish. In the lower estuary, ultrasonic transmitters were used to document residence time and patterns of movement for smolts migrating to the ocean. Nearly half of each brood year moved to the estuary as subyearlings. A portion of age-0 juveniles that moved downstream during spring lived in the ecotone through summer for up to 8 months, then most moved back upstream to overwinter. Fish that moved to the ecotone during fall and winter had mean minimum residence times of 48 d in 1999 and 64 d in 2000. Some of the fish that moved to the ecotone during fall and winter moved into an off-channel beaver pond and resided there for a mean of 49 d. The confluence of Spencer Creek and the Klamath River is 1.5 km upstream of J.C. Boyle dam, which was built in 1959. Past studies provide evidence of a dramatic decline in adult upstream passage since the dam was built and relatively little juvenile downstream passage. However, sampling efforts to quantify the magnitude and extent of movements by juveniles to locations downstream of the dam were limited in scope. Operation of J.C. Boyle Dam may reduce the likelihood that juvenile redband trout from Spencer Creek can move downstream past the dam safely and efficiently and may reduce adult upstream passage to Spencer Creek. In order to understand better juvenile and adult redband trout life history and evaluate fish passage over J.C. Boyle dam, Native Fish Investigations Project plans to monitor redband trout movement in Spencer Creek and the upper Klamath River during 2004 and 2005. We plan to capture juvenile trout (>90 mm) as they emigrate from Spencer Creek and tag them with inter-peritoneal radio transmitters (NanoTags, Lotek Wireless). Adults, upstream and downstream of the dam, will also be radio tagged. Movements of radio-tagged fish will be monitored using fixed-station receivers at locations associated with hydropower facilities and mobile receivers in free-flowing reaches. In addition, we plan to mark several hundred outmigrating juvenile trout (>70mm) in Spencer Creek, and 50 adult trout in the Klamath River, with passive integrated transponder (PIT) tags and install PIT-tag receiver stations at the mouth of Spencer Creek and downstream of J.C. Upstream catchment area and gradient were the two major factors driving the overall patterns of habitat variables. Secondarily, land ownership and geology were other factors correlated with the habitat variables analyzed. The private non-industrial land ownership type was characterized by slightly higher fine sediment levels, lower wood volumes and number of key wood pieces, lower densities of deep pools, and lower levels of stream shading. State and industrial forest lands show moderate wood levels in the stream channel, although they show low levels of conifers in riparian zones. The sedimentary geologic type was characterized by higher levels of fine sediments in riffle units. Twelve, high quality, unconstrained stream reaches occurred in the 1998 and 1999 habitat sample on Industrial forest lands.
