Sources of pressure to change the current pattern of water use are then considered. These include requirements to protect endangered salmon runs and the change over time in the relative values of water for power production and irrigation. This section demonstrates how changes in the value of resources can create conflict when resource allocations are inflexible. Alternative approaches to water allocation are then detailed. An argument is made that water use on the Columbia should be flexible, and that the ability to transfer water more easily from one use to another would be beneficial. The potential economic, social, and environmental benefits and costs of water transfers are also considered. The final section of the paper looks at barriers to water transfers and recommendations for institutional change. The section offers examples of market structures and policy options that might overcome some of the obstacles to water transfers. The argument for a more flexible system of water allocation is then summarized. However, urban green spaces, including green roofs, can also provide important pools of biodiversity and contribute to regional gamma diversity, while novel species assemblages can enhance some ecosystem services. Green roofs may also mitigate species loss in urban areas and have been shown to support a surprising diversity of invertebrates, including rare and endangered species. In the first part of this study I reviewed the literature on urban invertebrate communities and diversity to better understand the role of green roofs in providing habitat in the context of the larger urban mosaic. My review concluded that, while other factors such as surrounding land use and connectivity are also important to specific invertebrate taxa, local habitat variables contribute substantially to the structure and diversity of urban invertebrate communities. The importance of local habitat variables in urban green spaces and strong support for the habitat complexity hypothesis in a number of other ecosystems has led to proposals that "biodiverse" roofs--those intentionally designed with varied substrate depth, greater plant diversity, or added elements such as logs or stones--would support greater invertebrate diversity, but there is currently limited peer reviewed data to support this. In order to address the habitat complexity hypothesis in the context of green roofs, in the second part of this study I surveyed three roofs designed primarily for stormwater management, three biodiverse roofs, and five ground-level green spaces, from March until September of 2014 in the Portland metropolitan area. Beetles (Coleoptera) were sampled bi-weekly as representatives of total species diversity. Biodiverse roofs had greater richness, abundance, and diversity of beetle species compared to stormwater roofs, but were not more diverse than ground sites. Both biodiverse roofs and ground sites had approximately 20% native beetle species while stormwater roofs had only 5%. Functional diversity was also higher on biodiverse roofs with an average of seven trophic groups represented, while stormwater roofs averaged only three. Ground sites, biodiverse roofs, and stormwater roofs each grouped distinctively in terms of beetle community composition and biodiverse roof communities were found to be positively correlated with roof age, percent plant cover, average plant height, and plant species richness. These results support the findings of previous studies on the importance of local variables in structuring urban invertebrate communities and suggest that biodiverse design can reliably increase greenroof diversity, with the caution that they remain no replacement for ground level conservation. Year: 2011 As part of efforts to develop the Regional Conservation Strategy (RCS) for the greater Portland-Vancouver region, Oregon State University’s Institute for Natural Resources (INR) was asked to use spatial modeling to identify conservation opportunity areas (COAs). To complete the project, INR analysts proposed a strategy that would map high value areas using a landscape approach that is focused on relatively high spatial resolution data sets available for the whole metropolitan region. The approach creates 2 main metrics: one focused on terrestrial organisms and the other focused on aquatic and riparian organisms. These are combined to create a map of highly ranked land areas that can be used to formulate a map of conservation opportunity areas. The purpose of the COA mapping project was to use geographic information system methods to identify landscape patches with conservation and restoration potential. The criteria used to identify these high value patches was based on a number of base- and derived-data sets that we call “data inputs.” The data ranged from recently mapped land use and land cover types, hydrological data to indicate species habitat requirements, and road influence on habitat patches. The project identified some areas in which data gaps exist (e.g., region-wide biodiversity data collected and mapped in consistent ways) and some opportunities for improving existent data sets (e.g., land use/land cover map). The project provided several layers that can be used to guide the final Regional Conservation Strategy in selecting conservation opportunity areas. The best layer will depend upon the needs of the RCS efforts, however, in our opinion the most appropriate layer to use is COA 3.11.1 which weights wetlands fairly high, but not as highly as the second data draft. COA 3.10.1 offers similar results as well. Overall it appears that the model results corroborate corridors analysis done previously (Hennings and Soll 2010). There are some issues remaining that we feel can most adequately be addressed by updating the base land use/land cover map. This effort included the establishment of permanent monitoring plots to allow for a detailed assessment of vegetation change in the plant communities occurring at the site. It also included the development of an existing vegetation map, hopefully to allow for an analysis of overall vegetation change across the conservation area. The map showed the distribution of western juniper, native grasslands, big sagebrush, and weed-dominated areas at the site. In the eight years since the original map was made, a series of management actions, including juniper clearing, prescribed fires, and riparian restoration activities have significantly changed the vegetation at PCCA. In the spring and summer of 2010, the Oregon Natural Heritage Information Center, now the Oregon Biodiversity Information Center at Portland State University, visited the area to assist the land manager in developing a strategy for meeting the information needs of the Tribes and BPA in evaluating the success of the first decade of restoration. This report details that effort, which incorporated a combination of field inspection, photo-interpretation, and remote sensing-based mapping to assess change since the establishment of the conservation area, to lay a new baseline against which to measure future change, and most importantly to provide detailed information useful for land management decision making in the continuing restoration efforts. The goal of the RCS was to fill in the gaps between broad and local scales of information related to conservation priorities. RCS members envisioned a data-driven approach that could add a regional perspective to local efforts and facilitate cross-scale cooperation toward protecting remaining valuable habitat in the Portland-Vancouver metropolitan region. Also, RCS members expected that the product would complement rather than replace local knowledge, by validating what we know and expanding to areas we know less well. In June 2011, INR completed an initial proof-of-concept product describing high value conservation areas in the Portland-Vancouver region. The product demonstrated a methodology that enabled stakeholder involvement while also being data-driven. In September 2012, we completed a second version of this product that is reported on in this document. While the product is considered complete at this time, it is expected and hoped that the models and data will be updated and improved upon into the future as more and better information becomes available so that the product functions as a "living work" rather than a one-time snapshot in time. The UME was in place during all of 2006 and 2007, and a total of 114 porpoises stranded during this period. Responders examined 95 porpoises; of these, detailed necropsies were conducted on 75 animals. Here we review the findings related to this event and how these compared to the years immediately before and after the UME. Relatively equal numbers among sexes and age classes were represented, and mortalities were attributed to a variety of specific causes, most of which were categorized as trauma or infectious disease. Continued monitoring of strandings during 4 yr following the UME showed no decrease in occurrence. The lack of a single major cause of mortality or evidence of a significant change or event, combined with high levels of strandings over several post- UME years, demonstrated that this was not an actual mortality event but was likely the result of a combination of factors, including: (1) a growing population of harbor porpoises; (2) expansion of harbor porpoises into previously sparsely populated areas in Washington’s inland waters; and (3) a more well established stranding network that resulted in better reporting and response. This finding would not have been possible without the integrated response and investigation undertaken by the stranding network. The lack of a single major cause of mortality or evidence of a significant change or event, combined with high levels of strandings over several post- UME years, demonstrated that this was not an actual mortality event but was likely the result of a combination of factors, including: (1) a growing population of harbor porpoises; (2) expansion of harbor porpoises into previously sparsely populated areas in Washington’s inland waters; and (3) a more well established stranding network that resulted in better reporting and response. This finding would not have been possible without the integrated response and investigation undertaken by the stranding network. Close

The two additional planetary boundaries for which we have not yet been able to determine a boundary level are chemical pollution and atmospheric aerosol loading. We estimate that humanity has already transgressed three planetary boundaries: for climate change, rate of biodiversity loss, and changes to the global nitrogen cycle.
