This is the sixth report on the Oregon Plan for Salmon and Watersheds. The report provides an update on the accomplishments and continuing efforts of people throughout Oregon to improve and protect clean water and recover and maintain healthy populations offish and wildlife in our watersheds. The Oregon Plan is unique because it engages communities in the restoration and long-term stewardship of their watersheds. This extraordinary effort encourages local partnerships and voluntary actions to improve the conditions of our watersheds. Over the years, these actions have made Oregon a national leader in local cooperative conservation. This report collects project and condition data, voluntary private lands restoration information, and agency program accomplishments under the Oregon Plan. Consistent with the past two reports, this document continues to provide specific data on each of the state's fifteen reporting basins. A new element to this report is the inclusion of stories about the people, partnerships, and on-the-ground projects that are benefiting watersheds and communities across the state. He was a man of kindly disposition but resolute character and was a genius in leadership. He commanded obedience but retained the respect and affection of his subordinates and also of the Indians who dealth with his company. Dr. McLoughlin combined far-seeing statesmanship with efficient business ability and made his region the most profitable part of the Hudson Bay Co's domain in the fur trade. He was hospitable to the missionaries and earlier settlers and contributed greatly to the development of Oregon through the encouragement of industry. He left the Hudson Bay Co. in 1845 and made his home at Oregon City until his death. He is buried in the Catholic church yard at Oregon City. F.V. Holman says 'Of all men whose lives and deeds are essential parts of the Oregon country, Dr. John Mc Loughlin stands supremely first - there is no second. His life and character illustrate the kinship of man to God.' Lyman says of Dr. Mc Loughlin, 'He was particularly one who wrote his life in deeds.' The twenty years of Oregon history from 1824 to 1844 is pre-eminently the age of McLoughlin. That Oregon did not pass through war - between the United States and England - was due beyond all question to Mc Loughlin.' When he severed his relationship with that company he established himself at this place and in 1846 built this home on the east side of the present Main Street of Oregon City, opposite the Oregon City Woolen Mills. Several years ago people wishing to honor the memory of Dr. McLoughlin formed an association, purchased this house, and moved it to a location which they named McLoughlin Park just north of Seventh Street on the bluff in Oregon City. This old home of the benevelent pioneer fur trader has been repaired and renovated and now stands as a memorial to Dr. McLoughlin - kindly autocrat of the early Northwest, friend of Oregon and founder of Oregon City. Peter Ocean acidification is predicted to occur first in polar oceans. We investigated the saturation state of waters with respect to calcite (Wcal) and aragonite (Warg) in six sections along an Arctic outflow pathway through the Canadian Arctic Archipelago (CAA) and into the northwestern Atlantic using dissolved inorganic carbon and total alkalinity measurements from 2003 to 2005. The study area, a key region connecting the Arctic and the North Atlantic, includes Smith Sound, Barrow Strait, Baffin Bay, Davis Strait, Hudson Strait, and the Labrador Sea. The average Warg in the Arctic outflow was 1.18 ± 0.17 in Barrow Strait and 1.31 ± 0.14 in Smith Sound, with areas where Warg < 1. The Arctic outflow through the CAA has a high content of Pacific waters, which have a low saturation state. These waters can be traced along the western Baffin Bay to Davis Strait. South of Davis Strait, this outflow is modified by mixing with slope and offshore waters of Atlantic origin and with the outflow from Hudson Strait. Despite the mixing, low saturation state water can still be identified on the southern Labrador Shelf. The aragonite saturation horizon is found at ∼150 m in Barrow Strait; at 200 m in Baffin Bay, Davis Strait, and Hudson Strait; and at 2300 m in the Labrador Sea. This study provides baseline data of the saturation states for the waters of the CAA and the northwest Atlantic. It also illustrates the downstream evolution of low saturation state Arctic outflow in the northwest Atlantic.
