As part of that initiative, she directed WGA staff to develop a white paper on the use of negotiated compromise federal legislation as a tool both to protect unique and sensitive lands in the West and to address growth and economic development issues faced by local communities. Western states contain the vast majority of publicly owned lands. Management of these lands impact the social and economic fabric of adjacent rural Western communities. As much of the West continues experiencing unprecedented population growth, the traditional tension between growth and preservation has escalated for these lands and the communities. This white paper traces the history of land conservation in the West and the seeds of collaborative approaches reaching back to federal statutes enacted in the 1960s. The case studies show how traditional adversaries in three Western communities were able to avoid impasse and come together to hammer out difficult compromises to accommodate most interests. Success has not been fully realized in all cases, but the difficult work continues. There are those on both sides who believe compromising with “the enemy” on conservation and development is tantamount to surrender. However, as the West keeps growing, the pressure will mount to negotiate solutions on the conservation and development of land and water supplies for traditional and new uses. Negotiated, omnibus legislation for public lands is one of the new tools that can help. This approach requires undaunted leadership, (a strong motivating factor to get parties to the table), a level playing field during the collaborative process, and an outcome that has enough support to weather the federal legislative process. Western Governors are uniquely poised to identify opportunities in their respective states, help initiate a truly collaborative process, and stand with their Congressional counterparts if a bill moves through Congress. It is a leadership role that they have played in other arenas and would likely be welcomed by communities and advocates alike. However, there has been little research on land-use policies to reduce fragmentation. This dissertation focuses on two major research issues related to fragmentation policies. First, I develop an analytical model to analyze the optimal conservation strategy on a landscape with habitat fragmentation effects. Second, I develop an empirical methodology to quantify the economic costs of reducing fragmentation through the use of incentive-based land-use policies. A theoretical model of land use is developed to analyze the spatial configuration of landscapes when land quality is spatially heterogeneous and wildlife habitat is fragmented and socially valuable. When urban development is the primary cause of fragmentation, I show how spatial heterogeneity in amenities and household neighbor preferences affect the optimal landscape and the design of efficient land-use policies. When agriculture is the primary cause of fragmentation, I derive optimal conservation strategies for reducing fragmentation. I show that reforestation efforts should be targeted to the most fragmented landscapes with an aggregate share of forest equal to a threshold, defined by the ratio of the opportunity cost of conversion to the social value of core forest. A parcel-level econometric model of land-use change is developed and integrated with spatially-explicit landscape simulations to predict the empirical distribution of fragmentation outcomes under given market conditions and policy scenarios. I examine the effects of alternative policy designs on various measures of fragmentation and then quantify the costs of achieving spatial outcomes. I find that the costs of reducing forest fragmentation vary greatly with initial landscape conditions and that a simple uniform subsidy appears to perform well relative to more complicated spatially-targeted policies. In addition, my results suggest that initial landscape conditions, rather than the policy approach, should be the foremost consideration for wildlife managers deciding how to allocate a limited budget to conservation efforts.   Citation × Citation Citation Abstract Copy Title: Distribution of amphibians in wadeable streams and ponds in western and southeast Oregon, Information Report 2009-02 Abstract -- The Oregon Conservation Strategy (ODFW 2006) identified monitoring needs for 17 amphibian species native to the state of Oregon that are designated as “Strategy species”, or Species of Greatest Conservation Need (per USFWS requirements for State Wildlife Action Plans). The distribution of many species of amphibians in western Oregon is sparsely documented (Oregon Conservation Strategy, page 27). Although a broad-scale survey for amphibian presence would provide much information about amphibian distribution, most studies have focused on limited areas. One cost-effective approach is to combine amphibian observational surveys with existing aquatic habitat surveys conducted as part of the Oregon Plan for Salmon and Watersheds (OCSRI 1997). The Oregon Plan has been in place since 1997 and the monitoring component provides a survey framework for streams in the lower Columbia River and Oregon coast drainages. The sampling framework is also compatible with implementation of the aquatic components of the Conservation Strategy, as demonstrated by this study. This study describes the presence of amphibians in and along wadeable streams in coastal and lower Columbia River drainages of Oregon, ponds and sloughs in the Willamette Valley, and selected streams in the Great Basin of southeast and central Oregon. As a component of monitoring under the Oregon Plan, the Aquatic Inventories Project (AIP) conducts aquatic habitat surveys at randomly selected and spatially balanced sites across all 1st through 4th order streams (wadeable) in coastal and lower Columbia River drainages. The purpose of the habitat surveys is to describe stream morphology, instream physical habitat, and riparian vegetation. Because the surveyors were already observing features within and alongside the stream channel, they were able to record observations of amphibians. The amphibian component was consistent with the survey protocol used by the US Geological Survey’s Amphibian Research and Monitoring Initiative. The advantage of coupling an amphibian component with the OR Plan aquatic surveys was that it not only was an efficient use of resources, but more importantly, provided information using a statistically rigorous survey design across a broad geographic area. In the summer of 2006, AIP began collecting amphibian occurrence data during physical stream habitat surveys as a pilot study to determine if our standard survey protocol could be modified to document distribution of amphibians characterized as Strategy Species under the Oregon Conservation Strategy. During the summer season, field crews observed four strategy species of amphibians and eleven amphibian species total. The potential to use these data to fill the gaps within the known current distribution of amphibians and to potentially develop a habitat based distribution models for these species led to the summer 2007 work. Amphibian data are also collected during four other survey projects, and although the site selection procedure does not conform to the same statistical standards as the Oregon Plan survey design, the projects offer a number of opportunities to collect amphibian occurrence information over a wide variety of habitats. The amphibian observations from these four projects are also included in this report. The four projects are as follows: • AIP conducts aquatic habitat surveys on selected streams throughout the state. • AIP conducts aquatic habitat surveys at stream habitat restoration projects in Western Oregon. • Surveys to document the distribution of Oregon chub also record amphibian data from over 1,000 pond and slough sites within the Willamette Valley floodplain since 1991. • The Native Fish Investigations Project began a study in 2007 to document the distribution and abundance of Redband Trout in the Great Basin region of Eastern Oregon. Surveys in the summer of 2007 occurred in 8 of Oregon’s 10 ecoregions (Figure 1)(Omernick 1994). Ecoregions are relatively large areas defined by distinctive geographic and ecological characteristics; flora and fauna communities and geographic conditions are typically distinct. Ecoregions provide an ecological framework for describing amphibian distribution across the state. The goals of our 2007 work were to: • Increase the consistency, efficiency and ability of habitat crews in identifying amphibians through improved training. • Increase knowledge of distribution and habitat associations of amphibians in streams in western Oregon (location, stream size and type), and infer distribution in all coastal and lower Columbia drainages. • Describe temporal changes in stream habitat use by amphibians (seasonal, annual). • Estimate surveyor bias by comparing standard crew data with intensive resurveys. • Describe distribution of amphibians in ponds, sloughs and other off channel aquatic habitats in the Willamette Valley. • Describe distribution of amphibians in the Great Basin of eastern Oregon. Many of Oregon’s amphibians rely on aquatic habitats at some point of their life, either for breeding and juvenile development or to inhabit as adults. Most aquatic amphibians breed from late winter to early summer, and many adults remain in or near their breeding sites into the summer. Most tadpoles and juvenile amphibians are also active in and occupy aquatic habitats during the summer. The aquatic habitat and redband trout surveys are appropriate opportunities to observe species and life stages (breeding adults, tadpoles and juveniles) that occupy aquatic or riparian habitats during the summer. Likewise the Oregon chub surveys are likely to observe amphibian species and life stages in ponds and sloughs during the spring and fall. These types of surveys are an efficient and cost-effective means to collect information on amphibian species that are closely tied to aquatic habitat throughout their life cycle. Forested lands of western Oregon provide aquatic habitat for many fish and riparian dependent species, including a wide variety of salmon species. Current policies set riparian protections using fixed buffers on streams for federal and private lands based on stream type or size. These buffers can create a series of disjointed riparian protections, as federal lands require buffers that are much larger than private lands. In addition, the fixed buffer approach is neither flexible nor tailored to aquatic ecosystem values. This thesis presents a framework for comprehensively assessing stream networks using site specific watershed features and then suggests riparian conservation strategies that key stream and riparian protection to aquatic ecosystem values. Seven study watersheds were used in this analysis, totaling over 2.5 million acres of forested lands in western Oregon. Employing a set of geospatial tools, called NetMap, streams in each watershed were classified into higher and lower priorities using criteria of intrinsic potential, erosion/debris flow susceptibility, and thermal loading potential. Results demonstrated the inherent variability within and among watersheds based on the geomorphic and ecological processes determined important for selected salmon species. Within each watershed, both federal and non-federal lands had many miles of higher priority fish-bearing and non-fish bearing streams, suggesting the need for comprehensive, holistic watershed conservation strategies. Based on the partitioning of streams into higher and lower priorities, an alternative riparian conservation strategy was then modeled for federal lands that allocate protection on the basis of the ecological context of a stream segment’s potential and particular location while still meeting federal aquatic conservation goals and objectives. Possible increases to the land base for long-term timber production were then identified if this strategy were applied to federal Matrix lands. Results demonstrated that 8-30 percent of the current riparian buffers could be reallocated to the land base for long-term timber production. An additional 26-45 percent of current buffers could be managed simultaneously for both timber production and aquatic ecosystem goals. Results also provided a framework for targeting of conservation and restoration efforts towards higher priority streams within each watershed. As many of the most ecologically important streams were located on non-federal lands, riparian conservation policies focused on streams classified as higher priority on those lands may be needed to protect aquatic species and their environments. The goal of the RCS was to fill in the gaps between broad and local scales of information related to conservation priorities. RCS members envisioned a data-driven approach that could add a regional perspective to local efforts and facilitate cross-scale cooperation toward protecting remaining valuable habitat in the Portland-Vancouver metropolitan region. Also, RCS members expected that the product would complement rather than replace local knowledge, by validating what we know and expanding to areas we know less well. In June 2011, INR completed an initial proof-of-concept product describing high value conservation areas in the Portland-Vancouver region. The product demonstrated a methodology that enabled stakeholder involvement while also being data-driven. In September 2012, we completed a second version of this product that is reported on in this document. While the product is considered complete at this time, it is expected and hoped that the models and data will be updated and improved upon into the future as more and better information becomes available so that the product functions as a "living work" rather than a one-time snapshot in time. Several key products resulted from the project: the High Value Habitat data describing high value terrestrial habitat within the metropolitan region, the Riparian Habitat data describing high value habitat adjacent to streams and rivers, and the high spatial resolution land cover data set describing land cover at a 5 m spatial resolution.
