Josephine County has a few lakes in the Siskiyou Mountains at the south end of the county. The lakes included in this plan are either reservoirs or back country lakes. Some of the reservoirs were natural lakes but have been enlarged with the construction of a dam; others were formed by flooding a low meadow area. The fisheries differ as to locality and type of lake. The back country lakes have rainbow and brook trout; the large reservoirs are stocked with rainbow, cutthroat, and brook trout, and one reservoir has kokanee salmon. The warm-water lakes and ponds support populations of bass, bluegill, crappie, and catfish. We have attempted to include are those existing and potential bodies of water that provide or could be developed to provide significant recreation at economically feasible costs. The Fifteenmile Creek steelhead are a subpopulation within the Distinct Population Segment (DPS) of the Middle Columbia River steelhead and was listed as ‘threatened’ by the National Marine Fisheries Service (NMFS) first on March 25, 1999 and relisted as a DPS on January 5, 2006. Subsequently, a conservation and recovery management plan was developed for the Middle Columbia River steelhead DPS within Oregon state borders. The goal of the plan is to recover Middle Columbia River steelhead to a level that would allow the removal of threatened status, in addition to providing a long-term goal to recover the population sufficiently to provide sustainable fisheries and other ecological, cultural, social and economic benefits for future generations. The DPS-level recovery plan sets specific recovery goals for the areas within the DPS, which designates Fifteenmile Creek explicitly. The Fifteenmile Creek steelhead population is considered the most inland winter race of steelhead in the Columbia River Basin, as designated by NOAA fisheries. However review of this designation may be necessary at the next Federal Columbia River Power System (FCRPS) Biological Opinion (BiOp) status-review because the run-timing of adult steelhead passing Bonneville Dam has been inconsistent with known winter-run steelhead in the area. The population was identified as “must have viable” status by the Interior Columbia Technical Recovery Team (ICTRT), and reaching viable status is essential for achieving DPS delisting. The ICTRT, Recovery Plan, and the Federal Columbia River Power System (FCRPS-BiOp) have all identified this population as high priority for improving precision and accuracy of abundance, productivity, diversity, and spatial structure information. Also summarized are the associated broodstock monitoring data collected at weirs in the Grande Ronde Basin that are operated by our co-managers, the Nez Perce Tribe (NPT; Lostine River) and Confederated Tribes of the Umatilla Indian Reservation (CTUIR; Catherine Creek and Upper Grande Ronde River). The main objectives of this report are to document and evaluate spring-sumer Chinook Salmon culture performance for hatchery programs and achievement of management objectives in the Imnaha and Grande Ronde river basins (CTUIR and NPT have specific program goals for Chinook returns to Catherine Creek, the Upper Grande Ronde River, Lookingglass Creek, and the Lostine River that are discussed and evaluated in separate reports prepared by each co-management agency). Overall, these data are used to adaptively manage salmon culture practices in order to optimize egg-to-smolt survival rate, smolt quality, smolt-toadult survival rate, the recruits-per-spawner (R:S) ratio, and to monitor spawning in nature by hatchery-reared salmon. The sustainability of the North Umpqua steelhead population and its' habitat is a very high priority. The Oregon Department of Fish and Wildlife (ODFW) develops, on a continuing basis, practices designed to ensure the health and viability of this population. However, continued management success depends critically on the availability of data necessary for a detailed understanding of relevant life history issues. To address these data needs, ODFW began a radio-telemetry study of North Umpqua steelhead in June of 1998. Tagging at Winchester dam was terminated 10/26/00 but monitoring continued until the end of May 2001. This study has provided detailed information on movement patterns of adult steelhead in the basin at a level that is available in no other way and is the most comprehensive project of its type for the Umpqua Basin. A radio tagging study whose scope was limited to the Steamboat Creek subbasin was carried out previously (Wroble, 1990). Also, a previous study of temperature trends in that subbasin is of interest (Hostetler, 1991). Historical information on trout in the Rogue River basin was summarized by Cole M. Rivers (in press) prior to 1962. Cutthroat and downstream migrating steelhead were abundant and easily caught from streams all through the settled portions of the basin. There was no need to take a trip away from home to fish for trout. Angling for trout was not thought of as a recreational pastime until the 1930s. The headwaters of the Applegate and Illinois rivers, and Jumpoff Joe and Grave creeks were preferred for trout fishing because of the easy access provided by mining roads. The California-Oregon Power Company provided access to trout fishing waters in the Prospect region as early as 1912. The completion of the Crater Lake and Diamond Lake highways in 1927 allowed access to the upper Rogue River and its tributaries. Access to other parts of the basin was provided when foot and wagon trails were made into roads by crews of the Civil Conservation Corps in the 1930's. Most natural lakes were devoid of fish life until they were stocked by miners or cattlemen who wanted a supply of trout close to their camps. Fish Lake was one of the first impoundments preferred for sport fishing because of good cattle trails leading from the Bear creek Valley into the area. Anglers were packed in by cattlemen after the dam was built in 1898. Other impoundments providing good trout fishing in the 1920s included Emigrant Lake which received heavy pressure. Many lakes were barren of fish life until rainbow, eastern brook, or cutthroat were packed in by private parties, the Forest Service, or the Oregon Game Commission in the 1920s. Prospectors and early settlers stocked some of the lakes earlier with fish that had been collected or salvaged from creeks that were drying up. There are no records of the unofficial introductions, and those of the Game Commission burned in a fire in 1936. Two suckers (Catastomus sp.) and one Squawfish (Ptychocheilus sp.) were collected as a result of a short set with a gill net in the reservoir. Several individuals were interviewed relative to the species of fish obtained by angling this season. Rainbow and Montana Cutthroat were the chief species taken according to these statements. These fish were taken in large numbers from the reservoir early in the season and apparently exhibited a large range in size.
