The confluence of Spencer Creek and the Klamath River is 1.5 km upstream of J.C. Boyle dam, which was built in 1959. Past studies provide evidence of a dramatic decline in adult upstream passage since the dam was built and relatively little juvenile downstream passage. However, sampling efforts to quantify the magnitude and extent of movements by juveniles to locations downstream of the dam were limited in scope. Operation of J.C. Boyle Dam may reduce the likelihood that juvenile redband trout from Spencer Creek can move downstream past the dam safely and efficiently and may reduce adult upstream passage to Spencer Creek. In order to understand better juvenile and adult redband trout life history and evaluate fish passage over J.C. Boyle dam, Native Fish Investigations Project plans to monitor redband trout movement in Spencer Creek and the upper Klamath River during 2004 and 2005. We plan to capture juvenile trout (>90 mm) as they emigrate from Spencer Creek and tag them with inter-peritoneal radio transmitters (NanoTags, Lotek Wireless). Adults, upstream and downstream of the dam, will also be radio tagged. Movements of radio-tagged fish will be monitored using fixed-station receivers at locations associated with hydropower facilities and mobile receivers in free-flowing reaches. In addition, we plan to mark several hundred outmigrating juvenile trout (>70mm) in Spencer Creek, and 50 adult trout in the Klamath River, with passive integrated transponder (PIT) tags and install PIT-tag receiver stations at the mouth of Spencer Creek and downstream of J.C. Boyle Dam. Construction of Dexter, Lookout Point and Hills Creek dams in the 1950s and 1960s without fish passage fragmented the habitat and limited the range of the population to above Hills Creek Dam. This population declined and the last confirmed bull trout sighting above Hills Creek dam was a photograph taken by an angler in 1990. Buchanan et al. (1997) described bull trout in the Middle Fork Willamette River as “probably extinct” after extensive surveys from 1993 through 1997 failed to observe any bull trout. In 1997 the US Forest Service and the Oregon Department of Fish and Wildlife began a program to reestablish bull trout in the Middle Fork Willamette. More than 10,000 bull trout fry have been transferred from the relatively healthy McKenzie population to the Middle Fork Willamette River. Adult bull trout are once again present in the Middle Fork Willamette, although natural reproduction has not been documented. Contributions included increased nutrient input to the ecosystem and an additional food source for predators, including bull trout. In addition, the progeny of these adult salmon provided a landlocked chinook fishery in the reservoir and ODFW was able to discontinue annual releases of juvenile salmon reared in ODFW hatcheries (1996). ODFW assumed most of the salmon attempting to leave the reservoir would be killed by various means upon passage through the turbines or regulating outlet. Between 1994-97, ODFW field observations provided circumstantial evidence that some juvenile chinook were surviving passage through the dam. In 1998, we began monitoring juvenile chinook migration out of the reservoir to determine the number, size, age, and mortality rate of fish passing through the turbines and regulating outlet of Cougar Dam. A total of 185 sites (out of a target of 210) were visited by three-person crews that conducted habitat surveys and population estimates in sample reaches whose length were nearly 20 times their channel width. A minimal sampling intensity was based on previously encountered levels of between site variance in abundance estimates for the species. The population estimate for age 1+ redband trout was 948,852 fish (+/– 21%), with confidence limits ranging from 26% to 43% of individual subbasin estimates. Age 1+ fish abundance in terms of density (fish m-2) showed no significant differences between any subbasin, while there were significant differences in biomass (g m-2), where one subbasin had significantly higher (Catlow Valley) biomasses, and one significantly lower (Goose Lake). These comparisons were supported by like differences in mean weight (g fish-2). Analysis of stream habitat characteristics and fish abundance revealed no relationship, or model, that was generally consistent throughout the Great Basin, though interpretable patterns were evident within some stream systems where sampling intensity happened to be sufficiently high. Thus while a landscape level sampling design was well suited to address a regional estimate of abundance, useful interpretation of fish and habitat relationships appeared to be embedded within the stream level of organization, and could not be addressed by the variable probability sampling design set for a minimal sampling intensity.
