There are over 17,000 angler trips for groundfish out of Depoe Bay annually, many choosing to fish Siletz Reef. In addition, numerous whale watching and sightseeing charter vessels operate in the vicinity of the reef. Cape Perpetua Reef consists of isolated patches of rock, and is too far from Newport (the nearest port) to receive much fishing effort. This examination of the influences of fishing pressure in nearshore rocky habitat complements, and is embedded in, a broader effort to understand the distribution and character of Oregon’s nearshore rocky reefs, and the species that are dependent upon them for habitat. The ODFW Marine Habitat Project has spent the last eight years working in cooperation with scientists and other resource agencies to develop methods for classifying and mapping nearshore rocky reefs habitats off Oregon. Because nearshore reefs are in state waters, Oregon is responsible for managing these living resources and habitats to sustain their long-term use and productivity. To date, eight reefs have been surveyed and mapped with sidescan and/or multibeam bathymetry at a resolution indicative of fish habitat. ODFW has also been developing non-extractive fish survey techniques to describe fish-habitat associations and estimate fish abundance at the habitat and reef scale. The importance of habitat to reef species cannot be over-stated and is now widely accepted in the scientific community and is the focus of major research efforts in other Pacific coastal states. Better understanding of the degree to which harvest influences relative and absolute abundance, combined with species-habitat relationships, is essential for resource managers to exercise their stewardship responsibilities to protect 5 essential habitat, develop population indices for species at risk, and maintain healthy and productive ecological systems.   Citation × Citation Citation Abstract Copy Title: The Status and Trend of Physical Habitat and Rearing Potential in Coho Bearing Streams in the Oregon Coastal Coho Evolutionary Significant Unit Report Number: OPSW-ODFW-2009-5 Abstract -- In 1997, the Oregon Coastal Restoration Initiative (OCSRI 1997) identified the quality of stream habitat as a potential factor influencing the decline of coho salmon (Oncorhynchus kisutch) in Oregon coastal streams. In 1998, the Oregon Department of Fish and Wildlife (ODFW) implemented a monitoring program that utilized a random, spatially balanced survey design to provide statistically rigorous information on the status and trend of habitat conditions in Oregon coastal streams. In response to the ESA listing of coho salmon, the State of Oregon published a comprehensive review of aquatic habitat in the Oregon Coastal Coho Evolutionary Significant Unit (ESU) in 2005 (Rodgers et al 2005). The NOAA Fisheries more recently published a request for additional information in the 2009 Federal Register notice (Federal Register / Vol. 74, No. 81 / Wednesday, April 29, 2009). This report will serve as an update to Rodgers et al (2005), and will provide an analysis of the current status and trends in aquatic habitat from 1998 through 2008 within the Oregon Coastal Coho ESU. The status and trend of instream physical habitat conditions in the Oregon Coastal coho ESU were assessed from twelve variables collected by the ODFW habitat monitoring program from 1998-2008. Habitat conditions were described at the scale of the ESU, four monitoring areas/strata within the ESU, and by six land use categories (agriculture, urban, private non-industrial and industrial forest, and public state and federal forest). The condition of habitat was compared among monitoring areas and land use categories. In addition, the habitat condition at random survey sites was compared to that at sites experiencing minimal human disturbance (i.e. reference sites). Potential winter rearing capacity for juvenile coho salmon was calculated for all available habitat and for high quality habitat at the monitoring area scale and in selected population units. We calculated the rearing potential from high quality habitat because modeling (Nickelson and Lawson 1998) demonstrated that during periods of prolonged poor ocean survival, only areas with high quality habitat will be able to support coho at full seeding during poor marine conditions. The final objective of this report is to discuss whether sufficient habitat capacity exists to support productivity of juvenile coho at the monitoring strata scale during periods of low marine survival. In response to the ESA listing of coho salmon, the State of Oregon published a comprehensive review of aquatic habitat in the Oregon Coastal Coho Evolutionary Significant Unit (ESU) in 2005 (Rodgers et al 2005). The NOAA Fisheries more recently published a request for additional information in the 2009 Federal Register notice (Federal Register / Vol. 74, No. 81 / Wednesday, April 29, 2009). This report will serve as an update to Rodgers et al (2005), and will provide an analysis of the current status and trends in aquatic habitat from 1998 through 2008 within the Oregon Coastal Coho ESU. The status and trend of instream physical habitat conditions in the Oregon Coastal coho ESU were assessed from twelve variables collected by the ODFW habitat monitoring program from 1998-2008. Habitat conditions were described at the scale of the ESU, four monitoring areas/strata within the ESU, and by six land use categories (agriculture, urban, private non-industrial and industrial forest, and public state and federal forest). The condition of habitat was compared among monitoring areas and land use categories. In addition, the habitat condition at random survey sites was compared to that at sites experiencing minimal human disturbance (i.e. reference sites). Potential winter rearing capacity for juvenile coho salmon was calculated for all available habitat and for high quality habitat at the monitoring area scale and in selected population units. We calculated the rearing potential from high quality habitat because modeling (Nickelson and Lawson 1998) demonstrated that during periods of prolonged poor ocean survival, only areas with high quality habitat will be able to support coho at full seeding during poor marine conditions. The final objective of this report is to discuss whether sufficient habitat capacity exists to support productivity of juvenile coho at the monitoring strata scale during periods of low marine survival. We compared fish assemblages between natural mangrove and riprapmangrove habitats within two areas of northern Biscayne Bay. Fish community structure and certain benthic cover types varied between mangroves and riprap-mangrove habitats. Total fish abundance was greater in mangrove habitat, while taxonomic richness was highest in riprap-mangrove sites in the northern part of the bay. Our findings suggest that fish assemblages and community structure are different between these habitat types, although the geographic context may mediate the effect of habitat type. To paramatize the model, we summarized available literature on salmonid habitat requirements. Habitat criteria were developed for discrete life history stages (i.e. spawning, egg survival, emergence, summer rearing, and winter rearing) and used to rate the quality of stream reaches as poor, fair, or good, based on attributes relating to stream substrate, habitat unit type, cover, gradient, temperature, and flow. Reach level summaries of stream habitat data were entered into MS Excel, and interpreted by a series of algorithms to provide a limiting factor assessment of potential egg-to-fry and fry-to-parr survival for each reach. Model output lists habitat quality by species and life stage for each reach of stream. The model is a decision making tool that is intended to provide a qualitative assessment of the habitat potential of stream reaches within a basin context. Design criteria for the model were simplicity, flexibility, and transparency. While HabRate was based on our interpretations of the published literature, specific criteria for habitat quality were structured to be easily adjusted where interpretations differ from ours. Information not common to standard stream survey designs, such as seasonal flow or temperature extremes can be included as input from professional judgment. The results were integrated into a GIS coverage coupled with the stream network and habitat data to provide a comprehensive map-based perspective of habitat quality in a watershed.
