Accordingly, the assessment method was designed to fulfill obligations for the Oregon Watershed Enhancement Board and the Federal Guide to Watershed Analysis. Issues and key questions, developed by the federal agencies, ARWC, and landowners guide the content of this analysis. Key issues focus the assessment on the principle concerns of the Slate Creek Watershed. This watershed assessment is grouped into three main categories: Cultural and Social environment, Terrestrial environment, and the Aquatic environment. The cultural and social environment examines the historic and current human uses in the watershed. The terrestrial environment focuses on vegetation patterns, wildlife habitat and fire/fuel conditions. Fish habitat conditions, water quality and riparian zone function are discussed in the aquatic environment.   Citation × Citation Citation Abstract Copy Title: Thomas Creek Mainstem Assessment Completion Report Abstract -- This project expands upon a year 2000 project (OWEB 99-543) that was designed to examine riparian and water quality impacts on aquatic invertebrate assemblages and fish diet in Thomas Creek. The initial project design was to sample water quality, fish, and invertebrates at nine sites along 30 river kilometers (R kms) of the stream; three in conifer dominated, three in mixed forest, and three in hardwood dominated riparian forest. Preliminary results suggested water quality conditions were similar throughout the 30 R kms and riparian vegetation composition was not associated with fish diet or invertebrate assemblage composition. Longitudinal patterns were weak and appeared to be driven by three upstream sites. Therefore we proposed to expand the survey area to include the entire stream open to anadromous fish migration (51 R kms). The fish diet portion of the project was discontinued because we were denied a sampling permit for ESA listed salmonids during 2001. Instead, we focused on broad-scale fish distribution and habitat use. Additionally, we compared patterns for fish with invertebrates. The extent of fish, invertebrate, and water quality sampling locations increased to include all 51 R kms downstream of the waterfall. An extensive fish survey to examine fish distribution included 218 survey locations throughout the 51 R kms. Intensive snorkel surveys to examine fine-scale, habitat use by salmonids included four sample locations in the upstream 14 R kms. Clear and Foster Creek are tributaries to the Clackamas River below any major dams on the system; consequently these tributaries are positioned favorably to contribute to recovery of important anadromous fish populations. Anadromous fish species in the Clackamas basin include spring and fall chinook, coho salmon, winter steelhead, summer steelhead (non-native), migratory cutthroat trout and lamprey. Clear and Foster Creeks are utilized by fall chinook, winter steelhead and coho salmon. The assessment generally followed the framework described in the Oregon Watershed Enhancement Board’s Watershed Assessment Manual (WPN, 1999). The assessment focused on the following components: Channel habitat classification and modification; hydrology and water use; riparian/wetlands; sediment sources; water quality; fisheries; and wildlife and upland vegetation. Generally the approach builds on existing information, and enhances this information with aerial photo interpretation and limited field checking. Additional fieldwork was used to verify channel habitat types and to characterize fish habitat condition. GIS was used as a critical assessment tool and method of displaying results. Although public agencies have shown leadership and started to replace culverts (the County and ODFW and US Forest) they were unable to determine whether there were barriers just up stream on private roads or dams. In order to spend public dollars efficiently and to get a sense of biological and cost related priorities, a comprehensive approach, a watershed approach, that included the cooperation of willing private landowners and better information on natural barriers was needed to understand the real priorities for replacement. For this reason, the goal of the basin stakeholders working in partnership with the CRBC was to create a truly comprehensive assessment and prioritization of public and private barriers.
