The North American electric grid interconnections arguably constitute the largest machines on the planet, and millions of people depend on them for safety, security, and comfort. The reliability of these systems is crucial to health care, business, education, and every other aspect of economic activity, but sensor penetration in the network is very low. The Western Electricity Coordinating Council (WECC) is currently leading the Western Interconnection Syncrophasor Program to install more han 300 new or upgraded Phasor Measurement Units (PMUs) to collect real-time data in an effort to increase grid reliability at a cost of about 107.8 million. With the successful development of a virtual sensor network, those 300 sensors could be redistributed over a wider area, ncreasing data collection at a fraction of the cost of purchasing, installing, and maintaining new sensors. To develop a VSN, data is acquired from established sensors and fed into a neural network that establishes which measurements can be inferred from remote data. Redundant sensors can then be redistributed to expand the sensing network. A cursory review of peer-reviewed literature reveals that this technique has been applied with some success to wind-speed prediction on wind farms; however, the application to electric transmission systems does not seem to have yet been made. To evaluate the feasibility of a VSN for transmission systems, software models of transmission systems are created or imported to appropriate software, such as PowerSim in Matlab or Alternative Transients Program (ATP), to develop a collection of data on system states and responses to transient events. This data is then provided to a neural network program developed using the Neural Networking Toolbox in Matlab to establish which data points are required and which can be predicted. The neural network is then evaluated by changing conditions in the system model, feeding selected data into the neural network, and comparing the outputs to the states described in the model.   Citation × Citation Citation Abstract Copy Title: Neacoxie Watershed Abstract -- Previously, little information was known about the ecology or the condition of native habitats in the Neacoxie sub-watershed that drains from the city of Warrenton into the north section of the Necanicum Estuary in the city of Seaside. In 2002, the Necanicum Watershed Council completed an assessment for the Necanicum River watershed, but with major knowledge gaps for the Neacoxie watershed, which includes the Neacoxie Creek corridor and the Clatsop Plains. In order for the North Coast Land Conservancy (NCLC) and other land managers to develop stewardship priorities and to make informed decisions about land management actions in this region, additional information was required. Together with the Necanicum Watershed Council and the North Coast Watershed Association, NCLC secured funding to conduct habitat inventories of the Neacoxie watershed. The Neacoxie Watershed Assessment summarizes the results of terrestrial plant transects and aquatic plant surveys completed in the summer of 2011 on ten properties owned by the North Coast Land Conservancy (NCLC) in the Neacoxie Creek watershed (please refer to Appendices A & B). Habitat types include stabilized sand dunes dominated by coastal prairie habitat, interdunal wetland swales and lakes, upland Sitka spruce forest, and forested wetlands. Percent composition of each plant community type observed was calculated. Invasive non-native plant species were recorded. Surveys were also conducted for both native and non-native plants in four water bodies owned by NCLC or adjacent to land trust properties. The plant community data that were collected will be used to evaluate baseline ecological conditions in the Neacoxie watershed. Plant communities can be used as indicators of long-term tidal and hydrologic conditions as well as the ecological health of the landscape. Repeated measurements can be used to assess community changes over time and to assess how plant community composition compares to that described for natural conditions. This information will assist the land trust in making science-based stewardship decisions on its properties, and can be used by other landowners to better understand changes occurring in plant communities in similar habitats on their properties as a result of human disturbance (e.g., land development, farming, grazing) and invasion by non-native plants. Drawing on approaches from historical geography and environmental history, this study shows how wildlife officials developed migratory bird refuges in Oregon and California, where over 60 percent of Pacific Flyway waterfowl winter. During the early-twentieth century, reclamation and river diking eliminated most of the wetlands in the birds' wintering range. Bird enthusiasts such as bird watchers and duck hunters successfully lobbied for the creation of wildlife refuges in a few areas along the flyway. These early refuges failed to protect waterfowl habitat and they were severely degraded by reclamation. In the 1930s and 1940s, the U.S. Fish and Wildlife Service (FWS) and its predecessor, the Bureau of Biological Survey, undertook an ambitious program to resurrect these sanctuaries and to create new ones. Many farmers opposed these refuges out of fear that waterfowl would damage crops. To respond to these concerns and to ensure an adequate food supply for the birds, the FWS raised rice, barley, and other grains. The agency adopted many of the technologies of modern, industrial agriculture including synthetic herbicides and insecticides such as 2, 4-D and DDT. By the 1960s, the refuges had become largely mirrors of the surrounding irrigated farmlands, the main difference being that the FWS raised grain for waterfowl rather than for market. Refuges could not escape the agricultural settings in which they were embedded. As units within the irrigated countryside, Pacific Flyway refuges were often at the mercy of nearby farmers and federal reclamation agencies. Poor water quality and insufficient supplies of water often hampered FWS efforts to manage refuges. In the late-twentieth century, reduced water supply due to diversions to California municipalities and to sustain endangered fish species affected the amount of water reaching refuges. This dissertation has other goals. First, it critiques the anthropocentrism of most historical geography by focusing on how political, cultural, and ecological factors affected wildlife. Second, it contributes to the literature on the state's role in environmental protection by investigating the overlapping, and often contradictory, spaces within which wildlife managers implemented environmental regulations.
