This report first outlines the ESA provisions most relevant to the act's impacts on private property, and then surveys the major ESA-relevant principles of Fifth Amendment takings law. The report then proceeds to its core topic: the court decisions adjudicating whether government measures based on the ESA effect a taking of property under the Fifth Amendment. Earlier rulemakings had listed distinct population segments of bull trout as threatened in the Columbia River, Klamath River, and Jarbidge River basins (63 FR 31647, 63 FR 42757, 64 FR 17110). Bull trout distribution, abundance, and habitat quality have declined rangewide. Several local extirpations have been documented, beginning in the 1950fs. Bull trout continue to occur the Klamath River, Columbia River, Jarbidge River, St. Mary-Belly River, and Coastal-Puget Sound, in the states of Idaho, Montana, Nevada, Oregon, and Washington. Habitat Requirements and Limiting Factors Bull trout have more specific habitat requirements than most other salmonids. Habitat components that influence bull trout distribution and abundance include water temperature, cover, channel form and stability, substrate for spawning and rearing, and migratory corridors. Bull trout are found in colder streams and require colder water than most other salmonids for incubation, juvenile rearing, and spawning. Spawning and rearing areas are often associated with cold-water springs, groundwater infiltration, and/or the coldest streams in a watershed. Throughout their lives, bull trout require complex forms of cover, including large woody debris, undercut banks, boulders, and pools. Alterations in channel form and reductions in channel stability result in habitat degradation and reduced survival of bull trout eggs and juveniles. Channel alterations may reduce the abundance and quality of side channels, stream margins, and pools, which are areas bull trout frequently inhabit. For spawning and early rearing bull trout require loose, clean gravel relatively free of fine sediments. Because bull trout have a relatively long incubation and development period within spawning gravel (greater than 200 days), transport of bedload in unstable channels may kill young bull trout. Bull trout use migratory corridors to move from spawning and rearing habitats to foraging and overwintering habitats and back. Different habitats provide bull trout with diverse resources, and migratory corridors allow local populations to connect, which may increase the potential for gene flow and support or refounding of populations. Declines in bull trout distribution and abundance are the results of combined effects of the following: habitat degradation and fragmentation, the blockage of migratory corridors, poor water quality, angler harvest and poaching, entrainment (process by which aquatic organisms are pulled through a diversion structure or other device) into diversion channels and dams, and introduced iv normative species. Specific land and water management activities that continue to depress bull trout populations and degrade habitat include dams and other diversion structures, forest management practices, livestock grazing, agriculture, road construction and maintenance, mining, and urban and rural development. Some threats to bull trout are the continuing effects of past land management activities. Organization and Development of the Recovery Plan Because bull trout in the coterminous United States are widely distributed within a large area, the recovery plan is organized into multiple chapters. This introductory chapter (Chapter 1) describes our overall recovery strategy for the species, defines recovery, and identifies recovery actions applicable for all listed bull trout in the coterminous United States. Each successive chapter focuses on bull trout in specific geographic areas (recovery units), and describes conditions, defines recovery criteria, and identifies specific recovery actions for the recovery unit. Recovery Objectives The goal of this recovery plan is to describe the actions needed to achieve the recovery of bull trout, that is, to ensure the long-term persistence of self-sustaining, complex interacting groups (or multiple local populations that may have overlapping spawning and rearing areas) of bull trout distributed across the species' native range. Recovery of bull trout will require reducing threats to the long-term persistence of populations, maintaining multiple interconnected populations of bull trout across the diverse habitats of their native range, and preserving the diversity of bull trout life-history strategies (e.g., resident or migratory forms, emigration age, spawning frequency, local habitat adaptations). To recover bull trout, the following four objectives have been identified: ? Maintain current distribution of bull trout within core areas as described in recovery unit chapters and restore distribution where recommended in recovery unit chapters. ? Maintain stable or increasing trend in abundance of bull trout. ? Restore and maintain suitable habitat conditions for all bull trout life history stages and strategies. ? Conserve genetic diversity and provide opportunity for genetic exchange. ? These objectives apply to bull trout in all recovery units. Additional objectives may be necessary to achieve recovery in some recovery units and will be identified in the respective recovery unit chapters. Recovery Criteria Criteria are established to assess whether recovery objectives are being achieved. Criteria specific to each recovery unit are defined in each recovery unit chapter. Individual chapters may contain criteria for assessing the status of bull trout and alleviation of threats that are unique to one or several recovery units. However, every recovery unit chapter will contain criteria that address the following characteristics: ? The distribution of bull trout in identified and potential local populations in all core areas within the recovery unit. ? The estimated abundance of adult bull trout within core areas in the recovery unit, expressed as either a point estimate or a range of individuals. ? The presence of stable or increasing trends for adult bull trout abundance in the recovery unit. ? The restoration of passage at specific barriers identified as inhibiting recovery. We expect recovery of bull trout to be a dynamic process occurring over time. The recovery objectives are based on our current knowledge and may be refined as more information becomes available. Some local populations of bull trout, and possibly core area populations, may be extirpated even though recovery actions are being implemented. If reestablishment of recently extirpated populations is not feasible or practical, recovery criteria for a given recovery unit will be revised on a case-by-case basis. Meeting the four recovery criteria is not intended to be precluded where localized extirpations of bull trout are offset by sufficiently strong improvements in other areas of a recovery unit in meeting the four recovery objectives. The determination of whether a distinct population segment of bull trout is recovered will rely on an analysis of the overall status of the species, threats to the species, and the adequacy of existing regulatory and conservation mechanisms. For example, it may be possible for the Columbia River Distinct Population Segment, which has 22 recovery units, to be recovered prior to all recovery unit criteria being met in all recovery units. Success in accomplishing the recovery VI criteria will be reviewed and considered for the impacts both within a recovery unit and throughout a distinct population segment. Actions Needed Specific tasks falling within the following seven categories will be necessary to initiate recovery within all recovery units: ? Protect, restore, and maintain suitable habitat conditions for bull trout. ? Prevent and reduce negative effects of normative fishes and other normative taxa on bull trout. ? Establish fisheries management goals and objectives compatible with bull trout recovery and implement practices to achieve goals. ? Characterize, conserve, and monitor genetic diversity and gene flow among local populations of bull trout. ? Conduct research and monitoring to implement and evaluate bull trout recovery activities, consistent with an adaptive management approach using feedback from implemented, site-specific recovery tasks. ? Use all available conservation programs and regulations to protect and conserve bull trout and bull trout habitats. ? Assess the implementation of bull trout recovery by recovery units and revise recovery unit plans based on evaluations. Recovery Priority Number The recovery priority number for bull trout in the coterminous United States is 9C, on a scale of 1 to 18, indicating that (1) taxonomically, these populations are distinct population segments of a species, (2) the five populations are subject to a moderate degree of threat(s), (3) the recovery potential is high, and (4) the degree of potential conflict during recovery is high. vrr Estimated Cost of Recovery The total cost estimate of recovery for bull trout in the coterminous United States is presented in the individual recovery unit chapters. The costs presented in each chapter are attributed to bull trout conservation but other species will also benefit. Mule deer (Odocoileus hemionus hemionus) and Rocky Mountain elk (Cervus canadensis nelsoni; hereafter elk) populations in northeast Oregon have declined in the past 10 to 20 years. Concurrent with these declines, cougar (Puma concolor) populations have apparently increased, leading to speculation that predation by cougars may be responsible for declining ungulate populations. However, empirical data on cougar diets, kill rates, and prey selection are lacking to support this speculation. Furthermore, the common assumption that cougar populations have increased in northeast Oregon may not be well founded because cougar populations in other areas within the Pacific Northwest region have declined in recent years. My primary research objectives were to (1) estimate kill rates and prey selection by cougars in northeast Oregon, (2) document causes of mortality and estimate survival rates for cougars, (3) estimate population growth rates of cougars in northeast Oregon and simulate the effects of hypothetical lethal control efforts on the cougar population, and (4) investigate the relative influence of top-down, bottom-up, and climatic factors for limiting population growth rates of elk in northeast Oregon. Results from my research will help guide cougar and elk management in northeast Oregon and provide a framework for assessing relative effects of top-down, bottom-up, and abiotic factors on population growth rates of ungulates in this and other areas. I implemented a 3-year study in northeast Oregon to investigate diets, kill rates, and prey selection of cougars in a multiple-prey system to better understand mechanisms by which cougars may influence ungulate populations. During my research, 25 adult cougars were captured and fitted with Global Positioning System (GPS) collars to identify kill sites. I monitored predation sequences of these cougars for 7,642 days and located the remains of 1,213 prey items killed by cougars. Cougars killed ungulates at an average rate of 1.03 per week (95% CI = 0.92 – 1.14); however, ungulate kill rates were variable and influenced by the season and demographic classification of cougars. Cougars killed ungulates 1.55 (95% CI = 1.47 – 1.66) times more frequently during summer (May-Oct) than during winter (Nov-Apr), but killed similar amounts of ungulate biomass (8.05 kg/day; 95% CI = 6.74 – 9.35) throughout the year. Cougars killed ungulates more frequently in summer because juvenile ungulates comprised most of the diet and were smaller on average than ungulate prey killed in winter. Female cougars with kittens killed more frequently (kills/day) than males or solitary females. After accounting for the additional biomass of kittens in cougar family groups, male cougars killed on average more biomass of ungulate prey per day than did females (R = 0.41, P < 0.001), and female cougars killed more biomass of prey per day as a function of the number and age of their kittens (R = 0.60, P < 0.001). Patterns of prey selection were influenced by season and demographic classification of cougars. Female cougars selected elk calves during summer and deer fawns during winter. In contrast, male cougars selected elk calves and yearling elk during summer and elk calves during winter. My results strongly supported the hypothesis that cougar predation is influenced by season, gender, and reproductive status of the cougar and these patterns in cougar predation may be generalizable among ecosystems. The observed selection for juvenile elk and deer suggested a possible mechanism by which cougars could negatively affect population growth rates of ungulates. I investigated survival and documented causes of mortality for radio-collared cougars at 3 study areas in Oregon during 1989 – 2011. Mortality due to hunter harvest was the most common cause of death for cougars in the Catherine Creek study area and the study area combining Wenaha, Sled Springs, and Mt. Emily Wildlife Management Units (WSM study area) in northeast Oregon. In contrast, natural mortality was the most common cause of death for cougars in the Jackson Creek study area in southwest Oregon. Annual survival rates of adult males were lowest at Catherine Creek when it was legal to hunt cougars with dogs (Ŝ = 0.57), but increased following the prohibition of this hunting practice (Ŝ = 0.86). This latter survival rate was similar to those observed at Jackson Creek (Ŝ = 0.78) and WSM (Ŝ = 0.82). Regardless of whether hunting of cougars with dogs was permitted, annual survival rates of adult females were similar among study areas (Catherine Creek Ŝ = 0.86; WSM Ŝ = 0.85; Jackson Creek Ŝ = 0.85). I did not document an effect of age on cougar survival rates in the Catherine Creek study area, which I attributed to selective harvest of prime-aged, male cougars when it was legal to hunt cougars with dogs. In contrast, I observed an effect of age on annual survival in both the WSM and Jackson Creek study areas. These results indicate that sub-adult males had significantly lower survival rates than sub-adult females, but survival rates of males and females were similar by age 4 or 5 years. My results suggest that survival rates of cougars in areas where hunting cougars with dogs is illegal should be substantially higher than areas where use of dogs is legal. I used estimates of cougar vital rates from empirical data collected in northeast Oregon to parameterize a Leslie projection matrix model to estimate deterministic and stochastic population growth rates of cougars in northeast Oregon when hunting cougars with dogs was legal (1989 - 1994) and illegal (2002 - 2011). A model cougar population in northeast Oregon that was hunted with dogs increased at a mean stochastic growth rate of 21% per year (λ[subscript s] = 1.21). Similarly, I found that a model cougar population that was subjected to hunting without dogs increased at a rate of 17% per year (λ[subscript s] = 1.17). Given that hunting cougars with dogs typically results in increased harvest and reduced survival rates of cougars, it was unexpected that the cougar population subjected to hunting with dogs was increasing at a faster rate than one that was not hunted with dogs. However, cougar populations in Oregon were subjected to low harvest rates when hunting cougars with dogs was legal and harvest was male biased. This resulted in high survival rates of female cougars and correspondingly high population growth rates. The Oregon Cougar Management Plan allows the Oregon Department of Fish and Wildlife to administratively reduce cougar populations to benefit ungulate populations, reduce human-cougar conflicts, and limit livestock depredation. Consequently, I was interested in modeling the effects of a hypothetical lethal control effort on a local cougar population. Using empirically-derived vital rates and a deterministic Leslie matrix model, I found that the proportion of the cougar population that would need to be removed annually to achieve a 50% population reduction within 3 years was 28% assuming a closed population, and 48% assuming maximum immigration rates into the population. Using a stochastic Leslie matrix model, I also determined that the model cougar population would likely return to its pre-removal size in 6 years assuming a closed population, and 2 years assuming maximum immigration rates. These model results indicate that current management practices and harvest regulations, combined with short-term, intensive, and localized population reductions, are unlikely to negatively affect the short-term viability of cougar populations in northeast Oregon. However, at this time, it is not known if intensive lethal control efforts funded by state agencies will be cost-effective (i.e., increased sales of tags to hunt deer and elk will offset the costs of control efforts). Further research is needed to investigate the cost-effectiveness of cougar control efforts in Oregon. I developed a Leslie matrix population model, parameterized with empirically-derived vital rates for elk in northeast Oregon, to investigate the relative influence on elk population growth rates of (1) survival and pregnancy, and (2) top-down, bottom-up, and climatic variables. I then estimated the effect of varying the strength of top-down factors on growth rates of elk populations. Growth rates of the model elk population were most sensitive to changes in adult female survival, but due to the inherent empirical variation in juvenile survival rates explained the overwhelming majority of variation in model population growth rates (r² = 0.92). Harvest of female elk had a strong negative effect on model population growth rates of elk (r² = 0.63). An index of cougar density was inversely related to population growth rates of elk in my model (r² = 0.38). A delay in mean date of birth was associated with reduced juvenile survival, but this had a minimal effect on population growth rates in my model (r² = 0.06). Climatic variables, which were used as surrogates for nutritional condition of females, had minimal effects on population growth rates. Likewise, elk density had almost no effect on population growth rates (r² = 0.002). The results of my model provided a novel finding that cougars can be a strong limiting factor on elk populations. Wildlife managers should consider the potential top-down effects of cougars and other predators as a limiting factor on elk populations. Various factors related to climatic conditions, landscape characteristics, and channel structure directly influence stream temperature. Numerous studies indicate that increased average air temperature during the past century has led to stream warming across the world. The trend of stream warming was also present in spring-fed watersheds, where summer flow has decreased. In addition, anthropogenic practices that alter the natural landscape and channel structure, such as forest management, agriculture, and mining contributed to stream warming. For example, deforested and unshaded stream reaches or dredged channels were warmer than shaded reaches and meandering streams. Stream temperatures in North American lotic habitats are of a specific concern due to their significant economic, cultural, and ecological value. With climate projections indicating that air temperature will only continue to rise throughout the 21st century, cold- or cool-water organisms, especially fishes, will be affected. Therefore, there is a strong need to better understand the impacts of changing climate, riparian landscape, and channel structure on a stream's heat budget. This may assist in restoring the historic thermal regime in impacted sites and mitigating the impacts of future climate change. This study looks into the relative influences of the different factors on a stream's heat budget with three manuscripts: one on stream temperature response to diel timing of air warming, one on stream temperature response to changes in air temperature, flow, and riparian vegetation, and one on stream temperature response to air warming and channel reconstruction. I used the software Heat Source version 8.05 to simulate stream temperature for all three analyses along the Middle Fork John Day River, Oregon USA. Two of the manuscripts were applied to an upper 37 km section of the Middle Fork John Day River (presented in chapter 2 and 3), where the third manuscript was applied to a 1.5-km section. The sensitivity analysis of stream temperature response to diel timing of air warming (Chapter 2: Diel Timing of Warmer Air under Climate Change Affects Magnitude, Timing, and Duration of Stream Temperature Change) was based on scenarios representing uniform air warming over the diel period, daytime warming, and nighttime warming. Uniform warming of air temperature is a simple representation of increases in the average daily or monthly temperatures generated by the 'delta method'. The delta method relies on adding a constant value to the air temperature time-series data. This constant value is the difference (delta) between base case average air temperatures and the projected one. Scenarios of daytime or nighttime warming represent conditions under which most of the warming of the air occurs during the daytime or the nighttime, respectively. I simulated the stream temperature response to warmer air conditions of +2 °C and +4 °C in daily average for all three cases of air warming conditions. The three cases of different diel distributions of air warming generated 7-day average daily maximum stream temperature (7DADM) increases of approximately +1.8 °C ± 0.1 °C at the downstream end of the study section relative to the base case. In most parts of the reach, the three distributions of air warming generated different ranges of stream temperatures, different 7DADM values, different durations of stream temperature changes, and different average daily temperatures. Changes of stream temperature were out of phase with imposed changes of air temperature. Therefore, nighttime warming of air temperatures would cause the greatest increase in maximum daily stream temperature, which typically occurs during the daytime. The sensitivity analysis of the relative influences of changes in air temperature, stream flow, and riparian vegetation on stream temperature (Chapter 3: Assessing Stream Temperature Response to Cumulative Influence of Changing Air Temperature, Flow, and Riparian Vegetation). This study summarized stream temperature simulation in 36 scenarios representing possible manifestations of 21st century climate conditions and land management strategies. In addition to existing conditions (base case) of flow, air temperature, and riparian vegetation, scenarios consisted of: two air temperature increases of 2 °C and 4 °C, two stream flow variations of +30% and -30%, three spatially uniform riparian vegetation conditions that create averages of effective shade 7%, 34%, and 79%, in addition to 14% for base case conditions. Results suggest that variation in riparian vegetation was the dominant factor influencing stream temperature because it regulates incoming shortwave radiation, the largest heat input to the stream, while variation in stream flow has a negligible influence. Results indicated that increasing the effective shade along the study section, particularly in the currently unshaded sections, could mitigate the influence of increasing air temperature, and would reduce stream temperature maxima below current values even under future climate conditions of warmer air. With the small influence it had, increasing stream flow reduced the 7DADM under low shade conditions. However, increasing stream flow showed counterintuitive results as it contributed to increasing stream temperature maxima when the stream was heavily shaded. The applied study examined the stream temperature response to restoration practices and their potential to mitigate the influence of warmer air conditions (Chapter 4: Estimating Stream Temperature Response to Restoring Channel and Riparian Vegetation and the Potential to Mitigate Warmer Air Conditions). This study focused on a 1.5 km section along the upper part of the Middle Fork John Day River that was modified due to past anthropogenic activities of mining for gold and timber harvest. Currently, the riparian vegetation of the study site is mostly shrubs and stands of short trees. Restoration designs call for the restoration of both the channel structure and replanting the riparian vegetation. Simulation results showed that the 7DADM was higher in the restored channel than the existing channel with both conditions of low and high effective shade conditions. However, a combined restoration practice of channel reconstruction and medium effective shade conditions reduced stream temperature maxima more than restoring riparian vegetation alone. In addition, results showed that restoring riparian vegetation was sufficient to mitigate the influence of warmer air on stream temperature, while restoring the channel alone is not. Heat budget analysis showed that heat accumulation during the daytime increased in the restored channel, which was longer, narrower, and deeper than the existing channel. It is important to emphasize that stream temperature is one of many goals that restoration activities aim to improve. Furthermore, differences in 7DADM among the different scenarios of restoration are negligible. Such small differences could hardly be measure. While this study examined a short section of 1.5 km, longer stream sections may increase the differences in 7DADM. Title: The influence of climate change and restoration on stream temperature Author: Diabat, Mousa Water temperature is an essential property of a stream. Temperature regulates physical and biochemical processes in aquatic habitats. Various factors related to climatic conditions, landscape characteristics, and channel structure directly influence stream temperature. Numerous studies indicate that increased average air temperature during the past century has led to stream warming across the world. The trend of stream warming was also present in spring-fed watersheds, where summer flow has decreased. In addition, anthropogenic practices that alter the natural landscape and channel structure, such as forest management, agriculture, and mining contributed to stream warming. For example, deforested and unshaded stream reaches or dredged channels were warmer than shaded reaches and meandering streams. Stream temperatures in North American lotic habitats are of a specific concern due to their significant economic, cultural, and ecological value. With climate projections indicating that air temperature will only continue to rise throughout the 21st century, cold- or cool-water organisms, especially fishes, will be affected. Therefore, there is a strong need to better understand the impacts of changing climate, riparian landscape, and channel structure on a stream's heat budget. This may assist in restoring the historic thermal regime in impacted sites and mitigating the impacts of future climate change. This study looks into the relative influences of the different factors on a stream's heat budget with three manuscripts: one on stream temperature response to diel timing of air warming, one on stream temperature response to changes in air temperature, flow, and riparian vegetation, and one on stream temperature response to air warming and channel reconstruction. I used the software Heat Source version 8.05 to simulate stream temperature for all three analyses along the Middle Fork John Day River, Oregon USA. Two of the manuscripts were applied to an upper 37 km section of the Middle Fork John Day River (presented in chapter 2 and 3), where the third manuscript was applied to a 1.5-km section. The sensitivity analysis of stream temperature response to diel timing of air warming (Chapter 2: Diel Timing of Warmer Air under Climate Change Affects Magnitude, Timing, and Duration of Stream Temperature Change) was based on scenarios representing uniform air warming over the diel period, daytime warming, and nighttime warming. Uniform warming of air temperature is a simple representation of increases in the average daily or monthly temperatures generated by the 'delta method'. The delta method relies on adding a constant value to the air temperature time-series data. This constant value is the difference (delta) between base case average air temperatures and the projected one. Scenarios of daytime or nighttime warming represent conditions under which most of the warming of the air occurs during the daytime or the nighttime, respectively. I simulated the stream temperature response to warmer air conditions of +2 °C and +4 °C in daily average for all three cases of air warming conditions. The three cases of different diel distributions of air warming generated 7-day average daily maximum stream temperature (7DADM) increases of approximately +1.8 °C ± 0.1 °C at the downstream end of the study section relative to the base case. In most parts of the reach, the three distributions of air warming generated different ranges of stream temperatures, different 7DADM values, different durations of stream temperature changes, and different average daily temperatures. Changes of stream temperature were out of phase with imposed changes of air temperature. Therefore, nighttime warming of air temperatures would cause the greatest increase in maximum daily stream temperature, which typically occurs during the daytime. The sensitivity analysis of the relative influences of changes in air temperature, stream flow, and riparian vegetation on stream temperature (Chapter 3: Assessing Stream Temperature Response to Cumulative Influence of Changing Air Temperature, Flow, and Riparian Vegetation). This study summarized stream temperature simulation in 36 scenarios representing possible manifestations of 21st century climate conditions and land management strategies. In addition to existing conditions (base case) of flow, air temperature, and riparian vegetation, scenarios consisted of: two air temperature increases of 2 °C and 4 °C, two stream flow variations of +30% and -30%, three spatially uniform riparian vegetation conditions that create averages of effective shade 7%, 34%, and 79%, in addition to 14% for base case conditions. Results suggest that variation in riparian vegetation was the dominant factor influencing stream temperature because it regulates incoming shortwave radiation, the largest heat input to the stream, while variation in stream flow has a negligible influence. Results indicated that increasing the effective shade along the study section, particularly in the currently unshaded sections, could mitigate the influence of increasing air temperature, and would reduce stream temperature maxima below current values even under future climate conditions of warmer air. With the small influence it had, increasing stream flow reduced the 7DADM under low shade conditions. However, increasing stream flow showed counterintuitive results as it contributed to increasing stream temperature maxima when the stream was heavily shaded. The applied study examined the stream temperature response to restoration practices and their potential to mitigate the influence of warmer air conditions (Chapter 4: Estimating Stream Temperature Response to Restoring Channel and Riparian Vegetation and the Potential to Mitigate Warmer Air Conditions). This study focused on a 1.5 km section along the upper part of the Middle Fork John Day River that was modified due to past anthropogenic activities of mining for gold and timber harvest. Currently, the riparian vegetation of the study site is mostly shrubs and stands of short trees. Restoration designs call for the restoration of both the channel structure and replanting the riparian vegetation. Simulation results showed that the 7DADM was higher in the restored channel than the existing channel with both conditions of low and high effective shade conditions. However, a combined restoration practice of channel reconstruction and medium effective shade conditions reduced stream temperature maxima more than restoring riparian vegetation alone. In addition, results showed that restoring riparian vegetation was sufficient to mitigate the influence of warmer air on stream temperature, while restoring the channel alone is not. Heat budget analysis showed that heat accumulation during the daytime increased in the restored channel, which was longer, narrower, and deeper than the existing channel. It is important to emphasize that stream temperature is one of many goals that restoration activities aim to improve. Furthermore, differences in 7DADM among the different scenarios of restoration are negligible. Such small differences could hardly be measure. While this study examined a short section of 1.5 km, longer stream sections may increase the differences in 7DADM. It is my desire to keep you informed about issues, activities, and opportunities I think are important to the public. More importantly, I am seeking ideas and comments from those who may be affected by multiple- use management programs here on the resource area. This planning update is organized to make it easy for you to find projects of most interest. Projects have been arranged into categories ( i. e., Recent Decisions, New Projects, On- going Projects, and Environmental Education Activities). In addition, each of these categories is sorted by resource topics ( e. g., Lands Program, Timber Sales, etc.). The table will give you a brief description of activities occurring within the Klamath Falls Resource Area and for most projects a location. Refer to one of three maps following the table, for locations of projects. Additional information can be obtained fi- om the contact listed in the project descriptions. Doyle Abstract The U.S. Geological Survey (USGS) collected water? quality data during 2002 and 2003 In the Lower Klamath River Basin, in northern California, to support studies of river conditions as they pertain to the viability of Chinook and Coho salmon and endangered suckers. To address the data needs of the North Coast Regional Water Quality Control Board for the development of Total Maximum Daily Loads (TMDLs), water temperature, dissolved oxygen, specific conductance, and pH were continuously monitored at sites on the Klamath, Trinity, Shasta, and Lost Rivers. Water-quality samples were collected and analyzed for selected nutrients, organic carbon, chlorophyll-a, pheophytin-a, and trace elements. Sediment oxygen demand was measured on the Shasta River. Irrigation and other agricultural practices in the U. S. Bureau of Reclamation's Klamath Project may result in impaired surface water quality, reducing its use for wildlife and fish in important national wildlife refuges that receive drainage water from farms, and in the Klamath River. By 2004, a system of total maximum daily loads (TMDL) for nutrients must be established for the Klamath River. To investigate the relationships among agricultural practices and surface water quality in the Upper Klamath Basin, a two year reconnaissance survey of surface water and agricultural tile drain locations, focusing on nitrogen and phosphorus concentrations and mass transfers was conducted. Data was collected at 18 surface locations and 10 tile drain locations. Triplicate samples were taken every ten days during the growing season (April through October) and one or two times a month during the remainder of the months, depending on opportunity. No samples were taken from tile drains during the winter months because there was no irrigation and drainage during that period. Water samples were analyzed for phosphorus (total P, soluble reactive P, total filterable P, and particulate P) and nitrogen (total N, soluble N, Soluble organic N, total filterable N, particulate N, and ammonia N), temperature, pH and electrical conductivity, a measure of salinity or total dissolved solids. Analyses of data, including data quality, estimates of the transfer of nutrients in surface waters in the region, and hypotheses about the relationship between agriculture and water quality are reported. 1. The salt and nutrient content of surface waters increases nearly threefold as water moves through the watershed from the Lost River and J canal diversion to the Klamath Straits Drain. Mean ECW levels in input waters at the J canal diversion were approximately 250 \iS cm1, while water sampled at the D pump increased to 600 ^S cm"1 on average over the sample period. By the time water reenters the Klamath River, salt concentrations have increased to approximately 700 jaS cm1. 2. The ECW values observed in subsurface tile drains were higher on average than in input waters and surface waters elsewhere in the region, especially in the Lease Lands area of the Tulelake Irrigation District (TID). ECW values averaged approximately 2,500 ^S cm"1 . Recycling irrigation water through soils in the TID increases the salinity of the water, especially by the time it reaches and is reused in the Lease Lands area of the Tulelake National Wildlife Refuge (TLNWR). Soils in this part of the Klamath Project area are naturally high in salt. 3. Water temperatures in agricultural subsurface tile drains were significantly lower than surface water temperatures during the growing season when tile drains were active. pH values in tile drains were lower than surface water values. The temperature and pH of tile drains does not influence surface water values. 1. 4. For total phosphorus (TP) input waters at the J canal irrigation diversion for the TED averaged approximately 0.27 mg L1 for the two years reported. Water leaving the Tulelake Sumps at the D pump increases to 0.33 mg L1. Water leaving the Lower Klamath National Wildlife Refuge (LKNWR) sampled at the start of the Klamath Straits Drain, averaged 0.33 mg L1, similar to those at the D pump. TP increased further to 0.40 mg L"1 a the end of the Klamath Straits Drain. The overall increase in P concentration in surface waters was much less than for salt, suggesting that processes other than simple enrichment are occurring, particularly those associated with the exchange of sedimentary P and aquatic plant species. TN increases from 2.3 mg L"1 to 4.0 mg L1 over the same pathway. Atomic ratios (TN:TP) of surface water samples remain constant at approximately 10:1 throughout the system, suggesting that the amount of sediment and other small particulate matter in surface waters affects the values observed. The amount of sediment is influenced in part by the agitation of surface water as it passes through pumps and over weirs. 5. The average seasonal TP value in tile drains beneath farm fields is approximately 0.34 mg L"1 . While average total P values in subsurface tile drains were not different from those found at the D pump and the LKNWR outlet, the range in values was great (0.1 to 0.8 mg L1). Similarly, high NO3 -N values were observed at times in tile drains. Very high values in tile drains lead to the inference that some fertilizer N and P is lost in drainage water, combined with nutrients derived from decaying soil organic matter. The amount estimated as lost is much less than the amount of surplus fertilizer P applied and the amount of P surmised to be mineralized from decaying soil organic matter. P from fertilizer and decaying organic matter appears to be accumulating in soils and lake sediments in the region. 6. Ammonia N concentrations are at or below the limit of detection in subsurface agricultural tile lines and one to two orders of magnitude below the values observed in surface soils. Un ionized ammonia increases with temperature. Values above 0.25 mg L1 were observed in late summer at several locations. 7. Some leaching of soluble salts and nutrients is unavoidable when crops are irrigated. P fertilizer is applied at rates higher than crop removal, while fertilizer n is applied at rates less than crop removal. Reduced fertilizer use can help bring P inputs and outputs into balance and may reduce further any avoidable losses of P. This objective should be the subject of an agronomic research program in the region. 8. Surface waters entering the TDD, the TLNWR, and the LKNWR are already enriched with N and P. It seems unlikely that reducing N and P losses from farming in the TID, if possible, would influence surface water quality sufficiently to make them significantly less eutrophic. For P, the hypothesized threshold concentration limiting algae growth in fresh waters is 5 to 25 times smaller than the values observed in waters entering the TID for irrigation use. The addition of 1. nutrients from agriculture probably does not influence significantly surface water quality in the region. Wetland sediments, large amounts of organic matter in soils, and water introduced for irrigation contain essentially unlimited amounts of nutrients for aquatic plant growth. It is not clear how this circumstance could be changed under any reasonable time frame, if ever. 9. Using a TMDL approach may not result in reduced amounts of nutrients returned to the Klamath River because wetlands and farming practices in the southern portion of the Klamath Project result in the net removal of nutrients from the waters diverted for irrigation on a yearly basis, compared to allowing the same amount of water simply to flow down the river unused. Because of large errors of estimation for the amounts of water transferred, combined with smaller errors associated with estimating nutrient concentrations in water samples, and with year to year climate variation, TMDLs may not be an effective or efficient means of reducing nutrients in return flows to the Klamath River. Rational confidence limits for TMDLs may have to be too broad to be effective. Recycling of some drainage water for irrigation would reduce the amount of nutrients returned to the river more effectively than implementing a TMDL program. Because of large errors of estimation for the amounts of water transferred, combined with smaller errors associated with estimating nutrient concentrations in water samples, and with year to year climate variation, TMDLs may not be an effective or efficient means of reducing nutrients in return flows to the Klamath River. Rational confidence limits for TMDLs may have to be too broad to be effective. Recycling of some drainage water for irrigation would reduce the amount of nutrients returned to the river more effectively than implementing a TMDL program. Close

Data sources such as aerial photographs, maps, and other historical information are used to create Geographic Information System (GIS) maps and models of the area. Due to time constraints, the final maps and models are not complete at this time. However, the completed models were synthesized with observational data to come to preliminary conclusions. While the ditches of Shovel Creek Pasture have undergone little to no change at all since 1955, ranchers have added ditches to Faye Pasture. Ranch workers have also increased the amount of agricultural land use cover and decreased in tree cover of Faye Pasture. Conversely, ranchers increased the tree cover and non-agricultural land cover, and they have decreased the agricultural cover. The GIS coverages of Shovel Pasture remain in the preliminary stage, and further analyses of the calculated areas of land use cover and ditch lengths are needed to complete this study. In partnership with PacifiCorp and the BLM, this project aims to provide information about the impacts of the current and historical irrigation systems used on the pastures and riparian zones within this reach of the Klamath River Canyon from 1955 to 2003. A significant exception was apparent in Ball Bay, where SOD in the late summer was greater than 10.2 g/m2/day. In the absence of primary production, an SOD of this magnitude could deplete the water column of oxygen in a few days. This measurement provided evidence that localized areas of very high SOD occur episodically in the bays, perhaps associated with large algal mats being trapped by the lake circulation patterns. Stewart, and Jennifer Vaughn Abstract In 2007, the U.S. Geological Survey, Watercourse Engineering, and Bureau of Reclamation began a project to construct and calibrate a water quality and hydrodynamic model of the 21-mile reach of the Klamath River from Link River Dam to Keno Dam. To provide a basis for this work, data collection and experimental work were planned for 2007 and 2008. This report documents sampling and analytical methods and presents data from the first year of work. To determine water velocities and discharge, a series of cross-sectional acoustic Doppler current profiler (ADCP) measurements were made on the mainstem and four canals on May 30 and September 19, 2007. Water quality was sampled weekly at five mainstem sites and five tributaries from early April through early November, 2007. Constituents reported here include field parameters (water temperature, pH, dissolved oxygen concentration, specific conductance); total nitrogen and phosphorus; particulate carbon and nitrogen; filtered orthophosphate, nitrite, nitrite plus nitrate, ammonia, organic carbon, iron, silica, and alkalinity; specific UV absorbance at 254 nm; phytoplankton and zooplankton enumeration and species identification; and bacterial abundance and morphological subgroups. The ADCP measurements conducted in good weather conditions in May showed that four major canals accounted for most changes in discharge along the mainstem on that day. Direction of velocity at measured locations was fairly homogeneous across the channel, while velocities were generally lowest near the bottom, and highest near surface, ranging from 0.0 to 0.8 ft/s. Measurements in September, made in windy conditions, raised questions about the effect of wind on flow. Most nutrient and carbon concentrations were lowest in spring, increased and remained elevated in summer, and decreased in fall. Dissolved nitrite plus nitrate and nitrite had a different seasonal cycle and were below detection or at low concentration in summer. Many nutrient and carbon concentrations were similar at the top and bottom of the water column, though ammonia and particulate carbon showed more variability in summer. Averaged over the season, particulate carbon and particulate nitrogen decreased in the downstream direction, while ammonia and orthophosphate concentrations increased in the downstream direction. At most sites, bacteria, phytoplankton, and zooplankton populations reached their maximums in summer. Large bacterial cells made up most of the bacteria biovolume, though cocci were the most numerous bacteria type. The cocci were smaller than the filter pore sizes used to separate dissolved from particulate matter in this study. Phytoplankton biovolumes were dominated by the blue-green alga Aphanizomenonflos aquae most of the sampling season, though a spring diatom bloom occurred. The area investigated includes the Klamath River Basin above Keno, Oregon, primarily in Klamath County, with some areas of Siskiyou and Modoc Counties in California. The study area includes the Sprague, Williamson, and Wood River basins, as well as Upper Klamath and Lower Klamath Lakes. Objectives The current purpose of this study is to provide an estimate of the monthly natural flows in the upper Klamath River at Keno. This estimate of the natural flow represents typical flow without agricultural development in the Upper Klamath River Basin, including its tributaries. Study Approach This study used a water budget approach to assess the agricultural depletions and alterations to the natural flow. The approach was to evaluate the changes of agriculture from predevelopment conditions, estimate the effects of these changes, and restore the water budget to natural conditions by reversing the effects of agricultural development. Records used in this empirical assessment were derived from both stream gaging flow histories and from climatological records for stations within and adjacent to the study area. Water Budget Description The water budget assessment of the watershed as a natural system includes an evaluation of hydrological changes related to agricultural development above the Keno gage. The water budget assessment includes: ? Natural inflow from the Sprague, Williamson, and Wood Rivers to Upper Klamath Lake ? Predevelopment evapotranspiration losses from marshes surrounding Upper Klamath Lake ? Predevelopment evaporation losses of the Upper Klamath Lake ? Natural flow at the outlet of Upper Klamath Lake into the Link River at Klamath Falls ? Resulting natural flow at Keno The processes developed in the water budget to evaluate the natural outflow of Upper Klamath Lake accounts for factors related to water resources developments XI Natural Flow of the Upper Klamath River in the watershed that have affected inflow to the lake, and for losses due to natural condition of the lake. The water budget assessment of the watershed as a natural system includes an evaluation of hydrological changes related to agricultural development above the Keno gage. The results of the water budget assessment are given as average annual flows for two important stream gages, one located on the Link River at Klamath Falls and the other on the Klamath River at Keno. Evaluation of Predevelopment Conditions An evaluation of predevelopment conditions included an evaluation of changes to Upper Klamath Lake, agricultural developments in the Wood River, Sprague River, and Williamson River watersheds. Several basic elements were considered in this study: ? How had development changed the system ? Was information available about conditions before the changes occurred ? Were data available to assist in estimating changes to the natural system Evaluation of Current Conditions Period of Record The period of record considered in this investigation is the 52 years from 1949 to 2000. This period of record was chosen because hydrologic and climatological data were limited for the pre-1949 period and data beyond 2000 were not available when the study began. The water year convention (October through September) is used in this report. Crop and Marshland Evapotranspiration Analysis The modified Blaney-Criddle method was used to determine potential net evapotranspiration (ET) from crops, marshlands, and riparian zones. The method is empirical and the calculated values were adjusted based on other recent study findings and water limiting considerations. To estimate net ET water consumption by this method requires the following data: ? Location of irrigated lands, marshlands, and riparian zones ? Types of crops and number of acres for each crop ? Types and acreages of marshland and riparian vegetation, both existing and predevelopment ? Monthly precipitation and monthly average temperature for the period of record for each area Methods to Estimate Natural Flows Natural streamflow development included adjustment of gaged streamflow to natural flow, restoration of missing streamflow and climate data, making natural streamflow estimates in ungaged watersheds, assessing groundwater XII Executive Summary contributions, and estimating transit losses. Not all of these procedures were appropriate or possible in all subbasins of the study area. Records of historic flow may be adjusted to natural flow using crop net consumptive use and marshland evapotranspiration: natural flow = gaged flow + crop net consumptive use - reclaimed natural marshland net evapotranspiration Correlation analysis was used to restore missing values from monthly-value data records used in this study. The method is different from linear least-squares regression estimation. Data records used in this study include precipitation and average temperature histories, in addition to hydrologic records of streamflow and lake stage. Also, natural streamflow histories are required in ungaged watersheds to assess the natural inflow to Upper Klamath Lake. Sparse monthly flow records for streams heading on the east flank of the Cascades and flowing into the Wood River Valley or Pelican Bay area of Upper Klamath Lake required estimation techniques that used gaged histories from nearby river basins. These data were evaluated in statistical applications to yield natural flow estimates for these ungaged portions of the Klamath Basin. In a similar vein, groundwater contributions required temporal adjustments attributable to the climate signature evident in longer term records for similar groundwater discharges in neighboring watersheds. Transit losses for both surface water and groundwater contributions were also estimated in this study. Natural Lake Simulations Implementation of a water budget for Upper Klamath Lake required developing information about (1) the storage and inundation surface area characteristics of the lake, and (2) the discharge characteristics at the outflow point of the lake. These characteristics were evaluated in relation to the elevation, or stage, of the water surface of the lake. Additionally, discharge from the lake was also related to the stage. Estimating the outflow of a natural lake is accomplished using a water budget approach. A monthly summation of all elements in the water budget may be stated by the general form of the hydrologic equation: i = o + As where i = inflow to the lake o = outflow from the lake and As = change in storage of the lake XIII Natural Flow of the Upper Klamath River For Upper Klamath Lake, the month-to-month water budget accounts for natural inflow, storage of water within each lake, resulting estimated lake stage, and discharge from each lake. In addition, open water surface evaporation and groundwater discharge to the lake from the regional aquifer were estimated. The water budget assessment was designed to simulate the lake as a natural water body. Materials and Data Researched and Used Data Sources Records used in this analysis were derived from both stream gaging flow histories and from climatological records for stations within and adjacent to the study area. Information was also developed from published reports, file documents, and maps. Supporting information included documents from: ? Archives of the Bureau of Reclamation Klamath Basin Area Office ? Numerous U.S. Geological Survey (USGS) Water Supply Papers regarding stream gaging records ? Compact disk databases containing digital records of gaged flow, lake stage records, and meteorological data Anecdotal items from newspaper articles or clipped from magazines were also reviewed. These sources consisted of narratives of past events or conditions, transcripts of interviews, newspaper accounts, books, diaries, and historical journals. These provided an impression of predevelopment conditions that can be compared to the empirical and scientific information gleaned from other sources. Other reviewed materials included unpublished and out-of-print scientific reports, historical maps, letters, books, journals, and photographs. Modeling Tools Results of the water budget assessment were accomplished using Excel?, a sophisticated spreadsheet available in the Microsoft Office for Windows software package. This model was chosen over other models because this study is unique. The computational modules built as the study developed represent a custom application of Excel? to the solution of estimating the natural flow conditions in the Upper Klamath River Basin. Klamath River at Keno Gaging Station For the simulation period, 1949 to 2000, the water balance for the Upper Klamath River Basin at Keno is described below. The natural outflow (discharge) from Upper Klamath Lake at Link River was computed in the water balance. Discharge at Keno was then calculated using a correlation relationship developed between historic measured Link River and Keno flows. Table S-l presents the estimated water balance and outflow developed for the Link River and Keno gages. XIV Executive Summary Table S-1. Other watershed factors have changed since predevelopment. Some of these factors were considered, but are unaccounted-for in the assessment, such as changes in forest conditions or an extension of the flow histories before 1949. Model Review and Sensitivity Analysis Although this study uses best available hydrologic methods and data to either measure or estimate all inflows and outflows to the system, additional concerns have arisen in completing the work. Relationships regarding the significance of uncertainty are likely to be spatially and temporally variable. The key factor is the relative importance of each module in the transit losses suffered by inflows to the natural system. The significance of these influences to model sensitivity is related to time of year or length of time over which flows are evaluated. Model sensitivity is related to uncertainty in data regarding the most significant transit losses; namely, marsh evapotranspiration and open water evaporation. Klamath Basin Area Office Year: 2005, 2008 Executive Summary Executive Summary This report presents details of the investigation and results in estimating the natural flow of the upper Klamath River at Keno, Oregon. The area investigated includes the Klamath River Basin above Keno, Oregon, primarily in Klamath County, with some areas of Siskiyou and Modoc Counties in California. The study area includes the Sprague, Williamson, and Wood River basins, as well as Upper Klamath and Lower Klamath Lakes. Objectives The current purpose of this study is to provide an estimate of the monthly natural flows in the upper Klamath River at Keno. This estimate of the natural flow represents typical flow without agricultural development in the Upper Klamath River Basin, including its tributaries. Study Approach This study used a water budget approach to assess the agricultural depletions and alterations to the natural flow. The approach was to evaluate the changes of agriculture from predevelopment conditions, estimate the effects of these changes, and restore the water budget to natural conditions by reversing the effects of agricultural development. Records used in this empirical assessment were derived from both stream gaging flow histories and from climatological records for stations within and adjacent to the study area. Water Budget Description The water budget assessment of the watershed as a natural system includes an evaluation of hydrological changes related to agricultural development above the Keno gage. The water budget assessment includes: ? Natural inflow from the Sprague, Williamson, and Wood Rivers to Upper Klamath Lake ? Predevelopment evapotranspiration losses from marshes surrounding Upper Klamath Lake ? Predevelopment evaporation losses of the Upper Klamath Lake ? Natural flow at the outlet of Upper Klamath Lake into the Link River at Klamath Falls ? Resulting natural flow at Keno The processes developed in the water budget to evaluate the natural outflow of Upper Klamath Lake accounts for factors related to water resources developments XI Natural Flow of the Upper Klamath River in the watershed that have affected inflow to the lake, and for losses due to natural condition of the lake. The water budget assessment of the watershed as a natural system includes an evaluation of hydrological changes related to agricultural development above the Keno gage. The results of the water budget assessment are given as average annual flows for two important stream gages, one located on the Link River at Klamath Falls and the other on the Klamath River at Keno. Evaluation of Predevelopment Conditions An evaluation of predevelopment conditions included an evaluation of changes to Upper Klamath Lake, agricultural developments in the Wood River, Sprague River, and Williamson River watersheds. Several basic elements were considered in this study: ? How had development changed the system ? Was information available about conditions before the changes occurred ? Were data available to assist in estimating changes to the natural system Evaluation of Current Conditions Period of Record The period of record considered in this investigation is the 52 years from 1949 to 2000. This period of record was chosen because hydrologic and climatological data were limited for the pre-1949 period and data beyond 2000 were not available when the study began. The water year convention (October through September) is used in this report. Crop and Marshland Evapotranspiration Analysis The modified Blaney-Criddle method was used to determine potential net evapotranspiration (ET) from crops, marshlands, and riparian zones. The method is empirical and the calculated values were adjusted based on other recent study findings and water limiting considerations. To estimate net ET water consumption by this method requires the following data: ? Location of irrigated lands, marshlands, and riparian zones ? Types of crops and number of acres for each crop ? Types and acreages of marshland and riparian vegetation, both existing and predevelopment ? Monthly precipitation and monthly average temperature for the period of record for each area Methods to Estimate Natural Flows Natural streamflow development included adjustment of gaged streamflow to natural flow, restoration of missing streamflow and climate data, making natural streamflow estimates in ungaged watersheds, assessing groundwater XII Executive Summary contributions, and estimating transit losses. Not all of these procedures were appropriate or possible in all subbasins of the study area. Records of historic flow may be adjusted to natural flow using crop net consumptive use and marshland evapotranspiration: natural flow = gaged flow + crop net consumptive use - reclaimed natural marshland net evapotranspiration Correlation analysis was used to restore missing values from monthly-value data records used in this study. The method is different from linear least-squares regression estimation. Data records used in this study include precipitation and average temperature histories, in addition to hydrologic records of streamflow and lake stage. Also, natural streamflow histories are required in ungaged watersheds to assess the natural inflow to Upper Klamath Lake. Sparse monthly flow records for streams heading on the east flank of the Cascades and flowing into the Wood River Valley or Pelican Bay area of Upper Klamath Lake required estimation techniques that used gaged histories from nearby river basins. These data were evaluated in statistical applications to yield natural flow estimates for these ungaged portions of the Klamath Basin. In a similar vein, groundwater contributions required temporal adjustments attributable to the climate signature evident in longer term records for similar groundwater discharges in neighboring watersheds. Transit losses for both surface water and groundwater contributions were also estimated in this study. Natural Lake Simulations Implementation of a water budget for Upper Klamath Lake required developing information about (1) the storage and inundation surface area characteristics of the lake, and (2) the discharge characteristics at the outflow point of the lake. These characteristics were evaluated in relation to the elevation, or stage, of the water surface of the lake. Additionally, discharge from the lake was also related to the stage. Estimating the outflow of a natural lake is accomplished using a water budget approach. A monthly summation of all elements in the water budget may be stated by the general form of the hydrologic equation: i = o + As where i = inflow to the lake o = outflow from the lake and As = change in storage of the lake XIII Natural Flow of the Upper Klamath River For Upper Klamath Lake, the month-to-month water budget accounts for natural inflow, storage of water within each lake, resulting estimated lake stage, and discharge from each lake. In addition, open water surface evaporation and groundwater discharge to the lake from the regional aquifer were estimated. The water budget assessment was designed to simulate the lake as a natural water body. Materials and Data Researched and Used Data Sources Records used in this analysis were derived from both stream gaging flow histories and from climatological records for stations within and adjacent to the study area. Information was also developed from published reports, file documents, and maps. Supporting information included documents from: ? Archives of the Bureau of Reclamation Klamath Basin Area Office ? Numerous U.S. Geological Survey (USGS) Water Supply Papers regarding stream gaging records ? Compact disk databases containing digital records of gaged flow, lake stage records, and meteorological data Anecdotal items from newspaper articles or clipped from magazines were also reviewed. These sources consisted of narratives of past events or conditions, transcripts of interviews, newspaper accounts, books, diaries, and historical journals. These provided an impression of predevelopment conditions that can be compared to the empirical and scientific information gleaned from other sources. Other reviewed materials included unpublished and out-of-print scientific reports, historical maps, letters, books, journals, and photographs. Modeling Tools Results of the water budget assessment were accomplished using Excel?, a sophisticated spreadsheet available in the Microsoft Office for Windows software package. This model was chosen over other models because this study is unique. The computational modules built as the study developed represent a custom application of Excel? to the solution of estimating the natural flow conditions in the Upper Klamath River Basin. Klamath River at Keno Gaging Station For the simulation period, 1949 to 2000, the water balance for the Upper Klamath River Basin at Keno is described below. The natural outflow (discharge) from Upper Klamath Lake at Link River was computed in the water balance. Discharge at Keno was then calculated using a correlation relationship developed between historic measured Link River and Keno flows. Table S-l presents the estimated water balance and outflow developed for the Link River and Keno gages. XIV Executive Summary Table S-1. Some of these factors were considered, but are unaccounted-for in the assessment, such as changes in forest conditions or an extension of the flow histories before 1949. Model Review and Sensitivity Analysis Although this study uses best available hydrologic methods and data to either measure or estimate all inflows and outflows to the system, additional concerns have arisen in completing the work. Relationships regarding the significance of uncertainty are likely to be spatially and temporally variable. The key factor is the relative importance of each module in the transit losses suffered by inflows to the natural system. The significance of these influences to model sensitivity is related to time of year or length of time over which flows are evaluated. Model sensitivity is related to uncertainty in data regarding the most significant transit losses; namely, marsh evapotranspiration and open water evaporation. There are areas within the Assessment area that have higher diversity than others. Aquatic systems are now more fragmented and isolated than historically and the introduction of non-native fish species has complicated current status of native fishes. Core habitat and population centers do remain as building blocks for restoration. Social and economic conditions within the Assessment area vary considerably, depending to a great extent on population, diversity of employment opportunities, and changing demographics. Those counties with the higher population densities and greater diversity of employment opportunities are generally more resilient to economic downturns.
