These surveys were commissioned by the Midcoast Watershed Council, using funds granted by GWEB. The intent of these surveys was to begin to develop a base line for monitoring trends in the distribution and abundance of juvenile Coho, Steelhead and Cutthroat in Midcoast watersheds. Adult Coho escapement for many of these basins has hovered near all time low levels for multiple brood cycles. These surveys intend to identify the core areas within these basins that, at low spawner densities, provide suitable spawning habitats. They also intend to identify areas important for juvenile salmonid rearing such that restoration activities can focus on recovering reaches that adult salmonids are returning to. This stream is a 4th order contributor to Rock Creek, which joins the Siletz River near Logsden, Oregon. The stream has been prioritized for restoration by the Midcoast Watershed Council because it appears to provide the best remaining spawning and rearing potential within the Rock Cr. basin.   Citation × Citation Citation Abstract Copy Title: Clear and Foster Creek Watershed Assessment Abstract -- A watershed assessment was completed in the Clear and Foster Creek watersheds to evaluate existing conditions and make recommendations to protect or enhance watershed natural resources. Clear and Foster Creek are tributaries to the Clackamas River below any major dams on the system; consequently these tributaries are positioned favorably to contribute to recovery of important anadromous fish populations. Anadromous fish species in the Clackamas basin include spring and fall chinook, coho salmon, winter steelhead, summer steelhead (non-native), migratory cutthroat trout and lamprey. Clear and Foster Creeks are utilized by fall chinook, winter steelhead and coho salmon. The assessment generally followed the framework described in the Oregon Watershed Enhancement Board’s Watershed Assessment Manual (WPN, 1999). The assessment focused on the following components: Channel habitat classification and modification; hydrology and water use; riparian/wetlands; sediment sources; water quality; fisheries; and wildlife and upland vegetation. Generally the approach builds on existing information, and enhances this information with aerial photo interpretation and limited field checking. Additional fieldwork was used to verify channel habitat types and to characterize fish habitat condition. GIS was used as a critical assessment tool and method of displaying results. Concomitant with this listing, any actions taken or funded by a federal agency must be evaluated to assess whether these actions are likely to jeopardize the continued existence of threatened and endangered species, or result in the destruction or impairment of critical habitat. Several fish hatcheries operate within the ESU and may impact wild populations of listed species. Although all of the artificial propagation programs that potentially affect listed salmonids in the Upper Willamette River ESUs are operated by the Oregon Department of Fish and Wildlife(ODFW), 90% of the funding for these operations comes from the U.S. Army Corps of Engineers (COE). Possible risks of artificial propagation programs have been well documented. Hazards include disease transfer, competition for food and spawning sites, increased predation,increased incidental mortality from harvest, loss of genetic variability, genetic drift, and domestication (Steward and Bjornn 1990; Hard et al. 1992; Cuenco et al. 1993; Busack and Currens 1995; NRC 1996; and Waples 1999). Hatcheries can also play a positive role for wild salmonids by bolstering populations, especially those on the verge of extirpation, providing a genetic reserve in the case of extirpation, and providing opportunities for nutrient enrichment of streams (Steward and Bjornn 1990; Cuenco et al. 1993). The objective of this project is to evaluate the potential effects of hatchery programs on naturally spawning populations of spring chinook and winter steelhead within the Upper Willamette River ESU. The project employs four types of activities to achieve this goal: sampling of returns to hatcheries, creels to assess fisheries, monitoring of adult and juvenile migration through the use of traps and video observations, and monitoring natural production through spawning ground surveys.
