Concomitant with this listing, any actions taken or funded by a federal agency must be evaluated to assess whether these actions are likely to jeopardize the continued existence of threatened and endangered species, or result in the destruction or impairment of critical habitat. Several fish hatcheries operate within the ESU and may impact wild populations of listed species. Although all of the artificial propagation programs that potentially affect listed salmonids in the Upper Willamette River ESUs are operated by the Oregon Department of Fish and Wildlife(ODFW), 90% of the funding for these operations comes from the U.S. Army Corps of Engineers (COE). Possible risks of artificial propagation programs have been well documented. Hazards include disease transfer, competition for food and spawning sites, increased predation,increased incidental mortality from harvest, loss of genetic variability, genetic drift, and domestication (Steward and Bjornn 1990; Hard et al. 1992; Cuenco et al. 1993; Busack and Currens 1995; NRC 1996; and Waples 1999). Hatcheries can also play a positive role for wild salmonids by bolstering populations, especially those on the verge of extirpation, providing a genetic reserve in the case of extirpation, and providing opportunities for nutrient enrichment of streams (Steward and Bjornn 1990; Cuenco et al. 1993). The objective of this project is to evaluate the potential effects of hatchery programs on naturally spawning populations of spring chinook and winter steelhead within the Upper Willamette River ESU. The project employs four types of activities to achieve this goal: sampling of returns to hatcheries, creels to assess fisheries, monitoring of adult and juvenile migration through the use of traps and video observations, and monitoring natural production through spawning ground surveys. Without the large wood, spawning gravels have washed away leaving a mostly bedrock substrate. The down-cut stream is no longer connected to its former floodplain and fish have little refuge during high flows. Additionally, aquatic insect life, the basic food source for young salmonids, is limited without the diverse habitats formed by complexes of wood and gravel. Goals associated with this restoration proposal include: • Address limitation to anadromous fish production in Indian Creek tributaries o Enhance spawning, rearing, and overwintering habitat for anadromous and resident fish species o Restore storage capacity (water, substrates, and detritus) of the selected streams to levels more closely expected with unaltered systems in the Coast Range. • Establish a connection between past small scale restoration efforts • Maintain a network of organizations, stakeholders, and individuals who will participate in watershed restoration efforts. Widened channel floodplain from newly derived gravel, side channel formation / channel alteration (with more sinuosity), and additional scour pools were observed throughout the structure sites we monitored since the project implementation from high water events. Especially, the amount of gravel that was delivered to the project reaches and the degree to which they were sorted in large concentration directly adjacent to the helicopter structures was far more prominent than what we have observed in previous years from other helicopter projects. Additionally, aquatic insect life, the basic food source for young salmonids, is limited without the diverse habitats formed by complexes of wood and gravel. Goals associated with this restoration proposal include: • Address limitation to anadromous fish production in Indian Creek tributaries o Enhance spawning, rearing, and overwintering habitat for anadromous and resident fish species o Restore storage capacity (water, substrates, and detritus) of the selected streams to levels more closely expected with unaltered systems in the Coast Range. • Establish a connection between past small scale restoration efforts • Maintain a network of organizations, stakeholders, and individuals who will participate in watershed restoration efforts. Widened channel floodplain from newly derived gravel, side channel formation / channel alteration (with more sinuosity), and additional scour pools were observed throughout the structure sites we monitored since the project implementation from high water events. Especially, the amount of gravel that was delivered to the project reaches and the degree to which they were sorted in large concentration directly adjacent to the helicopter structures was far more prominent than what we have observed in previous years from other helicopter projects. Electrofishing and beach seine sampling occurred on two consecutive days in each of five sampling periods. While only a small number of salmonids were observed in the Winchester Creek study area, all of the salmonids observed in the tidal tributaries were found in the Dalton treatment reach which has been enhanced with the placement of large wood debris. No salmonids were observed in the Tom’s Creek control reach. All of the coho sampled in Dalton Creek were found under an old wood weir structure, not associated with the placed LWD. Most of the human population in the subbasin is concentrated around the community centers of La Pine, Gilchrist, Crescent, and Crescent Lake. There is significant dispersed development along the lower reaches of the Little Deschutes River between the communities of Sunriver and La Pine -an area characterized by gentle topography and depressions with forested wetlands, marshes and shallow lakes. Streams in this area, as illustrated by the Little Deschutes River , are low gradient and originate in the high elevation areas in the southwest portion of the watershed where there is higher precipitation. This ownership pattern has significant implications for natural resource management, as lower gradient floodplain areas tend to provide important wetland, fish, and wildlife habitat. Key Findings Fuel Loading: Having homes safe from wildfires is a concern for many residents. Fire suppression has increased the amount of dry wood in the area, creating a ready source for major wildfires. Riparian Areas and Wetlands: Loss of wetland and riparian areas , especially in the lower areas along the Little Deschutes River , has affected a number of resources. Water quality has been affected by the reduced wetlands that act as filters of nitrogen; the loss of streamside trees and other vegetation reduces shade that helps to cool water temperatures. Finally, loss ofwetlands and riparian vegetation has reduced important fish and wildlife habitats. Wildlife: The growth and development have altered wildlife habitats. Loss of wetlands, streamside vegetation, and other changes in the watershed have reduced important wildlife habitat.
