The area studied lies along Interstate 5 about ten miles north of the Oregon-California border as shown on Map 1. This project, one of many being completed across Oregon with funding from the Oregon Watershed Enhancement Board (OWEB), followed the components and methods outlined in OWEB’s Watershed Assessment Manual (July, 1999) supplemented by a later draft chapter to address Urban Issues. The process identifies voluntary individual and community Action Plans and fish-friendly practices that address priority local issues. The focus of this assessment is to document current and historic conditions; identify social and physical processes within the watershed that affect fish and riparian habitat, water quantity and quality; and current and potential hazards to the urban and rural residential environment. Soil conservation, erosion prevention, and flood protection are important factors in these issues. Most emphasis is on aquatic, hydrologic, and riparian systems. This watershed assessment builds on regional restoration priorities identified previously and provides a framework for the Bear Creek Watershed Council (BCWC) to better identify and prioritize issues affecting this watershed. Recommendations from this assessment help plan, propose and implement watershed restoration and improvement activities. This non-linear combination of distributaries and an alluvial fan of spring fed creeks is treated by various state agencies and the local community as either a water conveyance network or natural stream, depending on the location being considered, or the time of year. This conundrum needs to be described and evaluated so that a coordinated approach can be developed and implemented to improve these unusual streams and the farms, fish, and wildlife that depend on them. This assessment consolidates information on the Little Walla Walla River and springs area with regards to historic and current flows, water use, land use, fish presence, habitat conditions, fish passage barriers, and water quality. This can then be utilized in developing a plan that aim to improve and preserve the environmental and economic health of this stream network, and to better define management and enhancement options. An Initial Action Plan of Goals and Actions is put forward as a discussion framework. Some of these actions are just conceptual, others are ongoing, but can be expanded to a greater scale. A post-restoration evaluation report was completed February 2012 and is located in OWEB's files. When the reservoir was built in 1922 it engulfed a large meadow and forest area, leaving behind large areas of snags and fallen timber providing habitat for fish and insects. Bull trout, mountain whitefish, and redband trout were native to the reservoir when it was created, but bull trout were extirpated by 1955 due to stocking of non-native fish, loss of spawning habitat and fish passage, and selective management. The reservoir was soon well known for large numbers of large rainbows and was one of the state’s most popular fisheries through the 1970’s, however the Crane Prairie food web was increasing in complexity. The Department introduced coho (Oncorhynchus kisutch), kokanee, and brook trout (Salvelinus fontinalis) as sport fish after 1950. Largemouth bass were then illegally introduced to the reservoir in the early 1980's. Black crappie (Pomoxis nigromaculatis), bluegill (Lepomis macrochirus), brown bullhead (Ameirus,nebulosus), stickleback (Gasterosteus aculeatus), and tui chub (Gila bicolor) were illegally introduced after the bass. All of the introduced species other than coho continue to reproduce naturally in the reservoir. The Department sets gill nets on annual basis to monitor managed fish populations. A minimal sampling intensity was based on previously encountered levels of between site variance in abundance estimates for the species. The population estimate for age 1+ redband trout was 948,852 fish (+/– 21%), with confidence limits ranging from 26% to 43% of individual subbasin estimates. Age 1+ fish abundance in terms of density (fish m-2) showed no significant differences between any subbasin, while there were significant differences in biomass (g m-2), where one subbasin had significantly higher (Catlow Valley) biomasses, and one significantly lower (Goose Lake). These comparisons were supported by like differences in mean weight (g fish-2). Analysis of stream habitat characteristics and fish abundance revealed no relationship, or model, that was generally consistent throughout the Great Basin, though interpretable patterns were evident within some stream systems where sampling intensity happened to be sufficiently high. Upstream catchment area and gradient were the two major factors driving the overall patterns of habitat variables. Secondarily, land ownership and geology were other factors correlated with the habitat variables analyzed. The private non-industrial land ownership type was characterized by slightly higher fine sediment levels, lower wood volumes and number of key wood pieces, lower densities of deep pools, and lower levels of stream shading. State and industrial forest lands show moderate wood levels in the stream channel, although they show low levels of conifers in riparian zones. The sedimentary geologic type was characterized by higher levels of fine sediments in riffle units. Twelve, high quality, unconstrained stream reaches occurred in the 1998 and 1999 habitat sample on Industrial forest lands. In 2002, the Necanicum Watershed Council completed an assessment for the Necanicum River watershed, but with major knowledge gaps for the Neacoxie watershed, which includes the Neacoxie Creek corridor and the Clatsop Plains. In order for the North Coast Land Conservancy (NCLC) and other land managers to develop stewardship priorities and to make informed decisions about land management actions in this region, additional information was required. Together with the Necanicum Watershed Council and the North Coast Watershed Association, NCLC secured funding to conduct habitat inventories of the Neacoxie watershed. The Neacoxie Watershed Assessment summarizes the results of terrestrial plant transects and aquatic plant surveys completed in the summer of 2011 on ten properties owned by the North Coast Land Conservancy (NCLC) in the Neacoxie Creek watershed (please refer to Appendices A & B). This information will assist the land trust in making science-based stewardship decisions on its properties, and can be used by other landowners to better understand changes occurring in plant communities in similar habitats on their properties as a result of human disturbance (e.g., land development, farming, grazing) and invasion by non-native plants. Topics included are preliminary analysis of existing data, GIS base map and baseline information, historical habitat conditions, channel habitat typing, fisheries resource and habitat assessment, channel modifications, sediment sources, riparian and wetland conditions, water quality, water use and hydrology, refugia, watershed condition, data gaps, significant legal and public issues, prioritized preservation and restoration, opportunities, and GIS metadata. Title: Scappoose Bay Watershed Assessment Abstract -- The Scappoose Bay Watershed Assessment focuses on habitat conditions for salmonids (salmon, steelhead and trout) in the watershed. The report follows the guidelines of the Oregon Watershed Enhancement Manual (WPN 1999). The Scappoose Bay Watershed Assessment presents the existing baseline information on watershed conditions (based on available reports and data) and oral history interviews. A Geographic Information System (GIS) was built to display, analyze and store much of the data. Habitat factors for the decline of salmonids are compared, and major protection and restoration opportunities are identified and prioritized. In an instream experiment, 20 enclosures were assigned one of three treatments: two bull trout, four bull trout, or a mix of two bull trout and two brook trout. In the enclosures, macroinvertebrate drift was restricted and trout densities were elevated, creating an environment of reduced food and habitat resources. Under these conditions, there was no indication of a niche shift by bull trout; feeding behavior and habitat use by bull trout did not differ depending on the presence or absence of brook trout. Brook trout in the mixed-species treatment were the most aggressive, maintained dominance in 75% of the enclosures, and exhibited significantly higher growth than sympatric bull trout. It was the smallest lamprey species in the world (maturing at less than 4 in), and at that time was known only from Miller Lake, where it was extinct. In 1992, a small lamprey caught in the Upper Williamson River was identified as a Miller Lake Lamprey, and subsequent investigations have identified six local populations of this lamprey in two small subdrainages of the Upper Klamath Basin. Management strategies to preserve this species include: conserving appropriate habitat conditions and availability within the natural range of the Miller Lake Lamprey, addressing potential impacts from stocking streams with hatchery fish, reducing entrainment, and establishing connectivity within and between local populations. A man-made barrier built in 1959 still exists on Miller Creek. Originally created to prevent the re-establishment of lamprey in Miller Lake after the chemical treatment, the barrier currently prevents natural dispersal of the Miller Creek population and re-colonization of both extensive habitat in upper Miller Creek and Miller Lake itself. Removal of the barrier, which is in disrepair but continues to exclude lamprey, is feasible and will eliminate the only man-made feature obstructing natural connectivity within the Miller Lake drainage, the species’ type locality.
