Southern Harney County and most of Malheur County are arid and only support juniper and sagebrush. Since this area is so dry there has been considerable effort during past years to establish reservoirs for irrigation storage. For this reason, over 90% of the lakes in these counties are man made reservoirs. Most of the lakes are natural depressions located in the Cascade Range and are within the boundary of National Forest lands or in some cases designated wilderness areas. Public access to these mountain lakes is generally adequate. Improved roads reach most of the larger lakes where campgrounds, boat ramps and other accommodations are usually maintained. The more remote pack lakes and wilderness lakes are reached by a network of foot trails. At these lakes, recreational developments are minimized or are withheld to preserve the aesthetic values enjoyed in these areas. Recommendations in this report are confined mainly to the improvement of facilities and access routes on existing water. In the high country, increased trail maintenance and sign posting would provide improved access. On the larger lakes where drawdown is significant, the development of low-water boat access is of prime consideration. Some of the smaller streams in the basin have exceptional fishing for smaller trout. Williamson River and Sprague River have unique fisheries for the Lost River sucker, known locally as mullet. The Lost River system and lower Sprague River provide good angling for warmwater fishes. Angler use is quite extensive throughout the basin. Native stocks are supplemented by hatchery-reared fish in many of the streams. In general, public access to the streams of the Klamath Basin is good, particularly in areas where the demand is greatest. A large amount of publicly owned land in combination with blocks of open land owned by private companies provide this access. However, there are a number of places in the basin which are privately owned and closed to the public. In these places, where a particularly valuable resource is under used, this plan recommends developments which will allow greater public use. Historically the Calapooia River marked the upper end of winter steelhead distribution in the Willamette Basin, and a spawning tributary for spring chinook. These are both DPS/ESU listed species, and little is known about their distribution and life history in the Calapooia River. A Rapid Bioassessment was completed in 2015 as well as winter steelhead redd survey in 2017 to try and establish baseline data including spawning gravel abundance/seeding availability, adult escapement, a foundation for long term trend analysis, as well as identify anchor habitats. The survey was also intended to inform ODFW with vital information regarding the possibility of jump-start seeding the Calapooia with Chinook, as well as guide the Calapooia WC’s restoration approach in this vital area. The 2017 return of Winter steelhead over the Willamette Falls (pinch point for all anadromy in the Willamette Valley) was the lowest on record, and the CWC and partners do not feel a proper baseline was established. The CWC proposes to complete 2 years of STW redd Surveys to create a baseline of adult escapement from 2 different cohorts, as well as collect summer water temperature data through the deployment of Hobo temperature loggers. This data can be used to create a reach wide restoration plan that will focus CWC restoration efforts in areas where they will be the most efficient and effective. Partners include ODFW, Weyerhaeuser, US Forest Service, Miners Association, and private residents. The Council solicits public comments on the proposed management options in preparation for adopting final management recommendations on Friday, April 10, in Portland, Oregon. Oral and written comments may be presented at public hearings at the times and locations displayed on the inside front cover of this report. Additional comment will be accepted at the April Council meeting in the Doubletree Hotel Columbia River, Portland, Oregon. Written comments received at the Council office by April 1, 1998, will be copied and distributed to all Council members (Council staff cannot assure distribution of comments received after April 1 ). The Council's final ocean salmon season recommendations will be based on the range of options presented in this report and guidance received through public comments. The Council's final management recommendations may vary in several respects from those in the proposed options.
