This study assessed and contrasted perceptions of three groups of Oregon State University Extension Service clientele (home food preservers, Master Gardener volunteers, commercial growers) and factors influencing these perceptions. The impact of the pesticide risk perceptions on purchasing decisions and pesticide application practices was assessed. Two questionnaires were developed: one for home food preservers/Master Gardener volunteers and one for commercial growers. One hundred twenty-seven questionnaires were completed by a convenience sample of home food preservers (85% adjusted return rate) and 155 questionnaires were completed by randomly selected Oregon State University Master Gardener volunteers (81% adjusted return rate). A shortened version of the questionnaire was completed by 124 participants at the annual meeting of Willamette Valley Processed Vegetable Growers. Home preservers were 84% female (mean age=49 ± 14 years), volunteers were 50% female/50% male (mean age=56 ±14 years), and commercial growers were 95% male (mean age=42 ± 11 years). Three different measures of pesticide risk perceptions were used to test six hypotheses: Respondents rated 1) "eating foods produced using pesticides" as high, low, or no risk, and agreed/disagreed (on Likert scales) whether 2) "chemical residues remaining on produce are a major health concern," and 3) "children are at a greater risk for illness from pesticides than adults." Produce selection decisions, pesticide application practices, life stages, gender, media awareness, and knowledge of agricultural production techniques and practices were also assessed to determine their relationship with risk perceptions. Perceptions of risk varied among the three groups. Fifty-five percent of preservers rated "eating foods produced using pesticides" as a "high" risk compared to 34% of volunteers and 2% of growers. Thirty-four percent of preservers strongly agreed that "chemical residues remaining on produce are a major health concern" compared to 25% of volunteers and 7% of growers. Forty-six percent of preservers strongly agreed that "children are at a greater risk of illness from pesticides than adults" compared to 42% of volunteers. Fifty-two percent of growers strongly/ somewhat agreed that children are at no greater risk. Gender was significantly associated with respondents' perceptions. Eighty-nine percent of preservers rating the risk of "eating food produced using pesticides" as "high" were female as were 65% of volunteers. Female volunteers moderately agreed that "chemical residues remaining on produce are a major health concern" compared to males who tended to neither agree nor disagree. The presence of children living in the home was significantly related to the volunteers' perceptions that chemicals are a major health concern and that children are at greater risk. Preservers and growers' results indicated there were no significant differences. Awareness of pesticide reports in the media was measured by recall of four media events. Media awareness was significantly associated with preservers' perceptions that eating foods produced with pesticides was "high" risk and that children are at a greater risk for illness because of pesticide residues. There was no media association for either volunteers or growers. Influence of risk perceptions on produce purchase decisions was measured with a series of questions about past, present, and future purchases. Results indicated that volunteers' pesticide risk perceptions were significantly related to more produce selection decisions than were home food preservers. The risk perception measure that "chemical residues remaining on produce are a major health concern" was most significantly associated with purchase decisions for both preservers and volunteers. For preservers and volunteers there were significant relationships between all three measures of pesticide risk perceptions and three of the twelve purchase decisions tested. Those who perceived a higher risk were 1) more willing to pay a higher price for certified residue free produce, 2) more concerned about pesticide residues when buying imported produce, and 3) intended to purchase produce grown without synthetic pesticides even if it costs more. Knowledge of agricultural practices was measured by a set of five questions. Mean scores ranged from 0.9 ± 0.9 for preservers to 1.6 ± 1.0 for volunteers out of a possible 5.0. Volunteers' with higher scores were significantly more likely to agree that chemicals are a major health concern and that children are at a greater risk of illness from pesticide residues. No significant associations were seen for preservers. Pesticide application practices were significantly related to pesticide risk perceptions. Preservers and volunteers who generally perceived the risks as "high" reported not using pesticides. Preservers reporting changes in application practices moderately agreed chemical residues are a major health concern while volunteers' reporting changes in application practices strongly agreed that children are at higher risk than adults. The main question is what economic activities make Oregon, and regions within Oregon grow? To find out where Oregon's economic strength and weaknesses lie, first we have to understand the income and employment contributions of different industries in Oregon. Second, decisions for improving Oregon's economic growth may be guided by investment in the production of goods for which Oregon is competitive relative to other goods in domestic and international regions. Third, we can investigate and hypothesize about reasons for strengths and weaknesses of Oregon's industries relative to other industries locally, nationally, and internationally. To provide a guideline for Oregon economic development, this study first classifies Oregon's economic activities into eight major economic sectors: agriculture, lumber and wood, high-tech, other manufacturing, non-financial private services, financial services, other private services, and government services. In 1995, it is estimated that these sectors generated about $72 billion in gross state product (GSP) for Oregon's economy, employed over 1.4 million people and provided total payroll of about $36.5 billion. Oregon's aggregate service sector, which includes both nongovernment private services and government services, generated about 76% of Oregon's gross state product (64% and 12% respectively), received about 76% of Oregon's payroll (58% and 18% respectively), and employed about 80% of Oregon's total employment (64% and 16% respectively). The wood sector contributed about 7% to Oregon's GSP, received 6% of Oregon's payroll, and employed about 5% of Oregon's employment. The agriculture sector generated about 7% of Oregon's GSP, received about 4% of Oregon's payroll, and accounted for about 5% of Oregon's employment. The high-tech industries contributed about 5% of Oregon's GSP, received 7% of Oregon's payroll, and employed about 4% of employment. Oregon exported about $ 9.43 billion in 1995. High-tech equipment exports were about 46% of Oregon's total exports. The agriculture sector accounted for 26%, of exports, the wood sector exported 15%, and other manufacturing products 13%. While Oregon's recent growth has accured mostly through aggregate service activities, the trade oriented sectors including agriculture, wood, and high-tech injected nearly nine and half billion dollars of foreign revenue into the state's economy in 1995. Second, this research utilizes state-level statistics along with "revealed comparative advantage" methodology and computes competitiveness indexes. These are calculated for individual industries in Oregon relative to the Pacific Northwest and the United States economies to illustrate the strengths and weaknesses of the Oregon economy. The comparison of Oregon's efficiency in the agricultural sector relative to the PNW and U.S. indicates that, in the last seven years, Oregon's comparative advantage in agricultural farm production (crops) has increased but its comparative advantage in food processing has been declining since 1992. In fact, in 1994 and 1995 Oregon exhibited a comparative disadvantage in food products relative to both the PNW and the United States economies. One hypothesis advanced in this study is that such decline may be due to the Oregon's higher labor costs relative to other states in the PNW and U.S. The possibility that Oregon pays higher wages to workers in food production relative to the PNW and U.S., combined with the notion that food production in Oregon is more labor-intensive relative to the PNW and U.S. may account for the fact that Oregon's comparative advantage in food processing has declined in recent years. With regard to the wood sector, Oregon has a comparative advantage in lumber and wood products relative to both the PNW and U.S. economies In the furniture and fixtures category Oregon holds a clear comparative advantage against the PNW region, however it has a distinct disadvantage compared to the United States economy. Body size explains much of the interspecific variation in the physiology, behavior, and morphology of birds, such as metabolic rate, diet selection, intake rate, gut size, and bill size. Based on mass-specific metabolic requirements and relative energetic costs of activities, being a certain body size has both advantages and disadvantages. In particular, avian herbivores such as geese possess a relatively simple digestive system, consume foods with low digestibility and poor nutrient content, and have increased energetic demands compared to other bird taxa; therefore, any effects of body size on foraging strategies should be readily apparent in this foraging guild. The influence of body size on the behavior and management of Canada Geese (Branta canadensis) and Cackling Geese (B. hutchinsii) as avian herbivores has not been well studied. My dissertation explores the role of body size in comparative foraging behavior, habitat selection, and winter conservation planning for two congeneric geese, the Dusky Canada Goose (B. c. occidentalis; hereafter Duskys) and the Cackling Goose (B. h. minima; hereafter Cacklers). These two taxa share the same over-winter foraging environment (grass seed fields) in the same restricted geographic area (the Willamette Valley) during winter. Duskys and Cacklers differ by more than a factor of two in body size and have different relative bill sizes and social organization. Because of smaller body size, Cacklers have greater relative energy demands and less fasting endurance compared to Duskys; however, Cacklers have comparatively low energetic costs for flight and transport. Duskys, however, have higher total energy requirements than Cacklers. Additionally, Cacklers form large, high-density flocks and have a total over-wintering population size in the study area of about 200,000. Duskys occur in relatively small family groups and have a total over-wintering population size of about 13,000. My study demonstrated that interspecific differences in body size between Cacklers and Duskys was associated with differences in foraging behavior, movements, and habitat selection. Cacklers foraged a greater percentage of time (30%) in all habitats and across the entire winter compared to Duskys. Cacklers had higher peck rates (up to 100 pecks min⁻¹ greater) than Duskys in all foraging habitats expect pasture. The pecking rate of Cacklers was greatest in fields of young grass (200 pecks min⁻¹), which may indicate that Cacklers had relatively high intake rates in this foraging habitat. Based on differences in foraging behavior among habitats, Cacklers may have the foraging strategy of energy intake maximizers, whereas the foraging strategy of Duskys is more towards time-energy expenditure minimizers, at least for part of the winter. Cacklers moved across the landscape very differently from Duskys, exhibiting less site fidelity and greater commuting distances to foraging areas. Cacklers showed a preference for young grass during all periods of the winter, reaffirming that Cacklers are specialized grazers on short green forage, whereas Duskys preferred young grass and pasture. Fields of young grass were the preferred foraging habitat of Cacklers, had less standing crop biomass, and may have enabled higher foraging efficiencies, which may have led to higher intake rates. The ability of the landscape to support wintering geese changed across the winter because total available plant biomass fluctuated with the rate of grass regrowth. The estimated carrying capacity of the landscape for geese decline by almost one-half during mid-winter (mid-December to mid-February) compared to early winter or late winter periods. Although Cacklers have lower individual energy requirements compared to Duskys, due to a much larger target population size, Cacklers required 89% more foraging habitat than Duskys. Forage requirements encountered a bottleneck during mid-winter, when grass regrowth rates were low and day length was short. Commensurate with this pattern of forage availability, goose body condition declined during the mid-winter period. To support Pacific Flyway target populations for geese, approximately 18,000 ha of total grazing habitat in young and mature grass is needed in the Willamette Valley to support a total over-wintering population composed of 340,000 geese belonging to four subspecies. The role of body size in influencing the foraging behavior and decisions of over-wintering geese has important implications for conservation planning of goose populations. Small-bodied Cacklers are selective in field choice, yet more likely to redistribute across the landscape. Disturbances (e.g., hunting, hazing, or predation) will have a disproportionate effect on the movements of smaller-bodied geese compared to larger geese. These characteristics of Cacklers will make conservation planning to retain geese on public land more difficult. Coordinated management with private landowners and farming practices that maximize preferred goose foraging habitat on public lands may attract geese to utilize protected areas and minimize conflicts with agriculture in the Willamette Valley. Availability of resources during critical periods in winter is an important factor affecting the distribution of geese, but may affect small and large bodied geese differently. Management could be targeted during these critical time periods. By considering the role of body size in the context of life history characteristics, foraging behavior and habitat selection, appropriate management strategies can be developed and implemented to reduce the effects of agricultural depredation by geese, while promoting the future conservation of wintering geese in the Willamette Valley. The influence of body size on the behavior and management of Canada Geese (Branta canadensis) and Cackling Geese (B. hutchinsii) as avian herbivores has not been well studied. My dissertation explores the role of body size in comparative foraging behavior, habitat selection, and winter conservation planning for two congeneric geese, the Dusky Canada Goose (B. c. occidentalis; hereafter Duskys) and the Cackling Goose (B. h. minima; hereafter Cacklers). These two taxa share the same over-winter foraging environment (grass seed fields) in the same restricted geographic area (the Willamette Valley) during winter. Duskys and Cacklers differ by more than a factor of two in body size and have different relative bill sizes and social organization. Because of smaller body size, Cacklers have greater relative energy demands and less fasting endurance compared to Duskys; however, Cacklers have comparatively low energetic costs for flight and transport. Duskys, however, have higher total energy requirements than Cacklers. Additionally, Cacklers form large, high-density flocks and have a total over-wintering population size in the study area of about 200,000. Duskys occur in relatively small family groups and have a total over-wintering population size of about 13,000. My study demonstrated that interspecific differences in body size between Cacklers and Duskys was associated with differences in foraging behavior, movements, and habitat selection. Cacklers foraged a greater percentage of time (30%) in all habitats and across the entire winter compared to Duskys. Cacklers had higher peck rates (up to 100 pecks min⁻¹ greater) than Duskys in all foraging habitats expect pasture. The pecking rate of Cacklers was greatest in fields of young grass (200 pecks min⁻¹), which may indicate that Cacklers had relatively high intake rates in this foraging habitat. Based on differences in foraging behavior among habitats, Cacklers may have the foraging strategy of energy intake maximizers, whereas the foraging strategy of Duskys is more towards time-energy expenditure minimizers, at least for part of the winter. Cacklers moved across the landscape very differently from Duskys, exhibiting less site fidelity and greater commuting distances to foraging areas. Cacklers showed a preference for young grass during all periods of the winter, reaffirming that Cacklers are specialized grazers on short green forage, whereas Duskys preferred young grass and pasture. Fields of young grass were the preferred foraging habitat of Cacklers, had less standing crop biomass, and may have enabled higher foraging efficiencies, which may have led to higher intake rates. The ability of the landscape to support wintering geese changed across the winter because total available plant biomass fluctuated with the rate of grass regrowth. The estimated carrying capacity of the landscape for geese decline by almost one-half during mid-winter (mid-December to mid-February) compared to early winter or late winter periods. Although Cacklers have lower individual energy requirements compared to Duskys, due to a much larger target population size, Cacklers required 89% more foraging habitat than Duskys. Forage requirements encountered a bottleneck during mid-winter, when grass regrowth rates were low and day length was short. Commensurate with this pattern of forage availability, goose body condition declined during the mid-winter period. To support Pacific Flyway target populations for geese, approximately 18,000 ha of total grazing habitat in young and mature grass is needed in the Willamette Valley to support a total over-wintering population composed of 340,000 geese belonging to four subspecies. The role of body size in influencing the foraging behavior and decisions of over-wintering geese has important implications for conservation planning of goose populations. Small-bodied Cacklers are selective in field choice, yet more likely to redistribute across the landscape. Disturbances (e.g., hunting, hazing, or predation) will have a disproportionate effect on the movements of smaller-bodied geese compared to larger geese. These characteristics of Cacklers will make conservation planning to retain geese on public land more difficult. Coordinated management with private landowners and farming practices that maximize preferred goose foraging habitat on public lands may attract geese to utilize protected areas and minimize conflicts with agriculture in the Willamette Valley. Availability of resources during critical periods in winter is an important factor affecting the distribution of geese, but may affect small and large bodied geese differently. Management could be targeted during these critical time periods. By considering the role of body size in the context of life history characteristics, foraging behavior and habitat selection, appropriate management strategies can be developed and implemented to reduce the effects of agricultural depredation by geese, while promoting the future conservation of wintering geese in the Willamette Valley. We analyze how well UGBs do in containing development using fine-scale GIS data on cities in Oregon. Earlier studies on UGBs yield mixed results, with some authors finding no effects of UGBs on housing market variables and urbanization rates and others finding significant effects. A challenge in measuring these effects is that the location of the UGB is unlikely to be an exogenous determinant of a land parcel's value for development. The panel structure of our dataset allows us to estimate the UGB's effect on the probability of development using a difference-in-difference estimator. This estimator controls for time-invariant unobservable variables and common temporal effects among parcels, thereby mitigating the potential for biased estimates due to the endogeneity of the UGB's location. We also pursue a novel approach to controlling for time-varying factors inspired by regression discontinuity design. We find that UGBs are effective in containing development in many of the Oregon cities we examine, although there are some cities in which development rates are the same inside and outside of the UGB. Our results show that we would greatly overstate the effects of the UGBs were we to evaluate cross-sectional differences in development rates, as is common in previous studies. Besides the creation of UGBs, another goal of Oregon's land use regulations is to encourage citizen involvement in the planning process. The second essay in this dissertation examines the use of voter annexation as a form of citizen involvement. More specifically, this paper addresses the following two questions. First, does voter annexation cause changes in city demographics and characteristics? Second, assuming that a city votes for amendments and annexations to the UGB and city limits, what factors impact the outcome of the vote? We analyze the first question using the method of propensity score matching, which has not previously been used to explore this topic. This allows us to account for the endogeneity that stems from the fact that cities with certain characteristics may be more likely to use voter annexation in the first place. The second question, which is only evaluated for cities that employ voter annexation, is analyzed with the use of the logit model. Oregon's land use regulations must be approved at the state level, but are administered locally. Therefore, unlike past studies, we are able to isolate specific differences in the way the program is administered, and are not evaluating the stringency of the program itself. Previous studies have found that voter-approved annexation causes developers to provide more public goods and increase the scale of development, thereby shifting community demographics. Once a land use decision is on the ballot, it is also noted that cities that are whiter, wealthier, and more liberal are more likely to pass referenda that promote preservation and restrict development. For the first question, we compare specific demographic indicators between the two groups of cities. Contrary to the results of previous studies, we find no effect of voter annexation on these indicators. Our results for the second question indicate that the characteristics of the voting process itself impact the outcome more than community characteristics, which also differs from the results of previous analyses. The third essay in this dissertation is an extension of the first essay, and focuses on the impact of Oregon's land use regulations on the protection of land in riparian corridors and land that has been designated for exclusive farm use (EFU). Riparian corridors are protected with the use of Oregon Goal 5, which focuses on development of natural resource lands inside of UGBs, while EFU land is protected with the use of Oregon Goal 3, which focuses on protection of agricultural land at the county level. The LCT dataset that was used in the first essay is also used in this essay. EFU land by definition has no probability of development in the initial period. Land located in riparian corridors may also face different initial levels of protection than other land. We deal with this endogeneity, and also account for location inside or outside of a UGB, with the use of the difference -in-difference-in-differences estimator. This is an approach that has not been used to explore the effect of Oregon's land use regulations on these land categories. Most of the past studies that have examined the impact of land use planning on development of agricultural land in Oregon have relied on analysis of general trends and indicators, and have concluded that land use regulations have been successful in protecting this land. Previous research on riparian zone protection has focused on protection of aquatic wildlife, and for the most part has not examined the protection of riparian corridors inside of UGBs. The limited studies that have studied the effect of these regulations in UGBs have determined them to be effective in slowing, but not stopping, development in these areas. Overall, we find that Oregon's land use regulations have been successful in protecting both county level agricultural land and riparian corridors located inside of UGBs from development. Various production strategies were evaluated for their effect on yield, biomass production, carbon (C), and nutrient concentrations and content in a certified organic trailing blackberry field grown at the North Willamette Research and Extension Center in Aurora, OR. The planting was irrigated by drip and fertigated with an Organic Materials Review Institute-listed fish hydrolysate and fish emulsion fertilizer. The study was conducted over two complete years and the planting was machine-harvested for the processed market. Treatments used in the study were: cultivar ('Marion' and 'Black Diamond'), irrigation strategy [no irrigation after the final fruit harvest in July (no postharvest) and continuous summer irrigation (postharvest)], weed management strategy [nonweeded (weeds left to grow in the row), hand-weeded (weeds hoed as needed throughout the season), and weed mat (a porous landscape fabric)], and primocane training time (August and February). The best performing organic production systems did not depend on irrigation strategy, utilized weed mat, and used February-training (for 'Marion' only). When the plantings were mature, 'Marion' and 'Black Diamond' yielded as much as 9 and 11 t∙ha⁻¹, respectively; similar to what would be expected in conventional production. The use of weed mat consistently increased yield and vegetative growth, even when compared to hand-weeded (13% increase). 'Black Diamond' plants did not compete as effectively with weeds as 'Marion' and were more readily infested by raspberry crown borer (Pennisetia marginata Harris) which likely reduced yield. Unlike 'Black Diamond', 'Marion' was negatively affected by an unusually cold winter in 2014. In that year, August-trained 'Marion' plants had 1 kg/plant less yield than February-trained plants, as well as less biomass. Soil pH, organic matter content, and soil ammonium-nitrogen (NH₄-N), potassium (K), calcium (Ca), magnesium (Mg), sulfur (S), copper (Cu), manganese (Mn), and zinc (Zn) concentrations were greater under weed mat than in hand-weeded plots. Several nutrients were below recommended standards in both the soil or primocane leaf tissue, including soil K, soil boron (B), and primocane leaf N, phosphorus (P), K, Ca, Mg, S, B, and Zn concentrations in at least one year or cultivar. 'Black Diamond' tended to have higher floricane and fruit nutrient concentrations than 'Marion'. Use of weed mat often led to the highest nutrient concentrations in the soil, leaves, and fruit, while withholding irrigation postharvest had limited effects, and the impact of primocane training time varied among years, nutrients, and plant parts. Aboveground dry biomass production in the planting averaged 5.75 t·ha-1, approximately 50% of which was comprised of C. Floricanes, primocanes, and fruit comprised 45%, 30%, and 25% of aboveground plant biomass, respectively. The average aboveground C stock of the planting was 0.75 t·ha⁻¹ in late winter. The treatment with the largest impact on dry biomass and nutrient content was weed management. Weeds reduced aboveground plant dry biomass, primocane, floricane, and fruit nutrient content, and annual gain. Reduction of spoilage in produce was attempted by means of chemical and. physical agents as well as a combination of both. The first phase of the work consisted of an evaluation of a number of chemical compounds with respect to their effectiveness in reducing post-harvest spoilage. The second part dealt with an evaluation of several transparent films applied to raw produce as wrappers and their effect on the keeping quality of the plant material until consumed. Finally combinations of surface disinfection and overwrapping were evaluated for effectiveness against raw produce spoilage. 1. Disinfection Approximately 26 compounds were tested as aqueous dips using 3 concentrations of each on 7 major vegetables and 2 fruits. The following types of compounds were studied. 1. Quaternary ammonium compounds (chlorides, bromides and pyridinium derivatives) 2. Chlorine liberators (organic and inorganic) 3. Phenols (simple and poly-phenols) 4. Quinones and hydroquinones 5. Salts of fatty acids 6. SO₂ liberators 7. Benzoates The chemical treatments were evaluated for each produce by comparison with untreated controls using duplicate tests with triplicate samples for each chemical and concentration. Promising treatments were found for all but one produce (strawberries). The treatments showing promise for each of Pascal celery and Emperor grapes were further tested on a larger scale uaing commercial size units of produce as test samples and long term cold storage. Three chemical treatments for each product were judged satisfactory enough to warrant further testing by means of field trials. The chemicals found most promising for celery were Onyxide, Cetab and Decco while Roccal, Dowicide C and Phygon were selected for grapes. A field test of the three above mentioned treatments for Pascal celery was completed. One thousand bunches per chemical were tested under commercial conditions of dipping and storing. An equal number of untreated bunches was also tested. Half-lots of each treatment were evaluated on each bunch for 11 subjective characteristics and standard mold and bacterial counts of each crate of celery were made after 8 and 14 weeks of storage. On the basis of a statistical analysis of the results, 0.1% Decco of pH=5 can be recommended for the reduction of general rot development in cold storage Pascal celery. Onyxide and Cetab significantly reduce the development of mold but commercial application cannot be recommended because the amount of visible stalk injury was significantly increased over that shown by corresponding untreated or Decco treated celery. 2. Prepackaging The following films were compared for their merit in prolonging the salable life of raw produce. Pliofilm 75FF, Pliofilm 75N2, Pliofilm 75P6A, Cellophane 300LSAT, Cellophane 300MSAT-86, Lumarith P-912, Dupont Acetate 100CA48, Polythene and Kodapak II-130. Wrapping techniques were also evaluated using the followng variations; Complete seals, tent-flap closures, single hole punctures, multiple punctures and windo bags. The following products were studied: celery, tomatoes, carrots, lettuce, cauliflower, chopped salad mix, spinach, strawberries, raspberries, blackberries, and boysenberries. Harvested produce was packaged both before and after the removal of field heat. Behavior of the pre-packaged products in both 33°F storage and subsequent 8O°F storage was studied. Cold storage was extended as long as 120 days while subsequent holding at room temperature varied widely from produce to produce. Observations were made at regular intervals for each product. Several hundred uniform samples were evaluated for most products using duplicates of each treatment for every observation period. Evaluation of most samples included weightloss, C0₂ (and sometimes O₂) of the container atmosphere, mold and decay development, flavor, color, odor, wilting and shriveling. The following conclusions were drawn: All films and wrapping methods affect produce quality. For each produce, treatments could be singled out which were superior to unwrapped controls. However any particular film and type of seal found to be superior for one produce was often not acceptable for another fruit or vegetable. Among the factors found to be critical for the proper choice of treatment were type of produce, produce temperature when packed, length of storage, and temperature of storage. A. Cold Storage For most products, the partially sealed, low permeability MSAT containers and the completely sealed Polythene wraps scored highst for overall product quality. These treatments prevented the accumulation of undesirable CO₂ while at the same time protecting the produce against weightloss and consequent wilting. For some produce, especially berries, wilting was not apparent even in high permeability films such as acetates. B. Warm Storage For produce with high respiration rates (spinach, and berries) only acetate films were acceptable as wraps. The partially sealed low permeability films maintained good quality in warm storage but the high humidity within the package was conducive to micro-organism activity. Thus, in many cases samples disinfected prior to packaging in those films improved the warm storage quality. Disinfection also improved the quality of tomatoes and chopped salad mix in acetate wraps. Of the high permeability films, no significant difference was found among the Dupont acetate, Lumarith and Kodapak II. The type of seal also did not affect the characteristics of these wraps. The low permeability films differed principally in the amount of CO₂, retained by the container during storage. The Pliofilms retained the highest C0₂, levels followed by LSAT and then MSAT Cellophane. The sealed polyethylene, the single puncture and tent flap MSAT wraps exhibited similarity, especially with respect to C0₂ accumulation. The multiple puncture low permeability wraps showed characteristics between acetates and the last mentioned group. Correlation between CO₂ accumulation and off-flavor formation could be determined for most products. Title: The effect of physical and chemical agents on the storage characteristics of raw vegetables and fruits Author: Lorant, George John, App, Jean This investigation was concerned with the reduction of waste in raw vegetables and fruits between the times of harvest and consumption. Reduction of spoilage in produce was attempted by means of chemical and. physical agents as well as a combination of both. The first phase of the work consisted of an evaluation of a number of chemical compounds with respect to their effectiveness in reducing post-harvest spoilage. The second part dealt with an evaluation of several transparent films applied to raw produce as wrappers and their effect on the keeping quality of the plant material until consumed. Finally combinations of surface disinfection and overwrapping were evaluated for effectiveness against raw produce spoilage. 1. Disinfection Approximately 26 compounds were tested as aqueous dips using 3 concentrations of each on 7 major vegetables and 2 fruits. The following types of compounds were studied. 1. Quaternary ammonium compounds (chlorides, bromides and pyridinium derivatives) 2. Chlorine liberators (organic and inorganic) 3. Phenols (simple and poly-phenols) 4. Quinones and hydroquinones 5. Salts of fatty acids 6. SO₂ liberators 7. Benzoates The chemical treatments were evaluated for each produce by comparison with untreated controls using duplicate tests with triplicate samples for each chemical and concentration. Promising treatments were found for all but one produce (strawberries). The treatments showing promise for each of Pascal celery and Emperor grapes were further tested on a larger scale uaing commercial size units of produce as test samples and long term cold storage. Three chemical treatments for each product were judged satisfactory enough to warrant further testing by means of field trials. The chemicals found most promising for celery were Onyxide, Cetab and Decco while Roccal, Dowicide C and Phygon were selected for grapes. A field test of the three above mentioned treatments for Pascal celery was completed. One thousand bunches per chemical were tested under commercial conditions of dipping and storing. An equal number of untreated bunches was also tested. Half-lots of each treatment were evaluated on each bunch for 11 subjective characteristics and standard mold and bacterial counts of each crate of celery were made after 8 and 14 weeks of storage. On the basis of a statistical analysis of the results, 0.1% Decco of pH=5 can be recommended for the reduction of general rot development in cold storage Pascal celery. Onyxide and Cetab significantly reduce the development of mold but commercial application cannot be recommended because the amount of visible stalk injury was significantly increased over that shown by corresponding untreated or Decco treated celery. 2. Vegetation has been demonstrated to reduce wave energy, increase sedimentation, and decrease erosion in tidal environments under a range of conditions. Similarities and differences between the morphology of vegetation species may play an important role in understanding the mechanism between vegetation, sedimentation, and wave energy. Diversity of species within vegetation communities has been shown to reduce the success of biological invasions from invasive species as well as increase the ability of the community to adapt to environmental changes such as inundation period (period of time vegetation is submerged partially or fully by water). The species present along coastal marshes and specifically at the interface between vegetated marsh and unvegetated mudflat provide an opportunity to better understand the interactions between vegetation and its physical setting. In this dissertation I focus on the species and vegetation communities that are present at this interface of the terrestrial and aquatic boundary to better understand how plant communities may be characterized, how they respond to disturbance, how they are distributed, and how they may influence the physical environment in which they grow. In Chapter two, I explore the ability to use image analysis and the lateral obstruction of vegetation to describe a species density, height and diameter and evaluate the tradeoffs in using image analysis over more traditional methods. In Chapter three, I evaluate the response of an emergent vegetation species, threesquare bulrush (Schoenoplectus pungens), to different depths of complete burial as could be expected from extreme storms, hurricanes, tsunamis, or restoration efforts involving sediment amendment. Chapter four describes the distribution of coastal marsh communities of the Laurentian Great Lakes along an elevational gradient beginning at the terrestrial and aquatic boundary, identifying patterns of wetland distribution, species composition, and exotic plant invasion. In Chapter five, I conclude the dissertation with an evaluation of the effects of two morphologically distinct species of emergent marsh vegetation, threesquare bulrush and Lyngbye’s sedge (Carex lyngbyei), on the sedimentation rate and variability in Tillamook Bay, OR and compare the results to the current understanding of vegetation-sediment feedback. In Chapter two, I found that for morphologically simple species, such as S. pungens, image analysis of lateral obstruction can be used to determine important morphological characteristics of a stand of vegetation including the mean stem height, density, and mean diameter. The method provides a description of the vertical variation in morphologic structure, providing a rapid analytic tool for exploring the effects of vegetation on wave and sediment interaction. However, I note that more morphologically complex species, such as sedges and grasses may not be as easily described using image analysis. In Chapter three, I determined that aboveground biomass of S. pungens would return to pre-disturbance levels following burial by up to 40 cm of mineral sediment after two years. Vegetation was observed to survive burials depths of up to 80 cm, although initially at much lower density. The aboveground height of stems were statistically similar to unburied controls after two years, which is important for the continuation of ecosystem services such as wave attenuation. The results suggest that S. pungens is capable of returning to pre-disturbance levels of biomass following large natural sedimentation events such as extreme storms, hurricanes, or tsunamis, and that burying portions of marshes with sediment as a restoration tool is not likely to harm the buried vegetation. In Chapter four I refine and describe 21 coastal vegetation communities in the Laurentian Great Lakes and the ecological gradients along which they are distributed. Latitude, agricultural intensity, site geomorphology, substrate, and water depth were found to be the significant variables that determined community distribution. Additionally, we observed an expansion of invasive plant species near areas of high anthropogenic activity such as farms and urban centers. In Chapter five, I found that there were species-specific differences in sedimentation rate and variability in Tillamook Bay, OR. Schoenoplectus pungens was found to retain more sediment than C. lyngbyei. Sedimentation rate was observed to be variable by location within the estuary. Two patterns of sediment accumulation were observed. The first occurred along vegetation gradients, with increased sedimentation farther into vegetation beds. In the second pattern, sediment accumulation was observed to be greatest at the marsh/mudflat boundary where vegetation was dense and then decreased with increasing depth into the vegetation. It is located in Klamath County, Oregon, and in Modoc and Siskiyou Counties of California. Project headquarters is located at the principal city of Klamath Falls, Oregon, which has a population of about 35>700, including suburbs. Smaller towns on the project in Oregon are Merrill, Malin, and Bonanza. The town of Tulelake, California, was established in 1931 near the center of the Tule Lake Division. Climate. The mean temperature for the wannest month is 630 F. The coldest month has mean temperature of 29? F. Summer nights are cool. The annual rainfall is about 13 inches, of which about 3?-inches fall during the growing season of 90 to 130 days. Topography, soils, and crops. The project area is about ^-,100 feet elevation above sea level. The surface topography is generally smooth and flat for the large areas of lake bottom, and gently sloping on the higher lands. Peat and muck soils are common in the recent lake bottoms. Soils vary from sandy loam to clay on other parts of the project. The principal crops grown are alfalfa, malting and feed barley, potatoes, clover seed, and irrigated pasture and other forage. Stock raising is an important enterprise. Industry and transportation. Farming and lumbering each provide the major portion of the economy of the Basin. Three major railroad lines, one major highway and many secondary highways, and two airlines serve the project area. Plan and purpose. The project serves 211,000 acres. The water supply is provided by two main water courses, Klamath River and Lost River and their tributaries. Besides storing, diverting, and distributing water for irrigation, project facilities have reclaimed by drainage large areas formerly inundated by Lower Klamath and Tule Lakes* Flood waters of Lost River, which terminates in Tule Lake, are diverted to the Klamath River through the Lost River Diversion Channel. By selecting cultivars with superior resistance, growers may avoid yield losses associated with the disease, enhancing production profitability. Although choosing a disease resistant cultivar is likely the most effective control strategy for blueberry, other cultural disease control practices are needed when susceptible cultivars are grown to fill market demands. Fungicides can control disease in conventional plantings, but cannot be applied within certified organic production systems. Gypsum and organic amendments sometimes provide suppression of Phytophthora root rot in crops other than blueberry. Three greenhouse trials were conducted to evaluate organic soil amendments (peat, sawdust, dairy solids compost, yard debris compost, and composted municipal biosolids blended with douglas-fir bark) incorporated at 20% v/v into soil, and gypsum (CaSO₄) incorporated at 5% (v/v) for disease suppression in factorial combination. Trials were conducted with a disease susceptible cultivar ('Draper'), and soil moisture was maintained near saturation, favoring disease development. Organic amendments did not suppress disease in any of the experiments. Gypsum was effective in disease suppression in one of the three experiments. Gypsum provides a source of soluble calcium, and previous reported studies have demonstrated a mechanism for calcium-mediated suppression of P. cinnamomi. An additional greenhouse study was conducted to determine the relationship between gypsum application rate, soluble calcium in soil solution, and disease suppression. Soluble Ca in soil solution reached a plateau concentration of ~454 mg Ca L⁻¹ soil solution at gypsum application rates equal to or above 16 meq gypsum 100g⁻¹ soil. Higher gypsum application rates did not increase soil solution Ca, or provide additional disease suppression. Rates of gypsum required for disease suppression increase soil electrical conductivity (EC) beyond current recommended salinity guidelines for blueberries (> 2.0 mS/cm). The effects of salinity on plant growth were evaluated in a six month greenhouse experiment, using gypsum (CaSO₄) or potassium sulfate (K₂SO₄) salts to increase EC. Treatment EC levels ranged from 0.3 to 2.6 mS/cm, in ten increments. The maximum EC value chosen for this experiment approximates the maximum value for gypsum solubility in soil solution. Aboveground plant biomass declined more rapidly when EC was supplied by potassium sulfate than it did with gypsum. Root biomass declined when EC was supplied by potassium sulfate, but it was not affected by gypsum rate. Leaf cation concentrations responded strongly to increasing rates of potassium sulfate application. Leaf K increased dramatically, accompanied by declines in leaf Ca and Mg concentration. In contrast, leaf cation concentrations were much more stable when EC was adjusted by gypsum addition. Under the conditions of this greenhouse experiment, the increase in EC accompanying gypsum application had only minor effects on plant growth and nutrient uptake, suggesting that gypsum application is a viable option for trial in the field. Gypsum was incorporated into planting beds in a 30-cm band at an application rate of 22,420 kg ha⁻¹ in-band equivalent to 2,242 kg ha⁻¹ on a whole-field basis. Drip irrigation treatments consisted of two drip lines placed either adjacent to the plant crown or 20-cm on either side of the crown (wide placement). A fungicide treatment was included to provide an assessment of the efficacy of cultural disease control vs. a chemical alternative. The fungicide treatment was mulched with sawdust and irrigated with drip lines adjacent to plants, and did not receive gypsum application. Mulch type had no significant effect on plant biomass after two years, but plants grown under sawdust had slightly higher biomass and less root infection. California's Central Valley agricultural landscapes provide several important wintering regions for Pacific Flyway sandhill crane (Grus canadensis) populations; however, the value of those regions is being compromised by urban expansion, other developments, and conversions to incompatible crop types. Greater (G. c. tabida) and lesser sandhill cranes (G. c. canadensis) both have special conservation status in California; the greater is listed as threatened and the lesser as a bird species of conservation concern by the state. However, basic information about their wintering ecology has been lacking to design biologically sound conservation strategies to maintain their wintering habitats. My study of sandhill cranes focused on one major Central Valley wintering region, the Sacramento-San Joaquin River Delta (Delta). I compared daily movements and winter site fidelity between the two sandhill crane subspecies, evaluated the timing of crane arrival and departure from the region, assessed foraging habitat choices, measured abundance and distribution in the Delta, documented the characteristics of roost sites, and developed habitat conservation models and decision tools for managers to facilitate habitat conservation and management. Both crane subspecies showed strong fidelity to my Delta study area. Foraging flights from roost sites were shorter for greaters than lesser (1.2 ± 0.4 km vs. 3.1 ± 0.1 km, respectively) and consequently, mean size of 95% fixed kernel winter home ranges was an order of magnitude smaller for greaters (1.9 ± 0.4 km² vs.21.9 ± 1.9 km², respectively). The strong site fidelity of greaters to roost complexes within landscapes in the Delta indicates that conservation planning targeted at maintaining and managing for adequate food resources around traditional roost sites can be effective for meeting sandhill crane habitat needs, while the scale of conservation differs by subspecies. I recommend that conservation planning actions consider all habitats within 5 km of a crane roost as a sandhill crane conservation "ecosystem unit." This radius encompasses 95% and 69% of the flights from roosts to foraging location (commuting flights) made by greaters and lessers, respectively. For lessers, a conservation radius of 10 km would encompass 90% of the commuting flights. Management, mitigation, acquisition, easement, planning, and farm subsidy programs intended to benefit cranes will be most effective when applied at these scales. Within these radii, conservation and management of wintering habitats should include creating both new roost and feeding areas to ensure high chances of successful use. Sandhill cranes used major crops and habitat types available in the landscapes surrounding their roost sites and focused most of their foraging in grain crops. They generally avoided dry corn stubble, selected dry rice stubble early in the season, and rarely used dry wild rice stubble. Tilled fields were also usually avoided but were occasionally used shortly after tillage. Mulched corn ranked high in comparison to other corn treatments while mulched rice use was used similarly to dry rice stubble. Both subspecies often highly favored cropland habitats when they were initially flooded. Cranes were attracted to new plantings of pasture and winter wheat. One important difference between the subspecies was that lessers used alfalfa which was generally avoided by greaters. Dry corn stubble was avoided while dry rice stubble was favored early in winter. If wildlife managers want to encourage winter field use by cranes they could provide incentives for favorable practices such as production of grain crops, reduction or delaying tillage and flooding of grain fields, provision of irrigations to some crop types, and increasing the practice of mulching of corn stubble. Of the 69 crane night roosts I identified, 35 were flooded cropland sites and 34 were wetland sites. I found that both larger individual roost sites and larger complexes of roost sites supported larger peak numbers of cranes. Water depth used by roosting cranes averaged 10 cm (range 3-21 cm, mode 7 cm) and was similar between subspecies. Roosting cranes avoided sites that were regularly hunted or had high densities (i.e., > 1 blind/5 ha) of hunting blinds. Roost site design and management should consider providing and maintaining large roost complexes (100 - 1000 ha) ideally in close proximity (< 5 km) to other roost sites, with large individual sites (> 5 ha) of mostly level topography, dominated by shallow water (5-10 cm depths). The fact that cranes readily use undisturbed flooded cropland sites makes this a viable option for creation of roost habitat. Because hunting disturbance can limit crane use of roost sites I suggest these two uses should not be considered compatible. However, if the management objective of an area includes waterfowl hunting, limiting hunting at low blind densities (i.e., < 1 blind/60 ha) and restricting hunting to early morning may be viable options for creating a crane-compatible waterfowl hunt program. Radio-marked sandhill cranes arrived in the Delta beginning 3 October, most arrived in mid-October, and the last radio-marked sandhill crane arrived on 10 December. Departure dates ranged from 15 January to 13 March. Mean arrival and departure dates were similar between subspecies. From mid-December through early-February in 2007-2008, the Delta population ranged from 20,000 to 27,000 sandhill cranes. Abundance varied at the main roost sites during winter, likely because sandhill cranes responded to changes in water and foraging habitat conditions. Sandhill cranes used an area of approximately 1,500 km² for foraging. Estimated peak abundance in the Delta was more than half the total number counted on recent Pacific Flyway midwinter surveys, indicating the Delta region is a key area for efforts in conservation and recovery of wintering sandhill cranes in California. Based on arrival dates, flooding of sandhill crane roost sites should be staggered with some sites flooded in early September and most sites flooded by early October. Maintaining flooding of at least some roost sites through mid-March would provide essential roosting habitat until most birds have departed the Delta region on spring migration. Not all 5-km radius ecosystem units are equal in their value to greater sandhill cranes, and the relative foraging value of a particular parcel within an ecosystem unit depends on the numbers of cranes using the focal roost site, the habitat choices they make, and the probability that they will fly to a particular parcel. Additionally, some ecosystem units overlap, and in these overlap zones, the probability of crane use is higher, because of additive effects. To provide a tool to allow managers to further refine management plans, I developed a model which allows more specific focus of crane conservation, mitigation and habitat management, using what my study revealed about greater sandhill cranes. This model considers the abundance of greaters at individual roost sites and the probability that they would fly to a given location. Sites closer to roosts had a higher probability of crane use. I calculated the probability that greaters would fly to a parcel within concentric 1-km intervals as a product of the proportion of commuting flights of individuals that reached that interval, and the proportion of all commuting flights that reached that interval. Within crane ecosystem units, it is important to protect the existing habitat from further loss and optimize foraging conditions for cranes. I provide a decision matrix to assist with plans to enhance existing crane landscapes, create new crane habitat areas or mitigate habitat losses. This matrix provides a framework for decision-making regarding enhancing sandhill crane foraging and roost site habitats. Wildlife managers could employ a variety of tools to conserve and manage crane habitats, including fee title acquisitions, private conservation easements, and specific cropland management actions to maintain crane-compatible conditions and high food values for cranes (possibly including providing unharvested food plots). My study has demonstrated that most cranes use a relatively small landscape surrounding their traditional roost sites and that they favor certain crops and post-harvest crop management practices for foraging. However, we need a better understanding of the actual carrying capacity for cranes in these crane management zones to ensure that managers can maintain these sites for cranes in the future. However, basic information about their wintering ecology has been lacking to design biologically sound conservation strategies to maintain their wintering habitats. My study of sandhill cranes focused on one major Central Valley wintering region, the Sacramento-San Joaquin River Delta (Delta). I compared daily movements and winter site fidelity between the two sandhill crane subspecies, evaluated the timing of crane arrival and departure from the region, assessed foraging habitat choices, measured abundance and distribution in the Delta, documented the characteristics of roost sites, and developed habitat conservation models and decision tools for managers to facilitate habitat conservation and management. Both crane subspecies showed strong fidelity to my Delta study area. Foraging flights from roost sites were shorter for greaters than lesser (1.2 ± 0.4 km vs. 3.1 ± 0.1 km, respectively) and consequently, mean size of 95% fixed kernel winter home ranges was an order of magnitude smaller for greaters (1.9 ± 0.4 km² vs.21.9 ± 1.9 km², respectively). The strong site fidelity of greaters to roost complexes within landscapes in the Delta indicates that conservation planning targeted at maintaining and managing for adequate food resources around traditional roost sites can be effective for meeting sandhill crane habitat needs, while the scale of conservation differs by subspecies. I recommend that conservation planning actions consider all habitats within 5 km of a crane roost as a sandhill crane conservation "ecosystem unit." This radius encompasses 95% and 69% of the flights from roosts to foraging location (commuting flights) made by greaters and lessers, respectively. For lessers, a conservation radius of 10 km would encompass 90% of the commuting flights. Management, mitigation, acquisition, easement, planning, and farm subsidy programs intended to benefit cranes will be most effective when applied at these scales. Within these radii, conservation and management of wintering habitats should include creating both new roost and feeding areas to ensure high chances of successful use. Sandhill cranes used major crops and habitat types available in the landscapes surrounding their roost sites and focused most of their foraging in grain crops. They generally avoided dry corn stubble, selected dry rice stubble early in the season, and rarely used dry wild rice stubble. Tilled fields were also usually avoided but were occasionally used shortly after tillage. Mulched corn ranked high in comparison to other corn treatments while mulched rice use was used similarly to dry rice stubble. Both subspecies often highly favored cropland habitats when they were initially flooded. Cranes were attracted to new plantings of pasture and winter wheat. One important difference between the subspecies was that lessers used alfalfa which was generally avoided by greaters. Dry corn stubble was avoided while dry rice stubble was favored early in winter. If wildlife managers want to encourage winter field use by cranes they could provide incentives for favorable practices such as production of grain crops, reduction or delaying tillage and flooding of grain fields, provision of irrigations to some crop types, and increasing the practice of mulching of corn stubble. Of the 69 crane night roosts I identified, 35 were flooded cropland sites and 34 were wetland sites. I found that both larger individual roost sites and larger complexes of roost sites supported larger peak numbers of cranes. Water depth used by roosting cranes averaged 10 cm (range 3-21 cm, mode 7 cm) and was similar between subspecies. Roosting cranes avoided sites that were regularly hunted or had high densities (i.e., > 1 blind/5 ha) of hunting blinds. Roost site design and management should consider providing and maintaining large roost complexes (100 - 1000 ha) ideally in close proximity (< 5 km) to other roost sites, with large individual sites (> 5 ha) of mostly level topography, dominated by shallow water (5-10 cm depths). The fact that cranes readily use undisturbed flooded cropland sites makes this a viable option for creation of roost habitat. Because hunting disturbance can limit crane use of roost sites I suggest these two uses should not be considered compatible. However, if the management objective of an area includes waterfowl hunting, limiting hunting at low blind densities (i.e., < 1 blind/60 ha) and restricting hunting to early morning may be viable options for creating a crane-compatible waterfowl hunt program. Radio-marked sandhill cranes arrived in the Delta beginning 3 October, most arrived in mid-October, and the last radio-marked sandhill crane arrived on 10 December. Departure dates ranged from 15 January to 13 March. Mean arrival and departure dates were similar between subspecies. From mid-December through early-February in 2007-2008, the Delta population ranged from 20,000 to 27,000 sandhill cranes. Abundance varied at the main roost sites during winter, likely because sandhill cranes responded to changes in water and foraging habitat conditions. Sandhill cranes used an area of approximately 1,500 km² for foraging. Estimated peak abundance in the Delta was more than half the total number counted on recent Pacific Flyway midwinter surveys, indicating the Delta region is a key area for efforts in conservation and recovery of wintering sandhill cranes in California. Based on arrival dates, flooding of sandhill crane roost sites should be staggered with some sites flooded in early September and most sites flooded by early October. Maintaining flooding of at least some roost sites through mid-March would provide essential roosting habitat until most birds have departed the Delta region on spring migration. Not all 5-km radius ecosystem units are equal in their value to greater sandhill cranes, and the relative foraging value of a particular parcel within an ecosystem unit depends on the numbers of cranes using the focal roost site, the habitat choices they make, and the probability that they will fly to a particular parcel. Additionally, some ecosystem units overlap, and in these overlap zones, the probability of crane use is higher, because of additive effects. To provide a tool to allow managers to further refine management plans, I developed a model which allows more specific focus of crane conservation, mitigation and habitat management, using what my study revealed about greater sandhill cranes. This model considers the abundance of greaters at individual roost sites and the probability that they would fly to a given location. Sites closer to roosts had a higher probability of crane use. I calculated the probability that greaters would fly to a parcel within concentric 1-km intervals as a product of the proportion of commuting flights of individuals that reached that interval, and the proportion of all commuting flights that reached that interval. Within crane ecosystem units, it is important to protect the existing habitat from further loss and optimize foraging conditions for cranes. I provide a decision matrix to assist with plans to enhance existing crane landscapes, create new crane habitat areas or mitigate habitat losses. This matrix provides a framework for decision-making regarding enhancing sandhill crane foraging and roost site habitats. Wildlife managers could employ a variety of tools to conserve and manage crane habitats, including fee title acquisitions, private conservation easements, and specific cropland management actions to maintain crane-compatible conditions and high food values for cranes (possibly including providing unharvested food plots). My study has demonstrated that most cranes use a relatively small landscape surrounding their traditional roost sites and that they favor certain crops and post-harvest crop management practices for foraging. However, we need a better understanding of the actual carrying capacity for cranes in these crane management zones to ensure that managers can maintain these sites for cranes in the future. Close

Poor water quality and insufficient supplies of water often hampered FWS efforts to manage refuges. In the late-twentieth century, reduced water supply due to diversions to California municipalities and to sustain endangered fish species affected the amount of water reaching refuges. In 1996, the 104th Congress of the United States chartered the Upper Klamath Basin Working Group (Public Law 104-333 - the Oregon Resources Conservation Act) to develop a plan for the Upper Basin that focuses on enhancing ecosystem restoration, improving economic stability, and minimizing impacts associated with drought on all resources and stakeholders. The Working Group is comprised of over 30 individuals appointed by the Governor of Oregon, representing federal, state, and local governments and agencies; the Klamath Tribes; conservation organizations; farmers and ranchers; and industry and local businesses. The objective of the Working Group is to develop and oversee a restorative course of action that allows for mutually beneficial gains for stakeholders wherein everybody in the Upper Basin can achieve positive, affirming results together, and where no one is left economically, culturally, or spiritually disadvantaged. Chapter 1 of this report presents a brief summary of the history of the Working Group and the conditions leading to the development of this effort. Chapter 2 describes the facilitated "interim planning process" the Working Group engaged in between April 2001 and July 2002. Chapter 3 presents the results of the interim planning process including key recommendations regarding Working Group decision-making and operating rules, technical data needs, future cost and time frame of the restoration planning process, and similar planning decisions. Chapter 4 describes the next steps and actions the Working Group is prepared to take to lead the restoration planning process. The Working Group's goals and objectives will be achieved through the Working Group's continued commitment to public outreach, collaborative problem solving, and implementation of real world solutions. Year: 2000, 2005, 2004 Programmatic Environmental Assessment Summary This Environmental Assessment (EA) provides compliance with the National Environmental Policy Act (NEPA) for restoration actions undertaken by the US Fish & Wildlife Service's Klamath Basin Ecosystem Restoration Office (ERO) in Klamath Falls, Oregon. These restoration activities are needed due to the large-scale loss of wetland and riparian habitat and degraded water quality. The purpose of these restoration efforts is the improvement of conditions of the watershed with specific regard to habitat and water quality, resulting in, among other benefits, improved conditions for the endangered fish species (bull trout and Lost River and shortnose sucker) populations of the basin. The geographic scope of this EA is defined as the upper Klamath River basin, including the entire watershed from Irongate Dam upstream to the headwaters. This EA is intended to provide NEPA compliance for restoration projects conducted between the years 2000 and 2010. The ERO was established in 1993 to sponsor and assist with a variety of restoration activities in the Klamath Basin. The ERO funds and provides technical assistance to restoration projects involving private landholders, concerned groups, and other state, federal, and tribal agencies. Four alternatives are presented in this EA. The proposed alternative (Alternative 1) consists of a comprehensive program of ecosystem restoration, promoting projects in both riparian areas and in upland habitats. This would continue the current program in effect since 1994. NEPA compliance would primarily be carried out via a single, programmatic document saving time and funds. The Fish & Wildlife Service proposes to fund and administer the following projects types: Riparian Projects: (fencing for livestock management; native plant establishment & diversification; non-native plant removal/control; erosion control; contour re-establishment; impoundment removal; wildlife habitat improvements) Wetland Projects: (fencing; wetland restoration and enhancement; wildlife habitat improvements) Upland or Road Projects: (road abandonment, decommissioning, & obliteration; road drainage improvements and storm proofing, re-establishment of historic contours; silvicultural treatments; native plant establishment/diversification; non-native plant removal/control; fencing; landslide treatments; culvert/stream crossing upgrades; erosion control; wildlife habitat improvements). In-stream Projects: (habitat complexity and diversity improvements; hydrologic regime improvements; coarse woody debris supplementation; natural or artificial barrier removal, modification &/or creation; fish screens installation). Alternative 2 would concentrate restoration efforts only on riparian, instream, and wetland areas. Road projects would be conducted only within the riparian corridor, as defined. NEPA compliance would also be conducted programmatically. Alternative 3 would cease all restoration activities conducted and funded by the ERO in the Klamath Basin. This alternative would serve as a benchmark against which the effects of the restoration alternatives discussed above can be compared. Alternative 4, the "No Action" alternative, would continue current management policies with regard to NEPA compliance, providing compliance on a project by project basis requiring independent analysis for each project. The affected environment of the region is described in detail. The environment has been changed significantly since the 1890's due to logging, agriculture and urban development. An extensive system of dams, canals, and drainage structures has resulted in the conversion of approximately 80% of pre-settlement wetlands to agricultural uses. Riparian corridors have been similarly impacted, and upland forests regions have been affected by logging, road construction and other factors. These changes have contributed to problems with the water quality in the region, contributing to the listing of several fish species as threatened or endangered; loss of habitat has affected a large number of other species as well. The environmental effects of each alternative is analyzed. Some short term negative impacts could occur as a result of the projects authorized by both Alternative 1 and Alternative 2, but these would be strongly offset by the expected beneficial results to water quality and habitat conditions. Alternative 1 would be expected to have a greater overall effect on the environment than Alternative 2, since many of the underlying factors with which restoration efforts are concerned originate in upland conditions (i.e. sedimentation and hydrologic functionality). Alternative 3 would result in conditions remaining much as they are currently, although other programs and organizations are making efforts at restoration activities. The environmental impacts of individual projects anticipated under Alternative 4 would be generally the same as for similar projects under Alternative 1. The primary difference between the two alternatives would be the higher efficiency and improved cumulative analysis resulting from a programmatic approach as proposed in Alternative 1. Public participation in the NEPA process has been, and will continue to be, solicited and welcomed. Compliance with state and federal laws and regulations such as the Clean Water Act, National Historic Preservation Act, and the Endangered Species Act, as well as guidelines for contaminant surveys, will be carried out as detailed. While these projects are expected to play an important role in the restoration of the region, none of these alternatives are expected to have a significant impact when compared with the loss of wetland, riparian and upland habitats over the past century, impacts which do occur would be of a cumulatively beneficial nature. Other restoration efforts are being carried out in the area by other governmental and private groups, and it is expected that these combined efforts will achieve important beneficial results for the ecosystem. The Fish & Wildlife Service proposes to fund and administer the following projects types: Riparian Projects: (fencing for livestock management; native plant establishment & diversification; non-native plant removal/control; erosion control; contour re-establishment; impoundment removal; wildlife habitat improvements) Wetland Projects: (fencing; wetland restoration and enhancement; wildlife habitat improvements) Upland or Road Projects: (road abandonment, decommissioning, & obliteration; road drainage improvements and storm proofing, re-establishment of historic contours; silvicultural treatments; native plant establishment/diversification; non-native plant removal/control; fencing; landslide treatments; culvert/stream crossing upgrades; erosion control; wildlife habitat improvements). In-stream Projects: (habitat complexity and diversity improvements; hydrologic regime improvements; coarse woody debris supplementation; natural or artificial barrier removal, modification &/or creation; fish screens installation). Alternative 2 would concentrate restoration efforts only on riparian, instream, and wetland areas. Road projects would be conducted only within the riparian corridor, as defined. NEPA compliance would also be conducted programmatically. Alternative 3 would cease all restoration activities conducted and funded by the ERO in the Klamath Basin. This alternative would serve as a benchmark against which the effects of the restoration alternatives discussed above can be compared. Alternative 4, the "No Action" alternative, would continue current management policies with regard to NEPA compliance, providing compliance on a project by project basis requiring independent analysis for each project. The affected environment of the region is described in detail. The environment has been changed significantly since the 1890's due to logging, agriculture and urban development. An extensive system of dams, canals, and drainage structures has resulted in the conversion of approximately 80% of pre-settlement wetlands to agricultural uses. Riparian corridors have been similarly impacted, and upland forests regions have been affected by logging, road construction and other factors. These changes have contributed to problems with the water quality in the region, contributing to the listing of several fish species as threatened or endangered; loss of habitat has affected a large number of other species as well. The environmental effects of each alternative is analyzed. Some short term negative impacts could occur as a result of the projects authorized by both Alternative 1 and Alternative 2, but these would be strongly offset by the expected beneficial results to water quality and habitat conditions. Alternative 1 would be expected to have a greater overall effect on the environment than Alternative 2, since many of the underlying factors with which restoration efforts are concerned originate in upland conditions (i.e. sedimentation and hydrologic functionality). Alternative 3 would result in conditions remaining much as they are currently, although other programs and organizations are making efforts at restoration activities. The environmental impacts of individual projects anticipated under Alternative 4 would be generally the same as for similar projects under Alternative 1. The primary difference between the two alternatives would be the higher efficiency and improved cumulative analysis resulting from a programmatic approach as proposed in Alternative 1. Public participation in the NEPA process has been, and will continue to be, solicited and welcomed. Compliance with state and federal laws and regulations such as the Clean Water Act, National Historic Preservation Act, and the Endangered Species Act, as well as guidelines for contaminant surveys, will be carried out as detailed. While these projects are expected to play an important role in the restoration of the region, none of these alternatives are expected to have a significant impact when compared with the loss of wetland, riparian and upland habitats over the past century, impacts which do occur would be of a cumulatively beneficial nature. Other restoration efforts are being carried out in the area by other governmental and private groups, and it is expected that these combined efforts will achieve important beneficial results for the ecosystem. Currently in the Basin high integrity and resiliency are found on 16 and 20 percent of the area, respectively. Low integrity and resiliency are found on 60 and 68 percent of the area. Different approaches to management can alter the risks to the assets of people living in the Basin and to the ecosystem itself. Continuation of current management leads to increasing risks while management approaches focusing on reserves or restoration result in trends that mostly stabilize or reduce risks. Even where ecological integrity is projected to improve with the application of active management, population increases and the pressures of expanding demands on resources may cause increasing trends in risk.
