Clear and Foster Creek are tributaries to the Clackamas River below any major dams on the system; consequently these tributaries are positioned favorably to contribute to recovery of important anadromous fish populations. Anadromous fish species in the Clackamas basin include spring and fall chinook, coho salmon, winter steelhead, summer steelhead (non-native), migratory cutthroat trout and lamprey. Clear and Foster Creeks are utilized by fall chinook, winter steelhead and coho salmon. The assessment generally followed the framework described in the Oregon Watershed Enhancement Board’s Watershed Assessment Manual (WPN, 1999). The assessment focused on the following components: Channel habitat classification and modification; hydrology and water use; riparian/wetlands; sediment sources; water quality; fisheries; and wildlife and upland vegetation. Generally the approach builds on existing information, and enhances this information with aerial photo interpretation and limited field checking. Additional fieldwork was used to verify channel habitat types and to characterize fish habitat condition. GIS was used as a critical assessment tool and method of displaying results. Alternative water allocations and fish habitat enhancements to improve anadromous fish productivity are also examined. This biophysical information is combined with economics concepts to evaluate comparative benefits and economic efficiency of selected technically feasible habitat/streamflow alternatives. The John Day River Basin is used as a case study because it provides one of the most significant runs of wild summer steelhead trout and spring chinook salmon in the Columbia River Basin. Specific categories of alternative enhancements included water transfers to instream flow, habitat vegetation improvements, and habitat structural measures. The benefits of changes in fish numbers are valued through the travel cost method. Costs of habitat investments are derived from a synthesis of cost data for similar investments for the region. For most lower-reach stream sections, benefits of habitat investments/streamflow alternatives do not equal costs. However, changes in water allocations and habitat do appear economically efficient to some upper reaches. The main results suggest that economic efficiency varies greatly within the system, indicating the need for site-specific proposals for streamfiow or habitat alterations within this or similar high desert streams. In addition to providing preliminary estimates of the economic efficency of streamfiow and habitat investments, this thesis serves as a methodological template for future integrated bioeconomic evaluations of water and fishery management issues. Management efforts to rebuild fish populations have focused on the restriction of harvest activities and the release of hatchery-reared salmon. A microcomputer simulation model is developed to estimate the economic impacts of management alternatives. In it, fish are passed throughout a network of nodes, according to parameters governing mortality and harvest. These parameters, and the node structure itself, are provided to the model by a user-specified input file. As a result, the model affords flexibility in meeting the modeling needs of differing salmonid stocks. The model's economic assessment capabilities are demonstrated through a case study of Rogue River spring chinook. Results of this exercise include estimates for the impacts of dam construction, hatchery releases, and changes in ocean and river harvest policies on the social value derived from harvest activities. The research also examines the redistribution of economic benefits associated with these policies. The impact of a recently constructed dam upon spring chinook fishermen is estimated at a loss of more than $10,600,000 over thirty years, given no hatchery supplementation. Current hatchery programs have mitigated the loss to fishermen, but whether they also offset their operating costs depends upon the particular harvest values employed. The value of providing an additional wild spawner to the basin is estimated to be roughly $300. Examination of various harvest alternatives indicates that restrictions placed on the commercial ocean fishery would be more successful in increasing the present value of harvests than would similar restrictions in the sport fishery. An important factor in this outcome is the higher value attributed to sport catch by currently accepted methods of valuation. Suggestions are made for improvements to the simulation model and the availability of information for use with it. Foremost among these is the need for improved specification of the marginal social value derived from salmon harvested in commercial and recreational fisheries. The Sandy basin is situated in Multnomah and Clackamas counties (EPA reach 17080001), and drains approximately 508 square miles. The Sandy River basin is comprised of several subbasins, many of which are uniquely distinct hydrologically and geomorphologically. Principle tributaries include the Zigzag River, Still Creek, and the Salmon River in the upper basin and the Bull Run River, Gordon, Cedar, and Beaver creeks in the lower basin. Many other smaller tributaries located throughout the basin contribute significantly to stream flows and provide habitat for a wide array of fish and wildlife assemblages. The Sandy River is well known for its sport fishing. Winter steelhead, summer steelhead, and spring chinook are the most sought after species. Both winter and summer steelhead, coho, and spring chinook are supplemented with hatchery produced fish. Rainbow trout and fall chinook are no longer stocked in flowing waters of the Sandy River basin. In the late 1980's the Northwest Power Planning Council administered a planning process to create a management plan for the Columbia River basin. As a part of that process, a subbasin plan concerning management of steelhead and salmon was written for the Sandy River basin. This document, the draft "Sandy River Basin Fish Management Plan", significantly expands on the Northwest Power Planning Council document by adding resident fish species and new information on anadromous species and will ultimately produce the final plan used to guide fish resource management in the basin for the next 5 to 10 years. These hatchery stocks, as well as all naturally spawned spring Chinook salmon in the Upper Willamette Basin, are included in the Upper Willamette River Evolutionary Significant Unit (ESU). The Upper Willamette Summer Steelhead Hatchery Program is managed to provide fish for sport fisheries and to replace loss of fisheries caused by habitat and passage loss/degradation in the Willamette Basin and other lower Columbia basins. The hatchery program currently includes annual smolt releases into the North Santiam, South Santiam, McKenzie, and Middle Fork Willamette rivers. Lack of access to historical habitat and degradation of remaining habitat below the dams, especially in the North and South Santiam (the “core” populations) are the key limiting factors shared between winter steelhead and spring Chinook salmon. In addition, summer steelhead are not native to the Willamette Basin upstream of Willamette Falls and a third, unique, limiting factor is the potential for competition, predation and genetic introgression from out-of-ESU hatchery fish interacting with and spawning in the wild with the native winter-run. Summer steelhead were first introduced to the South Santiam River as mitigation for lost winter steelhead production in areas inundated by Foster and Green Peter reservoirs. The scope of work actually directed towards risks posed by summer steelhead is much smaller than that directed towards issues faced by spring Chinook. The Willamette Project Biological Opinion (BiOP; NMFS 2008) required the USACE to collect information to describe the nature and extent of these potential effects but beyond relatively small-scale studies often integrated into much larger studies involving spring Chinook, more focused work will only follow commitment of significantly more effort and funds. 11 This report fulfills a requirement under Task Order NWPPM-10-FH-06, covering activities of May 2012–June 2012, that were implemented by ODFW on behalf of the Corps to assist with meeting requirements of the reasonable and prudent alternatives (RPAs) and measures prescribed in the Willamette Project Biological Opinion (BiOp) of July 2008 (NOAA 2008).   Citation × Citation Citation Abstract Copy Title: Fall Chinook Salmon in the South Fork Coos River: Spawner Escapement, Run Reconstruction and Survey Calibration, 1998 - 2000, Information Reports 2003-02 Abstract -- The Oregon Department of Fish and Wildlife (ODFW) has conducted a three year study designed to develop methods that provide reliable estimates of fall chinook salmon (Oncorhynchus tshawytscha) spawner escapements for the South Fork Coos River. This study is part of a larger effort to develop similar high-quality escapement estimates for fall chinook in Oregon coastal basins in order to meet Oregon’s Pacific Salmon Treaty monitoring responsibilities. Funding for this study was provided by the U.S. Section of the Chinook Technical Committee (CTC) of the Pacific Salmon Commission (PSC) pursuant to the 1999 Letter of Agreement (LOA). Three stock aggregates have been identified that originate from Oregon coastal basins. These aggregates are thought to represent distinct genetic and behavioral characteristics and are managed separately. The North Oregon Coast (NOC) and Mid Oregon Coast (MOC) are the two stock aggregates that are north migrating, and are subjected to the PSC’s abundance-based management program (USCTC 1997). The South Fork Coos River is one component of the MOC aggregate. Current monitoring programs for Oregon coastal fall chinook do not supply the CTC with adequate information that is required for the management and rebuilding of Oregon’s coastal chinook stocks. ODFW has conducted standard surveys for more than 50 years to monitor the status of chinook stocks along coastal Oregon (Jacobs et al. 2000). A total of 56 standard index spawner surveys (45.8 miles) are monitored throughout 1,500 stream miles on an annual basis to estimate peak escapement levels and track trends of northmigrating stocks. Although counts in these standard surveys may be sufficient to index long-term trends of spawner abundance, they are considered inadequate for deriving reliable annual estimates of spawner escapement for several reasons. These surveys were not selected randomly and cannot be considered representative of coast-wide spawning habitat. Also, fall chinook are known to spawn extensively in mainstem reaches and large tributaries, which are not conducive to the foot surveys. To provide estimates of escapements, index counts must be calibrated to known population levels. Obtaining accurate estimates of fall chinook spawner density in mainstem reaches is extremely difficult. Typically, these areas exhibit wide variations in stream flow and turbidity that create difficult and sometimes dangerous survey conditions resulting in unreliable visual counts. The goal of this project is to develop precise estimates of adult spawner escapement in the South Fork Coos River and to identify survey methods that can be used to reliably index spawner abundance for the South Fork Coos River and MOC stock aggregate. ODFW conducted mark-recapture experiments to estimate fall chinook spawning escapement in the South Fork Coos River from 1998 through 2000. We conducted foot and float surveys to obtain counts of live fish, carcasses, and redds. These indices are assessed against the mark-recapture estimates to determine whether any of them track fall chinook spawner abundance with sufficient precision to form the basis for long-term monitoring and the incorporation of resulting escapement estimates into PSC harvest modeling efforts. We used radio-telemetry as an independent method to estimate the distribution of fall chinook spawners between mainstem and tributary strata. A total of 56 standard index spawner surveys (45.8 miles) are monitored throughout 1,500 stream miles on an annual basis to estimate peak escapement levels and track trends of northmigrating stocks. Although counts in these standard surveys may be sufficient to index long-term trends of spawner abundance, they are considered inadequate for deriving reliable annual estimates of spawner escapement for several reasons. These surveys were not selected randomly and cannot be considered representative of coast-wide spawning habitat. Also, fall chinook are known to spawn extensively in mainstem reaches and large tributaries, which are not conducive to the foot surveys. To provide estimates of escapements, index counts must be calibrated to known population levels. Obtaining accurate estimates of fall chinook spawner density in mainstem reaches is extremely difficult. Typically, these areas exhibit wide variations in stream flow and turbidity that create difficult and sometimes dangerous survey conditions resulting in unreliable visual counts. The goal of this project is to develop precise estimates of adult spawner escapement in the South Fork Coos River and to identify survey methods that can be used to reliably index spawner abundance for the South Fork Coos River and MOC stock aggregate. ODFW conducted mark-recapture experiments to estimate fall chinook spawning escapement in the South Fork Coos River from 1998 through 2000. We conducted foot and float surveys to obtain counts of live fish, carcasses, and redds. These indices are assessed against the mark-recapture estimates to determine whether any of them track fall chinook spawner abundance with sufficient precision to form the basis for long-term monitoring and the incorporation of resulting escapement estimates into PSC harvest modeling efforts. In 2005, ODFW conducted a review of Oregon native fish status, in regards to the State’s Native Fish Conservation Policy. This review grouped populations by Species Management Unit (SMU), and examined coastal spring and fall chinook populations separately. The review determined the near-term sustainability of the Coastal Fall Chinook SMU was not at risk, but the Coastal Spring Chinook SMU was at risk (ODFW 2005). The Tillamook and Nestucca spring chinook populations were of particular concern because they failed to pass the interim criteria for abundance, productivity, and reproductive independence. Hatchery supplementation of spring chinook has occurred in the Tillamook and Nestucca basins since the early 1900’s. Currently, approximately 450,000 spring chinook smolts are released annually from Trask Hatchery, Cedar Creek Hatchery (Nestucca), and from a STEP program at Whiskey Creek. These hatchery smolts have been mass marked with an adipose fin clip since the 1998 brood year. Therefore, hatchery origin adult spring chinook may now be positively identified by the lack of an adipose fin. Declining trends in wild coastal spring chinook populations have resulted in management actions to target harvest on adipose fin clipped hatchery fish, and to restrict harvest of wild origin fish. Results of status reviews, and changes in management practices have required a more thorough evaluation of stock status for the Tillamook and Nestucca spring chinook populations (Keith Braun, personal communication). The dam is located just below the confluence of the North Santiam and Breitenbush rivers. The reservoir was impounded in 1953 and is 9 miles long and over 1 mile at its widest point. Surface elevation is 1,569 ft at full pool. The reservoir is located about 50 miles east of Salem and road access is via State Highway 22. A large overnight campground and a day use area, both with boat launching facilities, are maintained by the Parks and Recreation Division of the Oregon Department of Transportation. The U.S. Forest Service (USFS) maintains two campgrounds on the south side of the reservoir, and there are two commercial boat concessions near the town of Detroit. Most of the area surrounding the lake is USFS land, although there are some private homesites on the North Santiam arm near Detroit. The reservoir receives heavy recreational use during the spring and summer months, including fishing, swimming, boating, camping, and water skiing. Fish passage structures were not incorporated in either Detroit or Big Cliff (reregulating dam) dams and consequently some 82 miles of stream are no longer available to former runs of spring chinook salmon and winter steelhead. Surface elevation is 1,569 ft at full pool. The reservoir is located about 50 miles east of Salem and road access is via State Highway 22. A large overnight campground and a day use area, both with boat launching facilities, are maintained by the Parks and Recreation Division of the Oregon Department of Transportation. The U.S. Forest Service (USFS) maintains two campgrounds on the south side of the reservoir, and there are two commercial boat concessions near the town of Detroit. Most of the area surrounding the lake is USFS land, although there are some private homesites on the North Santiam arm near Detroit. The reservoir receives heavy recreational use during the spring and summer months, including fishing, swimming, boating, camping, and water skiing. Fish passage structures were not incorporated in either Detroit or Big Cliff (reregulating dam) dams and consequently some 82 miles of stream are no longer available to former runs of spring chinook salmon and winter steelhead. In July 1982, the Oregon Fish and Wildlife Commission accepted the Department's recommendation to manage Detroit Reservoir for hatchery fish. Close

Under the hypothesis that the recovery of the fish in the commercial fishery was independent of the apparent condition of the fish when it was released, a significant value of chi-square was obtained. However, it was concluded that this significance was a result of sampling differences and not actually due to differences in mortality. The number of fish taken in the commercial catch each week was calculated by dividing the number of pounds in the weekly catch by the average weight of the fish in the samples for that week. It was calculated that the commercial fishery took approximately 14,000 fish during the season, which was only about 15 per cent of the run available to the fishery. This is an extremely low fishing mortality and is considerably lower than had been expected. The number of tags taken each week by the commercial fishery was calculated by dividing the number of fish in the catch each week by the number of fish per tag in the samples for the week. It was calculated that 67 tags were taken during the season by the commercial fishery. This number of recoveries was 15.5 per cent of the 438 tags available to the fishery. With the cooperation of a number of boat moorages on the Alsea River, an estimate of the sport catch of silver salmon was made. It was calculated that the lower river sport fishery took approximately 3,000 adult silvers with an additional 500 fish being taken by the bank fishery. The weight of the total catch of 3,500 fish was calculated to be about 33,000 pounds. This weight formed 20.2 percent of the combined commercial and sport catches. It was calculated that 18 tagged fish were taken in the sport catch. A total of 44 numbered Petersen and jaw tags were recovered from both dead and live fish which had reached spawning areas. This number includes three tags recovered from the spawning grounds of adjacent streams. When the tagged fish were examined according to areas recovered, it was found that Drift Creek had a smaller number of fish per tag than any other area with one exception. Recoveries appeared to be distributed throughout the drainage from any particular time of tagging. Fish enter the lower river together, then separate to the various spawning areas in the system. Several fish moved from the tagging location in the Alsea River to adjacent streams. About 7 percent of the total recoveries in Table 12 were made from streams other than the Alsea River. The Petersen and jaw tag recoveries in the samples of the commercial catch were examined for selection of the Petersen tags by the nets. The percentage by size group in the catch of fish with each type of tag was about the same as the percentage by size group with each type of tag at the time of release. Large losses of tags in the fishery would have been reflected by a higher number of fish per tag on the spawning grounds. Since the gill-nets did not appear to be selective on either type of tag, the Petersen tags, jaw tags, and tag scars were combined in the calculations involving tag recoveries. After the fish moved beyond the fishing area, many still did not move rapidly to the spawning grounds. Several were taken in tidewater or in the vicinity of tidewater 48-58 days after they had been tagged. The average time between tagging and recovery on the spawning grounds was 63 days for live fish and 70 days for dead fish. Using the method proposed by Schaefer (1951a) for obtaining a population estimate from spawning ground recoveries, an estimate of the population available to the fishery was made from the number of tags recovered by sampling the commercial catch. It was calculated that approximately 90,000 fish were available to the fishery. About 89,000 fish were calculated to be available to the fishery when the equation N = nt/s was used, where N = the population, n = the sample size, t = the number of fish tagged, and s = the number of tag recoveries. The 95 percent limits of confidence for the population estimate derived from the equation N = nt/s were calculated using the method developed by Chapman (1948). The lower limit was found to be 63,736 fish, and the upper limit was 119,371 fish. Habitats resulting from instream structures were classified using the modified Bisson method and we determined the influence zone of each structure using physical variables to define habitat area. Structures were biologically sampled using direct underwater observation techniques described by Hankin and Reeves1 (1989). Two person dive teams used a "two-pass" method to enumerate and classify salmonids by species and age-class (0+, 1+ or older juveniles, and adults), noting the presence of other species. Fish use of structure affected habitat (post-modification) was compared to use of habitats like those present prior to structure placement (pre-modification). Comparison of "pre-modification" and "post-modification" fish standing crops resulted in a "net fish difference" which was divided by structure cost, yielding "cost per fish reared11. Boulder weirs, the most expensive structures investigated, did not affect enough surface area to make cost per unit of affected habitat reasonable. Cabled cover logs and digger logs (lowest cost structures) were very cost effective at altering physical habitat condition. We believe cost of physically modifying habitat area is only one factor that is important enough to effect success or failure of a large scale habitat restoration program. Assuming all other factors are of equal weight, lowest cost structures can provide the "best value". Modification prescribed to restore stable spawning habitat needs close scrutiny. We believe it is essential to know how the existing habitat is used by spawners by conducting spawning area use surveys which identify redd location and quantify habitat available during each spawning period. Boulder deflectors were best utilized by Chinook salmon spawners, however chinook spawner use of "traditional" structures (weirs backfilled with gravel) was disappointing. Backfilling of instream structures with suitable gravel is a practice that should be discontinued. Steelhead spawner use of structures which result in "pocket water" type spawning areas were heavily used. This habitat configuration proved most desirable when woody object cover was readily available to the spawners. The highest steelhead spawner use was associated with boulder groups with wood and boulder/rootwad groups. We found rearing structures which provided high habitat and cover diversity received the best response from juvenile fish. We observed fish use over one summer and saw dramatic unpredictable use changes even through this short time period. Fish rearing needs during other seasons may differ substantially from summer needs, therefore, suitability of modified habitat probably also changes. Digger logs, one of the least costly and simplest structures, provided the best increase in fish standing crop (fish/m2) for the lowest cost. We believe digger logs were well used by rearing fish because they are one of the most natural restoration structures investigated. Other structures which were well used (small weirs, deflectors, and boulder groups with attached wood) also seem to closely duplicate naturally productive habitats. Higher velocity habitat types associated with boulder groups with wood, boulder rootwad groups, and boulder deflectors were selected by juvenile steelhead and chinook salmon.
