Lack of energy negatively impacts the country's economy, and water shortage would put stress on its agriculture, for example. Furthermore, climate change will further exacerbate these two problems. Dams are considered as a solution because of their ability to manage water resources while generating electricity. Informed by Michel Foucault's power/ knowledge, the purpose of this thesis is to understand how energy and water professionals in Pakistan view sustainable development, and if dams can be considered as sustainable development and climate change adaptive infrastructure. Drawing on interviews in Pakistan, I found that professionals supported dams through mobilizing technocratic discourses that were perceived as apolitical. Yet, I also find that these discourses are political, and I discuss the ramifications of the mobilization of technical discourses that claim to be apolitical for future energy policy decisions in Pakistan. The very size of these projects should not, but largely have, obscured other developments of significance; small hydropower operations. Small dams and diversion stations with an operating capacity of 50 Megawatts or less represent approximately a third of installed hydroelectric capacity in China. Recently, the proliferation of small hydropower has rapidly increased, particularly in Yunnan province. A belief that small hydropower operations are an environmentally sound alternative to burning coal, which contributes to China’s much publicized air quality issues and global climate challenges drives current development. However, despite the significance of small-scale projects, research to date has largely neglected their role. As a result of this ‘tunnel vision’, an integral component of China’s hydropower assemblage has received inadequate attention, remaining little known and less understood. This dissertation is the result of research that investigates small hydropower development in a rural and remote corner of China’s Nu river valley, located in the far northwest of Yunnan province. Objectives of the research were evaluating the effectiveness of small operations to promote socioeconomic development in rural and remote communities while contributing to China’s broader energy security demands. In addition, the research evaluated the ways hydropower development and the supply of electricity shaped the social circumstances in village communities of the upper Nu river valley. Finally, this research analyzed a range of environmental implications resulting from small operations that were both evident on local landscapes and in spaces far removed. In order to better understand the potential for stream restoration, this study uses 2D hydraulic modeling to determine the impact of reconnecting historical meander bends to the main stem of the lower Long Tom River on localized flooding, sediment erosion and deposition, and salmonid physical habitat. These models compare the current conditions to two restoration scenarios that allow for fish passage given 1, 2, and 5-year flood events at two study sites. This study reveals important variations in the impact of restoration between the study sites and the reconnection methods. It also suggests that there is the potential for a large increase in the area of accessible habitat with stream restoration. By analyzing faults and folds preserved in and adjacent to a diatomite mine north of the Pit River, we have determined principal stress directions preserved during the past million years. We find that the stress state has evolved from predominantly normal to strike slip and most recently to reverse, which is consistent with regional structures such as the extensional Hat Creek Fault to the south and the compressional folding of Mushroom Rock to the north. South of the Pit River, we still observe normal and strike slip faults, suggesting that changes in stress state are moving from north to south through time. I collected sediment cores from two locations in the Coos Bay Estuary, at South Slough and Haynes Inlet, spanning from ~1680 AD to the present. To address the historical record of water column oxygen in the estuary I measured a suite of geochemical proxies including organic matter, magnetic susceptibility, and redox-sensitive metals to calibrate against a detailed 15-year record of dissolved oxygen. High visual correlation of these proxies and recent water quality supports the interpretation of long-term water quality from sediment cores. Finally, my semi-quantitative analysis describes a complex history where potential low water quality has increased at South Slough, while decreasing or staying stable at Haynes inlet over the last 300 years, though erosion indicators profoundly increase at both sites across the Euro-Amercian settlement horizon. This history was explained in terms of changing land use (logging, splash dams) effects on erosion and organic matter loading, oceanic vs terrestrial water sources, and the role of the dredged Coos Bay channel affecting the replenishment of estuary water. High visual correlation of these proxies and recent water quality supports the interpretation of long-term water quality from sediment cores. Finally, my semi-quantitative analysis describes a complex history where potential low water quality has increased at South Slough, while decreasing or staying stable at Haynes inlet over the last 300 years, though erosion indicators profoundly increase at both sites across the Euro-Amercian settlement horizon. This history was explained in terms of changing land use (logging, splash dams) effects on erosion and organic matter loading, oceanic vs terrestrial water sources, and the role of the dredged Coos Bay channel affecting the replenishment of estuary water. The unique physical properties of lava pose interesting challenges for recovery, as lava flows can be highly permeable while lava itself is dense, sterile, and generally inhospitable towards life. This dissertation examines two aspects of landscape recovery following lava flow emplacement: (1) hydrologic adaptation of surface and groundwater to recent volcanism and (2) plant colonization of young lava flows. I examine two sites in the central Oregon Cascades: the c. 3 ka Sand Mountain volcanic field (SMVF), located in the headwaters of the McKenzie River, a critical water resource for the state of Oregon, and the c. 1.5 ka Collier Cone lava flow, originating on the north flanks of North Sister volcano. My investigation of the SMVF and upper McKenzie River watershed reveals a complex volcanic history with profound impacts on the configuration and short-term discharge of the McKenzie River: lava flows from the SMVF and other Holocene vents have buried, dammed, and altered the path of the McKenzie River. Moreover, given the large groundwater contribution from the SMVF to the McKenzie River, I estimate that SMVF activity caused McKenzie River discharge in present-day Eugene, Oregon to decrease by up to 20% for days to months at a time; future regional mafic volcanic activity could have a similar impact. The SMVF and the Collier Cone lava flow are notable for the juxtaposition of barren exposed lava and mature forests on the same or similarly aged lava flows. I use a combination of LiDAR analysis, field observations, and soil characterization to examine soil and vegetation at these two sites and find that the presence of an external soil source greatly facilitates plant establishment, growth, and survival. Here, external soil sources are syn- or post-eruptive tephra (SMVF) or flood-borne deposits (Collier Cone lava flow). External soil appears to provide a substrate for plants to grow in along with key nutrients and sufficient moisture; overall, external soil sources are key for the initial recovery following an effusive volcanic disturbance.
