And yet a confluence of contemporary trends – including population growth, aging farmer-landowners, and a growing regard for the conservation values embedded in well-stewarded farmland – are causing some land trusts to re-evaluate their conservation priorities. By conducting in-depth interviews with land trust staff and board members, farmers and ranchers, and land use advocates around the state, my work seeks to make transparent the network of influences underlying this shift. Making use of nonprofit management theory, I argue that land trusts change their conservation priorities through a combination of environmental assessment and managerial vision. Several predictors – willingness to innovate, agricultural representation within the organization, and community priorities – increase the likelihood that land trusts will include farmland as a conservation priority. While approaches to conservation have evolved over the years to include locals in the policy-making process, the experiences of those policies by locals - once in place - are often overlooked. This dissertation examines the socioeconomic and political changes associated with conservation projects from the perspectives and experiences of the people most affected by these projects. Through 128 individual interviews, 25 focus group discussions, and participant observation, I compare two approaches to Irrawaddy dolphin conservation: one in Myanmar that focuses on preservation of livelihoods and the other in Cambodia that focuses on economic development. I endeavor to bring local experiences and perceptions of these projects to the forefront to examine their impacts on livelihoods and to help identify potential gaps in policy intentions and effects. I also draw on political ecology theory to assess and critique the relationship of capitalism to international conservation. After explaining the unique issues and barriers associated with this project, I lay out the direct socioeconomic and ecological effects of each conservation project by comparing participant experiences and perceptions of the projects with those of conservation officials. I then compare conservation projects to examine the indirect effects of each approach. I trace the pathway of the capitalist conception of nature as commodities upward from 'developed' countries to its global institutionalization through the process of eco-governmentality and then downward to 'developing' countries through the delivery system of NGO governmentality. I explain how Myanmar blocked this delivery system while Cambodia embraced it and attribute the apparent shift from a 'communal ideology' to a 'consumerist ideology' in Cambodia, and lack of such a shift in Myanmar, to these opposing tactics. I then focus on the capitalist approach to conservation in Cambodia and show how this approach has led to the subsequent exacerbation of environmental and social problems it intended to fix. Lastly, I offer specific recommendations for each project, as well for international conservation in general, based on findings. Rapid rates of freshwater species’ extinctions indicate current conservation practices are failing. Despite over fifty years of scientific evidence justifying river conservation, it remains that less attention is focused on protecting ecosystems than on developing water resources for economic growth. This disparity is indicative of the ‘nature as resource’ versus ‘conservation of nature’ paradigm. Today, this paradigm is complicated by new attentions centering both on water resource development projects and conservation policy as climate change adaptation strategies. Policies protecting rivers are recommended for contending with more intense storms and flooding, increasing resilience for species, forests, and agricultural areas, and fostering some types of water security. Creating, implementing, and managing climate adaptation policies will require a strong state presence in water resource governance. We know, however, the aforementioned paradigm hinders conservation policymaking. Therefore, understanding how conservation policy has already been rationalized, implemented, and managed is critical to advancing climate adaptation policymaking. Yet, little empirical research has been conducted on federal river conservation policy creation or application across the U.S. To that end, this dissertation, presented in three discrete original research articles, examines the United States National Wild and Scenic Rivers System. Specifically, this study investigates the socio-ecological drivers behind the creation of the Wild and Scenic Rivers Act of 1968 (WSRA hereinafter) and the spatial dimensions of the policy’s application and management over time. This study is grounded empirically in extensive archival materials, interviews with federal land management agency personnel, conservation advocates, and technical experts, as well as spatial and temporal analysis of a geodatabase. Together, these methods were employed to answer the following research questions which guide this study: (1) What factors influence the temporal and spatial distribution of river segments protected under the Wild & Scenic Rivers Act? (2) What does the history of management in designated segments suggest about emerging trends and patterns in river conservation? (3) How are competing environmental values and ideologies understood and reconciled in the context of river conservation?
