Rapid rates of freshwater species’ extinctions indicate current conservation practices are failing. Despite over fifty years of scientific evidence justifying river conservation, it remains that less attention is focused on protecting ecosystems than on developing water resources for economic growth. This disparity is indicative of the ‘nature as resource’ versus ‘conservation of nature’ paradigm. Today, this paradigm is complicated by new attentions centering both on water resource development projects and conservation policy as climate change adaptation strategies. Policies protecting rivers are recommended for contending with more intense storms and flooding, increasing resilience for species, forests, and agricultural areas, and fostering some types of water security. Creating, implementing, and managing climate adaptation policies will require a strong state presence in water resource governance. We know, however, the aforementioned paradigm hinders conservation policymaking. Therefore, understanding how conservation policy has already been rationalized, implemented, and managed is critical to advancing climate adaptation policymaking. Yet, little empirical research has been conducted on federal river conservation policy creation or application across the U.S. To that end, this dissertation, presented in three discrete original research articles, examines the United States National Wild and Scenic Rivers System. Specifically, this study investigates the socio-ecological drivers behind the creation of the Wild and Scenic Rivers Act of 1968 (WSRA hereinafter) and the spatial dimensions of the policy’s application and management over time. This study is grounded empirically in extensive archival materials, interviews with federal land management agency personnel, conservation advocates, and technical experts, as well as spatial and temporal analysis of a geodatabase. Together, these methods were employed to answer the following research questions which guide this study: (1) What factors influence the temporal and spatial distribution of river segments protected under the Wild & Scenic Rivers Act? (2) What does the history of management in designated segments suggest about emerging trends and patterns in river conservation? (3) How are competing environmental values and ideologies understood and reconciled in the context of river conservation? I investigate the function words BE and HAVE (with its content word homonym) and show that more reduction, operationalized as word shortening or contraction, is found in some grammaticalized meanings of these words. The difference between the words’ uses cannot be attributed to differences in frequency or semantic weight. Instead I argue that these words are often shortened and reduced when they occur in constructions in which they are highly predictable. This suggests that particular grammaticalized uses of a word are stored with their own exemplar clouds of context-specific phonetic realizations. The phonetics of any instance of a word are then jointly determined by the exemplar cloud for that word and the particular context. A given instance of an auxiliary can be reduced either because it is predictable in the current context or because that use of the auxiliary usually occurs in predictable contexts. The effects cannot be attributed to frequency or semantic weight. The present study compares function word production in the speech of school-aged children and their caregivers and in inter-adult speech. The effects of predictability in context and average predictability across contexts are replicated across the datasets. However, I find that as children get older their function words shorten relative to content words, even when controlling for increasing speech rate, showing that as their language experience increases they spend less time where it is not needed for comprehensibility. Caregivers spend less time on function words with older children than younger children, suggesting that they expect function words to be more difficult for younger interlocutors to decode than for older interlocutors. Additionally, while adults use either word shortening or contraction to increase the efficiency of speech, children tend to either use contraction and word shortening or neither until age seven, where they start to use one strategy or the other like adults. Young children with better vocabulary employ an adult-like strategy earlier, suggesting earlier onset of efficient yet effective speech behavior, namely allocating less signal to function words when they are especially easy for the listener to decode. In this study, I consider visuality as a central, productive part of this problem and seek intensely visual moments within realist novels where realism wages its own struggle with itself as it attempts to navigate its limitations and push forward its possibilities. These moments pause the narrative as they prioritize picture over action. As descriptive moments work to render visual images through words on the printed page, they are fraught with realism’s struggle to use the artifice of fiction as a means for approximating an ostensible reality. Facing this difficulty, realist practitioners take up vastly different strategies. In this project, I investigate why and how visuality is deployed so differently by those who chose to write in this mode. I seek that which is piercing in the nineteenth-century realist novel by locating moments of crisis and tension, both within the plot and also within the strategies of the stories’ delivery. These are moments where the novel becomes troubled by the visual, revealing the potential and limit of the image. In realism, visuality encompasses a broad and varied array of strategies, including instances of enargeia and ekphrasis, passages that seek to evoke a sense of place or milieu through a rich catalog of visual detail, expressive self-renderings in the dialog and inner monologs of the characters, explorations of the embodied act of seeing, and moments where perception fails or visual description exposes itself as insufficient. I consider a small group of canonical authors: George Eliot, Thomas Hardy, Henry James, and Joseph Conrad, who are of critical importance to this genre and to nineteenth century realism, as it moves towards modernism. By examining moments in their novels where descriptive imagery is at its most acute, I seek to explain how moments of intense visuality are crucial nodes where each author, using unique and distinctive methods, negotiates the problem of realist representation.
