There can be unintended consequences, however, to native, threatened, and endangered species. There is little information on the impacts of aquatic pesticides and best management practices (BMPs) to NOAA Trust Species. The goal of this project is to provide a set of resources and examples of aquatic pesticide toxicity to NOAA Trust Species and BMPs to NOAA Fisheries Service agents and private and public resource managers. The products produced by this project are 1) an aquatic pesticide and NOAA Trust Species database, 2) a technical report synthesizing case studies and an aquatic pesticide BMP framework for aquatic pest control, and 3) an aquatic pesticide BMP framework applied to salmon habitat restoration programs for peer reviewed publication. The products produced by this project are to assist NOAA Fisheries agents in consulting on the issuance of the EPA’s 2011 National Pollutant Discharge and Elimination System (NPDES) Pesticide General Permit and to continue to provide assistance to NOAA Fisheries in determining entity eligibility and helping managers apply for inclusion under the 2011 NPDES Pesticide General Permit. The project products can also be used by private and public resource managers when developing and implementing aquatic pest control action plans with regards to the use of aquatic pesticides. The database highlights substantial gaps in ecotoxicity data of aquatic pesticides impacts to NOAA Trust Species. Taking a BMP approach to pesticide uses can help compensate for these gaps. Pest control managers, habitat restoration managers, and NOAA Fisheries Service agents will benefit from easily accessible, synthesized information on aquatic pesticides, their potential toxicity to NOAA Trust Species, and pesticide BMPs specific to aquatic pest control. Tools that could be utilized by all of these stakeholders could increase communication between these parties. This may lead to increased discussion and evaluation of the current knowledge of pesticide impacts and aquatic pesticide BMPs. The PLACE mapping technique is guided by LINCS (Learning-oriented, Interactive, Non-competitive, Collaborative, Systemic inquiry) theory, which suggests that contentious situations will be improved by increasing learning among community members. Participants in PLACE mapping sessions explore and learn from the knowledge and experiences of community members to appropriately identify the situation and criteria that need to be addressed by policy. Chinook salmon returns to the Columbia River basin have declined due to impacts of a growing human population, despite significant mitigation expenditures. Consequently, fisheries managers have become focused on recovery and long-term viability of at-risk populations. A viable population depends, in part, on the connectivity and quality of diverse habitat types salmon require to complete their anadromous life-cycles. The tidal-fluvial Columbia River estuary is one link in this chain of habitats, but was largely over-looked as important Chinook salmon habitat until recently. Habitat restoration projects are underway in the tidal Columbia River estuary with the goal of increasing survival benefits to juvenile Chinook salmon. However, knowledge gaps remain about stock-specific use of tidal-fluvial habitat and tracking these restoration efforts is largely subjective. This study has sought to quantify the importance of tidal-fluvial habitat for a critical population of Chinook salmon, from the McKenzie River in the upper Willamette River Basin. Using otolith micro-chemistry profile analysis, juvenile net growth in the tidal-fluvial Columbia River was back-calculated for 92 natural-origin McKenzie River Chinook salmon across outmigration years 2005 and 2006. All otoliths were sampled from McKenzie River adult salmon to draw inferences about the juvenile life histories of surviving spawners. Mean ± SD net growth in the tidal fluvial estuary for all years was 5.48 ± 5.81 mm for subyearlings and 7.43 ± 8.32mm for yearlings. Differences in mean net growth by juvenile life-history type were not significant despite a prevailing assumption that subyearlings rear longer in estuary habitat than yearlings. Emigration sizes and net-growth estimates were significantly greater for subyearlings in outmigration year 2005 than 2006; there was only suggestive evidence emigration sizes were greater for yearlings in outmigration year 2005 than 2006, and net-growth estimates were similar between years. Sixteen percent (15 of 92) of McKenzie Chinook salmon grew between 10 and 43 mm over approximately 25-100 days in the tidal-fluvial Columbia River. Extended rearing in tidal-fluvial habitat provided an alternate life-history pathway for some yearling (12), fingerling (one), and fry (two) migrants. Subyearlings with intermediate-rearing or migratory life history pathways had greater net growth in tidal-fluvial habitat during 2005 than 2006, and in 2005 environmental conditions were unfavorable to overall salmon productivity. Fixed effects linear regression models suggest tidal-fluvial habitat supports McKenzie Chinook salmon life-history diversity, growth, and size, and therefore likely contributes to population resilience. This report and accompanying program inventory have been prepared in support of the Oregon Department of Environmental Quality's statewide nonpoint source pollution control efforts and for use in the development of Oregon's new federally mandated Coastal Nonpoint Pollution Control Program (CNPCP). When Congress reauthorized the Coastal Zone Management Act in 1990, it added significant new responsibilities for coastal states regarding water pollution from diffuse, widespread sources that in the past have not been regulated. Section 6217 of the Coastal Zone Act Reauthorization Amendments (CZARA) requires states to adopt enforceable programs to address nonpoint source pollution arising from agriculture, forestry, urban runoff, recreational boating and marinas, channelization, dams and eroding stream banks. "Nonpoint source pollution" in this context includes any discharge to the state's waters which is not regulated by the Clean Water Act's permit system, the National Pollutant Discharge Elimination System (NPDES). When Congress mandated the coastal nonpoint source program, it directed that states' coastal programs and water quality agencies work together in developing and implementing the program. In Oregon, the Department of Land Conservation and Development (DLCD) and the Department of Environmental Quality (DEQ) are jointly responsible for the development of the coastal nonpoint control program. DLCD's Coastal Management Program implements provisions of the federal Coastal Zone Management Act. DEQ's Water Quality Division manages the statewide nonpoint source control program pursuant to Section 319 of the Clean Water Act (CWA). Staff at DLCD's Coastal Management Program prepared an extensive report and analysis of Oregon's current array of enforceable programs and the extent to which those programs satisfy the federal requirements for the new coastal program. Gaps in program coverage were identified, and efforts to fill those gaps are currently in progress. This report is a companion to the DLCD gap analysis. However, instead of focusing on enforceable programs, this report highlights nonpoint source control and watershed management programs that rely on voluntary efforts to achieve their goals. Staff at DEQ have identified nine types of activities which, together with enforcement, make constitute an effective watershed management program. This report presents an inventory of the state and federal government efforts currently underway within the state of Oregon which contribute to the control of nonpoint source pollution but do not rely on a regulatory program to do so. This is a time of extensive reevaluation and reordering of natural resource priorities and strategies at both the state and federal levels. The Clinton Forest Summit and the Forest Ecosystem Management Assessment Team (FEMAT) process have been examining federal forest policy from top to bottom. The two major federal land management agencies, the Forest Service and the Bureau of Land Management, began reviewing their policies and practices well before the Forest Summit, and have made significant changes as a result. At the state level, the Watershed Health Initiative directed $10 million to two regions of the state during the 1993-95 biennium, in an unprecedented effort to restore salmon habitat and improve water quality. Widespread diking and drainage of estuarine marshes for agricultural and urban development may have contributed to a decline in salmon abundance in the Pacific Northwest, prompting efforts to restore estuarine salmon habitat in the region. I investigated the growth and residence patterns of age-0 Chinook salmon in two blind tidal channels in the Salmon River estuary, Oregon. One channel drained a natural high salt marsh in “reference” condition, and the other channel was in an adjacent salt marsh, restored to tidal inundation in 1996 after being diked and controlled by a tide gate for thirty five years. Recapture of individually marked fish indicated salmon growth rates were similar in the two channels, though growth rates varied more seasonally in the restored site. Average minimum residence times of individual fish were approximately ten days in each channel, and individual salmon were observed up to 79 and 117 days after initial marking in the reference and restored channels, respectively. To characterize movement of age-0 salmon within tidal channels, I tested the feasibility of stationary Passive Integrated Transponder (PIT) detection within a small (approximately 8m wide) tidal channel within the natural marsh system. I found that a stationary PIT detector was an effective tool for monitoring tagged fish movement in a brackish water channel network. Salmon movements in the channel were asymmetrical about high slack tide, with peak movement frequency occurring late during both flood and ebb tide periods. Most movements were in the direction of tidal currents, but 20% of individuals entered the channel against the ebbing tide. Individuals occupied the intertidal channel for a median 4.9 hours and as long as 8.9 hours per tidal cycle, and few were detected moving when water depth was <0.4m. Some individuals used the channel on multiple successive tidal cycles, and others entered intermittently over periods up to 109 days. This research used individual-based fish marking methods to quantify juvenile Chinook salmon behavior and performance within tidal marsh channels, assessing functional equivalence of natural and restored sites and demonstrating the value of such habitats for conservation and restoration of salmon populations.   Citation × Citation Citation Abstract Copy Title: Proposed regional general permit for stream restoration : programmatic biological opinion On April 7, 2000, the National Marine Fisheries Service (NMFS) received a request from the U.S. Army Corps of Engineers, Portland District (COE) for Endangered Species Act (ESA) section 7 formal consultation for programmatic coverage for a proposed Regional General Permit (RGP) for certain stream restoration activities (habitat restoration using large wood or boulders throughout the State of Oregon) requiring COE approval. The Biological Assessment (BA) provided with the request determined that the proposed activities covered under the RGP would be likely to adversely affect anadromous fish species listed under the ESA (Table 1). Species considered in this Biological Opinion (Opinion) are: Snake River sockeye salmon (Oncorhynchus nerka); Snake River spring /summer chinook salmon (O. tshawytscha); Snake River fall chinook salmon (O. tshawytscha); Lower Columbia River steelhead (O. mykiss); Upper Columbia River steelhead (O. mykiss); Snake River steelhead (O. mykiss); Upper Willamette River steelhead (O. mykiss); Middle Columbia River steelhead (O. mykiss); Columbia River chum salmon (O. keta); Lower Columbia River chinook salmon (O. tshawytscha); Upper Willamette River chinook salmon (O. tshawytscha); Upper Columbia River spring run chinook salmon (O. tshawytscha); S. Oregon/N. California Coast coho salmon (O. kisutch); and Oregon Coast coho salmon (O. kisutch). On April 18, 2000, NMFS received a letter from COE providing additional information on proposed criteria to be included in the RGP. On May 12, 2000, NMFS received an e-mail with further proposed criteria to be included in the RGP.
