The stream is the principle tributary of Devil’s Lake, a lake of natural origin that opens into the Pacific Ocean at the northern edge of Lincoln City, OR. The goal of the restoration effort has been to identify the dominant processes and habitat characteristics that currently limit the production of Coho salmon smolts in the basin, and to develop a prioritized list of actions (“prescriptions”) for removing the limitations in ways that normalize landscape and stream channel function. In 1995, Oregon introduced the Oregon Plan for Salmon and Watersheds (formerly the Oregon Coho Salmon Recovery Initiative; OCRSI), a statewide cooperative effort between government and citizens. The Oregon Plan promotes voluntary and locally determined salmonid and watershed restoration initiatives. Watershed councils - groups comprised of citizens, federal and state agencies, local government, industry, advocacy groups, and local business - use cooperation, collaboration, and consensus to develop solutions unique to their salmon and watershed issues. Watershed councils bear much of the responsibility for improving Oregon salmon populations and watershed health. Because salmon and watershed rehabilitation takes place in a complex decision-making environment, watershed councils need to be effective in identifying, developing, implementing, and monitoring multiple rehabilitation projects, at times simultaneously. Watershed council success, in large part, depends on councils having the right human and nonhuman resources available to accomplish salmon and watershed rehabilitation goals. A recent study of 15 coastal Oregon watershed councils revealed interesting dynamics associated with watershed council structure and process differentiated by the physical size of the watershed, watershed landowner dynamics, and watershed population. Observations, interviews, surveys and content analysis reveal that the physical size of a watershed, which is related to landownership, land use, and urban versus rural population distribution dynamics, also has direct impacts on how the watershed council functions. Perhaps, very few watershed council members are aware of the potential limitations or advantages these factors present for individual watershed councils in relationship to salmon and watershed rehabilitation efforts. The authors also found significant differences between large and small watersheds on select factors including member affiliation, membership rules, decision-making authority, member relationships, and watershed council process. These factors show markedly different watershed council characteristics; this may result in equally different approaches to restoration and rehabilitation. Private forest landowners, given their prominence is owning riparian areas, are central to success of these efforts. Using a statewide survey of watershed councils and in-depth qualitative data collection in three study areas (Central Oregon, North Coast, and South Coast), a case study of landowner involvement is developed and explored. Using a manuscript format, three manuscripts form the basis of the thesis. Manuscript 1 describes the status of Oregon's watershed councils and postulates the concept of spatial participation. This term describes a spatially-explicit aspect of social capital in people and institutions with control over resources of interest (e.g., land, authority, water rights, etc.) are able to effect change on the landscape. Manuscript 2 applies the concepts of world view and human values to woodland owners' interactions with watershed councils. Landowners apply four salient values -- stewardship ethic, perception of others, need for control, and action-orientation -- in deciding their relationship to watershed councils. Through this lens, watershed councils are seen as one of many opportunities for landowner involvement. Manuscript 3 takes the results of the first two and suggests policy and education tools to further the work of watershed councils. These tools include programs that target landowners and watershed councils, stress the role of capacity building, and realize that councils compete for scarce time.
