The original temperature model within SWAT uses a linear approach to estimate stream temperature based on air temperature and does not account for hydrological components for calculating stream temperature. Recently, a new stream temperature model for SWAT was developed that combines meteorological with hydrological components such as lateral flow, snowmelt, groundwater flow and surface runoff. The model also uses three elements for the stream temperature calculations – specifically, within a sub-basin (temperature and flow rate), upstream of sub-basin (temperature and incoming flow), and air-water temperature heat exchange transfer. The goal of this research was to improve the recently developed temperature model further by incorporating different types of heat exchange sources, in addition to air-water heat transfer. The edited model was tested for Marys River, a west tributary of the Willamette River in Oregon. The output from the edited model was then compared with observed stream temperatures, for different spatial locations within the watershed to assess the model efficiency. The results showed a good agreement for forested region compared to Ficklin’s default model with RMSE of both models matching. The first paper focuses on the environmental impacts of land use and their implications for the design on water quality trading policies. The second and third papers address local land use regulations and their impact on land values and land use patterns. The first paper provides a national-scale, watershed-level assessment of land use impacts on water quality and aquatic ecosystems in the United States. The results suggest that the level of conventional water pollution in a watershed is significantly affected by the amount of land allocated to intensive agriculture and urban development, while the level of toxic water pollution is significantly affected by the amount of land allocated to transportation and mining. Implications of the results for the design and implementation of water quality trading policies are discussed. The second paper develops an empirical framework to conduct an exploratory analysis of effects of land use regulations on land values and land use patterns in a GIS-based landscape near Eugene, Oregon. All the land use regulations considered in this study, including exclusive farm use zoning, forest zoning, urban growth boundary designation, residential density zoning, commercial zoning, and industrial zoning, are found to affect land value and use both inside and outside of the designated zones. While there are many issues this framework does not address, preliminary results indicate that regulations (except commercial zoning) tend to increase the value of land outside the designated zones, but reduce the value of land inside the designated zones. The framework is applied to measure the reduction in value due to regulations vs. the value of individual exemptions at the parcel level to illuminate the controversy surrounding Oregon's Measure 37. The reductions in value due to regulations are found to be considerably smaller than the values of individual exemptions for almost all regulations contested in the Measure 37 claims. Density-discharge relationships were identified separately in the watershed actively managed for timber harvest and in the control watershed. Correlation was determined at multiple stream segments and at the watershed scale to assess the roles of spatial scale and network location on the detectability of density-discharge relationships. A method for improving the spatial coupling of density and discharge measurements within the stream network was also investigated. No correlations (r ≤ ǀ0.50ǀ) between hydrologic indices and age-1+ trout density in either watershed were found. Two hydrologic indices were related to the density of age-0 trout: maximum annual discharge (r = 0.780) in the control watershed and Q90 summer discharge (r = 0.697) in the treated watershed. The correlation between the density of age-0 trout and each of these two indices were similar across individual stream segments, but variability in the magnitude of the correlation suggests that network location plays a key role in facilitating processes that link density and discharge. Variability in the magnitude of the correlation across stream segments also influenced the detectability and interpretability of relationships observed at the extent of a watershed and at the extent of a stream segment. The goal of the research is to facilitate effective watershed restoration outcomes grounded in a solid understanding of social and ecological dynamics. Applying the CAWM framework provides the basis to determine the kinds of conservation practices to implement, the locations in which to implement them and the kinds of programs to stimulate their adoption. Therefore, the dissertation objectives are to: 1) identify agricultural landowner participation in watershed conservation projects; 2) assess the spatial distribution of watershed projects; 3) determine the characteristics of participating and non-participating landowners; and 4) determine the sociocultural, ecological and geographic constraints to adaptive watershed management. Data were collected during 1997-1998 using agricultural landowner interviews, a mail landowner survey and observations of the Umpqua Basin Watershed Council. Landowners' worldviews consist of independence, the importance of private property rights, aversion toward government interference and a belief in environmental resilience. Landowners implement upland conservation practices such as off-stream livestock water developments and rotational grazing more often than riparian fencing, riparian tree planting and installing fish screens on instream irrigation diversions. The key factors in adoption of conservation practices include the use of irrigation, shared management decisions with a spouse, a belief in scientific experimentation and discussion of conservation with others.
