  Citation × Citation Citation Abstract Copy Title: BLM addendum for Lower North Umpqua Watershed assessment : fifth field watershed Author: U.S. Department of Interior Bureau of Land Management Within the Lower North Umpqua watershed, BLM has acquired approximately 6,600 acres of land specifically to manage habitat to enhance the Columbian White-tailed Deer (CWTD). This area is called the North Bank Habitat Management Area (NBHMA) and will be managed as described in the NBHMA Environmental Impact Statement. The BLM also manages an additional 5,780 acres for multiple use objectives. These lands are mostly scattered in the headwater region in the north and northwest of the watershed. Within the next five to ten years, it is likely that the Swiftwater Field Manager will need to be involved in some aspect of decision-making on those 5,780 acres with the following general areas. These areas have been used to help guide the key questions, the information to answer those questions, and the resulting management opportunities. A major assumption in the development of these key questions is that the Roseburg District Resource Management Plan (RMP) has given some prescriptive measures through the landscape land use allocations. Because the RMP sets standards and guidelines on each land use allocation and the kinds of activities that can occur in those land uses, this watershed assessment seeks to provide information to guide decision making within those overarching planning parameters. The CAWM framework integrates social and ecological suitability to achieve conservation outcomes. The core theoretical concepts consist of adaptive management, adoption-diffusion, symbolic interactionism, community-based conservation, spatial analysis and watershed management. The CAWM framework is applied to the Calapooya Creek, Deer Creek and Myrtle Creek watersheds within the Umpqua River Basin in Southwestern Oregon. The goal of the research is to facilitate effective watershed restoration outcomes grounded in a solid understanding of social and ecological dynamics. Applying the CAWM framework provides the basis to determine the kinds of conservation practices to implement, the locations in which to implement them and the kinds of programs to stimulate their adoption. Therefore, the dissertation objectives are to: 1) identify agricultural landowner participation in watershed conservation projects; 2) assess the spatial distribution of watershed projects; 3) determine the characteristics of participating and non-participating landowners; and 4) determine the sociocultural, ecological and geographic constraints to adaptive watershed management. Data were collected during 1997-1998 using agricultural landowner interviews, a mail landowner survey and observations of the Umpqua Basin Watershed Council. Landowners' worldviews consist of independence, the importance of private property rights, aversion toward government interference and a belief in environmental resilience. Landowners implement upland conservation practices such as off-stream livestock water developments and rotational grazing more often than riparian fencing, riparian tree planting and installing fish screens on instream irrigation diversions. The key factors in adoption of conservation practices include the use of irrigation, shared management decisions with a spouse, a belief in scientific experimentation and discussion of conservation with others. Spatial analysis using geographic information systems indicate that a suite of conservation practices is needed to achieve a network of large, connected patches throughout the watersheds. Wildfire is a largely terrestrial perturbation broadly recognized as an agent of disturbance and ecological change in forested biomes. Effects of post-fire conditions on biotic components of aquatic systems have been less well-documented, although hypothetically, the two are strongly connected. In fact, the influence of wildfire may be most profound in headwater streams because of the tight linkage between aquatic and terrestrial ecosystems. We sought to understand the influence of post-fire conditions on fish in headwater streams by observing growth and demographics of coastal cutthroat trout (Oncorhynchus clarkii clarkii) following wildfire. During the summer of 2002, wildfire burned portions of three headwater watersheds in the North Umpqua basin of western Oregon. Burn severities ranged from moderate to severe. A reference stream was selected from a nearby fourth watershed. All fish-bearing portions of the stream network in the four watersheds were surveyed for 3 years following the wildfire, and 1,295 scale samples were collected from coastal cutthroat trout for age and growth analysis. Stream temperatures in the burned watersheds changed significantly following the wildfire (p < 0.016), with increases of up to 23% in the most severely burned watershed. During summer electrofishing surveys in the burned watersheds, both young-of-the-year and fish ≥ age 1 were captured; in the unburned watershed, the vast majority of fish captured were ≥ age 1. Age-frequency analyses revealed that fish in older age classes (age ≥ 3) were more prevalent in the unburned watershed than in the burned watersheds. Relative growth rates and length at last annulus formation of coastal cutthroat trout were positively related to the number of degree days during the growing season, and Pearson correlation coefficients ranged from 0.60 (p < 0.07) to 0.90 (p < 0.01). Growth rates and size of fish were not significantly correlated with relative density of fish (p ≥ 0.14). Contrary to the commonly held assumption that wildfire is detrimental to biota in aquatic systems, these results suggest that in the short term (≤ 3 years), fish in the study streams adjusted to environmental change caused by wildfire. During summer electrofishing surveys in the burned watersheds, both young-of-the-year and fish ≥ age 1 were captured; in the unburned watershed, the vast majority of fish captured were ≥ age 1. Age-frequency analyses revealed that fish in older age classes (age ≥ 3) were more prevalent in the unburned watershed than in the burned watersheds. Relative growth rates and length at last annulus formation of coastal cutthroat trout were positively related to the number of degree days during the growing season, and Pearson correlation coefficients ranged from 0.60 (p < 0.07) to 0.90 (p < 0.01). Growth rates and size of fish were not significantly correlated with relative density of fish (p ≥ 0.14). Contrary to the commonly held assumption that wildfire is detrimental to biota in aquatic systems, these results suggest that in the short term (≤ 3 years), fish in the study streams adjusted to environmental change caused by wildfire. The relative likelihood of each of these models was then evaluated based on how coho salmon were observed to select breeding sites. Specific variables examined within these models included depth at the redd, width to depth ratio, stream network location, proximity to other redds, maximum depth, proximity to a pool tail, and the count of naturally occurring and artificially placed large wood. Results of this work suggest that female coho salmon most likely select breeding sites based on habitat features linked to all four hypothesized fitness components. The coastal giant salamander (Dicamptodon tenebrosus) is an important component of headwater stream communities and their movement may be affected by culverts in the larval aquatic stage. The objectives of this study were to determine the effect of road-crossing culverts on the movement and survival of larval coastal giant salamanders in the Oregon Coast Range. We conducted a mark-recapture study on larval D. tenebrosus 3rd and 4th order streams to: i) determine culvert use and passage by design type (pipe and arch types) relative to reference stream reaches without culverts; and ii) model larval survival and growth by season, age and culvert presence. We assessed the movement of over 2,000 larval D. tenebrosus in 14 streams and found that larvae were highly sedentary. Mean movement distances did not differ with culvert presence. However, a small portion of larvae (20%) moved sufficient distances to assess culvert passage. Larvae moved less frequently through stream reaches with culverts than stream reaches without culverts, suggesting a barrier effect. There was less upstream movement through pipe culverts than arch culverts. Also, there were lower larval densities in pipe culverts, indicating arch culverts provided more larval habitat. Larval density both inside culverts and in the adjacent stream reaches was associated with the presence of large substrates, which may be important in facilitating larval D. tenebrosus movement through culverts. Stream reaches with culverts were associated with higher levels of fine sediments, however, which may reduce the suitability of near-culvert habitats. Survival estimates indicated high selection pressure early in the larval period. Apparent survival was lower in summer, and for first-year larvae in comparison to second/third-year larvae. Among the many potential causes of this decline, obstruction of migration routes has likely played a substantial role. Within the North Umpqua River basin in southwest Oregon, USA, I focused on the following three research goals: 1) to describe the passage efficiency and migration routes of adult Pacific lamprey at Winchester Dam; 2) to evaluate the seasonal movement patterns of adult Pacific lamprey and their use of holding habitat at Winchester Dam in relation to temperature conditions; and 3) to portray the diversity of upstream migratory behaviors of adult Pacific lamprey and the environmental factors that influence these behaviors. This radio telemetry study was conducted between March 2009 and August 2011 with a combination of fixed stations and manual tracking. Passage efficiency was low in both years (8% and 19%, respectively), and all tagged lamprey that successfully passed the dam used routes other than the fish ladder. Lamprey that migrated early within the run and those with relatively small tags had higher passage rates and traveled further than the other groups of lamprey. Lamprey released above of the dam or those that passed the dam on their own distributed themselves widely in the upstream environment, suggesting that the dam deterred their upstream migration. Using mark-recapture data for the two years, the adult Pacific lamprey population upstream of Winchester Dam was estimated at 960 (95% C.I. [188, 4760]) in 2009 and 556 (95% C.I. [110, 2798]) in 2010, which was considerably lower than historical counts at the dam (between 14,532-46,785 in 1965-1971). Most tagged lamprey that did not pass the dam remained at the base of the dam at the end of the summer migration (63% in 2009 and 67% in 2010). Types of habitat most frequently used by lamprey downstream from the dam included the dam surface (wooden structures with crevices), interface zones between fast and slow water, and highway bridge pilings. The lamprey movement changed considerably between August and September, and the frequency of movements decreased sharply during this period. Tagged lamprey were detected using thermal refuges immediately downstream of the dam that were 0.4 to 2.8 C° colder than the mean river temperature at the dam, and this temperature differential increased as the season progressed. Lamprey may be seeking overwintering habitat associated with hyporheic exchange flows at the dam towards the end of the summer season after their display of heightened activity early in the summer. Ninety-five percent of the overall upstream migration took place during the first spring/summer period, and only small-scale upstream movements were observed during the winter and second spring/summer (4% and 1%, respectively). The rate of upstream migration (median) was the fastest during the initial migration phase and was 1.9 km/day (ranging from 0.3 to 11.0 km/day) for tagged lamprey released above Winchester Dam. During winter, 71% of the lamprey remained in the same location where they initiated holding. Multiple regression analysis indicated that the total upstream distance traveled by individual lamprey was most strongly related to presence/absence of Winchester Dam, relative tag size, and water temperature and photoperiod conditions at release. The presence of Winchester Dam, large relative tag size, and high water temperature / short photoperiod conditions at release significantly reduced upstream migration distance. Within the North Umpqua River basin in southwest Oregon, USA, I focused on the following three research goals: 1) to describe the passage efficiency and migration routes of adult Pacific lamprey at Winchester Dam; 2) to evaluate the seasonal movement patterns of adult Pacific lamprey and their use of holding habitat at Winchester Dam in relation to temperature conditions; and 3) to portray the diversity of upstream migratory behaviors of adult Pacific lamprey and the environmental factors that influence these behaviors. This radio telemetry study was conducted between March 2009 and August 2011 with a combination of fixed stations and manual tracking. Passage efficiency was low in both years (8% and 19%, respectively), and all tagged lamprey that successfully passed the dam used routes other than the fish ladder. Lamprey that migrated early within the run and those with relatively small tags had higher passage rates and traveled further than the other groups of lamprey. Lamprey released above of the dam or those that passed the dam on their own distributed themselves widely in the upstream environment, suggesting that the dam deterred their upstream migration. Using mark-recapture data for the two years, the adult Pacific lamprey population upstream of Winchester Dam was estimated at 960 (95% C.I. [188, 4760]) in 2009 and 556 (95% C.I. [110, 2798]) in 2010, which was considerably lower than historical counts at the dam (between 14,532-46,785 in 1965-1971). Most tagged lamprey that did not pass the dam remained at the base of the dam at the end of the summer migration (63% in 2009 and 67% in 2010). Types of habitat most frequently used by lamprey downstream from the dam included the dam surface (wooden structures with crevices), interface zones between fast and slow water, and highway bridge pilings. The lamprey movement changed considerably between August and September, and the frequency of movements decreased sharply during this period. Tagged lamprey were detected using thermal refuges immediately downstream of the dam that were 0.4 to 2.8 C° colder than the mean river temperature at the dam, and this temperature differential increased as the season progressed. Lamprey may be seeking overwintering habitat associated with hyporheic exchange flows at the dam towards the end of the summer season after their display of heightened activity early in the summer. Ninety-five percent of the overall upstream migration took place during the first spring/summer period, and only small-scale upstream movements were observed during the winter and second spring/summer (4% and 1%, respectively). The rate of upstream migration (median) was the fastest during the initial migration phase and was 1.9 km/day (ranging from 0.3 to 11.0 km/day) for tagged lamprey released above Winchester Dam. During winter, 71% of the lamprey remained in the same location where they initiated holding. Multiple regression analysis indicated that the total upstream distance traveled by individual lamprey was most strongly related to presence/absence of Winchester Dam, relative tag size, and water temperature and photoperiod conditions at release. The presence of Winchester Dam, large relative tag size, and high water temperature / short photoperiod conditions at release significantly reduced upstream migration distance. Close

The study assumed that certain variables were more significant than others in characterizing these wetlands, and sought to identify relationships among variables that were indicative of wetland distributions across watersheds and ecoregions. A three phase approach was demonstrated for characterizing palustrine wetland size and degree of isolation that included designing an enhanced NWI geodatabase of palustrine wetland polygons, creating watershed profiles and wetland demographic statistics, and analyzing the data using exploratory data analysis in the form of decision tree modeling. This study confirmed the ability to provide information on the geographical distributions and relationships existing among environmental variables and mapped wetland polygons.
