Decision-makers and the public alike must reconcile the lack of "fit" between a rapidly changing environment and the effects of sea level rise, changes to storminess patterns, and possible variations in the frequency and magnitude of major El Niño events with relatively rigid and static governance structures. Work to reduce the impacts of coastal hazards and climate change has occurred periodically in disjointed and disconnected ways in many coastal communities, including those along the Oregon coast. In this thesis, I describe the efforts of a volunteer knowledge to action network within Tillamook County, Oregon, to comprehensively examine alternative future coastal climate and policy scenarios through the use of extensive stakeholder engagement and the spatially explicit modeling framework Envision. Six co-developed coastal adaptation policy scenarios and three climate change scenarios (with 15 random sub-climate simulations each) are evaluated here through a mixed-methods approach. First, the impacts of policy scenario implementation on stakeholder-identified metrics are statistically assessed in comparison to current land use policies (Status Quo). Next, I characterize the feasibility of implementing policy scenarios by reviewing current federal, Oregon state, Tillamook County, and local regulations and by interviewing relevant coastal organizations. The combination of stakeholder engagement, a powerful modeling framework, and the robust evaluation of policy scenario statistical significance and implementation feasibility provides a compelling opportunity to inform decision-making within the coastal communities of Tillamook County and elsewhere. Coupled models of coastal hazards, ecosystems, development, and socioeconomics allow decision-makers to explore the effects of policy decisions in conjunction with climate forcing, land use change, and economic disturbances and can provide a means of examining the feedbacks between climate change and adaptation under uncertain climatologic and socioeconomic futures. Envision, a spatially explicit multi‐agent modelling platform that provides a scenario-based, policy centric framework for examining interactions between human and natural systems across a landscape, is used within the two papers herebelow to explore strategies that may reduce vulnerability to coastal hazards within the context of uncertainty and climate change. Probabilistic simulations of total water levels allow for representation of variability of sea level rise, wave climate, and the El Niño Southern Oscillation both as individual climate drivers and under a range of climate change scenarios through the end of the century. Additionally, stakeholder generated policy scenarios capture variability in human response.   Citation × Citation Citation Abstract Copy Title: Getting through the Winter and Catching Up: Emergency Assistance and Rural Livelihoods in Tillamook County, Oregon Author: Hickman, Rose Large-scale safety-net programs such as Temporary Assistance for Needy Families (TANF) and the Supplemental Nutrition Assistance Program (SNAP) have been shown to alleviate the negative effects of low-wage jobs and unemployment on poor American households. However, less is known about the role of “emergency” safety net programs, such as rental assistance and energy assistance, in the lives of the poor. This study uses in-depth, semi-structured interviews with eleven rural individuals from Tillamook County, Oregon to 1) examine how people in rural locations learn about and come to access emergency assistance programs and 2) assess the role that such programs may or may not play in their ongoing livelihood strategies. Livelihood strategies are analyzed using the Sustainable Livelihoods Framework, which moves beyond the narrow framing of poverty as income deprivation by considering the diversity of means by which households achieve well-being. Participants most often learned about emergency assistance programs through a coordinated network of social service providers in Tillamook County. Emergency assistance programs were found to play an important role in the livelihood strategies of study participants, who use the program to maintain existing capital stocks and avoid homelessness. With the expansion of the Tillamook Creamery, in Tillamook Oregon, to double or more its cheese production, the demand for milk presents an economic opportunity for the member dairies of the Tillamook County Creamery Association. Before area dairies can expand their herd size to increase milk production for the creamery, the problem of manure waste management and pollution control must be solved. This study considers the technical and economic feasibility of developing a centralized waste treatment and methane generation facility to treat manure generated by Tillamook County dairies. A computer program modeling animal waste anaerobic digester design served as the basis for generating cost and production estimates for several hypothetical scenarios assuming input data specific to the Tillamook situation. A follow up study was also made to determine the variability of the potential ultimate methane yield of manures from Tillamook dairies. This study indicates that the proposed system is technically feasible. The study estimates that a comprehensive treatment system could cost dairymen from $70 to $100 per cow per year to start, but the economic feasibility improves as more manure is treated and more dairies participate. A full scale system has the potential to break even economically from the sale of electricity produced by a 5 megawatt methane powered generator. With the marketing of treated solids as a high grade fertilizer the system could gross a return of $1 to $75 per cow per year, depending on the scenario. The permittees were not supervised to be sure that they did not disturb or harm nontarget wildlife (i.e., wildlife other than the targeted cormorants) or did not kill cormorants. After the ODFW announced in late November 1988 that they would not be issuing cormorant harassment permits in 1989, a few Tillamook fishing guides and fishermen worked to pass House Bill 3185 during the 1989 Oregon Legislative session. To address these erosion issues, a regional demonstration project for littoral cell hazard planning was undertaken. To support the planning efforts a GIS inventory was created to spatially examine erosion hotspots and aid stakeholders in planning for future chronic and catastrophic erosion events. The GIS combines a physical, cultural, and hazards inventory, a shoreline change analysis, and coastal hazard risk assessment into a decision support tool to facilitate coastal hazards management. Shoreline change analysis examined historical aerial photos and new LIDAR remote sensing technologies, with results showing multiple scale patterns of erosion and accretion that have significant implications to both science and management. Hazard risk zones were generated using predictive erosion models and geological observations. The GIS and decision support system facilitates the examination of hazards to develop avoidance strategies. Through spatial queries, decision-makers can examine various data layers to guide future oceanfront development and redevelopment. The development of this GIS in conjunction with a stakeholder process facilitates community involvement from GIS design through implementation of identified hazard management recommendations. Implementing mechanisms will occur through adoption of local land use policies and changes to park master plans. The interdisciplinary nature of this project allows for the range of stakeholder opinions, thus creating a unique opportunity to address coastal hazards at a regional scale, the same scale at which coastal erosion processes operate. Townsend's mole, Scapanus townsendii (Bachman), was studied by live trapping, dead trapping, and observation from July 1961, to July 1963, in Tillamook County, Oregon. This study was initiated at the request of Tillamook County farmers to determine biological facts that would assist them in their efforts to control this small burrowing mammal. The mole's diet consists of 72 percent earthworms and 28 percent roots. Seventy-nine percent of the stomachs examined contained from 200 to 4,000 milligrams of earthworms. One stomach contained 100 percent slugs and six stomachs contained traces of insect skeleton. Eighteen percent of the stomachs examined contained "rootballs." Townsend's mole mates during February and March and the young are born during March and April. The average litter size is three, though litters of two are common. Prenatal litter size compares closely with nest litter size. Young moles weigh approximately five grams at birth and develop to sub-adult weight of 80 grams, ± five grams, in about 30 days, at which time they leave the nest. Adult males averaged 141.65 grams in weight and adult females 119.03 grams. Forty-three nests containing young were located and examined. Three general forms of nest mounds were found. These were the fence post mound, the large single mound, and the aggregate mound. Primary predators of this mole are domestic dogs and cats. Juvenile moles are killed by cattle stepping on the nests and sub-adults are killed by cars on roads during dispersal. Two similar fields, differing in amount of fertilizer applied, were dead trapped to compare mole numbers. The smaller field, which received twice as much manure as the larger, produced 72 moles or 4.8 per acre. The larger field produced 52 moles or 2.6 per acre. The purpose of this cross-sectional population study was to provide an assessment of weight status of a county's preschool population utilizing the new growth charts and expressed as Body Mass Index, or BMI, -for- age percentile. This study was conducted in conjunction with an annual health screen for incoming kindergartners and consisted of two phases. The first phase involved assisting in the collection of, and statistically analyzing preschoolers' data collected during the Tillamook Health Screen on May 23-25th, 2001. Height, weight, blood pressure, hemoglobin, and blood lead levels were measured. Also, the preschoolers' parents completed a 24-hour food intake record and answered questions on mealtime habits. Phase Two consisted of a mailed questionnaire that was sent to parents of preschoolers who were screened in May, 2001, to investigate dairy food consumption, where meals are eaten, and physical activity habits of their preschoolers. Four significant findings were documented in this research. Foremost, Tillamook County preschoolers had a lower prevalence of healthy weight and a higher prevalence of at risk of overweight and overweight levels than children their age nationwide. Also, both systolic and diastolic blood pressure increased with increasing BMI-for-age percentiles for males and females. Third, hours spent viewing television—sedentary behavior—was positively related to BMI-for-age percentiles. The combination of more hours of physical activity with less television viewing time was inversely related to BMI-for-age percentiles. Last, Tillamook County preschoolers who were above the healthy weight range ate more Food Guide Pyramid servings of concentrated fats/sweets than children in the healthy weight range. Data that were not strong enough to reach conclusions about weight status related to dairy product consumption, fat content of dairy products, mealtime habits, meals eaten away from home, blood hemoglobin, and blood lead. The Rural Clean Water Program (RCWP) was a 10 to 15 year experiment designed to control agricultural non-point source (NPS) in rural watersheds throughout the nation. The RCWP Tillamook Watershed Project in Tillamook County, Oregon promoted the installation of manure management facilities and nutrient management strategies to improve the water quality of Tillamook Bay. The goal of the project was to reduce the fecal coliform concentration by 70%. Since the Bay is used for oyster production, there has been extensive sampling of Tillamook Bay and its tributaries since 1960. Unfortunately, much of the tributary data were compiled for a variety of short-term projects and therefore, the area lacks a consistent strategy for data collection. This inconsistency coupled with the variability in the data has made it difficult to evaluate changes in the water quality. It is important to note that this analysis is not a prediction model. Coastal planners and decision makers need information about the impacts of future hazards in order to apply mitigation and adaptation strategies. However, making quantitative predictions of beach and dune erosion is complicated by uncertainties surrounding the drivers and impacts of climate change as well as our understanding of climate controls on coastal change hazards. Furthermore, these changes are occurring in a dynamic environment where beach geomorphology evolves over a variety of spatial and temporal scales. Here a new, probabilistic approach for quantifying future coastal change hazards that incorporates the uncertainty associated with both climate change and morphological variability is presented. First, a suite of synthetic time series of total water levels (TWLs) through 2100 are produced by applying various climate change scenarios, composed of projections of sea-level rise, wave climate, and the frequency of major El Niños, to historical datasets of waves and measured tidal elevations. These time series allow extreme design events to be computed for any time period in the future (e.g., 100-year TWL event in 2030). Using simple coastal change models that require TWLs and various beach morphometrics as input, future coastal change is quantified over a wide range of possible climate futures for sandy, dune-backed coastlines. The new methodology has been applied to the Tillamook County coast in northwestern Oregon to develop coastal change hazard zones of arbitrary confidence levels for both the 100% and 1% annual chance TWL events at present (2009) and for years 2030, 2050, and 2100. The nature of the probabilistic approach, however, allows for coastal decision makers to determine the desired level of confidence (or exceedance probability), extremity of the event, and planning horizon to consider.   Citation × Citation Citation Abstract Copy Title: Using PLACE mapping to improve public participation in Tillamook County, Oregon riparian action planning Author: Primozich, David In the fall and winter of 1999/2000, efforts by federal, state, and local agencies to restore salmon habitat by protecting land adjacent to rivers and streams drew intense responses citizens in the Pacific Northwest. Despite efforts to "involve" citizens in the development of riparian protection policies, many did not believe their knowledge or concerns were considered or addressed. The PLACE (People Learning About Community and Environment) mapping technique was developed and tested as a way to improve the quality of citizen participation by improving their ability to help define the situation to be addressed by policy. The PLACE mapping technique is guided by LINCS (Learning-oriented, Interactive, Non-competitive, Collaborative, Systemic inquiry) theory, which suggests that contentious situations will be improved by increasing learning among community members. Participants in PLACE mapping sessions explore and learn from the knowledge and experiences of community members to appropriately identify the situation and criteria that need to be addressed by policy. Title: Using PLACE mapping to improve public participation in Tillamook County, Oregon riparian action planning Author: Primozich, David In the fall and winter of 1999/2000, efforts by federal, state, and local agencies to restore salmon habitat by protecting land adjacent to rivers and streams drew intense responses citizens in the Pacific Northwest. Despite efforts to "involve" citizens in the development of riparian protection policies, many did not believe their knowledge or concerns were considered or addressed. The PLACE (People Learning About Community and Environment) mapping technique was developed and tested as a way to improve the quality of citizen participation by improving their ability to help define the situation to be addressed by policy. The PLACE mapping technique is guided by LINCS (Learning-oriented, Interactive, Non-competitive, Collaborative, Systemic inquiry) theory, which suggests that contentious situations will be improved by increasing learning among community members. Participants in PLACE mapping sessions explore and learn from the knowledge and experiences of community members to appropriately identify the situation and criteria that need to be addressed by policy. In order to gain some appreciation for the complexities between environment and economic development; specific objectives were established 1) to identify relevant economic-ecologic linkage in Tillamook County and quantify these linkages for incorporation into the model, 2) to develop environmental impact business output and household income coefficients and 3) to indicate the use of the economic-ecologic model in environmental planning. Local communities who are concerned with the development can utilize the essential information of economic-ecologic model for assisting local decisions. However, the decision is framed in terms of trade-offs between changes in business outputs and/or household income and environmental consideration. For example, if biochemical oxygen demand (BOD) is a major environmental concern in the community then (BOD) produced per dollar of household income or business output is one criteria to be considered when evaluating potential expansion of business activity. If the community has options of influencing selection of wood processing; plywood mill, seafood processing or a salmon plant, the least BOD impact per dollar of output or income would be wood processing. If electricity is the major concern, wood processing uses the least electricity per dollar of business output but seafood processing uses the least electricity per dollar of household income, The community can see the need to clarify the goals. In general sense, the model provides alternative impacts for comparison when making local decisions concerned with development. By allowing comparisons, the locally most important trade-offs in environmental impact can be evaluated. The economic-ecologic model is adequate to estimate the impact of proposed developments. For example, if we know the basic expenditure pattern of the proposed new plant and its specific demand on local resources from an environmental stand point the economic-ecologic trade-offs can be estimated. The basic expenditure of the proposed salmon aquaculture development would contribute increase local economic activity, a portion of which would be to construction $13,000, to retail and wholesale sales $22,000, $6,000 in government taxes and payments to households of $65,000. Associated with this economic activity would be the following types of annual or local environmental loads: 780 pounds of particulates, 14,720 pounds of 5 Day BOD, 59 cubic yards of solid wastes and need for 1,148,010 gallons of water, and 307,260 kilowatt hours of electricity. The local challenge is how to evaluate the relative empacts and determine the preferred cause of development.
