Agriculture is the second largest industry in the State of Oregon and the State places substantial emphasis in its land use planning goals on the preservation of agricultural land. Oregon’s Willamette Valley accounts for the majority of agricultural output with 53% of the valley bottom classified as agricultural land. Additionally, the valley houses 70% of the state's population. The valley was once comprised of extensive wet prairies and abundant riparian forests along the Willamette River floodplain, but native ecosystems have been reduced to a fraction of their original distribution since Euro-American settlement in the mid 1800s. The few wetlands that remain are at high risk to loss and degradation from agricultural activity. Following national wetland conservation policies, Oregon has since attempted to monitor and regulate losses due to disturbance and modification of the State's remaining wetlands through a "no-net-loss" policy aiming to decrease wetland losses and replace disturbed wetlands through mitigation. The National Wetlands Inventory (NWI) was designed to produce detailed maps and status reports of the characteristics and extent of the nation's wetlands and help determine the efficacy of no-net-loss policy implementation on the nation’s wetlands. In some cases, the NWI has been found to have low categorical and spatial accuracy and coarse temporal resolution, with some maps over two decades old. Although Landsat satellite imagery was originally found to lack the needed spatial resolution for classification detail and wetness designation that aerial photography provided, Landsat has 40 years of freely available, high quality annual imagery and should be explored for use in annual wetland change detection. Our objectives were to: (1) Quantify and characterize spatial and ecological trends in annual wetland change through gain, loss, and conversion in the Willamette Valley; (2) Evaluate the effect of the no-net-loss federal wetland conservation policy change enacted in 1990 on trends in net wetland area; and (3) Describe a new methodology that reaches back through the over 40-year Landsat archive to map fine scale wetland and related land-use changes from 1972-2012. We used annual Landsat MSS and TM/ETM+ images from 1972 to 2012 to manually interpret loss, gain, and type conversion of wetland area in the two-year inundation floodplain of the Main-Stem Willamette River using TimeSync, Google Earth, and ArcMap. By creating Tasseled Cap Brightness, Greenness, and Wetness indices for MSS data that visually match TM/ETM+ Tasseled Cap images, we were able to construct a complete and consistent annual time series and utilize the entire Landsat archive. Additionally, with an extended time series, we were able to compare trends of annual net change in wetland area before and after the no-net-loss policy established under Section 404 of the Clean Water Act in 1990. We found that wetlands experienced annual loss, gain, and type conversion across the entire study period. Vegetated wetlands (emergent and riparian wetlands) experienced a 314 ha net loss of wetland area across the 40 year study period whereas non-vegetated wetlands (lacustrine and riverine wetlands) experienced a 393 ha net gain. All wetland types combined saw a 79 ha net increase in wetland area across the full study period. The majority of both gain and loss in the study area was attributed to and from agricultural conversion followed by urban land use. Time series analysis of the rate of change of net wetland area was calculated using the Theil-Sen (TS) Slope estimate analysis. For annual change of wetland area before and after 1990 no-net-loss policy implementations, the rate of annual wetland area lost slowed for riparian wetlands and reversed into trends of annual net gain in area of emergent wetlands. The rate of annual net area gained for lacustrine wetlands was slowed post-policy. Accuracy assessment of land use change polygons in the field was only able to capture 12% of our interpretations due to access restrictions associated with private land. In spite of a low sample size (n=45), overall accuracy of land use classification through wetland change polygons was at 80%. This accuracy increased to 91.1% when land use classes were aggregated to either wetland or upland categories, indicating that our methodology was more accurate at distinguishing between general upland and wetland than finer categorical classes. Examples of projects and successes of the Oregon Explorer include a basin portal for the Umpqua River, developed in conjunction with the Partnership for Umpqua Rivers, as well as topic portals, such as the Land Use Explorer launched in October 2007 to inform Oregonians about land use history and current issues. We have learned that in the natural resources arena, user needs change with different geographies, yet the adaptations made at the local level are useful in expanding the content and services delivered at the statewide level. It is not enough to just provide access to data or documents. Users want access to a wide variety of integrated information resources—digital documents, interactive maps and reports, decision support, high resolution imagery, and access to available expertise. With Oregon Explorer becoming established as a tool for decision-makers and citizens, members of the team are exploring opportunities to use the digital library in classroom settings. Students in Oregon’s K-12 schools and OSU’s undergraduates are groups that we feel could benefit from the natural resources information and tools available. Proposals are being developed to extend Oregon Explorer’s capabilities for use in primary and secondary education. Oregon Explorer is being used in several university classrooms and will become more integrated as the content and tools grow and as strategies for further incorporation are developed. This evolving natural resources digital library will enable current and future decision-makers to learn about Oregon's environment and to actively engage in creating and sharing knowledge before decisions are made. A range of broad band spectral indices were employed along with standard red and green wavelengths to define an optimum scale or range of scales in which the accuracy of predicting leaf canopy chemistry could be improved. Difficulties inherent within video imagery due to the method in which the National Television System Committee's (NTSC) analog signal is comprised were studied. Spectral quantification of the video signal was not possible within the study, instead attention centered on showing the consistent and well correlated results that could be obtained using such data. Spectroradiometer measurements were also obtained for comparison with video response. Correlation between the two sensors was low, primarily due to the nature of the respective signals. Multispectral imagery was obtained from SPOT for spatial resolution comparison. The light research aircraft employed to collect the aerial video imagery proved to be a versatile and cost effective alternative to traditional remote sensing platforms. The data produced within the study support the project objectives in defining regions of high to low prediction accuracy. A reduction in spatial scale increases the ground area represented by an individual pixel and reduces the quantity and quality of information available to the sensor. The study illustrated a possible spatial resolution breakoff point at which nitrogen content prediction accuracy is greatly diminished. Nevertheless, the mechanisms for streamflow generation are poorly understood. Near- stream surface saturation during precipitation events is one of the most iconic, visible indicators of rapid runoff production in upland humid catchments around the world. Despite years of study, we lack understanding of what occurs within the near-stream saturated area, its mixing dynamics and how this affects catchment geochemical- and flow-response dynamics during events. This thesis explores the mechanisms that control near-stream saturated area behavior in a headwater catchment. First, I explore the relation between catchment geochemical response and the flow duration curve (FDC) for the 46-ha Weierbach catchment in Luxembourg across 10 years of runoff monitoring. The shape of the Weierbach FDC suggested a two-phase system, a high-flow, precipitation-driven period and a dry, evapotranspiration-driven, low-flow period. I hypothesized that the two phases were correlated with activation of shallow hillslope and subsurface streamflow sources and that the activation of these sources would be reflected in stream chemistry and surface saturation dynamics. During high-flow periods of the FDC, stream geochemistry was largely unchanging, lacking a dilution effect and appeared a mix of the highly variable soil and groundwater. Thermal infrared (TIR) imagery suggested large surface saturation dynamics at high flows. The geochemical signature of streamflow and soil riparian water during low-flow periods most closely resembled groundwater chemistry and led to increasing base cation concentrations and electrical conductivity. Secondly, to better understand the effect of rain falling on saturated areas and the contribution of rainfall to saturation excess overland flow, I quantified surface saturation dynamics in a near- stream area during rainfall events using high-frequency TIR imagery. During 10 rainfall events across a 34-day period starting December 2013, a total of 161 mm of rainfall elicited 133 mm of runoff at the 6-ha outlet. Surface saturation within a 25-m² thermal infrared imaged area increased from 2 to 20% but was highly variable and weakly correlated to discharge and precipitation. Rainfall onto mapped, near-stream saturated areas accounted for little of the flow generated within a headwater reach. Streamflow isotopic composition at the 6-ha, headwater outlet deflected little throughout the 30-day rainfall period, 0.7 and 1.2 ‰ for δ¹⁸O and δ²H, respectively. Groundwater exfiltration within the saturated area generated nearly all of the streamflow as well the persistent saturation throughout the event. Thirdly, I examined the underlying controls on streamwater chemostasis in a forested, headwater catchment. Thermal infrared imagery was simultaneously used to quantify saturation expansion and groundwater exfiltration hotspots within the headwater reach. Streamflow during a series of rainfall events responded chemostatically, most measured geochemical species (Ca²⁺, Mg²⁺, Na⁺, SiO₂, Cl⁻, SO₄²⁻ and NO₃⁻) varied little (< 0.5 mg/L), despite discharge increases from 0.2 to 4 L/s. Groundwater levels within the saturated zone increased after an initial 24 mm of event rainfall and remained within 0.05 m of the soil surface throughout the runoff period. TIR imagery identified consistent groundwater exfiltration zones from temperature differences across the event-period in the saturated zone. This suggested that unlike many headwater systems, the alluvial aquifer was well connected to groundwater outside the riparian zone and the mapped seepage area was a focused discharge point for the catchment-scale groundwater flow system. Overall this work suggests that for this catchment, groundwater exfiltration in the near-stream zone strongly controls stream geochemical response as well as the timing, duration and quantity of streamflow generation. Streamflow during a series of rainfall events responded chemostatically, most measured geochemical species (Ca²⁺, Mg²⁺, Na⁺, SiO₂, Cl⁻, SO₄²⁻ and NO₃⁻) varied little (< 0.5 mg/L), despite discharge increases from 0.2 to 4 L/s. Groundwater levels within the saturated zone increased after an initial 24 mm of event rainfall and remained within 0.05 m of the soil surface throughout the runoff period. TIR imagery identified consistent groundwater exfiltration zones from temperature differences across the event-period in the saturated zone. This suggested that unlike many headwater systems, the alluvial aquifer was well connected to groundwater outside the riparian zone and the mapped seepage area was a focused discharge point for the catchment-scale groundwater flow system. Overall this work suggests that for this catchment, groundwater exfiltration in the near-stream zone strongly controls stream geochemical response as well as the timing, duration and quantity of streamflow generation. An approach using Difference-of-Gaussian (DoG) scale-space filters was used to process TM satellite data, transformed into the Normalized Difference Vegetation Index (NDVI), to define discrete landscape units across a range of scales. A series of Difference-of-Gaussian filters, with standard deviation (a) pairs of 0.9 and 1.1, 0.8 and 1.2, and 0.7 and 1.3, was applied to TM data. Results were compared against published ecoregion classifications and aerial orthophotography. These comparisons showed that the applied filters failed to accurately define landscape elements at a range of spatial scales. Filter size was found to be highly sensitive to the resolution of the image and object boundaries were maldelineated when complex boundary combinations were encountered. Although both types provided useful information and insight, the multiple regression approach was chosen over the regression tree analysis to build the model, due to its capacity to produce a continuous prediction response. Fog occurrence, precipitation, temperature, elevation and slope aspect, were the variables that contributed to explain most of the disease severity variability. Findings agree with and formalize our previous understanding of the ecology of SNC: cool and wet conditions in summer appear to increase disease severity. When the model was applied to past climate conditions, retrospective predictions suggest that changes in climate in the last two decades could help to explain the observed recent regional increase in SNC disease severity. The resulting model was used to construct a disease prediction map. This map showed an accuracy equivalent to the currently available SNC aerial survey. The prediction model, however, is able to produce a continuous prediction surface, more suitable for testing and appropriate for assisting in disease management and research. A strong relationship between mature stand canopy defoliation and the Landsat TM indices greenness and brightness, indicates that it is possible to use satellite imagery to map SNC. In contrast, young stands showed high variability, most likely due to the relatively high proportion of exposed understory vegetation. The possibility of mapping stand defoliation is of great importance because this symptom can be directly linked to tree growth and forest productivity. Incorporating a spatial lag of the dependent variable will account for the spatial autocorrelation but makes maximum likelihood estimation nearly impossible so a Bayesian approach is used instead. A Gibb's sampling algorithm is implemented to estimate the conditional distribution of each parameter in the model, from which parameter estimates can be derived. The Bayesian spatial probit estimation is very computationally intensive however the results indicate that the spatial lag is a crucial part of the model. This approach also allows projections of the spatial pattern of future development, unlike estimation methods that sample the data to remove autocorrelation among observations. Low cost, ease of operation, widespread availability and low altitude maneuvering capabilities of UAS, as well as the rapid development of technology and methods, make UAS-based photogrammetry applicable to many civil engineering applications such as visualization, 3D mapping, progress monitoring, construction, structural inspection, maintenance, and monitoring. Using computer vision techniques, Structure from Motion (SfM) and Multi-View Stereo (MVS), it is possible to reconstruct 3D scenes from inexpensive, consumer-grade cameras mounted on a UAS. Despite the increasing popularity of UAS, significant research questions remain regarding the accuracy of UAS-based mapping products. In addition, new tools and methods are required to manage and process the vast amount of data generated by UAS. This research explores several novel approaches to address some of these needs in the field of UAS-based photogrammetry. First, a new approach is developed for supplementing the 3D point clouds derived from UAS imagery with thermal infrared (TIR) imagery. Currently, there are several challenges for reconstructing accurate 3D scenes or point clouds solely from overlapping TIR imagery. For instance, consumer-grade TIR cameras have relatively low resolution and a narrow field view; moreover, such cameras usually generate images with blurred edges and textures. An approach is proposed and evaluated for generating 3D TIR-RGB point clouds utilizing coacquired TIR and RGB images. First, a 3D point cloud is generated using the RGB images; afterward, the TIR data is attributed to the 3D point cloud using a boresight technique. Using the proposed approach, dense point clouds are generated that contain both RGB and TIR information. Such an approach can be beneficial for many thermal mapping and inspection projects, including heat loss inspection, non-destructive testing of structures, and electrical parts inspection for power transmission. Second, the research examines the feasibility of utilizing UAS-based photogrammetry for detecting the change of above-ground pipelines. Since it is inexpensive to fly, UAS are ideal for inspecting, monitoring, and detecting changes in the sites over time. In the researched approach, repetitive UAS flights were conducted to derive 3D digital terrain models in order to detect and measure the movement of pipelines in the scene. The results are compared with displacement measurements taken from conventional ground surveys using real-time kinematic (RTK) global navigation satellite system (GNSS) receivers and total stations. Thirdly, this study introduces new dense point cloud quality factors (DPQF) to use as proxy indicators for assessing the accuracy of SfM-MVS dense point clouds. Simulated and empirical experiments are used to assess the accuracy of image-based 3D reconstructed models with respect to different data collection and site condition scenarios. The spatial correlation between the DPQFs and the reconstruction error is investigated and interpreted for multiple experiments. The results of this study show that the DPQF can be a helpful additional field of information for 3D point clouds. Last, this research introduces a new web GIS tool, named BridgeDex, for management of time-aware series of high-resolution bridge inspection images, such as images collected from handheld digital cameras or cameras on UAS. This tool can be used to manage and query bridge inspection images, bridge reports, and other relevant metadata. This web-based prototype provides the user a simple interface for viewing, panning and zooming in and out of bridge imagery collected over the years as a result of numerous bridge inspections. The results of this study show that the DPQF can be a helpful additional field of information for 3D point clouds. Last, this research introduces a new web GIS tool, named BridgeDex, for management of time-aware series of high-resolution bridge inspection images, such as images collected from handheld digital cameras or cameras on UAS. This tool can be used to manage and query bridge inspection images, bridge reports, and other relevant metadata. This web-based prototype provides the user a simple interface for viewing, panning and zooming in and out of bridge imagery collected over the years as a result of numerous bridge inspections. These examples demonstrate the potential impact this technology will have on our society. However, it is evident how sensitive UAVs are to the uncertainty of the physical world. In order to properly achieve the full potential of UAVs in these markets, robust and efficient planning algorithms are needed. This thesis addresses the challenge of planning under uncertainty for UAVs. We develop a suite of algorithms that are robust to changes in the environment and build on the key areas of research needed for utilizing UAVs in a commercial setting. Throughout this research three main components emerged: monitoring targets in dynamic environments, exploration with unreliable communication, and risk-aware path planning. We use a realistic fire simulation to test persistent monitoring in an uncertain environment. The fire is generated using the standard program for modeling wildfire, FARSITE. This model was used to validate a weighted-greedy approach to monitoring clustered points of interest (POIs) over traditional methods of tracking a fire front. We implemented the algorithm on a commercial UAV to demonstrate the deployment capability. Dynamic monitoring has limited potential if if coordinated planning is fallible to uncertainty in the world. Uncertain communication can cause critical failures in coordinated planning algorithms. We develop a method for coordinated exploration of a multi-UAV team with unreliable communication and limited battery life. Our results show that the proposed algorithm, which leverages meeting, sacrificing, and relaying behavior, increases the percentage of the environment explored over a frontier-based exploration strategy by up to 18%. We test on teams of up to 8 simulated UAVs and 2 real UAVs able to cope with communication loss and still report improved gains. We demonstrate this work with a pair of custom UAVs in an indoor office environment. We introduce a novel approach to incorporating and addressing uncertainty in planning problems. The proposed Risk-Aware Graph Search (RAGS) algorithm combines traditional deterministic search techniques with risk-aware planning. RAGS is able to trade off the number of future path options, as well as the mean and variance of the associated path cost distributions to make online edge traversal decisions that minimize the risk of executing a high-cost path. The algorithm is compared against existing graphsearch techniques on a set of graphs with randomly assigned edge costs, as well as over a set of graphs with transition costs generated from satellite imagery data. In all cases, RAGS is shown to reduce the probability of executing high-cost paths over A*, D* and a greedy planning approach. To characterize baseline condition and historic climate sensitivities, and improve projections into the future, new methods are required that integrate data from the field and remote sensing platforms. Marsh elevation response models can be calibrated with site-specific data to determine the vulnerability of a marsh to sea-level rise and help guide management decisions. Elevation models are sensitive to initial elevation, the rate of accretion, and aboveground biomass. The overarching goal of this dissertation was to develop techniques to improve these important model inputs and evaluate the range of spatial and temporal variation. Light detection and ranging (lidar) is an invaluable tool for collecting elevation data, however dense vegetation prevents the accurate measurement of the tidal marsh surface. In Chapter 2, I describe the development of a technique to calibrate lidar digital elevation models with survey elevation data using readily available multispectral aerial imagery from the National Agricultural Inventory Program (NAIP). Using survey elevation data across 17 Pacific Coast tidal marshes, I demonstrated the utility of the Lidar Elevation Adjustment with NDVI (LEAN) technique to account for the positive bias in lidar due to vegetation. LEAN reduced error from an average of 23.1 cm to 7.2 cm root mean squared error and removed the positive bias caused by vegetation. This increase in accuracy will facilitate more accurate assessments of current and future vulnerability to sea-level rise. The phenology of aboveground biomass in tidal marsh plants in relation to climate variation has not been explored in the Pacific Northwest (PNW). In Chapter 3 I explain how I leveraged the Landsat archive and cloud computing capabilities to assess how Tasseled Cap Greenness (TCG, a proxy for aboveground biomass) in three PNW tidal marshes has responded to recent variation in climate to characterize sensitivity to climate change. Through analysis of over 3700 Landsat images obtained from 1984-2015, I found increased annual precipitation resulted in a higher peak TCG, while warmer May temperatures resulted in an earlier day of peak TCG. These results also demonstrate how time-series analysis of remote sensing data can be used to examine the sensitivity of tidal marsh plants to climate variability and directional change. The range of variation in tidal marsh accretion rates has not been characterized across the PNW. For Chapter 4, I collected and analyzed twenty-two soil cores from eight estuaries to estimate historic accretion rates with radioisotope dating techniques and evaluated the amount and source of variation across estuaries. I found that tidal marshes across the PNW had accretion rates greater than the current rate of sea-level rise, ranging from 2.3 – 7.3 mm yr⁻¹. Using a watershed-scale analysis, I found that long-term average annual fluvial discharge was the top predictor of tidal marsh accretion rates. Additionally, I found that calibrating the Wetland Accretion Rate Model for Ecosystem Resilience (WARMER) with accretion rate data from nearby estuaries can result in uncertainties of up to 41% (50 cm) after 100 years. Finally, in Chapter 5, I demonstrate that a range of 62 cm of error is possible in WARMER models after a 100 year simulation when both uncorrected lidar and non-local accretion rates are used, fundamentally changing the interpretation of the results. I answered the following research questions: (1) How is gender identity constructed and negotiated in different spaces for queer? (2) Does sexual identity influence dress choices of queer women? (3) Where do queer women look for fashion styles and trends? (4) What are queer women's experiences with shopping for clothing and accessories? (5) Do queer women feel anxiety, pressure, or discrimination from the fashion system and the appearance management behaviors in which they participate due to their sexual identity? To answer my research questions I conducted 20 in-depth, semi-structured interviews with 20 queer women living in the United States. After the first interview, each participant completed a short survey and took a picture of their outfit for 14 days. At the end of each week, the participants completed a follow-up interview. I coded the interviews in three phases and looked for emergent themes and patterns. Based on the results of this study I found that there is not one single way of being or becoming a queer women. Most women in the sample did not feel a strong connection to masculinity or femininity. Fourteen women explained they felt in-between or androgynous. Four of the women purposefully rejected the terms masculinity and femininity and claimed, "gender queer." Four women felt a strong connection to either the masculine or feminine identity. One of the women indicated a strong connection to or identification with the so-called femme-butch dichotomy. The 17 participants shifted back and forth in their portrayal of masculinity or femininity depending upon the anticipated future context. Ten participants indicated that they experienced stress or anxiety related to a fear of queer invisibility or being mistaken for straight by other members of the queer community. Four women in the sample related anecdotes about times when they felt discriminated against because of their appearance. Fifteen participants stated that they looked to family members, friends, or people around them for style ideas. Seven of the 15 participants indicated they specifically looked to other queer individuals for inspiration. Eight participants named queer or male celebrities and a ninth identified her father as her style icon. Many participants explained they looked to queer celebrities as style icons. Very few participants reported having ever seen fashion advertisements specifically targeted at queer women. Many of the participants had negative reactions to the queer imagery, or lack there of in media. Participants described a wide variety of shopping experiences trying to find garments that fit, searching for garments in different gendered sections, and interacting with sales associates on the sales floor and in the fitting room. When asked what garments are hardest to find, the participants most frequently responded that they felt frustrated finding any clothing that fit at all. Finding garments that fit is a common issue for many women, notably five of the 12 participants who had trouble finding garments that fit experienced this trouble because they often shopped in the men's department and it was hard to determine what size to try on and purchase. A total of 16 participants said that they experienced stress or anxiety when shopping. Sources of stress included body image and size, malls, determining which department to shop in, shopping in the men’s section, asking for different men's sizes, and unavailability of styles. Several participants experienced subtle acts of discrimination when shopping. When asked if the participant would be more likely to shop in a store that does not separate by gender but by body size and lifestyle, 17 said yes without hesitation; two participants said maybe and one said no. Many queer women in this sample fashioned their bodies by defying gender norms and pushing the boundaries of acceptable appearances in our society. The women in this sample worked each day to showcase their queer identity conspicuously through style and appearance choices or to hide their queer identity by adopting heteronormative styles. For many of the women, managing their queer appearance translated into defying traditional gender identities and expressions. Through this study I brought attention to the multitude of ways queer women experience and navigate the construction of their gender identity and the ways dress is used in this construction. I also highlighted the inequalities in our society for queer individuals and the stress or anxiety this may cause them. Title: Fashioning queer bodies : intersections of dress, identity, and anxiety in the queer women's community Author: Reddy-Best, Kelly The purpose of this study was to explore the relationship of dress and queer women and how their sexual identity influences their appearance management behaviors. I answered the following research questions: (1) How is gender identity constructed and negotiated in different spaces for queer? (2) Does sexual identity influence dress choices of queer women? (3) Where do queer women look for fashion styles and trends? (4) What are queer women's experiences with shopping for clothing and accessories? (5) Do queer women feel anxiety, pressure, or discrimination from the fashion system and the appearance management behaviors in which they participate due to their sexual identity? To answer my research questions I conducted 20 in-depth, semi-structured interviews with 20 queer women living in the United States. After the first interview, each participant completed a short survey and took a picture of their outfit for 14 days. At the end of each week, the participants completed a follow-up interview. I coded the interviews in three phases and looked for emergent themes and patterns. Based on the results of this study I found that there is not one single way of being or becoming a queer women. Most women in the sample did not feel a strong connection to masculinity or femininity. Fourteen women explained they felt in-between or androgynous. Four of the women purposefully rejected the terms masculinity and femininity and claimed, "gender queer." Four women felt a strong connection to either the masculine or feminine identity. One of the women indicated a strong connection to or identification with the so-called femme-butch dichotomy. The 17 participants shifted back and forth in their portrayal of masculinity or femininity depending upon the anticipated future context.
