Baseline data for the first year of a two-year study to assess the current status of ponderosa pine stands in southeastern Montana relative to coal-fired electric power development are presented. Sixteen permanent plots in pine stands were established in eastern Montana, South Dakota, and Wyoming. Several characteristics believed to be sensitive to future sulfur dioxide and fluoride pollution from the power complex were measured on ten trees from each site. Average fluoride concentration in foliage was 1.48 parts per million (ppm), and total sulfur was 483 ppm. Total chlorophyll was .657 mg/gm (fresh wt.) in current needles, .930 mg/gm in year-old needles, 1.016 mg/gm in 2-year old needles, and 1.016 mg/gm in 3-year old foliage. Average foliar water content was 48.9 percent, and mean needle length was 125.3 mm. Needle retention varied between 97-84 percent, depending on internode age. Average fascicular cross-sectional area was 2.1 sq. mm. A number of different insects, fungi, and abiotic factors contributed to slight yellowing and browning of needles, including elegans pine weevil, basal side, various defoliators, and weather factors. Average total necrosis (tissue death) due to the sum of all these factors was less than 7 percent. Measurements of airborne reactive sulfur and fluoride by static plate techniques were negative. This, combined with the very low foliar concentration of sulfur and fluoride, establish the study area as virtually pollution free as of 1975. Additionally, comparisons between the baseline study area and known polluted sites throughout the United States indicate that the polluted sites differ significantly in regard to then pine characteristics measured, and that the degraded pine conditions in the polluted areas are due to airborne sulfur and fluoride concentrations similar to those expected in the near future from the Colstrip power generating facilities. It is anticipated that the ponderosa pine in the study area will be affected. This baseline study will be a convenient, if not necessary, document with which to compare future data in order to detect pollution insults on the pine forests in southeastern Montana. Root diseases were located within 23 of 75 sampled subcompartments. At least 1.1 percent of the commercial forest lands within the Forest are infested with root diseases. Large active disease centers occupy more than 1,550 ha (3,830 acres) of forest land. Major pathogens encountered were Phellinus weirii, Armillaria mellea, and Phaeolus schweinitzii. P. weirii was found mostly within the Cabinet Ranger District; other pathogens were distributed throughout the Forest. Bark beetles often infested root-diseased trees. Most root disease was found within the Pseudotsuga menziesii, Abies grandis, and Tsuga heterophylla series of habitats. Forest Health Protection Whitebark pine is an important reforestation species in the northern Rocky Mountains for enhancement of wildlife habitat. Production of container-grown whitebark pine seedlings at the USDA Forest Service Nursery in Coeur d'Alene, Idaho has been increasing the past several years. Diseases continue to be an important limiting factor in seedling production. Recent evaluations implicated Fusarium solani and F. proliferatum as important pathogens of young germinants and seedlings. Both fungal species commonly contaminated whitebark pine seed prior to sowing. Pathogen spread during stratification resulted in very high levels of seed contamination. Fusarium spp. adversely affected seed germination as well as initiated high seedling disease levels. Not all seedlots were equally affected by diseases, even though most seeds were contaminated. Seedling vigor, probably related to seed germinative energy, may have been an important factor affecting disease severity. Efforts to reduce contamination by mechanical brushing or treatments with hydrogen peroxide or bleach solutions were ineffective. Seed-borne inoculum is important in disease epidemiology. Improved techniques to reduce level of pathogen contamination and spread during seed processing are required.   Citation × Citation Citation Abstract Copy Title: Interrelationships among northern flying squirrels, truffles, and microhabitat structure in Sierra Nevada old-growth habitat Author: Longland, William S., Pyare, Sanjay During 1997–1998, we investigated the influence of both the relative abundance of truffles, preferred food items, and microhabitat structure on the occurrence of northern flying squirrels (Glaucomys sabrinus Shaw) in old-growth forest habitat of the Sierra Nevada Range, U.S.A. Following live-trapping sessions, we searched the forest floor for truffle diggings and sampled the soil for truffles. Diggings were more abundant where flying squirrels were captured, suggesting squirrels were active near areas of the forest floor where truffles had recently been excavated. The frequency of sampling plots with truffles was higher where squirrels were captured, further suggesting preferences for microhabitats where truffles were more abundant. We also measured 15 microhabitat variables at trap stations to evaluate the influence of aboveground microhabitat characteristics on squirrel occurrence. Results indicated that flying squirrels preferred microhabitats with understory cover, which may minimize predation from aerial predators like spotted owls (Strix occidentalis Merriam). Neither abundance of coarse woody debris, a feature conducive to fungal growth, nor the abundance of potential nesting sites (i.e., snags) measurably influenced squirrel occurrence. While various aboveground forest-microhabitat characteristics affect the use of old-growth forests by flying squirrels, these animals refine their use of these forests based on fine-scale changes in the availability of a highly preferred and ephemeral food item. Our autonomous, high-resolution, low-light, color video lander system utilized a smooth frame design that incorporated a series of breakaway attachments and inexpensive sacrificial steel bases to maximize the potential for camera system recovery from complex rocky habitats. Initial field tests at five reef complexes off Oregon (n = 421) and a larger study evaluating the western boundary of Oregon's Yelloweye Rockfish Conservation Area (YRCA, n = 527) showed that the video lander could be deployed and reliably retrieved from high-relief rocky habitat without damage to the camera system and with minimal losses of sacrificial bases. Acceptable visibility for counting fish from the lander video was common at offshore reefs like Stonewall Bank, but less so at nearshore reef complexes. The video lander system was effective for discriminating differences in fish species assemblages at the various reefs surveyed (one-way ANOSIM, P < 0.001) and for identifying seafloor habitat types and species-habitat associations for yelloweye rockfish (Sebastes ruberrimus) at Stonewall Bank (P < 0.05). The video lander data showed that the area outside and to the west of the YRCA enclosed similar quantities of yelloweye rockfish and their preferred habitats in comparison with the area inside the YRCA (0.179 yelloweye rockfish/station outside, versus 0.144 yelloweye rockfish/station inside, Wilcoxon test, P = 0.417). Since 2004, a number of interrelated controversies have surrounded proposals to site a liquefied natural gas (LNG) terminal near Astoria, Oregon. While public participation has impacted the decision-making process surrounding these proposals, we do not know how such public participation processes has been perceived by those who participated. Using content analysis from local newspapers and regulatory documents and 19 semi-structured interviews with active participants, I investigate the opportunities provided for public input in the Oregon LNG project. I found while participants agree that there have been numerous opportunities for citizens to attend and be informed about the project’s status, they do not feel that public input has been adequately incorporated into decisions about the project. Furthermore, I suggest when opponents believed that they were not heard, they put tremendous efforts to create their own political opportunities to advance their position. Based on the insights from Social Movement studies, when seeking for seasons, which ignited the opposition against the projects, I found safety was the first-of-all concern of the majority of opponents. However, there were also many other risks, like those concerning harms to commercial and tourism businesses on the Columbia River, to the estuary and salmon habitat, which served as sufficient frames to support the mobilization process. I also discovered the roles of an environmental non-profit, Columbia Riverkeeper, as well as the community mobilizing experience as indispensable factors to drive public participation. Aggregate is an essential component of infrastructure, but regulations protecting water quality and salmon habitat have contributed to decreased aggregate yields from in-stream sources. Recognizing the state’s need to balance these competing resources, the RGI conducted a workshop featuring scientific panelists who were tasked with providing and interpreting information for policy makers. This essay specifically addresses the question how do scientists inform the permit streamlining process? using Pielke’s Honest Broker framework. Document review, participant observation, and interview methods are used to analyze the roles scientists filled in informing policy makers. Results show that scientists collectively acted as honest brokers of policy alternatives, expanding and clarifying options to decision makers. In order to carry out long-term monitoring and evaluation of the efficacy of the restoration effort, it is necessary to know what is growing there now. To that end I have conducted a multi-part inventory of the current vegetation, to establish baselines of species diversity and coverage, canopy cover, and percentage of native and invasive species against which to measure progress. The current vegetation is a mix of native species and exotics. The tree canopy is a narrow strip along the creek banks, and there are not very many trees in it, but those present are primarily native species. This survey confirms that there is a growing problem with several Class B Noxious weeds that are likely to take over the understory if not checked. These results demonstrate a clear need for a restoration and management plan focused on increasing the native understory cover and on increasing the width of the overstory canopy. This plan should be combined with a strong, long-term institutional commitment to keep the invasive species under control. In addition there are possibilities for expanding the restored area through collaboration with other OSU departments that manage nearby stretches of Oak Creek. Web-based climate tools can help convey climate information that may be necessary for long-term land management, but these tools may not agree with the needs of land managers, may be too complex, or may be misinterpreted. To overcome barriers of user compatibility, the participation of both climate scientists and land managers is necessary during tool development. With the collaboration of Oregon and Idaho BLM sagebrush land managers and climate scientists, this study sought to assess land manager needs and define the criteria for useful and useable climate tools. Using an initial online survey, individual phone interviews with land managers, and a follow-up online survey, a series of land management activities and related climate variables were identified, and several web-based climate tools were assessed. Most managers perform vegetation management through a variety of means including seeding and herbicide application. Such activities are affected by the magnitude and timing of precipitation and temperature, as well as other variables, on seasonal and annual timeframes. For planning purposes land managers also need information on long-term 10-20 year climate trends. The act of listening to the needs of land managers uncovered communication barriers, and provided feedback on existing climate tools emphasizing accessibility, dependability and consistency, clear explanation of terminology, effective visualizations, and relevant spatial and temporal scales to the scope of management activities. We also identified a need for basic information and education on the location of existing climate tools and climate impacts, and a need for near-term forecasting tools that could bridge the gap between weather (≤ 6 months) and climate (≥ 30 years) projections.
