In July of 2001, the Environmental Protection Agency (EPA) activated the Total Maximum Daily Load (TMDLs) provisions of the Clean Water Act. As the first river in Oregon to implement TMDL regulations, people and agencies in the Tualatin basin face many challenges. Non-point source pollution affects water quality in the Tualatin River and comes from various sources. This research focuses on urban home and yard maintenance practices. During 2002, I examined Best Management Practices (BMPs) that have been established for urban residents by water quality and conservation agencies. Employing a range of qualitative and quantitative methods, factors surrounding agency BMP adoption and agency goals for urban residential practices are investigated. Observation of actual home and yard maintenance styles are correlated with residents' explanation of maintenance styles and residents' expression of environmental and other values. In-depth interview and content analysis of websites and pamphlets show agency preferences which push for: low input lawns and yards, a realization of the environmental impacts of individual maintenance styles, and recognition of benefits of clean water to humans and the environment. Results from a survey of residents (n=98), direct observation (n= 183), and short interviews (n=22) suggest the presence of behaviors harmful to water quality and conservation efforts. Harmful behaviors appear to be supported by the importance of neighborhood appearance, a desire to protect property values, and a tendency to want to balance economic considerations and environmental consequences. Although agency goals include behavioral and value change, the lack of concern for environmental impact of maintenance styles in the survey population suggests the need for alternative educational efforts. A focus on non-environmental benefits of low input yard designs and maintenance that also promote neighborhood beauty will be key to the reduction of urban residential non-point source pollution in the Tualatin watershed. Human activities may contribute to the eutrophication of surface waters by providing nutrients to aquatic ecosystems. Phosphorus is frequently identified as a nutrient that is limiting to most aquatic ecosystems under natural conditions. Sources of phosphorus contributing to eutrophic conditions often include nonpoint sources that are dispersed across the landscape. In the Tualatin Basin of Oregon, nonpoint sources have been identified as contributing to phosphorus levels in the Tualatin River that exceed limits established in water quality regulations. The first section of this paper provides a review of relevant literature to explore connections between land use and the sources and transport of nonpoint source phosphorus into the Tualatin Basin. Additionally, where these connections exist, methods to alter existing land use practices to reduce phosphorus contributions are identified. The second section of this paper reviews and analyzes existing data gathered by agencies in the Tualatin Basin to look for evidence of connections between land use and the sources and transport of nonpoint source phosphorus. As one of the most obvious and influential connections, sediment-carried particulate phosphorus is examined both for its influence to the total phosphorus content of streams, and for evidence that it may become more influential as it is transported downstream. Data sets are also examined for seasonal effects and for interactions between phosphorus and other sampled water quality parameters. The third section is an examination and discussion of relevant social issues connected to nonpoint source phosphorus issues in the realization that any solution must be not only technically achievable, but also acceptable to society. Two surveys that attempt to describe the concerns of citizens, one for the general public and one for landowners, are reported. In addition, the problems of establishing regulatory control for a problem whose limits are still undefined is discussed. A philosophy of managementadaptive managementis discussed, and a program for controlling nonpoint source phosphorus in the Tualatin Basin that incorporate adaptive management principles is proposed. Finally, the issues surrounding which segments of society are responsible for paying for control are discussed. Small commercial and non-commercial animal enterprises (SCAEs) raise a few beef cows, horses, pigs, sheep, poultry, and other animals on a few acres. These enterprises are often located in suburban areas of watersheds and show potential for degrading water quality through to increased bacterial, nitrogen, and phosphorus concentrations. SCAEs implement Best Management Practices (BNIPs) on a voluntary basis to control their water quality impacts. Off-stream watering areas, with animal access to streams, and covered manure storages are two BMPs which were analyzed in this thesis for effectiveness in reducing bacteria, nitrogen, and phosphorus from entering surface and groundwater in four SCAEs. The four cooperating SCAEs were located in the Tualatin River Basin, and the potential water quality improvements from implementing these two practices in all SCAEs in the basin were discussed. The BMP analyses use results from several studies. Two of these studies analyzed off-stream watering areas for reducing time animals spend watering at the stream. This time was measured and used to estimate the manure defecated in the stream. Reducing time animals spend at the stream decreases direct defecations in the stream and reduces water quality impacts of SCAEs. A third study analyzed a pasture pump as a possible off-stream watering device. It was analyzed for its ability to provide water to 27 Holstein dairy heifers without limiting water consumption. Daily water consumption from the pasture pump was not significantly different than daily consumption from an open water trough. A fourth study predicted the rainfall required to produce runoff from pastured areas in the Dairy-McKay Hydrological Unit Area within the Tualatin River Basin. These required rainfall amounts and runoff frequency were predicted for summer and winter soil conditions. The BMPs were analyzed for a variety of wet and dry conditions during the summer and winter. Off-stream watering areas were most effective in reducing water quality impacts of SCAEs for dry conditions during the summer and winter, while the covered manure storages were most effective during winter days of continuous rain. Off-stream watering areas reduced the time animals spent at the stream by 75%. Consequently, defecations at the stream were assumed to be reduced 75% and the SCAEs'water quality impacts decreased. Covered manure storages protect manure piles from rain and surface water runoff and prevent bacteria and nutrients from entering the stream or leaching to groundwater regardless of the weather. However, the amount prevented varies with weather conditions. An uncovered manure pile was estimated to cause no water quality impacts during dry weather. During wet weather, the bacteria and nutrients reaching the stream from an uncovered manure pile was estimated to be 60% of the quantity released. The maximum amount of nitrogen leaching to groundwater was estimated to be 10% of the amount applied to the pile since the previous rain. In addition to implementation costs of BMPs, there are changes in annual revenue and costs associated with the management changes. Partial budget analyses were conducted for the four SCAEs to determine their changes in annual monetary returns to management. Both BMPs resulted in negative changes in annual returns to management for all four enterprises. The four cooperating SCAEs were located in the Tualatin River Basin, and the potential water quality improvements from implementing these two practices in all SCAEs in the basin were discussed. The BMP analyses use results from several studies. Two of these studies analyzed off-stream watering areas for reducing time animals spend watering at the stream. This time was measured and used to estimate the manure defecated in the stream. Reducing time animals spend at the stream decreases direct defecations in the stream and reduces water quality impacts of SCAEs. A third study analyzed a pasture pump as a possible off-stream watering device. It was analyzed for its ability to provide water to 27 Holstein dairy heifers without limiting water consumption. Daily water consumption from the pasture pump was not significantly different than daily consumption from an open water trough. A fourth study predicted the rainfall required to produce runoff from pastured areas in the Dairy-McKay Hydrological Unit Area within the Tualatin River Basin. These required rainfall amounts and runoff frequency were predicted for summer and winter soil conditions. The BMPs were analyzed for a variety of wet and dry conditions during the summer and winter. Off-stream watering areas were most effective in reducing water quality impacts of SCAEs for dry conditions during the summer and winter, while the covered manure storages were most effective during winter days of continuous rain. Off-stream watering areas reduced the time animals spent at the stream by 75%. Consequently, defecations at the stream were assumed to be reduced 75% and the SCAEs'water quality impacts decreased. Covered manure storages protect manure piles from rain and surface water runoff and prevent bacteria and nutrients from entering the stream or leaching to groundwater regardless of the weather. However, the amount prevented varies with weather conditions. An uncovered manure pile was estimated to cause no water quality impacts during dry weather. During wet weather, the bacteria and nutrients reaching the stream from an uncovered manure pile was estimated to be 60% of the quantity released. The maximum amount of nitrogen leaching to groundwater was estimated to be 10% of the amount applied to the pile since the previous rain. In addition to implementation costs of BMPs, there are changes in annual revenue and costs associated with the management changes. Partial budget analyses were conducted for the four SCAEs to determine their changes in annual monetary returns to management. Both BMPs resulted in negative changes in annual returns to management for all four enterprises. Close

WWTF effluent samples were found to bind copper more strongly than river water samples through a larger conditional stability constant for the strong binding site. At low dilution ratios, copper binding characteristics in waters downstream of WWTF outfalls deviated from those of upstream waters by approaching the WWTF effluent characteristics for copper binding. Gently tilted uplands capped by Columbia River Basalt Group surround the synclinal basin on all sides. Integrated gravity, aeromagnetic, and seismic reflection data indicated that the basin is underlain by 3 to 4 km of sub-horizontal, upper lower Eocene to middle Miocene age sedimentary and volcanic rocks. Up to 300 m of Columbia River Basalt overlie these older strata, in turn overlain by up to 400 m of late Miocene to Pleistocene, dominantly fluvio-lacustrine sediments. Late middle Eocene strong oblique convergence across the continental margin generated regional northeast-trending fissures in the forearc through which the Tillamook Volcanics and basalt of Waverly Heights erupted. Sinistral strike-slip faults, including the proto-Gales Creek-Mt. Angel structural zone, segmented the forearc into discrete blocks which rotated clockwise independently. A right-step in the Gales Creek-Mt. Angel system generated northeast-directed folding and faulting adjacent to the restraining bend, deforming rocks as young as upper Tillamook Volcanics. Regional uplift culminated in a late Eocene unconformity which removed the arkosic Spencer Formation northeast of the Gales Creek-Mt. Angel system, prior to subsidence of the forearc and burial by late Eocene and Oligocene tuffaceous sedimentary strata. The distribution of middle Miocene Columbia River Basalt Group flows shows no evidence of a structural or topographic Tualatin basin at that time. The syncline initiated along the present southwestern margin of the basin in late Miocene time, in response to uplift of the Coast Range and Portland Hills anticlines to the southwest and northeast, respectively. A late Pliocene decrease in convergence and consequent relative increase in the oblique component of convergence reactivated the Gales Creek-Mt. Angel structural zone as a dextral shear zone. The right-step acted as a releasing bend, allowing extension, increased subsidence and normal faulting along the basin margins, and volcanism within the basin. Subsequent development of transverse folds and reverse faults, northwest-trending riedel shears, northeast-trending antithetic faults, and basin-marginal normal faults, is consistent with classification of the Tualatin basin as a pull-apart basin in a dextral wrench system. Amphibians represent a common group in many freshwater systems and are currently experiencing worldwide population declines. Global amphibian declines may be attributed to a number of causes, including habitat loss, introduced species, global climate change, disease, and chemical contaminants; most species declines are not a function of only one factor, but a result of interacting factors and synergistic impacts. I analyzed the impact of field conservation efforts employed in the Calapooia watershed, located in the central Willamette Valley in Oregon, on amphibian species diversity using Simpson's Diversity Index. In the Calapooia watershed the value of this index increased when conservation efforts, such as retaining crop residue and riparian buffers, were present. This suggests that species diversity increased with increased conservation effort at the field level. In addition, I found species-specific habitat associations in the Calapooia watershed. Long-toed salamanders (Ambystoma macrodactylum) were associated with stream channel cover. Rough-skinned newts (Taricha granulosa) and Red-legged frogs (Rana aurora) showed similar relationships to pH, bank width, depth, and riparian habitat where as Pacific treefrogs (Pseudacris regilla) showed strong relationships to increased structural heterogeneity, increased distance to nearest agricultural field, and increased human disturbance. These results indicate that conservation efforts can impact amphibian biodiversity, and that there are species-specific habitat associations in the Calapooia watershed. My third chapter looked at pesticides and fertilizers, which have been shown to negatively affect many species of amphibians. I used meta-analytic techniques to quantify the lethal and sub-lethal effects of pesticides and fertilizers on amphibians in an effort to review the published work to date. I found that, in general, pesticides and fertilizers negatively affect amphibians by reducing both survival and growth. Pesticide and fertilizer chemical classes showed differences in their impacts on amphibians: inorganic fertilizers, organophosphates, phosphonoglycines, and triazines negatively affected amphibian survival, while, organophosphates and triazines negatively affected amphibian growth. Therefore, the dissertation objectives are to: 1) identify agricultural landowner participation in watershed conservation projects; 2) assess the spatial distribution of watershed projects; 3) determine the characteristics of participating and non-participating landowners; and 4) determine the sociocultural, ecological and geographic constraints to adaptive watershed management. Data were collected during 1997-1998 using agricultural landowner interviews, a mail landowner survey and observations of the Umpqua Basin Watershed Council. Landowners' worldviews consist of independence, the importance of private property rights, aversion toward government interference and a belief in environmental resilience. Landowners implement upland conservation practices such as off-stream livestock water developments and rotational grazing more often than riparian fencing, riparian tree planting and installing fish screens on instream irrigation diversions. Western juniper (Juniperus occidentalis) encroachment has been associated with increased soil loss and reduced infiltration resulting in the loss of native herbaceous plant communities and the bird and animal species that rely on them. Hydrologically, however, change in water yield has been linked with the amount of annual precipitation a site received. Studies published in the 1970’s and 1980’s, suggest that a minimum 4500 mm (18 inches) of annual precipitation was necessary before an increase in water yield manifested itself following vegetation manipulation. In 1993, a paired watershed study was initiated in the Camp Creek drainage, a tributary of the Crooked River of central Oregon, to evaluate the impacts of cutting western juniper on the hydrologic function of those sites. The study involved a paired watershed approach using watersheds of approximately 110 hectares (270 acres) each to evaluate changes in a system’s water budget following the reduction of western juniper. The 30 year average annual precipitation for the area is 3500 mm (13.75) and during the study period, annual precipitation ranged from 80 percent to 129 percent of average. In 2005, following 12 years of pretreatment monitoring in the 2 watersheds (Mays and Jensen) all post-European aged juniper (juniper < 140 years of age) were cut from the treatment watershed (Mays). Analysis indicated that juniper reduction significantly increased late season spring flow by 225 percent (alpha > .05), increased days of recorded ground water by an average of 41 days (alpha > .05) and increased the relative availability of late season soil moisture at soil depths of .76 m (27 inches) (alpha > 0.1). Ephemeral channel flow did not show a predictable trend during 2 years of post treatment measurements. Channel flow is dependent on spring snow melt and severe summer thunderstorm activity. When winter soils were greater than 0 degrees Celsius (32 degrees F), the source of channel flow in Mays was observed to be seepage from the channel banks. Channel flow in Jensen appeared to be a result of rock forcing subsurface flows to the surface. Vegetative responses showed significant increases in perennial forb canopy cover (alpha > .01) and annual forb and annual grass basal cover (alpha > .05). Increases were also found in reduction of percent bare ground and increase in shrub cover, but were not significant. A statistically insignificant decrease in perennial grass cover was noted in the treated watershed however a large amount of reproductive culms were noted in the treated watershed in 2007 compared to the control watershed. Hillslope erosion and channel morphology showed no predictable trend following treatment. Inherent differences in channel morphology between the two watershed prior to treatment existed. This difference may be a product of the two channels being at different evolutionary or successional stages relative to each other and thus indicating that channel recovery would be different for each watershed. It focuses on the usefulness of various sources of information, public trust in specific information providers, citizens' understanding of watershed ecology, and the problems, preferences and concerns of private landowners. A mail questionnaire and interviews were used to elicit responses from community residents and members of the South Santiam Watershed Council. Several conclusions emerge from the findings. First, most respondents claim to be interested in and concerned about watershed management issues, however, few are well informed about the technical or scientific aspects of watershed ecology and management. Second, respondents indicated they currently receive little useful information about watershed issues, but there are relatively high levels of trust in several information providers. This suggests that an increase or refocus of outreach efforts may be successful in raising citizen awareness and knowledge of watershed issues. Third, most respondents agree that good watershed management is beneficial to both humans and the environment, but are also strongly opposed to various forms of government intervention. The precision of precipitation NO₃ and total nitrogen measurements at the Bull Run was found to be inadequately determined and much poorer than the precision of corresponding stream chemistry data. An autoregressive time-series multiple-regression model was developed to predict stream NO₃ load (kg/ha/day) based on 14-day cumulative stream discharge, the current day's, previous day's and cumulative 7-day precipitation, the 14-day average maximum air temperature and a storm hysteresis factor. Coefficients of determination ranged from 0.66 to 0.75. The model was found to be of limited use in inference about watershed processes due to the coarse time resolution of the data (1 to 3 week sampling intervals). Although the 47 independent variables considered were known at much finer time scales (30 minutes to 1 day), this was insufficient to offset the problem of long sampling intervals and strengthen the inference capability. Complete description of the nutrient record would require sampling intervals of less than one day during periods of rapid change. Peak NO₃ concentration and load events were found to be unrelated to suspended sediment concentration or the magnitude of snow melt. Stream NO₃ showed a weak inverse relationship with precipitation NO₃ or total nitrogen content. Key accomplishments in the area of project planning include coordinating: monthly Council and executive committee meetings; staffing the Upper Willamette Spring Chinook Working Group; staffing the water quality technical committee; and guiding education and stewardship projects. Key accomplishments in the area of project management include the completion of the McKenzie-Willamette Confluence Assessment; securing funds for project planning in the confluence area; near completion of the BPA funded McKenzie sub-basin assessment; development of a framework for a McKenzie Watershed Conservation Strategy; an evaluation of Council’s monitoring programs - ambient water quality, storm-event water quality, Tier III water quality, and macroinvertebrate monitoring. The Council, in cooperation with the McKenzie River Cooperative, completed habitat enhancements in the Gate Creek and Deer Creek sub-watersheds. This partnership recently submitted Bring Back the Natives grant for initiation of projects in other McKenzie tributaries. The Council will also be working with a local business to develop a river-side riparian enhancement and native landscaping project on the lodge grounds. This will serve as a demonstration project for blending fish and wildlife habitat concerns with maintaining grounds for business opportunities. Accomplishments in the area of procurement of funding included developing the FY2000 Scope of Work and budget for approval by the Council and BPA; providing quarterly budget and work program progress reports to the Council; and securing additional funding from Council partner organizations and foundations. Highlights in the area of watershed education/outreach include the MWC’s lead role in convening the Watershed Education Network for teachers as part of its educational mission; production of newsletters and brochures; and coordination of media coverage of watershed-related issues. Few would argue that, in its limited mandate to regulate hydropower generation and flood risk management for downstream communities, the CRT has been anything but a success. However, there are many aspects of water resource management, including water quality, aquatic species, and indigenous peoples' rights and responsibilities that are left unaddressed by the Treaty. These issues are of increasing importance to managers and stakeholders in river basins around the world. This paper asks, in the absence of a formal agreement governing these issues, are the United States and Canada coordinating the broader management of the Columbia River and its international tributaries? If so, around which water resource issues do they collaborate and at what level? If not, do these gaps in co-management negatively affect the basin? In order to assess the current state of transboundary water cooperation between the United States and Canada within the basin, 50 transboundary initiatives were identified and categorized into management categories including: ecosystem function, fish passage & habitat, climate change, invasive species or toxics management, and energy. Interviews were then conducted with 34 natural resource managers throughout the international basin on their work with these initiatives, specifically addressing areas where they are, and are not, collaborating at this time. The interviews revealed that, while there is a great deal of collaborative work being done, it appears largely fragmented and restricted to sub-basin activities. International, basin-wide cooperation, outside of treaty obligations under the CRT, appears limited at this time. This thesis contends that there is a need for these sub-basin activities to be networked with one another, either through the Treaty, or through an inclusive, legitimate, and transparent river basin organization.   Citation × Citation Citation Abstract Copy Title: Stream DOC, nitrate, chloride and SUVA response to land use during winter baseflow conditions in sub-basins of the Willamette River Basin, OR Author: Frentress, Jay To better understand the impact of land use on stream nutrient export, a synoptic sampling of 57 sub-basins within the Willamette River basin was conducted during winter baseflow conditions (February 2009). I assessed whether stream dissolved organic carbon (DOC), NO₃⁻ and Cl⁻ and specific ultra-violet absorbance (SUVA) values were correlated with individual watershed land use variables: percent urban, agriculture, and forest. Simple linear regression analysis indicated that stream DOC, NO₃⁻ and Cl⁻ increased significantly with increasing percent agriculture and urban area in sampled watersheds, and decreased significantly with increasing percent forest. Stream order and watershed area were not significantly related to any stream chemistry variables. Simple linear regression analysis indicated that SUVA, a measure of the aromaticity of DOC, decreased significantly with increasing percent urban area in catchments, but was not significantly related to percent agriculture or urban. Ordination of streams on the basis of their chemistry supported simple linear regression analyses, clustering of streams with low SUVA values and higher DOC, NO₃⁻, and Cl concentrations, which were also largely associated with increasing percent urban, and slightly less associated with increasing percent agriculture. Results indicate that stream nutrient concentrations are strongly influenced by associated land use within the watershed. SUVA results suggest a combination of land use and variable hydrologic flowpaths affects the composition of stream DOC under winter baseflow conditions. Title: Stream DOC, nitrate, chloride and SUVA response to land use during winter baseflow conditions in sub-basins of the Willamette River Basin, OR Author: Frentress, Jay To better understand the impact of land use on stream nutrient export, a synoptic sampling of 57 sub-basins within the Willamette River basin was conducted during winter baseflow conditions (February 2009). I assessed whether stream dissolved organic carbon (DOC), NO₃⁻ and Cl⁻ and specific ultra-violet absorbance (SUVA) values were correlated with individual watershed land use variables: percent urban, agriculture, and forest. Simple linear regression analysis indicated that stream DOC, NO₃⁻ and Cl⁻ increased significantly with increasing percent agriculture and urban area in sampled watersheds, and decreased significantly with increasing percent forest. Stream order and watershed area were not significantly related to any stream chemistry variables. Simple linear regression analysis indicated that SUVA, a measure of the aromaticity of DOC, decreased significantly with increasing percent urban area in catchments, but was not significantly related to percent agriculture or urban. Ordination of streams on the basis of their chemistry supported simple linear regression analyses, clustering of streams with low SUVA values and higher DOC, NO₃⁻, and Cl concentrations, which were also largely associated with increasing percent urban, and slightly less associated with increasing percent agriculture. Results indicate that stream nutrient concentrations are strongly influenced by associated land use within the watershed. SUVA results suggest a combination of land use and variable hydrologic flowpaths affects the composition of stream DOC under winter baseflow conditions. Close
