The first paper examines incentives based on providing landowners with assurances regarding future regulation in exchange for their participation in a conservation agreement. The second and third papers are empirical analyses of landowners' decisions to participate in an incentives program, and of the effect of different types of incentives on the level of conservation effort provided by landowners. The first paper examines when a landowner and a regulator reach a voluntary conservation agreement, and what level of conservation the agreement generates in the presence of uncertainty about future conservation benefits and irreversibility of habitat loss and species extinction. The results suggest that the likelihood of an agreement and the resulting conservation levels depend on the background threat of regulation, the cost advantage offered by voluntary agreements, and the availability of assurances regarding future regulation. In practice, conservation agreements that offer assurances may generate higher levels of conservation and higher net social benefits than agreements that do not offer assurances. However, the resulting level of conservation will not be optimal, and may be lower than that attainable under regulation. The second paper conducts an empirical analysis of the demographic and land characteristics that determine landowner participation in incentives programs using data obtained from a survey of non-industrial private forest owners in Oregon and Washington. The results suggest that targeting incentives programs to younger landowners who have acquired their property more recently, own more woodland, and are interested in conservation and providing wildlife habitat on their forests may be effective in attaining higher participation rates. The third paper uses the data obtained from the survey to examine the potential of incentives programs to elicit conservation-oriented management choices from landowners. The results indicate that incentives, in particular compensation and assurances, can be effective in increasing the conservation effort provided by landowners. The results also suggest that conservation policy for private lands could be improved by relying on a combination of incentives, including financial incentives and assurances, rather than exclusively on the threat of regulation. Before 2002, almost all of the approximately 40,000 acres of land in the Wood River Valley, Oregon were used for intensive, flood-irrigated summer cattle grazing, as it had been for over 100 years. Conservation activity in the valley was limited to a couple of wealthy landowners. But a year after the 2001 Klamath Basin "water crisis," a local non-profit water conservation organization, the Klamath Basin Rangeland Trust (KBRT), was formed in the Wood River Valley, with the intention of working to restore local natural resources and improve land and water quality and quantity throughout the Basin. Since KBRT's introduction to the valley in 2002, twelve local landowners, whose acreage comprises almost 30% of the valley, have been consistently enrolled in various federal and state conservation and restoration programs. Their participation has effected significant land management changes that have improved the quality and quantity of land and water in the Wood River Valley. Nonetheless, there are still several landowners who choose not to participate. Determining what motivates ranchers to participate in programs that facilitate their adoption of conservation practices is valuable in encouraging more widespread sustainable agricultural production, and developing more agriculturally appealing conservation-oriented programs in the future. Relevant literature reveals landowners' socio-economic status, values and attitudes, landownership characteristics, and conservation knowledge are important factors influencing their conservation decisions and behavior. However, available research does not study the direct influence a capacitating organization like KBRT has on landowner participation in conservation programs. This thesis is designed to address this lack of data by analyzing what motivates landowners in the Wood River Valley, Oregon to participate or abstain from participation in government sponsored, conservation oriented programs. The hypothesis is that in addition to various socio-economic, attitudinal, and landownership characteristics, KBRT’s presence in the valley is a principle reason why landowners choose to participate in conservation programs. To investigate this hypothesis, and determine why some landowners participate in conservation programs and some do not, this case-study evaluates how various socio-economic, landownership, value and knowledge-based factors influence Wood River Valley landowners' willingness and ability to incorporate conservation practices into their existing operations. To measure the influence of various factors on landowner participation in conservation programs, I interviewed seventeen landowners in the Wood River Valley who either participate or have chosen not to participate in government sponsored conservation oriented programs. To gauge the degree of influence different factors have on landowner participation, I asked project participants a series of semi-structured interview questions relating to each of the factors. I then coded and analyzed the interviews, and incorporated information gathered from my literature review to explore what motivates landowners' decisions regarding participation in conservation oriented programs, and to learn whether KBRT's presence relates to landowner participation. As discussion of the interview results and analysis will reveal, the ten landowners interviewed who participate in conservation programs reveal economic incentives provided by the programs, landownership characteristics, personal values, and the influence of KBRT to be the primary reasons why they choose to participate in conservation programs. Therefore, the original hypothesis that an enabling organization like KBRT is critical to landowner participation is supported. The hypothesis is mediated by participating landowners’ perceptions of such an organization. A brief background, including the general ecology, status and distribution of sea turtles of the Baja peninsula is presented, with an overview of the current and historic use and management of sea turtles. Several sets of theories provide the context within which the case example is analyzed. A discussion of how concepts of "science" and "knowledge" are shaped and how these perceptions impact choices made in natural resource management and planning is presented. This includes a brief discussion of conservation ethics and conservation rationale, as well as a review of the debates surrounding indigenous knowledge and its application in conservation. A review of community-based efforts in sea turtle conservation is also presented. The data and analysis offered in this thesis is the result of two field seasons working as a member of an interdisciplinary sea turtle conservation team: conducting biological studies, surveys, informal and semi-structured interviews and participant observation. The major goal of this research project was to evaluate a people-oriented approach to conservation. The objectives of the Baja sea turtle conservation project included: the involvement of fishing communities in the development of conservation projects, the involvement of local students and fishermen in the collection of data and the public sharing of research results on a regular basis. Results of this case study suggest that through dependence on the host community for food, equipment, labor and guidance a special connection was established, fostering trust and building the partnerships necessary for long-term conservation success. For this reason, fishermen and other members of the local host communities were more willing to cooperate with outsiders and share their intimate knowledge of their environment - including information on the daily movements and distribution of sea turtles. It is crucial that the fishermen feel empowered before they choose to participate in the sea turtle conservation efforts. They must be viewed, and view themselves, as an integral part of the conservation team contributing valuable knowledge and ideas, not just acting as boat drivers and guides for outside researchers within the host community. Community meetings served as an outlet to voice concerns and share information. Habitat requirements and other life history aspects of sage-grouse, excerpted from the USFWS listing decision (75 FR 13910), are summarized in Appendix A to provide context for the proposed conservation measures. We have attempted to describe the scientific basis for the conservation measures proposed within each program area. A case in point is the conservation of biological diversity: within both the scientific literature and the policy debate, it is unclear what are the best methods for its conservation. In addition, the public goods nature of biological diversity limits the ability of managers and policy makers to use economic information to prioritize biodiversity policy goals in making resource management decisions. This study uses a choice experiment (CE) framework to produce utility theoretic estimates of the welfare effects of changes in the level of biodiversity protection under different conservation programs. The sample frame for the study spans Oregon households, with three regional strata (Eastern, Willamette Valley, and Coastal), allowing measurement of regional preference heterogeneity. We present biodiversity policy as an amalgam of four different conservation programs: aquatic habitat conservation, forest rotation management, endangered species protection, and large-scale conservation reserves. The study results indicate substantial support for conservation programs. While WTP is positive for initial increases above baseline levels of protection, results indicate that WTP for large increases fall to zero or become negative, requiring monetary compensation for further increases, substantial increases over the current baseline would generate increased consumer surplus, though overall location of land resources to biodiversity is perceived on average as a welfare loss. The survey instrument included a dichotomous choice contingent valuation WTP elicitation for the purpose of methodological comparison to the CE approach. Results tentatively support the conclusion that the CE approach produces more conservative (lower) estimates of consumer surplus. The study also indicated a strong bias toward the management status quo, though the basis for this preference, and its importance in the context of policy analysis, remains an important subject for further research. To test these assumptions 45 kindergarten students attending the Campus Elementary School during the spring term of the 1969- 1970 academic year at Oregon College of Education were studied. To test the assumption that increased mathematical instruction will result in a higher level of concept maturity of the notion of conservation and increased achievement in arithmetic, a pretest-posttest design was used. The independent variable measured for this assumption was readiness information. It was measured in one instance by using Piaget's experiments to determine the understanding of conservation and in another instance by an arithmetic test to measure achievement in arithmetic. To test the assumption that factors in a child's background are related to the acquisition of conservation skills, chronological age, nursery school experience, IQ, and placement in the family constellation were measured. The dependent variables in the assumption that readiness instruction implies increased achievement and a higher level of maturity of the concept of conservation were arithmetic performance as measured by an arithmetic test and change in status of the levels of concept maturity of the notion of conservation as measured by Piaget's experiments. To measure the relationship of background variables age, IQ, family constellation, and nursery school experience to the level of concept maturity of the notion of conservation a biserial correlation was determined. The level of concept maturity was the dependent variable measured in the second assumption. Our analysis develops quantitative estimates of the economic value associated with recreational fishing and commercial crabbing, oyster harvests and livestock production. It also estimates the value of the carbon sequestration service provided by the ecosystems found in Yaquina Bay and the value of the open space premiums that accrue to residential properties located in the vicinity of undeveloped open spaces. Land use, land management and conservation planning, in order to achieve economically sensible results, should take into account the economic value generated by the conservation of undeveloped lands and the fact that the increasing relative scarcity of these lands will only increase conservation values. With a large share of both ecologically and economically valuable undeveloped lands in private ownership, not just in the Yaquina Bay study area but also at state and national levels, existing financial incentive systems that encourage land conservation on private lands will need to be improved and in many cases additional ones will need to be created in order to better align privately and socially desirable outcomes. This is a challenging task whose urgency is increasing in lockstep with the continuing loss and degradation of natural lands. It also estimates the value of the carbon sequestration service provided by the ecosystems found in Yaquina Bay and the value of the open space premiums that accrue to residential properties located in the vicinity of undeveloped open spaces. Land use, land management and conservation planning, in order to achieve economically sensible results, should take into account the economic value generated by the conservation of undeveloped lands and the fact that the increasing relative scarcity of these lands will only increase conservation values. With a large share of both ecologically and economically valuable undeveloped lands in private ownership, not just in the Yaquina Bay study area but also at state and national levels, existing financial incentive systems that encourage land conservation on private lands will need to be improved and in many cases additional ones will need to be created in order to better align privately and socially desirable outcomes. Persistent challenges to the Act’s implementation make reaching conservation goals problematic. Most notably, the very nature of the law—providing protections for species already at risk of extinction—means its protections are offered only when the situation is already dire, when conservation efforts will be the most difficult, costly, and controversial. Impacted industries and rural communities have frequently chafed under the regulations imposed by the Act, while environmentalists have seen the ESA as a reliable tool for slowing or stopping unwanted development. The U.S. Fish and Wildlife Service (FWS) has begun altering its approach to species conservation by pursuing a series of more proactive tools within the ESA in an effort to address declining species before emergency action under the Act is required. These efforts, including working collaboratively with state governments, federal management agencies, and private landowners, were highly visible in the case of the Greater Sage Grouse, a recent candidate for ESA protection in the western United States. Using the sage grouse as a focal case study, this dissertation evaluates some of the challenges and opportunities involved in these proactive, collaborative conservation efforts. In particular, analysis focuses on one of the key components of the ESA process—the selection, interpretation, and application of scientific evidence. Interviews with stakeholders across three sage grouse states—Idaho, Oregon, and Wyoming—as well as planning documents, government reports, and media accounts in these states were collected in order to understand the relationship between collaboration and the use of science in proactive conservation efforts for the sage grouse. Evidence from the three studies in this dissertation suggests that in such efforts, discussion and negotiation surrounding the nature of species threats and possible conservation actions can be hampered by the lack of trust between stakeholders and administrative agencies. The first study (Chapter 2) examines three different conservation efforts in Oregon, and finds that organizational goals, history, and scale of operations influence the degree of collaboration within a particular effort, when then influences the manner in which science is utilized in the process. The second study (Chapter 3) compares the development of voluntary conservation agreements between private landowners and FWS across three states and finds that positive working relationships and trust are critical in effectively negotiating species threats, conservation actions, and monitoring protocols. That being said, when relationships and trust are still being developed, as they often are for the FWS with regard to the ESA, these can be supplemented by partnering with other agencies and organizations with better relationships with communities on the ground, such as the NRCS. The U.S. Fish and Wildlife Service (FWS) designated sage grouse in 2010 as a candidate for listing under the Endangered Species Act (ESA). In September 2015, the FWS will determine whether to list the greater sage-grouse under the ESA or find that ongoing efforts to restore and protect sagebrush habitat are sufficient to ensure their long-term survival. Loss and fragmentation of sage grouse habitat is the primary threat and has a number of contributors, including human development and encroachment of conifer trees and invasive plants. NRCS is working with ranchers to address these threats on private lands through restoring and protecting key sage grouse habitat while ensuring grazing lands remain sustainable and profitable. NRCS launched the Sage Grouse Initiative (SGI) in 2010 to focus efforts that reduce threats facing sage grouse and the working lands that provide their habitat. NRCS uses a variety of Farm Bill conservation programs to restore and protect habitat, including habitat improvements through the Environmental Quality Incentives Program (EQIP) and long-term conservation easements through the Agricultural Conservation Easement Program (ACEP). Since 2010, NRCS has invested more than $296.5 million to implement SGI. Conservation partners and landowners have contributed an additional $128 million, bringing the total SGI investment to $424.5 million. Sage Grouse Initiative 2.0 NRCS plans to commit approximately $211 million to SGI over the life of the 2014 Farm Bill, providing partners with certainty that conservation will continue well into the future. SGI 2.0 will invest around $93 million in habitat restoration through EQIP and $100 million in conservation easements through ACEP. The U.S. Fish and Wildlife Service (FWS) designated sage grouse in 2010 as a candidate for listing under the Endangered Species Act (ESA). In September 2015, the FWS will determine whether to list the greater sage-grouse under the ESA or find that ongoing efforts to restore and protect sagebrush habitat are sufficient to ensure their long-term survival. Loss and fragmentation of sage grouse habitat is the primary threat and has a number of contributors, including human development and encroachment of conifer trees and invasive plants. NRCS is working with ranchers to address these threats on private lands through restoring and protecting key sage grouse habitat while ensuring grazing lands remain sustainable and profitable. NRCS launched the Sage Grouse Initiative (SGI) in 2010 to focus efforts that reduce threats facing sage grouse and the working lands that provide their habitat. For most Latin American and Caribbean countries, the deterioration of coastal ecosystems is particularly critical due to the strong dependency of their economies on the quality of natural resources and ecosystems. Thus, the necessity of effectively conserving and managing marine ecosystems with a more integrative, ecosystem–based approach is urgent. Marine reserves constitute a powerful conservation tool for mitigating ocean degradation. Because they provide spatial refuges for fished populations, and protect important habitats and their associated ecological interactions, they are particularly beneficial for counteracting the harmful effects of overfishing. In Chapter 2 of this thesis, I present a comprehensive analysis of the status and progress of marine protected areas (MPAs), particularly no-take marine reserves in Latin America and the Caribbean. I also show that the number and area protected have increased through time, particularly since the 1980s; but the system of MPAs is still deficient in fully representing the whole array of marine biogeographic provinces. In addition, I demonstrate that no-take marine reserves are poorly utilized for conservation of marine biodiversity in this region. Finally, I highlight the need for strengthening the marine conservation initiative in Latin America and the Caribbean under a regional approach. In Chapter 3 using meta-analytic methods, I quantitatively estimate the magnitude of the conservation effects of marine reserves in Latin America and the Caribbean. I examine the species and reserve characteristics that contribute to explain the variation in responses to protection. These analyses demonstrate positive outcomes of reserve protection at assemblage and species levels, and confirm the effectiveness of marine reserves as a conservation tool to rebuild exploited populations. Less clear is the relationship between density responses to protection and species-specific characteristics. Species with different trophic levels, adult mobility, body size and resilience can benefit from protection. Nevertheless, when I examine the effects of protection on one habitat type (coral reefs) using biomass as the response variable different trophic groups show differential responses. Predators demonstrated higher positive responses compared to herbivores or producers. In addition some indirect effects were disclosed. Findings from this research have direct implications for the advancement of marine conservation in Latin America and the Caribbean. Chapter 2 provides an important tool for planning marine conservation strategies at a regional scale. Those who did not believe in the seriousness of the energy problem were over 50 years of age, male, had less than a college degree, and opposed mandatory energy conservation regulations related to home thermostat settings. Homeowners opposed the regulation requiring their homes to pass an energy audit. Opposition to regulations appeared to be related only to an individual's perception of the consequences of the regulation, and not to belief in the energy problem or locus of control. Employing an elaborate questionnaire this writer examined the ritual practices (home and synagogue) and traditional beliefs of Judaism as practiced or accepted by the Orthodox, Conservative, and Reform Jews of Portland and thereby attempted to reach a conclusion whether the three groups are actually three in practice or merely three in name. The findings of the study, in regard to the synagogue-affiliated Jews of Portland, include: 1) The Jewish laymen's degree of performance of rituals is well below that theoretically required or suggested by their respective rabbis and denominations; 2) In actual practice the Orthodox perform traditional rituals and accept traditional beliefs more consistently than the Conservative, who in turn practice traditional rituals and accept traditional beliefs more consistently than the Reform; 3) The Orthodox and Conservative are almost equally observant of those rituals which each denomination considers major; however, the Reform are not as devoted to their major rituals as the Orthodox or Conservative are to theirs; The Conservative and Reform are almost equal in devotion to those rituals considered minor by their respective denominations (there is very little devotion to them); 5) The average educational background of the Reform member higher than that of the Conservative member, which in turn higher than that of the Orthodox member; 6) Those with the lowest educational background in each denomination (except in Reform Judaism) tend to be the most observant of rituals and accept the most traditional beliefs in that denomination. There is a general tendency to become less observant and accept fewer traditional beliefs as one acquires more educational background. This generalization, however, ceases to be a valid instrument of differentiation when one compares people of college education (as within the Reform movement). The validity of this differentiating device is most striking when comparing people of grammar school and high school backgrounds (as within the Orthodox and Conservative groups); 7) There are two separate and distinct groups (Orthodox and Reform) in Portland in regard to practice of rituals of the home, rituals of the synagogue, and acceptance of traditional attitudes and beliefs. (This individuality of denomination exists not only when the previously mentioned rituals and beliefs are considered individually but also when they are considered collectively. ); 8) The Conservative, however, are merely a midway group between the Orthodox and the Reforrn whose members, on the average, could generally feel comfortable in parts of either the Orthodox or Reform groups.
