Our interpretations are based on chemical, physical and biological indicators at three different spatial scales: the basin scale, the subbasin scale and by land use categories. The data in this report were collected at randomly selected locations. Like a political poll, these locations represent the population of rivers and streams as a whole. It is not appropriate to interpret the information on an individual site basis. However, individual site data may be used for other purposes, such as indicating when water quality standards or other benchmarks are not met. Coos Watershed Association (CoosWA) and the South Slough National Estuarine Research Reserve (SSNERR) are interested in forming a community stakeholder group as the foundation of the Partnership for Coastal Watersheds project. CoosWA and SSNERR have engaged Oregon Consensus to conduct a neutral assessment of issues related to the convening of a collaborative process for the Partnership for Coastal Watersheds. The goals of this assessment were to determine what issues are of primary concern to the stakeholders, and whether or not there is support in the Coos Bay community for a collaborative process related to this project. This assessment included a series of interviews with interested parties including representatives of significant landowners within the watersheds, Tribes, commercial fisheries, economic development and conservation interests, county government, non-profit community organizations, and other interested individuals and groups. Interviews were qualitative in nature and were conducted using open ended questions to engage interviewees in a conversation that helped identify issues and interests that are important to interviewees regarding current and potential future conditions of the watersheds. First, the PCW is described and PCW meeting activities are discussed. Following this foundation information, the report describes its assessment methods and presents the results of those methods. The report concludes with a presentation of observations and recommendations. During the Winter of 2009/2010 the South Slough National Estuarine Research Reserve (SSNERR) and the Coos Watershed Association (CWA) invited local landowners, technical advisors, and interested individuals and organizations to join them on a new approach to managing coastal watersheds. CWA and SSNERR leaders envisioned a partnership that would focus on the 35,155 acre area of the South Slough watershed and several small watersheds that drain to the Pacific Ocean between Cape Arago and Bullards Beach (the coastal frontal watersheds) in Southwestern Oregon. The PCW, the conveners hoped, could provide local communities (such as Charleston and Coos Bay) with a way to anticipate and respond to the local effects of climate and land use changes (Coos Watershed Association).
