One result is elevated temperatures in many of the Basin’s streams, which adversely affect the fish that live in these streams. There are several regulatory mechanisms in place to improve water quality; however, recent attention has been focused on market-based pollution credit trading systems as an alternative approach. Clean Water Services, the public water utility in the Tualatin Watershed near Portland recently began the first program in the country to trade temperature pollution credits for creating shade. This project explores the distribution of high and low shade credit potential in the landscape around the confluence of the Willamette and McKenzie Rivers using the peer reviewed WET_Temp stream temperature model. The intent of this project is to provide a tool for land use planners to explore the geographic characteristics of high incentive areas (high shade potential) and target these areas with shade credit programs. Also, this project explores the effects of management decisions on the changing shade credit incentive landscape. This study investigates the relationship between total and ionic copper in samples taken from the Tualatin River and wastewater treatment facilities (WWTFs) that discharge into the Tualatin River. Copper speciation was analyzed by determining conditional stability constants and densities of copper binding ligands on the dissolved organic matter (DOM) in each sample using a two-ligand model. Differences in copper binding between wastewater and river water were identified, changes in copper binding following the mixing of WWTF effluent and receiving waters were observed, and the ability of the Biotic Ligand Model (BLM) to predict copper speciation in each sample was determined. WWTF effluent samples were found to bind copper more strongly than river water samples through a larger conditional stability constant for the strong binding site. At low dilution ratios, copper binding characteristics in waters downstream of WWTF outfalls deviated from those of upstream waters by approaching the WWTF effluent characteristics for copper binding. The BLM adequately predicted copper speciation in waters without a high percentage of WWTF effluent, but overpredicted ionic copper concentrations in effluent and downstream waters during low-flow by as much as 2-3 orders of magnitude. Findings indicate that 1) different types of learning interventions and peer-to-peer interactions are key drivers of learning, 2) natural resource management and learning interventions should be tailored towards social-ecological systems, and 3) collaborative watershed partnerships can integrate different knowledge types and increase adaptive capacity.
