Western United States forest wildfire activity is widely thought to have increased in recent decades, yet neither the extent of recent changes nor the degree to which climate may be driving regional changes in wildfire has been systematically documented. Much of the public and scientific discussion of changes in western United States wildfire has focused instead on the effects of 19th- and 20th-century land-use history. We compiled a comprehensive database of large wildfires in western United States forests since 1970 and compared it with hydroclimatic and land-surface data. Here, we show that large wildfire activity increased suddenly and markedly in the mid-1980s, with higher large-wildfire frequency, longer wildfire durations, and longer wildfire seasons. The greatest increases occurred in mid-elevation, Northern Rockies forests, where land-use histories have relatively little effect on fire risks and are strongly associated with increased spring and summer temperatures and an earlier spring snowmelt. The hierarchical classification includes sixvegetation series and 64 plant associations. Diagnostickeys are presented to aid in the identification of series and associations. Descriptions are presented for each series and association which are oriented toward the application of this classification for land management objectives. Association descriptions include information about plant species occurrences, including mosses and lichens, mammals, birds, insect pests and diseases. Most descriptions include information on timber productivity and soils. Background information is also presented on the ecology, geology, soils and history of the Olympic Mountains. NTFPs have been especially important to Native American people because of their subsistence, cultural, and economic values. As a result of their economic value, there have been an increased number of people harvesting NTFPs on public lands. In the Pacific Northwest, many Native American tribes have reserved treaty rights that guarantee that they can hunt fish and gather in usual and accustomed places. Many of these traditional food-gathering areas lie on what is now national forest land. As demand for NTFPs on public lands has increased, the U.S. Forest Service must find a way to reconcile its federal trust responsibility to the tribes with their responsibility to manage national forest lands for the general public. The research has focused on the ways in which the U.S. Forest Service (USFS) has gone about creating and implementing policies to fulfill the Trust responsibilities to the Tribes. Two case studies of treaty protected huckleberry harvests were conducted with two groups of Tribes and the associated National Forests where they exercise their treaty protected rights. The research involves an assessment of these policies and their implementation using two public policy frameworks: social construction and institutional rational choice. The majority of Forest Service offices in the Pacific Northwest have relied on informal agreements with the tribes to balance these responsibilities. Little formal policy has been created or implemented to manage user conflicts, and problems continue to plague NTFP management. These findings indicate that the USFS and the tribes need to find new ways of developing NTFP management policies that will satisfy tribal needs. This study examines student voting at Oregon State University (OSU) – Oregon’s public, land-grant university – in state elections from 2006-2010. The National Voter Registration Act of 1993 (NVRA), Oregon Senate Bill 951 (2007), and Oregon House Bill 2880 (2011) seek to increase university student voting. In particular, SB 951 requires Oregon public colleges and universities to develop civic engagement plans to increase student registrations and voting on their campuses. Significant resources are expended by Oregon higher education institutions to comply with legislation designed to increase electoral participation among their students. This study measures university student voting in five principal areas: demographic, geographic, collegiate, partisan, and electoral predictors of voting. Most importantly, the study uses a framework of college-specific variables, including university class, degree level, academic discipline, academic performance, and student voting region. The study is high in external validity because it does not rely on self-report measures of voting, which are prone to social desirability bias and often inflate voting rates. Instead, it uses quantitative data, created by merging Oregon vote history records and university student enrollment records. These data validate how many OSU students were registered to vote and actually cast ballots over a series of seven Oregon elections. To protect student identities, only aggregate data and research conclusions are presented. Most importantly, the data show that: OSU students voted 20 points below other Oregonians in nearly all elections; student voting increased with age, schooling, and advanced degree level; and students overwhelmingly elected to vote in their home region, rather than at school.
