Alterations of flow amount and pathways can alter water quality through dilution or flushing effects. I used the United States Environmental Protection Agency's Better Assessment Science Integrating Point and Nonpoint Sources (BASINS) modeling system to investigate the relative importance of future climate change and land use change in determining the quantity and quality of freshwater resources in north western Oregon's Tualatin River Basin. The basin was chosen for this study because it is rapidly urbanizing and representative of other low-elevation basins in the region. BASINS models were calibrated and validated using historic flow and water quality data from 1991 to 2006. The goodness-of-fit for the calibrated hydrology, suspended sediment, and orthophosphate models was high, with coefficients of determination ranging from 0.72 to 0.93 in the calibration period. The calibrated models were run under a range of eight downscaled climate change, two regional land use change, and four combined scenarios. Results included average increases in winter flows of ten percent, decreases in summer flows of thirty-seven percent, and increases in fifth percentile flows of up to eighty percent as a result of climate change in the Tualatin River Basin. For land use change, the results included an increase in annual flows of twenty-one percent for the development-oriented scenario and a decrease of sixteen percent for the conservation-oriented scenario, with amplified changes at the sub-basin scale, including more than doubled winter flow. For combined scenarios of climate change and urban development, there is a projected increase in winter flows of up to seventy-one percent and decrease in summer flows of up to forty-eight percent. Changes in suspended sediment and orthophosphate loading broadly tracked hydrological changes, with winter increases and summer decreases. The results are relevant to regional planners interested in the long-term response of water resources to climate change and land use change at the basin scale. In chapter II, we develop a simple urban land cover change modeling approach with selected stakeholder input. The products of this analysis are used in part to answer the question of how the freshwater ES of water yield, nutrient retention, and sediment retention will change in the future, and how their distribution potentially will change? In chapter III, these ES are modeled in InVEST using the land cover scenarios and three downscaled global climate models. The base period is 1981 to 2010 and the future period is 2036 to 2065. The models are calibrated to empirical estimates, and display different sensitivities to inputs. Water yield increases with higher rainfall but decreases with the highest temperature scenario. Nutrient export and retention estimates are positively correlated. In the Tualatin basin, more urban lands generally lead to increases in nutrient exports and retention. The effect is reversed in the Yamhill basin from much larger agricultural exports. Sediment exports and retention increase with higher winter rainfall but are negatively spatially correlated due to topographic effects. Simulation of a landscape scale installation of riparian buffers leads to decreases in exports and increases in retention. The distribution of the provision of freshwater ES remains unchanged throughout the scenarios. With few parameters in each InVEST model, all display a high degree of sensitivity. Parameterization is subject to high uncertainty even with calibrated values. We discuss the assumptions and limitations of InVEST's freshwater models. The spatially explicit nature of InVEST is its main advantage. This work coupled with other analyses in the study area can facilitate the identification of tradeoffs amongst ES leading to better ecosystem management. Year: 2002 A reconnaissance of pharmaceutical chemicals in urban streams of the Tualatin River basin was conducted in July 2002 in an effort to better understand the occurrence and distribution of such compounds, and to determine whether they might be useful indicators of human-related stream contamination. Of the 21 pharmaceutical chemicals and metabolites tested, only 6 (acetaminophen, caffeine, carbamazepine, codeine, cotinine, and sulfamethoxazole) were detected in filtered stream samples from 10 sites. The concentrations of most of the detected compounds were relatively low (less than 0.05 microgram per liter). The most frequently detected compounds were cotinine (a nicotine metabolite, 8 of 10 samples) and caffeine (a stimulant, 7 of 10 samples). More compounds were detected in urban stream samples than in samples from forested or agricultural drainages. Filtered water samples also were collected from four locations within an advanced wastewater treatment facility to quantify the relative amounts of these chemicals in a municipal waste stream and to determine the degree to which those chemicals are removed by treatment processes. Fifteen pharmaceutical chemicals or metabolites were detected in wastewater treatment facility influent, with concentrations far exceeding those measured in streams. Only five of those compounds, however, were detected in the treated effluent (carbamazepine, cotinine, ibuprofen, metformin, and sulfamethoxazole) and most of those were at concentrations less than 0.2 microgram per liter. The target pharmaceutical chemicals and metabolites showed limited potential for use as tracers of specific types of human-related contamination in Tualatin River basin streams because of widespread sources (caffeine, for example) or extremely low concentrations. Caffeine and cotinine are likely to be good indicators of sources that can occur in urban areas, such as sewage spills or leaks or the widespread use and careless disposal of tobacco products and caffeine-containing beverages. Neither compound, however, is likely to be a good tracer for a specific source unless that source is large. The presence of 1,7-dimethylxanthine (a caffeine metabolite) concurrently with caffeine might indicate the presence of untreated wastewater; in contrast, the absence of the metabolite might help rule out that source. Acetaminophen might make a good tracer for untreated wastewater because of its common usage, high concentration in raw wastewater, and effective removal via treatment. Carbamazepine and sulfamethoxazole have the potential to be good indicators of treated wastewater because of their incomplete removal in treatment facilities. Some of these pharmaceutical chemicals, either singly or in combination, might prove useful as tracers of contamination after further study. This portion of the river lies along land in transition of use from rural agriculture to highly urbanized development. There is no nutrient loading of the river from farming practices because there was no return of water from summer, sprinkler irrigation of commercial crops. However, irrigation significantly reduces the volume of water in the river in the summers. Effluents from sewage treatment plants flowing into the tributaries that drain the highly urbanized eastern areas of the river basin are the main cause of degraded water quality and algal biomass in the lower reaches of the river. The Tualatin River above the mouth of Rock Creek is relatively unpolluted, but downstream from Rock Creek the river is highly eutrophic and during the periods of low flow in the summer serves as a sewage oxidation channel. In this same portion of the river there is also evidence that nitrification occurs. Winter floods leach nitrate-nitrogen from the basin, but in the summer the possibility exists. that nitrate-nitrogen may be a limiting nutrient for algal productivity in the river above Hillsboro. The principal source of poly-phosphates is from sewage treatment plant effluents, but concentrations of poly-phosphates in the middle reaches of the river indicate that there is a natural source of poly- and/or ortho-phosphates in the watershed. Removal of phosphorous compounds from the effluents probably would not affect the large algal blooms occurring in the river below Hillsboro. Trace metal analyses indicated that iron, potassium, nickel, zinc, lead, copper, cobalt, and chromium concentrations were higher during flooding. Turbidity readings suggest that these trace elements are deposited on the floodplain. Melted snow water, which caused one of the winter floods, contained concentrations of zinc, ·copper, and lead greater than those found in the river during the flood. Greater concentrations of arsenic and zinc came from farmland than from urban areas. Diversities of the net plankton as measured by the Shannon-Weaver Index did not change from season to season, nor with downstream flow. Species in the net plankton were benthic forms at the upper stations and planktonic forms downstream from Hillsboro, especially in the summer when the reduced flow caused the river to pond. The enriched effluents from Rock Creek did not affect the diversity of the organisms downstream, but supported a larger biomass. By rating the diversities with other studies it was found that the middle course of the Tualatin River is eutrophic but not heavily polluted. A diurnal study was especially valuable from April to September, inclusive, when insolation and temperatures favored biological activities such as photosynthesis and decomposition. From November to January little diurnal change in the water quality was found. We estimated the relative potential of selected ecosystem functions for freshwater wetlands within a watershed using widely available geospatial data. We developed four functions to estimate 1) flood storage, 2) late season flow, 3) sediment retention and 4) temperature control in four pilot watersheds in Oregon (Tualatin, Coquille, Upper Grande Ronde and Sprague). These watersheds are geographically separated from each other representing diverse ecoregion environments. Spatial analysis and geographic information system (GIS) were designed for maximum re-use, based on publicly-available data, commonly-used software, semi-automated techniques and wetland characterizations that attempt to capture fundamental wetland processes. Our data sources include 30-meter digital elevation models, NRCS soil survey extracts, USGS National Land Cover Data, USGS HUC8 boundaries (polygons) and statewide wetland delineations (polygons) processed within ArcGIS 10.2 and Python 2.7.5 software. Model parameters were compiled using multiple proxy values for size, slope, aspect, proximity, flow path distance, hydrologic gradient, shade, and soil characteristics. WPT characterizations emphasize the multi-faceted value of freshwater wetlands, relating potential within a watershed as well as providing model-based characterizations between watersheds. Our wetland prioritization tool (WPT) provides useful information to estimate and compare the relative potential for selected wetland functions, thereby improving success in wetland conservation, restoration, and mitigation efforts. Year: 2004 The State of Oregon Department of Environmental Quality (DEQ) is developing a TMDL for temperature in the Willamette River basin shown in Figure 1. The study area included the Willamette River and all major tributaries (except the Tualatin River where a TMDL process was already concluded). A large section of the Columbia River was also modeled to provide adequate boundary representation of tidal flows in the lower Willamette River. The Willamette River below the Oregon City Falls in the Portland metropolitan area has a typical diurnal tidal range of 1 m. The development of a dynamic model of temperature and hydrodynamics of the entire river basin incorporating shading were primary requirements of this modeling study. The model would be used by DEQ to set temperature limits on point source dischargers and to evaluate the impact of management strategies on river temperatures to improve fish habitat. Some of these strategies included modifications of the dam at the Willamette River Falls south of Portland and channel reconfigurations. The river basin model was originally divided into several reaches. Individual models were developed for each reach. The models were set-up for each section of the Willamette basin as described in Annear et al. (2004a), the models were calibrated to field data and management strategies were evaluated as described in Annear et al (2004b). This report outlines the model calibration of each of these model sections or elements for both the calibration time periods. The calibration period for each model section differs due to the availability of boundary condition data.
