An en echelon lineament follows North Scappoose Creek, Alder Creek, and the Clatskanie River along the same trend, through Columbia County, Oregon. The possibility that this lineament follows a fault or fault zone was investigated in this study. Geophysical methods were used, with seismic refraction, magnetic and gravity lines run perpendicular to the lineament. The seismic refraction models indicate the near surface basalt is broken in many places, with 15 - 30 meters (50 - 100 feet) vertical displacement, down to the west, at Bunker Hill along the Alder Creek fault. Gravity models required a faulted zone approximately two kilometers wide across the lineament. The proposed fault zone is more clearly defined in the south, becoming more diffuse and branching in the northern part of the study area. The Bouguer gravity values from this study distort the -40 milligal contour farther to the northwest than is shown on the Complete Bouguer Gravity Anomaly Map of Oregon {Berg and Thiruvathukal, 1967b). The existence of sharp topographic features and the geophysical evidence indicate fault activity along the zone. A review of the national literature and research provided rationale for hypothesizing within state redistribution of federal aid to elementary and secondary school districts, increased federal aid to local education agencies, a continuation of decreased federal funding for state educational agency positions, and an expansion of federal aid to private schools. Interviews were conducted with Oregon Department of Education officials, members of the State Block Grant Advisory Committee, and local educators. State documents and plans were studied and analyzed. Oregon's 309 elementary and secondary school districts and seven state institution schools were classified into five recipient groups: (1) Population Center; (2) Suburban; (3) Metropolitan-Urban; (4) Rural; and (5) State Institutions. School districts gains and losses within groups and among groups were computed and reported. The study showed that the metropolitan school district of Portland and the state institution schools were the only two groups to lose federal aid in the transition from the antecedent categorical programs in 1982 to the first year block grant program in 1983 while the proportion of federal aid per-pupil allocated to suburban and population center school districts increased. The trend from 1982 to 1985 showed per-pupil distribution shaped federal aid into more of a mathematical equity distribution where the percent of federal aid has become more proportionate to the percent of pupils in school district groups. The study also found that the block grant set aside at the state level is a significant source of funds to support educational change and reform. The Oregon Department of Education has used block grant funds as a major revenue source to support the Oregon Action Plan for Excellence. The study concluded that the program had moved federal aid away from previously targeted needs and that federal aid, in the absence of strongly worded purposes and national interests, may evolve into an educational revenue sharing program. In times of economic difficulty and revenue shortfalls, the justification for continued educational block grants may be questioned. Year: 1976 The Snoqualmie pass area lies about 50 mi (80 km) east of Seattle, Washington, along the crest of the Cascade Range. Five stratified units, forming a composite section over 22,000 ft (6700 m) thick, are recognized in the area. They were deformed and later intruded by granodiorite and quartz monzonite porphyry of the Snoqualmie batholith (middle Miocene). The oldest unit, the Denny Formation (Permian), 7000 ft (2100 m) thick, consists of interstratified basalt, andesite and dacite volcanic rocks and limestone and chert beds. This formation is unconformably overlain by a thick conformable sequence of early Tertiary strata which are subdivided, from oldest to youngest, into the Guye Formation, Mount Catherine Tuff, and Naches Formations (Paleocene to early Oligocene). The Guye Formation, 6500 ft (1980 m) thick, consists of carbonaceous mudstone, quartzofeldspathic siltstone and sandstone, and chert conglomerate. The Mount Catherine Tuff, 900 ft (274 m) thick, consists of interstratified dacitic and rhyolitic crystal-vitric welded tuff. The Naches Formation, more than 6000 ft (1830 m) thick, is composed of carbonaceous mudstone and quartzofeldspathic siltstone and sandstone with interstratified andesitic lava and pyroclastic rock. The Denny Mountain Formation, informally named, 1800 ft (550 m) thick,(Oligocene or early Miocene) overlies the Guye Formation along a major angular unconformity. The rocks of all stratified formations except the Denny Mountain Formation were deformed at different times before emplacement of the Snoqualmie batholith. Few studies, however, have investigated examiner variability as a possible source of deviation in language assessment. This study was designed to evaluate and compare the amount of verbal output which children with normal language use when examined by two different examiners when the examiners are in their most comfortable setting. Six children, four years of age, were examined by a speech pathologist in the clinic and the mother in the home and the 12 fifteen-minute taped episodes of dialogue were transcribed and subjected to mean length of response analysis by the Wilcoxon Matched-Pair Signed-Rank test of significance. Results indicate there is no statistical significance at the .05 level of confidence to the differences between results obtained by the examiners nor to the differences in results obtained between the first and second examination. The average MLR achieved by the subjects in this study does not reach those of previously established norms. A trend was evidenced for the speech pathologist to elicit greater amount of verbal output than the mothers and both the statistical non-significance of differences and the failure to reach previous norms may be an artifact due to the small sample size, method of recording, and examiner variability. Year: 1974 This was a two-part study, employing the self and informant, pre and post treatment, forms of the Personal Adjustment and Role Skills Scale, the PARS Scale. In this study seven of the PARS Scale factors were employed: Interpersonal Involvement, Agitation-Depression, Attention-Confusion, Alcohol-Drug, Outside Social, Household Management (females), and Anxiety (males). This study was conducted at Delaunay Institute for Mental Health, an outpatient community mental health clinic in a low socioeconomic catchment area. Part One of the study employed a random sample of seventy applicants, male and female, ages sixteen to sixty-four, who applied to Delaunay for treatment services between November of 1972 and July of 1973 and who completed, at least, the self-pretreatment PARS Scale. This sample was administered the self and informant pre PARS Scale at initial interview. In October of 1973, the number of treatment sessions in the three months following initial interview was secured from billing cards. At this same time, therapists at Delaunay were requested to assess the sample on their progress in therapy at that time or at termination. Four categories were possible: great, moderate, slight, and no progress. They were also requested to identify the certainty with which they made the assessment according to: great, moderate, or slight certainty. Following this, the self-pretreatment PARS Scale scores were correlated with number of treatment sessions. No relationship appeared for females between number of treatment sessions and self pre PARS Scale scores. For males, a non-significant trend was noted on most factors, indicating that a high self pre PARS score was indicative of fewer treatment sessions. A significant and inverse relationship between the self pre PARS Scale score on Alcohol-Drug and number of treatment sessions occurred for males, indicating that a high score on this factor was suggestive of fewer treatment sessions. The self-pretreatment PARS Scale scores were correlated with therapist assessment of progress in therapy. No relationship appeared for females. For males, no significant relationship appeared but a non-significant trend was indicated, suggesting that a high self pre PARS Scale score was indicative of a favorable therapist assessment on progress in therapy. Part Two of the study employed a non-random sample of fifteen females who had provided self and informant, pre and post treatment, PARS Scale scores. Post treatment, informant data was notably deficient in this part of the study and prevented the employment of males in the sample. Descriptive data on income, education, marital status, and presenting problem were provided for this sample. The sample was administered the self and informant, pretreatment, PARS Scale at initial interview. Three months after initial interview they were administered the self and informant, post treatment, PARS Scale if they remained in treatment for at least three months. The majority of relatively large form factor electronic components in a laptop, mobile internet device, PDA, or mobile phone use an adhesive as a stiffener to help protect the component from physical stresses imposed by daily wear and tear. Described herein is an innovative solution referred to as Solid State Pre-Formed Electronics Adhesive (SPEA), which enables a decrease in circuit board manufacturing throughput time while increasing mechanical durability with a consistent and characterized adhesive application process. Today, many consumer electronic ODM's (Original Design Manufacturers) and CM's (Contract Manufacturers) use a liquid adhesive dispensed after placement of an electronic component within the SMT (Surface Mount Technology) process. On average, this adds up to 60 seconds to the throughput time of a typical motherboard as the material needs to be applied and then cured. In addition, the current adhesive dispense application process is not tightly controlled and is highly variable depending on operator, material type, and circuit board density. Data will demonstrate that the effect of the adhesive deposition profile and consistency in application directly affects repeatable margin increase gains in a dynamic stress event. In partnership with a specialty chemical company, a unique thermoset epoxy compound was designed to provide maximum component to circuit board interconnect strength while maintaining its form at ambient temperatures. When applied to electronics manufacturing, the compound has the following advantages over current solutions: 1. Reduced Manufacturing Processing Time: Enables a solution that can be transitioned transparently into a circuit board manufacturing facility which reduces the average processing time for a typical device motherboard. 2. Improved Application Repeatability: Enables a solution that increases adhesive deposition consistency and placement repeatability, critical in achieving improved dynamic performance. 3. Delivers a Reference, Characterized Solution: Current industry adhesive application techniques and materials vary widely and component manufacturers cannot validate reliability performance with a confident baseline. This is due to the high variability of performance in commercially available adhesives. SPEA provides a characterized adhesive solution with a clear baseline margin increase on which to evaluate dynamically stressed system performance. The majority of relatively large form factor electronic components in a laptop, mobile internet device, PDA, or mobile phone use an adhesive as a stiffener to help protect the component from physical stresses imposed by daily wear and tear. Described herein is an innovative solution referred to as Solid State Pre-Formed Electronics Adhesive (SPEA), which enables a decrease in circuit board manufacturing throughput time while increasing mechanical durability with a consistent and characterized adhesive application process. Today, many consumer electronic ODM's (Original Design Manufacturers) and CM's (Contract Manufacturers) use a liquid adhesive dispensed after placement of an electronic component within the SMT (Surface Mount Technology) process. On average, this adds up to 60 seconds to the throughput time of a typical motherboard as the material needs to be applied and then cured. In addition, the current adhesive dispense application process is not tightly controlled and is highly variable depending on operator, material type, and circuit board density. Data will demonstrate that the effect of the adhesive deposition profile and consistency in application directly affects repeatable margin increase gains in a dynamic stress event. In partnership with a specialty chemical company, a unique thermoset epoxy compound was designed to provide maximum component to circuit board interconnect strength while maintaining its form at ambient temperatures. When applied to electronics manufacturing, the compound has the following advantages over current solutions: 1. Reduced Manufacturing Processing Time: Enables a solution that can be transitioned transparently into a circuit board manufacturing facility which reduces the average processing time for a typical device motherboard. 2. Improved Application Repeatability: Enables a solution that increases adhesive deposition consistency and placement repeatability, critical in achieving improved dynamic performance. 3. Delivers a Reference, Characterized Solution: Current industry adhesive application techniques and materials vary widely and component manufacturers cannot validate reliability performance with a confident baseline. This results in underutilization of theoretical energy storage capacities of the electrodes and early failure of the batteries owing to instabilities in the electrode materials. Unlike monovalent Li+ ions, multivalent rechargeable batteries offer a potential solution to the above problems. Multivalent cations, such as Ca2+, are doubly-ionized as opposed to Li+ which is a monovalent cation. The advantages of using Ca2+ ions instead of Li+ ions are multifold. Due to the doubly-ionized nature, only half the number of Ca2+ ions need to be inserted and extracted from a given electrode to store and deliver energy from a high capacity cathode as compared to Li+ ions. This reduces the probability of lattice distortion and un-desirable structural changes, further leading to increased utilization of high theoretical energy storage capacities of the electrodes (cathode and anode). The use of Ca2+ ions also helps in delivering twice the amount of current density as compared to Li+ ions due to its doubly ionized nature. In this work, a set of eight metal hexacyanoferrate compounds were synthesized using the following metal ions: Ba2+, Mn2+, Zn2+, Co2+, Fe3+, Al3+, Sn4+, Mo5+. The resulting metal hexacyanoferrate compounds were subjected to physical characterization using scanning electron microscope (SEM) and powder x-ray diffraction (XRD), to determine physical properties such as size, morphology, unit cell symmetry and unit cell parameters. This was followed by electrochemical characterization utilizing cyclic voltammetry and galvanic cycling, to determine the specific capacity and kinetics involved in the transport of Ca2+ ions to store charge. Optical characterization of the metal hexacyanoferrates using Fourier transform infrared (FTIR) spectroscopy, allowed for the identification of metal-nitrogen stretching frequency, which was used as a measure of the strength of the metal-nitrogen bond to understand the role of the above mentioned metal ions in electron density distribution across the unit cell of the metal hexacyanoferrates. The specific capacity utilization of the metal hexacyanoferrates, when compared to the electronegativity values (Xi) of the above mentioned metal ions, the σ- parameter, and the metal-nitrogen stretching frequency (v), revealed an empirical trend suggesting that the materials (FeHCF, CaCoHCF and CaZnHCF) that possessed intermediates values for the above mentioned parameters demonstrated high capacity utilization (≥50%). First, the loan process itself was examined to ascertain whether there were any deficiencies in the loan program which should be corrected. The second, and primary, focal point was the specific neighborhoods where rehabilitation loans have been funneled. The impact of the loan programs on the neighborhoods as communicated by their residents determined how successful Portland has been in dealing with urban decline through its loan programs. Prior to gathering primary data on the neighborhoods, several secondary sources of information were used. The Portland Development Commission's in-house evaluations of the loan process demonstrated strong recipient support for the program. A survey of loan recipient files showed loans going to low income families with few assets. Although half of the loans went to married couples, a substantial number of loans went to divorced women and widows. The majority of rehabilitated homes were over fifty years old, and their median assessed value was $16,500. Secondary data was also used to look at outside perceptions of changes taking place in loan neighborhoods. Real estate trends and mortgage and home improvement loan activities suggested that the impact of the government loan programs has not yet been substantial enough to trigger changes in private policies related to the neighborhoods. Primary data for the study came from a random sample survey of four hundred persons in four Portland neighborhoods. Two neighborhoods, one in the north section of the city and one in southeast, where loans have been given, were paired with two control neighborhoods where loans were not available. The survey instrument used contained 72 variables chosen as capable of determining what the impact of the loan program has been on loan recipients, their neighbors, and their neighborhoods. Four outcomes could have stemmed from the loan programs. The first possibility was that people living in the neighborhoods where Housing and Community Development loans have been granted should feel more positive about their neighborhood than those not living in HCD neighborhoods. A second consequence could have been that HCD neighborhoods are upgrading socio-economically. Third, HCD neighborhood residents simply may not have perceived improvements in their neighborhoods, or fourth, even if they perceive improvements, they do not show significantly higher levels of satisfaction with their neighborhoods than holds true for respondents living in the control neighborhoods. The differences apparent in the various ethnic groups and changes over the three census periods for marital status, and intermarriage tendencies are investigated in Chapter III, and Chapter IV deals with family structure. Chapter V covers general work trends for women, cites several of the larger occupational cohorts and compares Portland's female labor force to several other urban areas for 1880. Appendix A is an explanation of the methodology employed and some of the problems encountered in the study. Appendix B is the entire collection of charts extrapolated from the data by the program used.
