The timely connection of truck and rail transport with vessels is vital, especially for export traffic. This link is susceptible to disruption if water depths in the navigation channel are shallower than expected, leading to delays and/or draft limitations. Moreover, ship drafts have increased in recent decades, 25% of the vessels calling in the river sail with a draft close to the channel depth at low water, and these carry roughly 70% of the cargo. A large vessel may have as little as 0.6 m bed clearance when it passes through a low-tide point in the river, which each vessel in transit must do. Thus, prediction and real-time communication of water level to vessels is vital to safety as well as efficiency. This has been implemented through the LOADMAX system, consisting of telemetered water-level gauges and a forecast model. Moreover, the dilemma has been made more critical by changes in the river – low water levels in the river channel between Wauna and Vancouver have decreased 0.3-1.2 m since 1940. The rate of decrease depends on location and riverflow, but appears to have accelerated in the last decade. The reasons for this decrease are not understood. For perspective, an ongoing 0.9 m channel deepening will cost about $150 million when completed, so unintended decreases in water depths are expensive as well as potentially dangerous. Lower water levels in the river also increase carbon emissions, because smaller loads mean more land and vessel transport trips. Further, navigation and salmon habitat restoration are closely connected. Dredging is used to maintain the channel, and habitat restoration is an integral part of the channel deepening. New dredging strategies are needed to maintain the newly deepened channel, but dredging that removes material permanently from the river may, further lower water levels, limiting possibilities for habitat restoration and reducing bed clearance for large ships. These problems will be exacerbated by future decreases in summer river flows due to climate change. This paper examines how community based restoration partnerships can work to identify, protect and restore ecosystem services provided by salmon and our local rivers. Floodplains provide a wide range of ecosystem services to urban and rural communities and we should work collaboratively to protect and restore them. Floodplains are especially valuable and important for salmon recovery. By using a case study, we explore the process and feasibility of restoring off-channel salmon habitat at Fisher's Bend in the lower Clackamas river. A feasibility study was conducted to identify costs, benefits and risks of different design alternatives for the side channel. Hydrology of the river and hydraulics of the site were determined by estimating peak and low flow hydrology then running a HEC-RAS hydraulic model. Results indicate that the river overflows into the side channel near the 2 year recurrence interval. On average there is currently about a 50 % chance each year that the river will enter the side channel. These current flows do not provide much opportunity for juvenile salmon to access the side channel where they can grow and thrive in a protected habitat before their journey to the ocean. Further investigation produced results that indicate 95% of the time from 1959-2009 the river discharge was above 726 cfs from October to June. These results highlight that we will need to excavate about 9 feet from current elevations at the side-channel outlet to gain reasonable assurance of a one foot water depth for good salmon access. This depth will provide access from the river during critical periods when adult and juvenile salmon are seeking refuge from predators and high flood flows in the main channel. Although more design is needed for the inlet and outlet it appears the project is feasible and will meet the objective of providing salmonid access to critical habitat. In closing, I recommend investment in natural area protection and restoration at the edges of the urban growth boundary to maintain valuable ecosystem services provided by river floodplains and salmon. Recent efforts to restore estuarine habitats include tide gate replacement, though this method has been poorly studied. As a key indicator of salmon habitat suitability, temperature was used to evaluate the effects of tide gate replacement in a tidally influenced freshwater slough in the Lower Columbia River estuary. Three tide gates in the largest slough on Tenasillahe Island were replaced in 2007 with side-hinged aluminum gates. As managed during the data collection periods, the new tide gates did not allow tidal inflow into the slough. The study employed a Before-After, Control-Impact (BACI) approach, collecting data seasonally two years before and after replacement at the impact site and at the control site, a relatively unaltered slough on nearby Welch Island. Randomized Intervention Analysis and Monte Carlo tests revealed no significant difference in slough water temperatures after tide gate replacement, although minimum temperatures dropped up and downstream of the tide gates. Although the new tide gates did not have a significant effect on water temperature, the lower minimum temperatures may have been caused by a slight increase in tidal circulation. This result suggests that slough temperatures would decrease if the tide gates were managed to increase tidal inflow, and thus improve the quality of salmon rearing habitat. Year: 2004 This report describes the data processing and model calibration performed for a hydrodynamic and water quality model of the Green River, located in King County, Washington. Figure 1 shows the location of the river, and the limits of the section of river that was modeled. The Green River flows from its headwaters in the Cascade Mountain foothills through the King County, Washington communities of Auburn, Kent, and Tukwila before discharging into the Duwamish River. Two sections of the river were modeled in this project. The Middle Green River begins in the Cascade Mountain foothills east of Tacoma, and continues downstream to the city of Auburn, WA. The Lower Green River continues from Auburn to the confluence with the Duwamish River, in the town of Tukwila. The Green/Duwamish River system is unique in that it flows through a heavily urbanized and industrialized environment yet supports a large salmon population (Green/Duwamish Ecosystem Restoration Study, 2003). To protect the river and its prime salmon habitat, King County and the US Army Corps of Engineers have joined together on a study to identify and implement strategies for restoring and protecting the Green/Duwamish River System and its tributaries (Green/Duwamish Ecosystem Restoration Study, 2003). As part of the Green-Duwamish Watershed Water Quality Assessment Program, King County contracted with Portland State University to develop a hydrodynamic and water quality model for the Lower and Middle Green River. The Clackamas River Basin Council (CRBC) designed a restoration program to address the thermal loading on behalf of Portland General Electric (PGE) in which native trees and shrubs are planted along streams to restore riparian canopy cover. Solar radiation can be blocked by restoring canopy cover and is an effective way to provide shade, as well as providing ancillary environmental benefits such as enhanced wildlife habitat and erosion control. Stream and vegetation data were collected at nine sites to model the increase in shade from the restoration plantings. Using DEQ’s Shade-a-lator model, shade was predicted in future scenarios at 10, 20, and 50 years compared to the current baseline condition. Modeling results suggest increases in shade at each site, which will help to mitigate excessive thermal inputs. The predicted scenarios provide a framework to evaluate the effectiveness of CRBC’s restoration program. Shoreline restorations in Biscayne Bay, Florida, USA, often utilize red mangroves, Rhizophora mangle (Linneaus, 1753), in addition to riprap revetments, to help stabilize the shoreline. This riprap-mangrove habitat provides structure for marine organisms to utilize and is believed to improve shoreline habitats in areas previously cleared of mangroves. We examined whether habitat provisioning was similar between restored mangrove habitat with the inclusion of riprap boulders and natural mangrove shorelines. We compared fish assemblages between natural mangrove and riprapmangrove habitats within two areas of northern Biscayne Bay. Fish community structure and certain benthic cover types varied between mangroves and riprap-mangrove habitats. Total fish abundance was greater in mangrove habitat, while taxonomic richness was highest in riprap-mangrove sites in the northern part of the bay. Our findings suggest that fish assemblages and community structure are different between these habitat types, although the geographic context may mediate the effect of habitat type. Therefore, it is likely that these restored mangroves provide different ecological services than unaltered mangrove shorelines. The struggle to bring salmon back to this river is a compelling story that exemplifies some of the new relationships in Columbia River Basin salmon management. The Umatilla River and the disappearance of its salmon was a local issue. Irrigation interests had used the river so thoroughly it ceased to flow during the late summer and fall months-precisely when salmon needed it for migration. The Confederated Tribes of the Umatilla Indian Reservation saw decided that they would change that: they would figure out a way to put both salmon and water back into the river. This thesis examines this process. First, it contextualizes the Umatilla River within the Columbia River Basin and Columbia Basin salmon management, and shows how a local salmon issue became a regional salmon issue. It then discusses the triangle of relationships that Indians, salmon, and hatcheries have come to form. Chapter III discusses the formation of the unique Umatilla Fish Restoration Program, which reintroduced fish into the river, and was paid for by the Bonneville Power Administration (BPA), as per the Northwest Power Act. Key elements within BPA's Fish and Wildlife Division resisted complying with the directives of the Northwest Power Planning Council to pay for the Program, setting the Program back years. I argue that this comes from two clashing ways of seeing the River: "cost-benefit analysis" versus "least cost." Chapter IV looks at the new partnerships formed in the Umatilla River Basin by the Tribes and irrigation districts in order to encourage the U.S. Bureau of Reclamation to construct a water delivery system that would satisfy irrigators while allowing most of the Umatilla to flow freely. The last Chapter suggests that these new and somewhat ironic partnerships between federal and state governments, private irrigators and landowners, nongovernmental organizations, and Indian tribes are key to restoring ecosystems in the Columbia River Basin. It further argues that without tribal nations playing an active role and exerting their treaty rights, restoring rivers like the Umatilla is impossible. The Confederated Tribes of the Umatilla Indian Reservation saw decided that they would change that: they would figure out a way to put both salmon and water back into the river. This thesis examines this process. First, it contextualizes the Umatilla River within the Columbia River Basin and Columbia Basin salmon management, and shows how a local salmon issue became a regional salmon issue. It then discusses the triangle of relationships that Indians, salmon, and hatcheries have come to form. Chapter III discusses the formation of the unique Umatilla Fish Restoration Program, which reintroduced fish into the river, and was paid for by the Bonneville Power Administration (BPA), as per the Northwest Power Act. Key elements within BPA's Fish and Wildlife Division resisted complying with the directives of the Northwest Power Planning Council to pay for the Program, setting the Program back years. I argue that this comes from two clashing ways of seeing the River: "cost-benefit analysis" versus "least cost." Chapter IV looks at the new partnerships formed in the Umatilla River Basin by the Tribes and irrigation districts in order to encourage the U.S. Bureau of Reclamation to construct a water delivery system that would satisfy irrigators while allowing most of the Umatilla to flow freely. The last Chapter suggests that these new and somewhat ironic partnerships between federal and state governments, private irrigators and landowners, nongovernmental organizations, and Indian tribes are key to restoring ecosystems in the Columbia River Basin. It further argues that without tribal nations playing an active role and exerting their treaty rights, restoring rivers like the Umatilla is impossible. Close
