It is a starting point from which to build a network that connects, educates, and motivates stakeholders within the Johnson Creek Watershed to facilitate effective participation in the land use process. The Johnson Creek Watershed Council contracted the Watershed Network Group (WNG) to design the Network as a mechanism for organizing efforts to promote environmentally sound development throughout the watershed. The Johnson Creek Watershed Council comprises representatives from government, residents, and business organizations with interest in the Johnson Creek Watershed. The need for a Land Use Network within the watershed arose because existing methods of monitoring and managing the effects of development on the watershed are inadequate for meeting current development pressures. Development pressures on the watershed have had negative effects on the watershed environment. Development pressures are expected to increase as expansion of the Urban Growth Boundary makes more land available for development. Currently, each jurisdiction addresses the impacts of development as they occur within its own boundary. However, the Johnson Creek Watershed extends across several jurisdictional boundaries, and environmental impacts are not confined to the jurisdiction of origin. The Johnson Creek Watershed Council was formed in 1992 to monitor and manage impacts across boundaries, on a watershed-wide basis. To operate effectively, the Council needs a way to establish two-way communication among all stakeholders in the watershed. A Land Use Network would help fill that need by providing a focal point for gathering and distributing land-use information. It would organize the information-gathering process, develop educational materials for public distribution, and organize the distribution channels. To develop the Land Use Network plan, the WNG researched the history of the watershed and its regulatory environment, theories of communication, and information on citizen participation networks. The WNG also conducted interviews and focus groups with current stakeholders to help clarify issues and identify communication needs that a Land Use Network might address. Finally, the WNG outlines a proposal for the Land Use Network. The proposal begins with a Network Structure diagram that illustrates the main elements of the Network Proposal. The elements of the Network Structure show how the Network can function effectively in the land use planning process. The issues, recommendations and actions provide methods for implementation for each element of the Network Structure. Finally, a summary of recommended actions shows the short-term, ongoing, and long-term implementation actions for the Network. The outflow and water level of Siltcoos Lake is regulated by a dam on the Siltcoos River 4 km upstream from the Pacific. Several permanent streams feed the lake from its 176 square kilometer watershed including Fiddle Creek, Maple Creek, and Woahink Creek, the outflow from Woahink Lake. Much of the watershed is forested and used for timber harvest, residential development, and limited agricultural production. The lake is popular for recreational activities, particularly fishing for wild coastal Coho salmon, rainbow trout, cutthroat trout, largemouth bass, bluegill, crappie, and yellow perch (Buckman 2004). The lake is also the domestic drinking water source for approximately 125 of the 1330 residents of Dunes City and numerous residents outside the city limits within Lane and Douglas Counties (LCOG 2002). During the fall of 2007 a dense bloom of the potentially toxigenic blue-green algal species Anabaena planktonica prompted Dunes City, the South Coast Water District, the Lane County Health Department, and the Oregon Department of Human Services to issue an advisory against usage of Siltcoos Lake water for drinking and other domestic use (DHS 2007). Residents dependent upon Siltcoos Lake were forced to find alternate domestic water sources for a total of 52 days. This incident was part of a long history of water quality problems including dense algal growth and excessive growth of the non-native aquatic macrophytes Brazilian elodea (Egeria densa), parrotsfeather (Myriophyllum aquaticum), and two-leaf water milfoil (Myriophyllum heterophyllum) (Pfauth and Sytsma 2005; Johnson et al. 1985; McHugh 1979). Because of the water quality problems, the Oregon Department of Environmental Quality (DEQ) placed the lake the 303(d) list of impaired water bodies; specifically due to violations of the “aquatic weeds and algae” water quality criterion (DEQ 1998; DEQ 2006). Dunes City has acted on water quality concerns for both Siltcoos and Woahink Lakes by issuing a temporary building moratorium (Dunes City 2006a), a septic tank maintenance ordinance (Dunes City 2006b), and an ordinance limiting phosphorus use (Dunes City 2007). Preliminary assessments (Johnson, et al. 1985, LCOG 2002) indicate multiple sources of water quality problems including excess nutrient and/or sediment loading from residential development, poorly functioning on-site septic systems, private forestry and agricultural practices and introductions of non-native aquatic plant species. This report summarizes data collected by Portland State University and project partners between June 2008 and May 2009 to better define water quality conditions within the lake as well as potential nutrient sources. Physical, chemical, and biological data were collected at lake and tributary sites over the one year period. Data were evaluated across sites, depth and the season. The information collected will contribute to total maximum daily load (TMDL) development for the Midcoast Lakes and can be used to identify and prioritize restoration activities in the Siltcoos Lake watershed. Collaborative systems are networks formed by individuals who repeatedly interact over long time horizons to solve problems and achieve goals they could not on their own. Throughout the academic literature, there are many references to and definitions of collaborative systems or networks, as well as various opinions on what factors enable these systems to be successful. However, these are usually context-specific or limited to the perspective of a certain discipline. Furthermore, empirical literature usually hones in on collaborative projects; networks working together within a predetermined timeframe and towards a specific desired outcome. This research had two objectives. The first was to identify the common factors effecting collaborative performance and possible collaboration benefits from the various academic disciplines and use them to develop a construct for collaborative systems. The project then utilized the rich history of Oregon’s watershed councils as a case study and applied this construct to their boards as they represent a diverse set of collaborative groups that have been in operation for over twenty years. This research measured the identified factors effecting collaborative performance and compared them to the benefits received through a combination of survey questions and outside research, resulting in averaged “factor” and “benefit” scores across all responses as well as for four case study watershed councils. The final step was to use regression analysis to understand the relationship between the factors and collaboration benefits This research developed and tested a construct for collaborative systems by identifying commonly cited factors across varied academic disciples. Through application to Oregon’s watershed councils, this research acquired preliminary data in order to identify the positive relationship between factors and benefits. In addition, it identified opportunities for enhancing watershed council collaborative performance by ranking these factor scores. Year: 2007 An important component of progressive urban planning is the protection and restoration of riparian environments, particularly in the Pacific Northwest where increasing stream temperatures threaten the survival of endangered salmonids and other cold-water biota. Restoration projects are often led by watershed councils or other grassroots organizations with limited resources, and it is essential that these groups have an efficient and effective approach to determine priority areas where their efforts can be directed to achieve the greatest ecological benefit. The purpose of this project was to quantify existing riparian shade levels and identify priority reaches for shade restoration on Clackamas River basin streams in the Damascus area expansion of the Portland, Oregon urban growth boundary. Additionally, potential errors in the Metro Regional Land Information System (RLIS) Lite geographic information system (GIS) coverage of the area’s streams were identified and corrected where possible. Riparian shade levels were quantified through interpretation of digital aerial photographs using GIS. At the start of the shade analysis six 50 m reaches in the study area were surveyed using a spherical densiometer to calibrate the aerial photo interpretation. Following the analysis, the method accuracy was assessed by comparing GIS-derived shade classes with field data from 25 sites in the study area that were surveyed in 2003. Stream reaches were identified and prioritized for restoration based on riparian shade level, presence or absence of late-summer flow (as determined through field investigations), and GISevaluated stream aspect (i.e. the direction of stream flow). Generally, the headwaters were found to have less shade than the downstream areas and many of the headwater reaches were identified as the highest restoration priority. Of the 60.5 km of streams assessed in the riparian shade analysis, 24.7 km were identified as potential restoration reaches based on shade levels and late-summer flow conditions. These 24.7 km were further broken into five priority ranks, with 4.1 km of stream reaches assigned to the highest shade restoration priority class. Potential errors in the GIS stream coverage were identified in conjunction with the riparian shade assessment. Where possible, these errors were corrected based on the aerial photographs. Although in many cases access was limited, a total of 18 site visits were made to verify stream locations. The results of this watershed-scale restoration priorities analysis are being used by Clackamas River Basin Council and others to guide restoration planning in the new urban area. While focusing on the high priority stream reaches identified, restoration managers will also need to consider reach-scale factors including land use plans, riparian continuity, parcel size, and landowner cooperation in the final selection of restoration sites. The GIS stream layer corrections were provided to Metro and to the City of Damascus for use in their 2007 natural resource inventory.   Citation × Citation Citation Abstract Copy Title: The Resurrection of a River: The Umatilla and its Salmon Author: Shelley, Christopher Ward Year: 2002 Until the 1990s, salmon had been extinct from the Umatilla River for over 70 years. The struggle to bring salmon back to this river is a compelling story that exemplifies some of the new relationships in Columbia River Basin salmon management. The Umatilla River and the disappearance of its salmon was a local issue. Irrigation interests had used the river so thoroughly it ceased to flow during the late summer and fall months-precisely when salmon needed it for migration. The Confederated Tribes of the Umatilla Indian Reservation saw decided that they would change that: they would figure out a way to put both salmon and water back into the river. This thesis examines this process. First, it contextualizes the Umatilla River within the Columbia River Basin and Columbia Basin salmon management, and shows how a local salmon issue became a regional salmon issue. It then discusses the triangle of relationships that Indians, salmon, and hatcheries have come to form. Chapter III discusses the formation of the unique Umatilla Fish Restoration Program, which reintroduced fish into the river, and was paid for by the Bonneville Power Administration (BPA), as per the Northwest Power Act. Title: The Resurrection of a River: The Umatilla and its Salmon Author: Shelley, Christopher Ward Year: 2002 Until the 1990s, salmon had been extinct from the Umatilla River for over 70 years. The struggle to bring salmon back to this river is a compelling story that exemplifies some of the new relationships in Columbia River Basin salmon management. The Umatilla River and the disappearance of its salmon was a local issue. Irrigation interests had used the river so thoroughly it ceased to flow during the late summer and fall months-precisely when salmon needed it for migration. The Confederated Tribes of the Umatilla Indian Reservation saw decided that they would change that: they would figure out a way to put both salmon and water back into the river. This thesis examines this process. First, it contextualizes the Umatilla River within the Columbia River Basin and Columbia Basin salmon management, and shows how a local salmon issue became a regional salmon issue. It then discusses the triangle of relationships that Indians, salmon, and hatcheries have come to form. Chapter III discusses the formation of the unique Umatilla Fish Restoration Program, which reintroduced fish into the river, and was paid for by the Bonneville Power Administration (BPA), as per the Northwest Power Act. The findings of the study build upon existing research about what teachers need to implement EBE and their beliefs regarding what professional development should provide in relation to those needs. Qualitative results revealed that teachers need an EBE professional development program to include: 1) practical ways to integrate environmental education into their existing curricula and school settings; and, 2) direct experience with activities and field studies that are interdisciplinary, hands-on and inquiry-driven. Teacher-participants identified these characteristics as vital for them to effect a change in teaching practice and build their confidence to engage their students in EBE when they return to the classroom. Quantitative results revealed statistically significant gains across knowledge, affect, confidence and intent to act variables using the t-test statistic to compare means of participants' responses from the pre- to post-workshop questionnaires. The results of this study have broader implications for future educational research on: 1) the ways in which EBE professional development programs can support teachers to gain the knowledge, skills and confidence to implement interdisciplinary teaching for student learning about the environment; 2) the methods teachers use to employ EBE teaching strategies in the classroom; and, 3) how EBE helps teachers across disciplines collaborate with one another to implement practical and effective ways to improve students' critical thinking skills and knowledge across multiple subjects. The women born in the three five-year cohorts from 1910 through 1924 were at different stages of maturity and awareness as particular economic and political events occurred. The social and political climates were different for each of these cohorts of women. Therefore there would be discernible differences in attitudes and opinions among the cohorts. A literature review indicated three models for the formation of social attitudes and political opinions. The "Personality Types" is based on the premise that attitudes formed early in life remain fixed. The "Aging/Conservative" model considers that attitudes become increasingly conservative as the person ages. This study, however, was based on the "Historical Change" model. Beliefs and attitudes may change in response to personal experiences throughout the life course. Four research questions were developed. 1. How have macro-events affected the life experiences of women in these cohorts? 2. How have social pressures affected their experiencing of employment, matrimony, and motherhood? 3. How do the opinions of women in these three cohorts with regard to social and political issues differ and change? 4. Can differences of opinions among the women of the three cohorts be traced to dissimilarities in life experiences? Census data literature was researched to provide background documentation on technological and demographic changes in the United States during the 20th century. Questions for cohort comparisons were selected from the National Opinion Research Council Surveys of 1972 through 1989. These considered individual and family demographics, labor force participation, social attitudes, and political orientation. For the 2,814 respondents analysis was done by five-year cohorts to determine differences and by six-year periods to point out trends. Both ANOVA and Chi-square were used to verify statistical significance. Focus group sessions, with 41 participants, met at senior centers and housing units in the Portland metropolitan area. A questionnaire completed by each participant confirmed that the focus group demographics corresponded to those of the national sample. Individual life experience time lines provided material for opening the discussion. Other discussion topics were based on differences noted among the three cohorts in the NORC data analysis. These were in the areas of education, work experience, family life patterns, political orientation, and attitudes toward societal changes. A brief finding for each research question follows. 1. NORC data indicated that each successive cohort held increasingly liberal sociopolitical opinions, and that women of all three cohorts became less conservative over the years. The focus group participants related these changes to specific macro-events in their life experiences. 2. Focus group discussions disclosed that the 1910-1914 cohort realized later in life that societal pressure had limited their educational achievement. Women of the 1915-19 cohort came to understand that their acceptance of the homemaker role was somewhat based on societal expectations. The 1920-24 cohort were aware that discrimination in the work arena was based on societal norms of the time. 3. Analysis of both NORC data and opinions expressed in the focus groups indicated that each successive cohort was increasingly broadminded and tolerant. 4. The work of the organization is an inherently more complex production function than traditional fish hatchery operations. This is in part because the project requires a high level of continuing quality control. It is also due in part because the fisheries management takes place over an extended geographical space of the watershed. The pre-design work for this project has been underway since 1987 by an ad hoc planning group composed of representative of the Yakima Indian Nation, the Washington Department of Fisheries and the Washington Department of Wildlife, and private consultants under funding of the Bonneville Power Administration. The project experimental design has been developed by the Experimental Design Work Group. The Bonneville Power Administration is contracting for design and construction of the fish rearing facilities. The research challenge was to design an organization to .implement the adaptive management concept of biological systems management. The management of complex biological systems such as salmon fish runs is character:ized by a high degree of uncertainty. Management for uncertain outcomes requires an organizational process that will induce a continuing learning atmosphere. Over time, most bureaucratic organizations suffer from inertia and are not conducive to a learning environment. Research methods involved the review of literature and related administrative experience, an interview process, a modified Delphi questionnaire, a series of group dynamic exercises, and observation of the work teams during the last six months of the planing process. The results of our research suggest that a new non-profit corporation be formed to implement the program under the direction of the three primary fish management basin agencies. The corporation should have flexibility and the organization will be phased in during the five year planning and construction cycle. A primary result of our research is the conclusion that the team management concept be the dominant organizational unit for both management of field operations and for management of scientific design and evaluation.
