The current hydrologic management strategies used for Banks Lake have been chosen to serve two purposes: to adequately store and provide irrigation water for the Columbia Basin Irrigation Project and to maintain a healthy aquatic environment suitable for the growth and habitation of local flora and fauna. Increased needs for irrigation water within arid central Washington poses additional challenges to reservoir managers so that irrigation needs are met without damaging the present aquatic environment within Banks Lake. Future plans by the Washington Department of Ecology to use Banks Lake storage to replenish ground water reserves of the Odessa Subarea aquifer have required an investigation into how increased seasonal drawdown may affect fish growth, fish habitat and overall limnology of Banks Lake. The goal of this project is to produce a hydrodynamic and water quality model of Banks Lake that can predict the impacts of management strategies on the lake's water quality and the linkage of lake management to fish habitat. The thesis argues that traditional irrigation practices vital to paddy-rice production in the village have been stressed by local weather events. It also argues that local villagers have not responded effectively to such changes, and that failure to adjust has contributed to social stress observed at the site. During the earlier years of the study period (1945 to 2012), improvements were made in local irrigation, which seem to have helped farmers continue with traditional subsistence wet-rice farming in a fragile mountain environment. However, in later years of the period village social order showed two significant signs of collapse: first, because of emigration, fewer people were left to farm higher mountain levels so farm land was being abandoned; second, social crowding in lower level riverside farming areas, partly the result of highland emigration, began reducing the amount of land being farmed there. While reducing intensive cropping of highland farming areas can result in spontaneous recovery of natural resources such as soil and water, crowding in lower areas can contribute to deterioration of natural resources in the lower village farmland. Crowding can, in addition, have a bearing on community health problems. The thesis results are of value to researchers concerned with the adaptive behavior of local farming communities trying to maintain their traditional irrigation-dependent way of life in a fragile mountain environment while experiencing the effects of changeable weather. Thesis results are of additional value to those who study the impact on society of earth-warming, especially if variable local weather in the Dabashan is shown to be related to global climate change. The interconnectedness of natural and manmade water conveyance systems, the tenuous status of many aquatic species, and the necessity of water delivery for profitable and productive agriculture in Oregon and much of the Northwest interact to focus attention on the way that aquatic vegetation management is conducted. Endangerment of fish species in the Pacific Northwest requires a detailed examination of agricultural operations. This manual is intended to provide water conveyance system managers a summary of available technologies for aquatic vegetation management and to outline the concepts and procedures necessary for development of an integrated management plan for vegetation growing in canals. With the adoption of a thoughtful approach to aquatic vegetation management, and with technical assistance and research on the problem plants and control techniques, aquatic vegetation can be managed without severe off-site and non-target impacts. The goal of this project is to calculate the reliability of rainwater harvesting systems and provide optimum size of the storage tank using historical records for Portland specific rain pattern. A simple water balance approach for historical data is used to calculate the reliability by which rainwater harvesting system can be used as a means of irrigating gardens in Portland. The size of the storage units needs to be adequate with the area of the roof and the desired water use rate. The maximum storage required to attain 100% reliability is more than 20m3 for lower end of irrigation demand and more than 100m3 for upper end of the irrigation demand for specific catchment area. The reliability with which Portland backyard gardens can be irrigated is approximately 20%- 50%, with lower end of range representing 1m3 storage and the upper end of range representing 5m3 of storage tank. Roof top runoff inputs to the combined sewer system are reduced by approximately 15% and potable water saved is 38% with storage tank volume of 5m3. A cost benefit analysis suggest that for a tank of 5m3 it takes 15 years to recover the investment done for installing rainwater harvesting system. These include requirements to protect endangered salmon runs and the change over time in the relative values of water for power production and irrigation. This section demonstrates how changes in the value of resources can create conflict when resource allocations are inflexible. Alternative approaches to water allocation are then detailed. Understanding human and climate-induced changes in its hydrologic properties is, therefore, a topic of considerable interest. Long streamflow records are essential to determining how runoff has changed over time. Daily streamflow records of the Columbia River at The Dalles dates back to June 1978. However, the observed daily flow does not alone provide enough information to understand or separate anthropogenic and climate effects. It is necessary also to have an estimate of virgin flow of the river to provide a historical perspective of water resources development, separate anthropogenic and climate effects, and compare present water use scenarios with those of the past decades. The United State Geological Survey (USGS) has calculated a monthly averaged adjusted river flow at The Dalles for 1879-1999 that accounts for the effects of flow regulation. The Bonneville Power Administration (BPA) has estimated the monthly averaged virgin (or naturalized) flow at The Dalles, i.e., the flow in the absence of both flow regulation and irrigation depletion for 1929-89. We have estimated the monthly virgin flow of the Columbia River at The Dalles from records of irrigated area for the missing years, i.e., for the period 1879-1928. In addition, a filtered version of the daily observed flows were combined with monthly virgin flow corrections to obtain estimates of daily virgin flows with realistic higher moments and spectral properties. Examination of the virgin flow record shows that climate change since late 19th century has caused a decrease of >7% in its annual average flow volume. The decrease in flow due to irrigation diversion during the same period is also ~7%. Broadly speaking, there are three periods of Columbia River flow management. Before 1900, mainstem dams were absent and flow diversions relatively small. Numerous dams were constructed between 1900 and 1970, and irrigation depletion increased 500%. Since about 1970, river flows have been managed on a system-wide basin, effecting significant interannual transfers of flows for the first time. The largest increase in groundwater pumping has been in and around the Bureau of Reclamation's Klamath Irrigation Project, which includes the Tule Lake subbasin in the southern part of the upper Klamath Basin. Previous groundwater flow model simulations indicate that water level declines from pumping may result in decreased flow to agricultural drains in the Tule Lake subbasin. Agricultural drains on the Klamath Project are an important source of water for downstream irrigators and for the Tule Lake and Lower Klamath Lake National Wildlife Refuges. To better assess the impact of increased pumping on drain flow and on the water balance of the groundwater system, flow data from agricultural drains were evaluated to investigate the changes that have taken place in groundwater discharge to drains since pumping volumes increased. Additionally, a fine-grid groundwater model of the Tule Lake subbasin was developed based on the existing regional flow model. The fine-grid model has sufficient vertical and horizontal resolution to simulate vertical head gradients, takes advantage of time-series data from 38 observation wells for model calibration, and allows agricultural drains to be more explicitly represented. Results of the drain flow analysis show that the groundwater discharge to agricultural drains has decreased by approximately 4000 hectare-meters from the 1997-2000 average discharge. Most of this decrease takes place in the northern and southeastern portions of the subbasin. Results of the groundwater model show that the initial source of water to wells is groundwater storage. By 2006, approximately 56% of the water from wells is sourced from agricultural drains. The struggle to bring salmon back to this river is a compelling story that exemplifies some of the new relationships in Columbia River Basin salmon management. The Umatilla River and the disappearance of its salmon was a local issue. Irrigation interests had used the river so thoroughly it ceased to flow during the late summer and fall months-precisely when salmon needed it for migration. The Confederated Tribes of the Umatilla Indian Reservation saw decided that they would change that: they would figure out a way to put both salmon and water back into the river. This thesis examines this process. First, it contextualizes the Umatilla River within the Columbia River Basin and Columbia Basin salmon management, and shows how a local salmon issue became a regional salmon issue. It then discusses the triangle of relationships that Indians, salmon, and hatcheries have come to form. Chapter III discusses the formation of the unique Umatilla Fish Restoration Program, which reintroduced fish into the river, and was paid for by the Bonneville Power Administration (BPA), as per the Northwest Power Act. Key elements within BPA's Fish and Wildlife Division resisted complying with the directives of the Northwest Power Planning Council to pay for the Program, setting the Program back years. I argue that this comes from two clashing ways of seeing the River: "cost-benefit analysis" versus "least cost." Chapter IV looks at the new partnerships formed in the Umatilla River Basin by the Tribes and irrigation districts in order to encourage the U.S. Bureau of Reclamation to construct a water delivery system that would satisfy irrigators while allowing most of the Umatilla to flow freely. The last Chapter suggests that these new and somewhat ironic partnerships between federal and state governments, private irrigators and landowners, nongovernmental organizations, and Indian tribes are key to restoring ecosystems in the Columbia River Basin. It further argues that without tribal nations playing an active role and exerting their treaty rights, restoring rivers like the Umatilla is impossible. First, it contextualizes the Umatilla River within the Columbia River Basin and Columbia Basin salmon management, and shows how a local salmon issue became a regional salmon issue. It then discusses the triangle of relationships that Indians, salmon, and hatcheries have come to form. Chapter III discusses the formation of the unique Umatilla Fish Restoration Program, which reintroduced fish into the river, and was paid for by the Bonneville Power Administration (BPA), as per the Northwest Power Act. Key elements within BPA's Fish and Wildlife Division resisted complying with the directives of the Northwest Power Planning Council to pay for the Program, setting the Program back years. I argue that this comes from two clashing ways of seeing the River: "cost-benefit analysis" versus "least cost." Chapter IV looks at the new partnerships formed in the Umatilla River Basin by the Tribes and irrigation districts in order to encourage the U.S. Bureau of Reclamation to construct a water delivery system that would satisfy irrigators while allowing most of the Umatilla to flow freely. The last Chapter suggests that these new and somewhat ironic partnerships between federal and state governments, private irrigators and landowners, nongovernmental organizations, and Indian tribes are key to restoring ecosystems in the Columbia River Basin. It further argues that without tribal nations playing an active role and exerting their treaty rights, restoring rivers like the Umatilla is impossible. Close
