The majority of inchannel attribute scores fell into the moderate (35 percent) and high (41 percent) condition ranges, with relatively few (12 percent) in the very high category. For low-scoring watersheds, water temperature was often the most influential factor. Aquatic invertebrate scores also appeared influential in producing the low scores. An evaluation of upslope and riparian (watershed-wide) conditions for all 1,379 sixth-field watersheds in the NWFP area with significant federal ownership was based on mapped data, including road metrics from U.S. Forest Service and Bureau of Land Management geographic information system road layers and vegetation metrics derived from satellite imagery. Watershed-wide condition scores were calculated for 1994 and 2008, and the difference between these scores was used to represent trend. Regarding status, the overall condition scores of the 1,379 watersheds mostly fell into the low (21 percent), moderate (27 percent), high (26 percent), and very high (22 percent) categories; relatively few watersheds scored in the very low (4 percent) category. The majority of watersheds (69 percent) had a positive change in condition scores (trend). Of those with larger positive changes, most were driven by both improvements in road (decommissioning) and vegetation (natural growth) scores. The greatest negative score changes were caused by the Biscuit Fire and other fires along the eastern side of the Cascades. Half of the fire-affected watersheds were in congressional reserves, 35 percent in late-successional reserves, and 15 percent in matrix (lands identified for timber production). There is increasing recognition amongst water resource managers of the role that private landowners play in determining downstream water quality, but bringing together landowners with a wide variety of land management objectives under the umbrella of watershed stewardship has proven difficult. Recently, a large number of "Payment for Watershed Services" programs have aimed to engage private landowners in watershed stewardship initiatives by offering financial incentives for adopting watershed best management practices. However, a growing field of research suggests that financial incentives alone may be of limited utility to encourage widespread and long-standing behavior change, and instead understanding landowner attitudes and non-financial barriers to stewardship program enrollment has become a focus of research. This research examines a population of rural landowners representing a diversity of agricultural, forestry, recreational, and investment objectives in the Clackamas River watershed, Oregon. I designed and distributed a mail and web-based survey instrument intended to measure land uses and land ownership objectives, attitudes towards watershed stewardship programs, barriers to enrollment in stewardship programs, and preferred incentives and goals that would promote enrollment. I received 281 valid responses for a response rate of 29%. I conducted two primary analyses: one focused on relating attitudes and barriers to intent to enroll in a watershed stewardship program, and one focused on identifying how diverse landowners differ according to factors influencing enrollment in stewardship programs. I found that landowners did not report financial considerations to be a primary barrier to enrollment and expressed low interest in receiving financial incentives. Instead, landowners reported that primary barriers related to lack of trust, ecological understanding, and concerns that stewardship program enrollment would be incompatible with their land management objectives. I do not discount the potential utility of financial incentives under certain circumstances, but emphasize the importance of addressing these other considerations before incentives can make a meaningful impact. I compared how barriers to enrollment were perceived by landowners with different land management objectives relating to production, investment, and conservation. I found that landowner attitudes were differentiated from one another primarily by their use of land for production purposes; however, I found a large amount of diversity between producers and non-producers in the degree to which they considered investment and conservation objectives in their land management, and these two variables added further explanatory power to understanding fine-scale differences in how landowner typologies relate to conservation programs. I used the United States Environmental Protection Agency's Better Assessment Science Integrating Point and Nonpoint Sources (BASINS) modeling system to investigate the relative importance of future climate change and land use change in determining the quantity and quality of freshwater resources in north western Oregon's Tualatin River Basin. The basin was chosen for this study because it is rapidly urbanizing and representative of other low-elevation basins in the region. BASINS models were calibrated and validated using historic flow and water quality data from 1991 to 2006. The goodness-of-fit for the calibrated hydrology, suspended sediment, and orthophosphate models was high, with coefficients of determination ranging from 0.72 to 0.93 in the calibration period. The calibrated models were run under a range of eight downscaled climate change, two regional land use change, and four combined scenarios. Results included average increases in winter flows of ten percent, decreases in summer flows of thirty-seven percent, and increases in fifth percentile flows of up to eighty percent as a result of climate change in the Tualatin River Basin. For land use change, the results included an increase in annual flows of twenty-one percent for the development-oriented scenario and a decrease of sixteen percent for the conservation-oriented scenario, with amplified changes at the sub-basin scale, including more than doubled winter flow. For combined scenarios of climate change and urban development, there is a projected increase in winter flows of up to seventy-one percent and decrease in summer flows of up to forty-eight percent. Changes in suspended sediment and orthophosphate loading broadly tracked hydrological changes, with winter increases and summer decreases. The results are relevant to regional planners interested in the long-term response of water resources to climate change and land use change at the basin scale. Much research shows that urbanization has an effect on watershed hydrology and nutrient loading at the watershed scale for various sized catchments. However, the flux of nutrients over short reaches within a stream channel has been less studied because of the effort and costs associated with fieldwork and subsequent laboratory analysis of the surface water samples. In this study I measure channel complexity and uptake velocity of nitrate to determine if this relationship is indicative of a healthy, functioning stream. I take field measurements and samples to determine the complexity and uptake velocity of each reach. Using ion-selective electrodes, the fluxes of nitrate were measured within each reach; when combined with channel geometry and velocity measurements these measurements allow for the transformation of nitrate fluxes into spiraling metrics. Results show that 18 of the 31 reaches had uptake velocity. Discharge and sinuosity were positively correlated with nitrate uptake velocity. Complexity and nitrate concentration were negatively correlated with nitrate uptake velocity. Grass landcover was positively correlated with nitrate uptake velocity and negatively correlated with nitrate concentration. These results indicate that land use and channel complexity both are related to the in-stream processing of nitrate. The implication of this study is that channel complexity is an important driver of nutrient flux in an urban watershed, and that this technique can be applied in future studies to better characterize water quality of stream channels over short reaches to entire catchments.   Citation × Citation Citation Abstract Copy Title: Long-term Responses of Phalaris arundinacea and Columbia River Bottomland Vegetation to Managed Flooding Author: Farrelly, Tina Schantz Year: 2012 I sought to determine the effect of managed flooding on Phalaris arundinacea L. and other plant species distributions in a large wetland complex, Smith and Bybee Wetlands (SBW), in northwestern Oregon. Altered hydrology has reduced historically high spring flow and prematurely initiated the historic summer drying period at SBW. This alteration has increased the coverage of invasive plants (e.g., P. arundinacea) causing a decrease in native plant cover and thus degrading ecological functions. SBW managers installed a water control structure (WCS) between SBW and the Columbia Slough/River system to impound winter rainfall and thus approximate the ecological benefits that natural flooding provided as well as reduce the abundance of P. arundinacea. Prior researchers conducted intensive vegetation and hydrological monitoring in 2003 (during the season immediately before WCS installation) and 2004. I conducted similar analysis in the fifth and sixth years, 2008 and 2009, following establishment of the WCS. Both study years, I determined percent cover of all vegetation on transects established in 2003. The results, including 2004, as well as 2008 and 2009 showed a reduced cover of P. arundinacea in areas experiencing at least 0.6 meters of inundation and an increased cover of native plant communities when compared to the 2003 baseline data. Native Carex aperta Boott. cover increased 7-fold from 0.3% to 2.3%; Polygonum species cover increased from 20.0% to 52.6%; and Salix lucida Muhl. ssp. lasiandra (Benth.) E. Murray cover increased from 10.9% to 15.5% cover. P. arundinacea declined by over one-third from 44.4% to 28.1% cover following water management. Since hydrology management began, the native Polygonum species community replaced P. arundinacea as the dominant species in the emergent zone. The results of this study refined the suggested depth of inundation needed to reduce P. arundinacea cover in such lake-wetland complexes as SBW from 0.85 meters (based on 2004 study results) to 0.6 meters. Shannon Diversity decreased following water management. The findings of this study demonstrated that water management can enhance native bottomland communities, especially those comprised of obligate wetland species, and reduce P. arundinacea cover in areas experiencing at least 0.6 meters of inundation. SBW managers installed a water control structure (WCS) between SBW and the Columbia Slough/River system to impound winter rainfall and thus approximate the ecological benefits that natural flooding provided as well as reduce the abundance of P. arundinacea. Prior researchers conducted intensive vegetation and hydrological monitoring in 2003 (during the season immediately before WCS installation) and 2004. I conducted similar analysis in the fifth and sixth years, 2008 and 2009, following establishment of the WCS. Both study years, I determined percent cover of all vegetation on transects established in 2003. The results, including 2004, as well as 2008 and 2009 showed a reduced cover of P. arundinacea in areas experiencing at least 0.6 meters of inundation and an increased cover of native plant communities when compared to the 2003 baseline data. Native Carex aperta Boott. cover increased 7-fold from 0.3% to 2.3%; Polygonum species cover increased from 20.0% to 52.6%; and Salix lucida Muhl. ssp. lasiandra (Benth.) E. Murray cover increased from 10.9% to 15.5% cover. P. arundinacea declined by over one-third from 44.4% to 28.1% cover following water management. Since hydrology management began, the native Polygonum species community replaced P. arundinacea as the dominant species in the emergent zone. The results of this study refined the suggested depth of inundation needed to reduce P. arundinacea cover in such lake-wetland complexes as SBW from 0.85 meters (based on 2004 study results) to 0.6 meters. Shannon Diversity decreased following water management. The findings of this study demonstrated that water management can enhance native bottomland communities, especially those comprised of obligate wetland species, and reduce P. arundinacea cover in areas experiencing at least 0.6 meters of inundation. Macroinvertebrates were sampled once in late summer or early fall. EPA rapid habitat assessments, canopy cover, pebble counts, embeddedness, and slope were also determined. Water quality parameters and macroinvertebrate indices in reference and non-reference sites were compared using t-tests, Welch's tests, or rank based equivalents. Macroinvertebrate assemblage patterns and associated environmental variables were characterized using non-metric multidimensional scaling (NMDS) ordination plots and envfit overlays. Macroinvertebrates had higher abundance and taxa richness in non-reference streams, and indices suggested poorer water quality in non-reference streams. Non-reference streams had a lower percentage of shredders and a higher portion of gatherer-collectors. Associations between land use, fine sediments, and changes in macroinvertebrate metrics and community assemblages were apparent at the reference vs. non-reference scale. It is likely that macroinvertebrates are responding, at least in part, to past logging and high road densities in non-reference streams. Fewer indications were found that recent logging may be affecting water quality and macroinvertebrates. Pearson's correlation coefficients show that the percent of recent logging upstream of study sites was correlated with several measures of fine sediments, suggesting that recent land use may be affecting sediment levels at the subwatershed scale. Stream temperatures increased from upstream to downstream in non-reference sites. Though no continual stream temperature data were collected in this study, the history of continuing temperature standard exceedances in the area suggest that further investigation of how selective logging may be affecting stream temperature and other water quality parameters in the Clackamas Basin is warranted. We also compared P cycling within the restored wetland to two minimally disturbed nearby wetlands and an adjacent active agricultural field. In the restored wetland we observed increased soluble reactive phosphorus (SRP) concentrations following initial flooding, consistent with our expectations that P bound to iron would be released under reducing conditions. SRP concentrations in spring were 2.5 times higher leaving the restored wetland than a forested wetland and an agricultural field. During two large- scale drawdown and rewetting experiments we decreased the water depth by 1 m in ∼10 ha of inundated wetland for 2 weeks, followed by reflooding. Rewetting following experimental drainage had no effect on SRP concentrations in winter, but SRP concentrations did increase when the experiment was repeated during summer. Our best estimates suggest that this restored wetland could release legacy fertilizer P for up to a decade following hydrologic restoration. The time lag between restoration and biogeochemical recovery should be incorporated into management strategies of restored wetlands.
